Ortwein Service Award i. Award to Walt Hanford for 2015?: MSA ii. What should we do for 2016?: Nominations due by the end of August and send to Kevin, Jeannie Bell was nominated: MSA b. JO hospitality for officials. - John Smigal: No issue since RAQ volunteered to provide a snack bar & hospitality. RAQ requested CNSA help in set up of deck. c. Registered Mexican Swimmer setting SI record - Sean Redmond This is allowed since the athlete is registered in both Mexico and SI Swimming

2 d. Funding additional diversity programs - Krissy Payton: USA Swimming suggests LSC S set aside funds for Diversit and Outreach programs. Krissy asked for volunteers for a committee to come up with ideas that can work for SI- would like athletes and adults on the committee e. Bid to host 2018 WZ Diversity Camp - Krissy Payton: Could we host a Diversity Camp. Suggestion to host the 3 rd week of June in hosting at a college would be ideal for logistical purposes: housing, dining, pool 7. 8:45PM - New Business a. Brandon Dreschler from the Padres will have a table on Saturday at JO s for families that would like to purchase tickets for Padres Swimmers night on Aug 19 b. Olympic Trials reimbursement request: 2 RSD athletes[liam McCloskey& Rachelle Dong] and 1 IVDA athlete[brandon Crabtree]: MSA Brandon will get full share plus bonus because his cut was made at an SI meet. c. La Jolla Rough Water has been cx due to the seal pups in the area d. The October BC No Freestyle meet was not bid on. This is now an open weekend. e. Fun, Integrity, Respect, Service, Team Fun is First! Completing most of the requirements for LEAP2 LEAP2 will be complete once the board orientation presentation is delivered at the BOD meeting LEAP2 financial incentive is 4092 = $2046 The new eligibility requirements that was proposed at the last BOD meeting Concern was raised about not having a grace period before enacting the change E.g. the LCJO Meet Sheet had already been published without the new eligibility requirement Consulted some USA Swimming contacts and they suggested delaying the effective date until next season (SC season) Discussed with board members at the workshop and it was agreed to delay the effective date (and can be included in our P&P manual) Updating the By Laws, Policies and Procedures Manual Tentatively scheduled for August 27 Contact Kevin if you are interested in participating The Last Gold premiere screening in San Diego Screening required 89 tickets to be sold by June 30th, otherwise screening would be canceled On June 20th, only 3 tickets were sold I proposed to the board for the LSC to purchase 25 tickets and raffle them off to volunteers within the LSC, which was approved I ran the raffle, tickets were distributed as follows:

15 Officials Committee Report John Smigal LSC Officials Chairs Conference Call Date: July 6th, 2016 LSC Officials Chairs Conference Call was cancelled due to Olympic Trials. Officials Training On June 13th a Stroke & Turn clinic was hosted by NCA at Alga Norte. A total of 10 parents attended the clinic along with John Smigal and Kevin Lee as the instructors. The following teams were represented: NCA, SDY, HSA. The next Stroke & Turn clinic has not been scheduled. I would like to set a schedule of clinics once a quarter at different location throughout the LSC. Looking for a team to host the a clinic in the September timeframe. Please contact John Smigal if you can provide a facility for a officials clinic. New Certified Swim Officials The following have completed all requirements to become certified SI Swim Officials. 16 Equipment Report Carlos Davila Meets We have had 8 meets since the last board meeting. In general the timing system is working fine. BC All Ages (LC) meet at Coronado We ran the meet with 8 lanes instead of 7 lanes. Dean asked us why we were wanting to run 7 lanes at a pool that can have 8 lanes with starts on both ends. We told him it was due to the quantity of touchpads that we have, and he told us that there is not a rule that says that we have to have touch pads on the rear end of the pool. We decided to run 8 lanes, without having a working turn end pad in lane 1 and 8, the meet was fine and we saved half an hour this way. Equipment 1. Problem: The 50 m microphone stopped working; it was replaced with the second one that we have to be able to keep running the meet. a. Solution: Instead of buying a new 50 m microphone, I removed the failing microphone from the cable add a heavy duty connector. This way we are able to join one of the short microphones at that end and avoid an extra expense. 2. Problem: As I mentioned months before, due to slippery surface problems SBA bought 10 new touchpads to replace the old ones before the last Winter Age Meet. When we decided to have two simultaneous long course meets, we have had to use all of them instead of replacing them. On those old slippery touchpads we replaced the cables with new ones to able to run two 7 lane meets with the 30 touchpads that we have now. The problem now is that those touchpads have started delaminating the anti slippery film with the constant use. a. Solution: No solution at this time. Chase Starts We had a test for Chase Starts on June 18, We ran the test on the last two events of the afternoon session at the CNSA meet. Everything worked as planned and we are ready to run Chase Starts at the next (LC) JO s. Scoreboard At the past CAST meet on July 10, 2016, the scoreboard got wet on the bottom panel power switch and it tripped the breaker just before the meet started. It was fixed an hour

17 after the meet started due to no one being able to have access to reset the breaker. PA We tested the PA system that Mike Saltzstein kindly donated to the LSC but we found out that it won t be loud and clear enough for a championship sized meet. [Note added by Kevin Lee: I examined the Mike s PA system and the way it is currently set up, the speaker impedances are incorrect, causing the amplifier to not operate efficiently. I would like to continue tinkering with it to see if I can get it to work better.] I recommend to purchase one for the LSC. Safety Report Mike Salzstein

23 Age Group Vice Chair Sean Redmond Meets There have been comments about the summer schedule and the size or lack of size for our meets. The program committee has work hard to put together a schedule of meets to be the best for the swimmers of San Diego. That being said, it is hard to look in the future and know what teams and how many swimmers are going to participate in meets that are scheduled. The other issue is the lack of long course pools that can be used during the summer. After Memorial Day there are no long course pools in the North County that are available for meets. I am not sure what the solution is and I know that Program is and has been looking at it. Item to be pulled for discussion there was a swimmer who is registered as a USA Swimming member for SI Swimming and as unattached, and is a resident of Mexico and swims for a team in Mexico. In a recent dual meet with RSD this swimmer, representing the team from Mexico, swam the 400 IM and was faster then the SI record. That time has been accepted as a new SI record. The question I have, as Age Group Chair is, how can a swimmer representing a team or country from other than one in SI Swimming able to set a SI record. Zones Hotel rooms and airline tickets are all set. We have 24 rooms with two to a room. We have 30 tickets with Southwest Airlines. Meals are still being worked out at this time. The zone application is on the LSC website. At this time we have had one coach drop from the staff; this is because he had a swimmer qualify for Junior Nationals, which is at the same time as zones. I am looking at one of the coaches from RSD as a replacement. ( B) Some LSC's only charge the $5. We charge a total of $10. Kevin discussed this with Deanna and we are going to update the fee to $7 for the next year since this year is almost over. The WZ Diversity Camp was a great success. The kids had a great time and met a lot if new friends. They talked a lot about goal setting, nutrition,among other things.

24 The Summit consisted of how USA Swimming/ LSC's/ and individual teams can promote a program to get Diversity groups into the water. Whether through lessons, clinics, camps, and/or making the sport affordable. We talked about what the different LSC's are doing in their areas. Such as meet fee waivers/ reductions, parents task force committee, clinics, lesson programs, etc. I can go into that at the meeting. They would like San Diego to be in the mix for the 2018 camp bids. I have thought about UCSD, SDSU, USD. In the process of talking to people. Any other ideas? This should be pulled for discussion. I have spoken with John McGlynn about the budget and adding a line item for Diversity and inclusion. I think we should look a funding for camps and clinics and the possibility of helping fund the swimmers participating in meets with a reduced or discounted entry fee. Thank you letters from SI Diversity Camp Athletes The 2016 Diversity Select Camp was one of the best experience in my life. I would like to thank the LSC for giving me the opportunity to have a new experience in my life. It has helped me grow in my swimming and I got to meet people from other states, such as Alaska. We left on June 16 around 10:30 A.M. We arrived in Salt Lake City around 1:00 P.M., there time zone. The first thing we did when we arrived at the campus of University of Salt Lake City was get out goody bags. We got a TYR backpack, 3 shirts, a notebook, a schedule, and some salt water taffy. After checking in, we went up to the dorms to get ready for practice. We had to walk from the dorms to the pool. It would take around 10 minutes to get to the pool. It would be a tiring walk. Right after practice we had one of the best pizza I have ever had. We later went back to the dorms. We had to get ready for morning practice and got to talk to our room mates for a while. The practice where hard. We had distance sets and sprints sets. The would be on 1:15 for 100's and 2:45 for 200's. We also did some underwater. You can feel the altitude once you started. The best part of the camp was the games we did. We got to be very competitive, especially the coaches. We also got classroom talks. They were mostly about being different to other people. That some cultures are under appreciated. We also had a nutrition and goal talk that has helped me know what to eat and how to set goals for myself. The camp also showed me to give back to the community. The whole got to help homeless people by serving food or cleaning. We got to sort out clothes and help cook the food. It differently helped me appreciate what I have and how I live. It also showed me that helping other people is a good way to give back. The camp was one of the best experience in my life. I learned many things. It helped me push myself to be a better swimmer and that I can do things I want to. Thank you again for choosing me to go to the camp! Dear LSC, Sofia Chavez Varela

The coaches we're really fun to talk to. I had a great time! Thank you!! Sincerely, Ina Sofia Dear LSC, Thank you so much for selecting me for the Western Zone Diversity Select Camp this summer. It's something that I will never forget and one of the things that I will remember the most. I was able to try new kinds of drills that I could do later on at home (San Diego). The most memorable part was when we did the Rescue Mission. It was a really nice experience and it felt good to give something back to the community. Also, the classroom session about Nutrition and Goal Setting was very helpful. It made me conscious about my goals and helped me believe in myself. I was never quite sure if swimming was really meant for me. At the camp, however, I met a lot of great people. Hearing their own story about swimming made me really happy. My favorite part of the camp was when Sabir Muhamad came to talk to us. He gave us really good advice and a lot of motivation. Ever since that camp I've been concentrating on my goals and been more focused at practice. It is something I will always remember and I loved the experience of it. There's a whole lot of other amazing swimmers out there who shouldn't miss the opportunity of this camp. Thank you for giving me this opportunity. As I was there, I learned I great deal about the importance of working hard in practice, as well as getting ideas/inspirations from other swimmers to help out my own career. I really thought that if I had to make a change(which there doesn't have to be) is to have more people( coaches and swimmers) from more areas of our zone and learn more about each other. Again thank for this opportunity and I highly recommend it to many people like me. Emilio Adaptive Swimming Don Watkinds There were about 6 swimmers that represented teams from San Diego Swimming at the Paralympic Trials. Roy Perkins was the lone swimmer to make the team going to Rio. Mike DeMarco has announced his retirement from competitive swimming. Mike participated for Team USA in three Paralympics over the last 16 years. His contribution to the sport has been great and will be missed on the pool deck. I, for one, will miss watching Mike swim in meets and the inspiration that he has provided to the swimming community as a whole. Thank you Mike and good luck in the next chapter of your life.

Motion: Allocate $1000 towards purchase of Zones team outfitting M/S/A Novice Events Pete Murphy to look into possibility of PAC hosting a novice event. Meet Reviews Discussion about size disparity of summer meets and reasons why (lack of north county LCM pools, no bids for some meets). Given that it s summer, any chance we good pursue 3 day meets if the meet is expected to be large? Good showing by SI swimmers at Olympic Trials; shout out to Roy Perkins for making Paralympic team. Swimmer of the Month deferred, due to small number of coaches in attendance, and lack of submitted nominations. New Business Discovered at Diversity Camp that our fees are too much (as it relates to Outreach); Sean to discuss issue at LSC meeting.
