Ochoa El Paso, TX (915) Twenty five (25) yard pool with seven (7) racing lanes and one (1) shorter warm-down lane in activity pool; sloped starting blocks and turn flags are in place. Separate changing rooms with showers and lavatories for men and women, with seating on deck of the pool. Electronic timing equipment (Colorado 6000 timing and Hy-Tek Meet Manager 5 software) will be used. Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, or locker rooms. Concessions with food and drink will be available. The competition course has not been certified in accordance with C, and information about the water depth at turn end of the pool is 4 ft, water depth at the start end of the pool is 8 ft. Meet director may limit the number of spectators to allow our athletes to compete. Directions: Directions to the pool using I-10: Take I-10, then exit Downtown. Turn South on Kansas. Left on Paisano. Right on Ochoa. Pool is on your right. Directions to the pool using Border Highway (traveling west): Take Border Hwy West. Turn right onto Santa Fe. Turn left onto 6 th St. Right on Ochoa. Pool is on your right. Parking: Liability: Parking is very limited. Please consider car-pooling. We are seeking additional parking in the area and will be ing out additional parking information as it become available. Efforts are being made to obtain free or very low cost parking. Please be careful and respectful when dropping off your swimmers at the pool. In granting this sanction it is understood and agreed that USA Swimming, Border Swimming, Inc., the City of El Paso, El Paso Aqua Posse Swim Team, and any sponsors shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries or accident to anyone during the conduct of the event in accordance with USA Swimming, Inc., rules and regulations. Please contact the Meet Referee for times and schedules Safety Marshall: Michele Key Administrative Official: Cindy Crane Rules: Unless otherwise noted herein, this meet shall be conducted in accordance with the 2013 USA Swimming Rules and Regulation. The USA whistle start and no recall procedure will be used throughout the meet. Coaches and officials will be required to display their 2013/2014 registration cards. Any swimmer entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer s legal guardian to ensure compliance with this requirement. The use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, or locker rooms. Except where venue facilities require otherwise, changing into or out of swimsuits other than in locker rooms or other designated areas is not appropriate and is strongly discouraged. ( F) All participants, athletes and non-athletes, must adhere to the USA Swimming Code of Conduct as described in Article 304 of the USA Swimming Rules and Regulations. Meet Eligibility/Proof of Registration: All swimmers must be USA Swimming registered athletes for either 2013 or FINA/Federacion Mexicana de Natacion registered athletes are also welcomed. There will be no on-site registration. The swimmer s age as of December 7, 2013 will be used to determine the age group for competition. Events: Sessions: Swimmers will be restricted to 6 individual events (3 per day). Saturday/Sunday AM 7:00 am warm up, 8:15 am Meet start Saturday PM 12:30 pm warm up, 1:45 pm Meet start Sunday PM 4:15 pm warmup 5:30 pm Meet start Time Standards/Verification: No time standards on any event 100 yds and shorter. 3 Event Seeding: This is a PRE-SEEDED, timed finals short course yards, age group meet. Seeding will be slow to fast with short course yards seeded by time, then long course meters seeded by time. The meet may be split into 2 sessions per day to accommodate the number of swimmers and spectators. Late Entries: DECK ENTRIES WILL BE ACCEPTED UNTIL 30 MINUTES BEFORE THE START OF EACH SESSION. EXTRA HEATS WILL BE CREATED AND PROOF OF TIMES MUST BE PROVIDED FOR DECK ENTRIES INTO EVENTS 200 YDS and LONGER. Late entries will be $7.00 per event. All swimmers who deck enter will be required to show proof of current USA/FINA/Federacion Mexicana de Natacion registration. There will be no on deck USA Registration. Entry Fees: Individual Events $3.50 per event Surcharge $5.00 per swimmer Non electronic entry fee $10.00 per swimmer All checks should be made payable to EPAP All entry fee balances are due before the meet is over, unless prior arrangements have been made! Refunds: Once a team or individual entry has been received and processed, there will be no refunds in full or in part. 4 Warm up: Border Swimming mandatory warm-up procedures will be enforced. A USA-Swimming/FINA registered coach for each swim team must be present to conduct their team s warm-up sessions. USA Swimming athlete members must be under the supervision of a USA Swimming member-coach during warm-up, competition, and warm-down. The Meet Director or Meet Referee may assist the swimmer in making arrangements for such supervision, but it is the swimmer s responsibility to make such arrangements prior to the start of the meet. Warm-up lane assignments will be posted at the pool behind the starting blocks. 1. General warm up (initial period) a. All lanes to be used for general warm-up. Circle swimming only. b. Swimmers must enter the pool feet first. NO DIVING or JUMPING allowed from the blocks or the edge of the pool. c. No sprinting or pace work allowed during general warm up session. 2. Coach Responsibilities a. Coaches shall instruct their swimmers regarding these safety guidelines and warm up procedures as they apply to conduct at meets and practices. b. Coaches shall supervise and be responsible for the conduct of their swimmers throughout the meet, including the warm-up session. All meet warm ups shall be scheduled for two 30 minute sessions. Teams shall be assigned a warm up session and notified of such session by the meet director. When the number of swimmers does not warrant splitting the sessions, one warm up session may be held. The first twenty (20) minutes of each session shall be designated as a GENERAL WARM UP SESSION. There shall be FEET FIRST ENTRIES ONLY AND AT ALL TIMES during the general warm up session. Lanes may be used for pace, circle, or return swim only. Swimmers shall not mount the starting blocks at any time. During the last TEN (10) minutes of each warm up session sprint lanes shall be open as follows: the lane you have been assigned for warm-up will be your sprint & return lane. Before using sprint lanes, they must be cleared of all swimmers. There will be NO DIVING at any time. RACING STARTS ONLY will be allowed at the start end, but the swimmers swim back in return lanes. Warm up and warm down lanes will operate under the same rules and regulations as general warm up lanes, with the exception that a maximum of 10 swimmers will be allowed in the warm-up/down lane at any one time. Diving and racing starts (backstroke included) are NOT permitted in the warm up/warm down lane. Warm Up Schedule: Will be ed to entered teams after final entries have been received. Page 4 of 6
