Diversity & Inclusion - Budget $6000/year- include line item in budget/this has been updated in the budget per John - this will meet our LEAP Requirement. The money is to be used for scholarships, camps, clinics, mini swim meet/clinic for the new swimmers in the LSC to get them excited about swimming. A mini-meet for the new swimmers would be sanctioned with 25 & 50 free. There would be no cost to the athletes- Krissy 8:20

2 could offer strokes without any DQ s b. Diversity & Inclusion - Mini-camp proposal- item a- all swimmers would need to be registered with USA Swimming in order to participate c. Athlete Recognition - Sr Scholarship- See senior report in consent agenda. The swimmers to swim in local meets in the IMX events to get a score- can go back to 7 th grade for scores. MSA Sally to head a task force for a pilot program for 2 years for seniors graduating this year and next year d. Athlete Recognition - Enhanced Travel Reimbursement MSA10% base on the allotted amount for that season. Must swim in local meets and college athletes are not eligible. Can only be used for one meet per season- 1 LC & 1 SC e. Senior Classics: Other than the weather concerns on the first day causing the rescheduling of the 1000 free, the meet went pretty well. Running the distance events on both sides was efficient and easy to follow. a. Suggestions : To make the meet more efficient and allow it to elevate to a higher level meet than what it is now, the amount of relays that can score points per team should be limited. Additionally, the top 8 swimmers in the longer distance events should continue to swim in finals to allow proper recognition for their swim, just as is the case for the rest of the events. As an LSC, we should no longer allow distance swimmers to choose which session to swim(in the case of those top 8 choosing to swim in the morning) and still be able to score full points; if they want to swim in the morning instead of the afternoon, their swims should be counted as exhibition, so the times still count but the points do not. This would encourage a more elite championship atmosphere and train the swimmers for national level meets where they do not get the option. B. JOs : Overall, the meet went well from the athlete perspective. The kids seemed to be having a lot of fun and swam fast. a. Suggestions : Times for relay events should be verified via SWIMS based on aggregate individual times of the swimmer. We kept having the issue of teams entering relays at the minimum, only to be over the time standard by 30+ seconds. If we are to fully run JOs as a championship meet, teams need to be held accountable and should be barred from entering relays that are not at or under the minimum time standard using the aggregate method. C. CA/NV Sectionals : Speaking to a lot of the out of town swimmers as well as those in our own LSC who participated, the general consensus was that while

5 the facility was spectacular and gave the championship feel, the actual running of the meet was not at the same caliber. Swimmers from DART as well as BREA commented their frustrations at the 50 minute delay on the first day, saying that they were upset at the lack of communication of the delay, seeing as they had rushed from the airport to make it to the meet on time, only to wait around for issues to be resolved. In speaking to other swimmers swimming sectional meets across the country, none of them experienced this kind of issue. While technical failures do happen, it is proper preparation that makes a positive difference, and in this particular area only, it seemed to be lacking. One swimmer commented that it seemed as though parts of the meet (such as the award ceremonies) were more improvised rather than planned, but also complimented the meet staff, stating that they responded to issues in a very professional manner. Overall, those who participated said they had a great time, and thanked San Diego for hosting. a. Suggestions: For the award ceremonies for each event, the implementation of a podium and banner setup (like at other sectional meets) would better the meet s elite feel. Athlete Mentorship Program - Erin Taggert In order to get a point for LEAP 3, we can have an athlete mentor-ship program. My proposal is that at C level meets, older and more experienced swimmers could help out a few younger swimmers from their same team with things like race preparation and learning how swim meets work. This would reduce the amount of dependence on parents and would build team unity. ( RSD older kids would get assigned to RSD younger kids, PS older kids to PS younger kids, etc). Making it into volunteer hours will encourage the older kids to participate. In order for this to happen, teams across SI will need to provide senior swimmers to help. We are currently looking into the following ideas. a) Partnering with D&I and run a mini clinic for new swimmers, parents, and officials. Including a Safe Sport segment in the clinic, followed by a fun meet consisting of 25 and 50s for the new swimmers. b) Choose a month that we call "safe sport education month. All meets that that month we would have some type of educational moment / materials for everyone

19 at that meet, including setting up a table at upcoming meets, and providing information and Safe Sport branding items like bag tags. See the latest safe sport scenarios posted on the website. I would like to set a schedule of clinics once a quarter at different location throughout the LSC. Planning on scheduling a Stroke & Turn clinic the beginning of April timeframe. Also would like to plan a Starter and Deck Referee clinic sometime in the April timeframe. Issues and Concern Watches being worn during competition. A number of swimmers have recently been notified about wearing a watch in a competition meet. Watches, especially the new Apple watch, has the potential to pace a swimmer during a race. Please remind your swimmers not to wear any type of watch during a competitive meet SWIMWEAR E No swimmer is permitted to wear or use any device, substance or swimsuit to help his/ her speed, pace, buoyancy or endurance during a race (such as webbed gloves, flippers, fins, power bands, adhesive substances, etc.). Goggles may be worn, and rubdown oil applied if not considered excessive by the Referee. Any kind of tape on the body is not permitted unless approved by the Referee. Submitted Suggestions for Comments: 1. I submit to the committee for consideration that relay races at championship meets to the prelims session. This would be beneficial for many reasons. First the swimmers who do not make finals but are on the relays would no longer be required to make a separate trip to the pool. Most of the teams have their full complement of swimmers at prelims and a more limited number of swimmers who qualify at finals. It would help the parents greatly to not have to return in the evening to participate in a relay and it would allow the swimmer and opportunity to participate in another activity (i.e spending time with family, participating in another sporting event, completing homework, etc). Second, the swimmers benefit because it allows them to focus on their

20 individual events during the finals session and not having to expend physical, mental and emotional effort on a relay during the critical finals session. 2. I submit to the committee for consideration that the officiating crew include at least 1 chief judges at all swim meets. The chief judge would be able to inform swimmers of disqualifications, watch the 15m mark, mark DFSs, and other duties, which would enable the stroke and turn judges to focus on judging the swimmers in the water. There have been times that I have missed judging the beginning of races because I was talking with a swimmer about a disqualification. I was tasked with watching the 15m mark and then wrapping back to judge my 3 lanes; however, I was unable to get a clear view of the turn. In both of these instances swimmers in my lanes are given an unfair advantage over the other swimmer in the pool who are being watched more closely by their assigned S&T judges. Team Deficiencies for Officials: None to Report 2017 CA/NV Sectionals - Host by NCA at Alga Norte NCA and San Diego-Imperial LSC concluded a successful Sectionals Championship meet held March The LSC had a great showing of officials by providing 18 officials with many of them being evaluated by a national evaluator. This was a wonderful opportunity for our local officials to work a championship meet at a level above the our local meets. This was also great opportunity to meet and work with Southern California, Northern California, and Arizona officials. We had numerous discussion with the other LSC officials about concussion awareness training, parent timing area crowd control, sticker disqualification system, officials training techniques. In general, the timing system equipment was working fine for all of them and we started all of them on time. a. Equipment- 1. We had no problems with the equipment at all. II. 2. Pads: We tried an anti-slippery spray on one touch pad that worked great. I ordered more for the rest of the touch pads that are slippery, it will take up to a month to be here and as soon as I get it I will fix the slippery touchpads that we have. b. Operation- 1. Running dual course for the distance events at Senior Classics we encountered no problems. We started on time as usual. 2. At JOs, we replaced one touch pad because it wasn t working 100% of the time due to a faulty connector. We replaced the touch pad without causing any delay. 3. At JO Max we ran both pools without any problems. Season Summary: We had 20 meets this season; everything worked fine. At all the meets, we ran the timing system as usual, with no delay and being ready several minutes before start time. During the meets there was no necessity to stop the meet due to timing system malfunctions. Safety Report - Kate Thornton No report. Times Officer - Dean Bailey Rich Cosgrove has started training to take over as times officer. Dean is still performing the regular tasks, but Rich has gotten access to the SWIMS DB and has started to learn the procedures. Camps No report at this time Other items For the first time, NCA & SI hosted the CA/NV sectionals. Many lessons were learned at the meet. It is my hope that those lessons are not forgotten and that we start using them in our local meets. Items for discussion Officials national travel fund. In discussions with John Smigal and other officials I would like to look at the possibility to have a national travel fund for the SI Officials. It would be the same as what we have for the swimmers, the details would need to be worked out by the officials committee and brought back to the LSC, voted and to have it included in next years budget. This would be a opportunity for our officials to officiate at more national meets and would also help for SI to have more national certified officials and being on more nationals decks. It would also help to give SI Swimming more creditability in our effort to host national level meets, sectionals, zones, senior zones and other meets. I would like to see if we can help to send Krissy; the 2018 D&I Zone Camp Director to one of the other zones D&I camps this spring/summer to learn and come back

23 with the information that she and the LSC will need to have a great camp. I will also ask the Western Zone to help with the expenses. Championship Committee Report - Mary Redmond Senior Classic: 643 Athletes continues to be a successful meet and one that the out of district teams enjoy attending. The meet will continue to be held at BBMAC. Senior Classic Time Trials: 38 athletes held one day only SC Junior Olympics: 556 athletes, 2035 splashes and 205 relays SDI RECORDS: 2 RELAY, 6 INDIVIDUAL same athlete) JO RECORDS: 3 RELAY, 12 INDIVIDUAL (1 was set in prelims and reset in finals by the The SC JO s will need to be held at a different site in 2018 as Poway will not be available due to renovations. Coronado is on hold for 2018 at this time. Parent Education Report - Mary Redmond Parent education meetings are being conducting before a meet begins during warm up time. A flyer is given out to each parent along with a USA Swimming sticker. During the meeting I explain that the LSC has a goal this year of educating as many parents as possible and we are looking for volunteers to become involved at the local level. An official normally attends and explains the role of officials and how they can help their team and the LSC. We have had volunteers sign up to design the Padre swim cap, be on the Padre Event team and ask questions on how to become an official. I have conducted education meetings at FAST hosted meets, the Heartland Meet in December and at the JO Max meet. I have stickers and flyers to give to team hosts if they would like to conduct education meetings. I also gave the swim office stickers to give out to parents who come in a register their athletes. At JO s a parent education meeting was conducted by Sean Redmond regarding zones. Diversity Committee Report - Krissy Payton D&I have met and came up with a budget of $6,000/ year. We came up with this number after receiving for two different LSC's and their budgets We talked about the scholarship ideas and clinics. We came up with this proposal: Our plan is to host a mini camp and 1st time swimmers swim meet consisting of 25 and 50's. Awards could be stroke awards instead of places. Date 9/23/17 This would be free to Swimmers. We feel SI is a diverse LSC and would like to have ALL NEW San Diego swimmers participate. The camp would break down as follows: Swimmers- go over how a swim meet works, What to expect, diversity and inclusion. Parents- Mary could have her introduction to swimming for all new parents.

24 Officials- Could use as training for what ever they need to do for new officials. Safe sport- Jolyn can introduce the safe sport agenda. We felt this could help the LSC in many aspects needed in promoting our sport to the new swimming families. Budget would cover Facility fees. stroke ribbons Some sort of lunch/water/snacks for participants. Splash fees.?? On another note, I have a meeting at SDSU on 3/15 to look at the dorms. Sean will possibly go also. Technical Planning Vice Chair - Tom Paradowski Met on February 9. Worked on developing the formats for the 2017 / 2018 Short Course Season. Have sent information to Dean to create the Bid Package. Hopefully the Bid Package will be ready to present at the Monday LSC meeting. Bid Meeting tentatively set for Tuesday, July 11, 8:00 at Swim Office. No March meeting. We will set an April meeting date and time at the LSC meeting Monday. Senior Vice Chair - Dave Kilmer Proposal for Athlete Recognition - Dan Peck and Sally Taggart SECTION X ATHLETE RECOGNITION PROGRAMS (note: proposal is that these programs start in swim year; current writing is so that this policy can be placed into SIS policies and procedures for vote in HOD meeting in November 2017; any updates that are needed after having these programs in place will be recommended to the board at September 2017 meeting) X.1 The purpose of the athlete recognition and scholarship programs within SIS is to recognize and reward those swimmers whom actively participate in SIS meets and the USA Swimming IMX program. X.2 Senior Scholarship Program: X.2.1 X.2.2 X.2.3 Swimmers must hold USA swimming membership with an SIS club during their junior and senior years of high school For each season from 7 th grade through 12 th grade that swimmer has achieved an IMX score (with a maximum of two per swim year), swimmer will receive $25 per IMX score upon graduation from high school (for a maximum of $300). Swimmer is required to provide proof of IMX score (can use USA swimming

25 deck pass with coach signature) and high school graduation no later than July 15 th of year of high school graduation to receive funds. X.2.4 Swimmer must validate that receiving scholarship does not invalidate any NCAA eligibility prior to submittal. X.2.5 Swimmer will receive scholarship no later than August 15 th of year. X.2.6. SIS will provide additional details about program by April 1 st of each year. X.3 Enhanced Travel Reimbursement Program: X.3.1 X.3.2 X.3.3 This is open to non college athletes who receive funding to national level meets per the travel policy in Section 12. College athletes are not eligible. Any athlete will receive a 10% increase to the allotted travel fund for the meet what meets the following criteria: a. IMX score in current season or previous season b. IMX score achieved while swimming in SIS sanctioned meets c. IMX score achieved prior to the date of the meet in which funds are requested d. One time use only for IMX score received in a season Coaches are required to provide IMX score (certificate from USA swimming deck pass is sufficient) along with SIS meets in which events were swum to receive increased travel funds. X.4 Age Group Recognition Program (12&U swimmers in SIS) X.4.1 All swimmers that receive an IMX score will be recognized on SIS website (timing will be similar to when top 10 times are published each year X.4.2 All swimmers which receive an IMX score by July 15 th of the swim year will be entered into a drawing with the reward being a party for the swimmer s workout group. a. Four athletes (10&U girl, 10&U boy, 11&12 girl, 11&12 boy) will be selected for drawing b. Athlete that achieves both a long course and short course IMX will have two entries into the drawing. c. Athletes that change age groups during season will be entered into both age group drawings. d. Winning athletes / teams will be announced at LCJOs. X.4.3 Party has a maximum reimbursement of $200.
