Event Details Off the back of Adelaide hosting the Hancock Prospecting Pan Pacific Championship Swimming Trials in July, from Wednesday 18 to Sunday 22 July the 2018 South Australian Short Course Swimming Championships will showcase our state s best and emerging talent as they aim for a place on the South Australian team to compete at the 2018 State Teams Championships in Canberra this September. This competition will also see athletes from across Australia visiting Adelaide and giving locals new competition in an already competitive field. Being a short course event, expect to see high energy and fast racing as athletes strive to raise the bar, medal in their events and better their best times. Every swim counts; age medals will be awarded during morning swims, with competitors performing at their best to make a junior or open final each night. 5. Entry Procedures Entries for the 2018 South Australian Short Course Championships are now open. Competitors can enter this event by clicking on the link below or visiting the SwimmingSA website. Entries close 12.00pm Wednesday 27 June ENTER HERE For those athletes who qualify for additional events at the Division 1 and Development Meets, entries will be re-opened for a short period after these competitions until 5.00pm Monday 9 July Relay entries will be accepted via ClubLANE only and must be submitted by the Nominations Officer/Race Secretary for your club. 4 6. Program of Events: The 2018 South Australian Short Course Championships is a combination of age and open championships. AM Sessions: Age TF, Open Heats PM Sessions: 12&U Finals, Open Finals *note 12&U finals are separate to age finals in the morning session. Age finals will be decided in the morning session with a separate 12&U Junior final in the PM session. 7. 6 Age: Open: Competitors must achieve a time faster or equal to the qualifying time for their age in their event to be eligible for age medals. By-Laws This event is conducted under the SwimmingSA Swimming Rules and Event By-Laws. To view these documents please visit Visitors Please note that interstate competitors can compete in this championship. All visitors will be marked with a (V) in the program and on the scoreboard. Visitors can compete in finals under the following rule: EBL.23.1 (1): A maximum of two swimmers who are visitors can compete in the final of all events at the South Australian State and Country Championships unless EBL 23.1 (2) applies EBL 23.1 (2): A maximum of three visitors may compete in any A designated final at the South Australian Short Course Championships with no restrictions on the number of visitors eligible to compete in any B designated final. 12. Reporting for Distance Events, Marshalling and Withdrawals In accordance with EBL 22, any competitor who fails to report to the marshalling area at least ten minutes prior to the scheduled time for the start of the session on that day if entered in the first two events, or at the start of an event at least two events prior to the event in which they are entered shall be deemed to be withdrawn. All heats in a n event (including heats of 800m and 1500m) shall be deemed to be one event for the purpose of this rule. In all events, finalists, semi-finalists and all reserves up to and including 30 th place wishing to be withdrawn from a semi-final or final shall do so in writing and signed by the competitor or his/her authorised representative within 30 minutes following the posting of the results for that event: Withdrawal process (step-by-step): - Results are posted in following locations: o Ground level corridor (near competition change facilities) o Between Bay 3 and Bay 4 on grandstand concourse. - On each result the time of posting is written - Competitors have until 30mins after this time to complete a withdrawal form - Withdrawal forms are in the marshalling room and may only be completed by the competitor or team manager - The form must be completed and handed to the marshal who will add the time of submission to the form and place in a locked submission box. - Please ensure you witness the form being placed in the submission box to ensure that it doesn t get lost - A recorder will check this box periodically and process your withdrawal. A competitor who does not withdraw and does not compete in the event shall be deemed as a late withdrawal except where medical reasons or proven hardship and the club with which the competitor is registered with shall be fined the sum of $ The Referee/Chief Executive Officer shall determine the acceptability on all matters where medical reasons or hardships are claimed and this decision shall be final. (1) Accreditation and Marshaling Athletes are required to surrender their accreditation pass at Marshaling when checking in. Athlete accreditations will be held by the marshals and check starters until the conclusion of their race where the swimmer will need to collect it from the accreditation table via the competition pool exit point. 13. Swimwear (EBL 15.1)

7 (1) The swimsuits of all swimmers shall be in good moral taste and suitable for the individual sports discipline. (2) All swimsuits shall be non-transparent and must conform with FINA approved standards in all respects. OR (3) Until otherwise directed by SSA, swimmers may wear traditional swimsuits provided the suits meet the following criteria: (a) Men s swimwear may not extend above the navel or below the knee. Women s swimwear shall not cover the neck, extend past the shoulders or below the knee. (b) No zippers or other fastening devices are allowed except for a waist tie on traditional swim suits. (c) Suits must be of a textile material and must not contain any non-textile material such as polyurethane or neoprene. (4) Modification of a swimsuit to accommodate a competitor s disability is permitted (IPC ). Proposed modification shall be submitted in writing to SwimmingSA for approval at least 14 days prior to the meet. Approval letter and modified swimsuit(s) shall be presented to the Referee prior to the swimmers first event at the competition. (5) The Referee of a competition has the authority to exclude any competitor whose swimsuit does not comply with this By- Law. (6) Swimwear is limited to one (1) swimsuit. EBL ADDITIONAL SWIMSUIT GUIDELINES FOR AGE GROUP EVENTS: (1) All swimwear worn by competitors in Age Group Events (18 and under) conducted in Australia shall be commercially available products. (2) Swimwear worn by competitors in Age Group Events shall conform to the following design: (a) Men s swimwear is limited to one (1) swimsuit that covers at most the body surface from navel to knee. Swimwear may not extend above the navel or below the knees; (b) Women s swimwear is limited to one (1) swimsuit that is of open back and open shoulder designs that may extend down to the knee. Swimwear must not extend below the knees. Swimwear must not have a zipper or any type of fastening devices except for a waist tie on traditional swimsuits. (c) Suits must be of textile material and must not contain any non-textile material such as polyurethane or neoprene. 14. Strapping and Taping Strapping and taping on competitors is forbidden. Competitors must cover any wounds with waterproof dressing (excl. band aids) and use tape to hold the dressing in place, so long as it does not give the competitor any advantage. 15. Club Packages Each club must collect their club package which contains their club s allocation of heats programs, accreditation passes for athletes, coaches and team support, relay confirmation sheets and other event notices. These can be collected by an authorised club representative from Monday 16 July from the SwimmingSA Office during business hours until the event or from Event Entry during opening hours. SSA strongly recommends collecting your club s package prior to avoid delays at the gate. SwimmingSA will not facilitate individual collection of athlete accreditation passes clubs must collect and distribute passes independently. SwimmingSA will not hold accreditation passes for athletes.

8 16. Venue Access Points: Ticketholders Event Entry Only Accredited Participants (Athletes, Coaches, Team Support, Officials) Accreditation Entry and Event Entry 17. Venue Parking & Traffic Management: Due to this event falling during South Australian school holidays, the SA Aquatic and Leisure Centre will be extremely busy during all days of this event. SwimmingSA recommends the use of public transport to access the venue. For detailed information on public transport services please call Adelaide Metro on or go to their website There will be changes to parking access at the SA Aquatic and Leisure Centre during event days. All access to the venue carpark is via Morphett Road only. Exit is through the multi-story carpark exit to Milham Street. There is limited parking in the outdoor parking area as most carparks are reserved during this event. The SA Aquatic and Leisure Centre carpark will be managed by security attendants during all sessions. SwimmingSA recommends that if you are not travelling to the venue via public transport that you arrive early to secure a park. Please keep in mind that if you move your vehicle between sessions that there may not be spare parks when you return. Parking is not available for group transport vehicles on site or Westfield Marion. Drop off zones are located on Morphett Road (near Accreditation Entry) and on Warracowie Way (near Marion Cultural Centre) Additional parking is not available in Westfield Marion. Overflow parking is available in nearby streets a short walk from the SA Aquatic and Leisure Centre. PLEASE ALWAYS USE CAUTION WHEN USING THE SAALC CARPARK. 18. Emergency Procedures: In the event of an emergency at the SA Aquatic and Leisure please listen carefully to stadium announcements and follow the direction of venue staff. Stage 1: Upon hearing the alert tones (Beep.. Beep.. Beep..) - Be aware of an emergency - DO NOT EVACUATE ON THIS TONE Stage 2: Upon hearing the alert tones (Whoop.. Whoop.. Whoop.. Evacuate Now ) - Evacuate the venue immediately via the nearest safe exit - DO NOT USE ANY LIFTS - Proceed to your nearest external assembly area - DO NOT RE ENTER THE BUILDING until aurthorised The emergency assembly area is located at the northern side of Bunnings Warehouse (carpark) closest to the Centrelink/Medicare building.

Selection criteria is available from sa.swimming.org.au For further information regarding selection contact Cory Bampton (cory.bampton@sa.swimming.org.au) The 2018 SA State Team will be announced on Day 5 at the Official Ceremony of the Club Relay Championships. 21. Timelines: All session timelines are provided as a guide only and can change. Any major revisions to the timeline will be provided at the Team Managers briefing daily. Timelines will be attached to this document once final. 22. Warm Up Procedures: Warm-Up and Cool Down facilities re made available to assist competitors with their preparation for and recovery from competition. These facilities are not to be used for play time. Competitors found breaching these procedures shall be removed from the warm-up/cool down area. The following general pool procedures for the MAIN COMPETITION POOL (25m) must be observed during warm up times: - Lane 0: Reserved for MC athletes only - Lanes 8 and 9: Reserved for dive starts (one way from start end) and walk backs - Lane 1: Reserved for backstroke starts (one way from start end) and walk backs - Lanes 2 and 7: Reserved for pace swimming (no diving) - Lanes 3 6: Reserved as circle swimming lanes (no diving) The following general pool procedures for the WARM UP POOL (25m) must be observed during warm up times: - Lanes 1 8: Reserved as circle swimming lanes (no diving) - Lane 9: Reserved for dive and backstroke starts (one way from start end) and walk backs Please note that for this event the warm up pool will be located in the water polo pool. There will be no access to the western side of the 25m competition pool due to pool survey and FINA/World Para Swimming compliance requirements

10 In addition to the procedures above, all competitors must be aware of announcements to determine lane usage throughout the meet. Lane usage may vary at the discretion of the Technical Manager or Event Staff. 23. Backstroke Events: As per the Policy and Event By-Law, Backstroke Ledges will be used at the 2018 South Australian Short Course Championships The use of Backstroke Ledges is not compulsory. Competitors may choose not to use a Backstroke Ledge by informing the Inspector of Turns on their lane. The Backstroke Ledge will be installed by the Inspector of Turns and the competitor must adjust to their preferred setting. Any changes to this procedure will be advised at the Team Managers meetings. 24. Medal Presentation Protocols: Medals shall be awarded top the first three place-getters in each event, with gold for first place, silver for second and bronze for third. If equal placing occurs then medals shall be awarded to each equal placing, but the next following medal/s shall be omitted. Visitors from outside South Australia (excl. Broken Hill) shall be awarded visitors medals for 1 st, 2 nd or 3 rd placing, and South Australians will be awarded medals for 1 st, 2 nd or 3 rd South Australian (providing they achieve the qualifying time and are not disqualified) regardless of their final placing. Medalists must make their way immediately to the presentation desk once they are aware. Note this may be at the end of an event for age medals and at the end of a B final for open medals. The procedure for the presentation ceremony shall be: 1) The specified medal presentation music (PM sessions only) will play for the athletes to walk in behind the dais 2) Medals are awarded in order of Bronze, Silver, Gold Competitors must remain in the presentation area for official photos. Medals will be presented at the north-east side of the competition pool. Event staff and volunteers will usher athletes to the medal presentation area at the end of each race. It is important that all athletes follow the direction of staff and volunteers to ensure the session remains on time and that athletes do not miss their medal presentation. 25. Accreditation A photo accreditation system will be implemented by SwimmingSA to provide access control at the 2018 South Australian Short Course Championships. All coaches, athletes, team management, sport science, event management, media, volunteers and technical officials must wear their accreditation in a visible position whilst inside the venue. This procedure should be read in conjunction with the following policies: - Team Managers Policy (click here) - Pool Deck Access Policy (click here) - Sports Science Policy (click here) To ensure that all personnel attending the event are issued with the appropriate pass please ensure you follow the procedures below.

Team Manager Meetings: It is a requirement that each club have at least one representative competing at each Team Managers meeting. Meetings will be held at 8.00am each morning and will not be held in in the evening otherwise called via a venue announcement If called, an evening meeting will be held at 4.00pm (1hr prior to the commencement of competition) 27. Seating (1) Pool Deck Coach and Team Support seating will be available in the seating modules on pool deck. Three seating modules will be located on the northern side of the competition pool across the 25m competition pool. All access to these seats north of pool deck are via the western warm-up pool. (2) General Public Seating All general public seating for this event is unreserved in the south grandstand overlooking the competition and warm-up pool. 28. Streaming All finals sessions of the 2018 South Australian Short Course Championships will be streamed live to Facebook by Sportscast Australia on SwimmingSA s Facebook page from 4.45pm local time. Finals commence at 5.00pm local time. 29. Ticketing Oztix have been appointed to manage all aspects of ticket sales on behalf of SwimmingSA. All spectators must purchase a ticket to enter the event either online or at the venue box office located at Event Entry. All seats are unreserved in the main (south) grandstand. Sales will remain open throughout the event allowing you to purchase. Programs will be available for purchase only at Event Entry or at a card only selling point on the grandstand concourse.

14 30. Safe Sport Practices A child-safe organisation has a commitment to protect children from physical, sexual, emotional and psychological harm and from neglect. This is more than simply minimising the risk or danger to children. It is about building an environment that is both childsafe and child-friendly. An environment where children can feel respected, valued and encouraged to reach their full potential. This commitment is a part of the organisation's culture, reinforced by policies and procedures, and is communicated and supported by all members. All of us in the Australian swimming community have a role to play in ensuring that we keep our proud Sport as safe and enjoyable as possible. We must proudly stand behind high behavioural standards in our Sport and hold others to these standards too it is in the best interests of our Members, Participants, the community and our Sport. Swimming Australia Limited, its Member Associations and their Clubs are committed to the health, safety and general wellbeing of everyone involved in the Sport of swimming. That is why we have developed this Safe Sport Framework. The Safe Sport Framework (SSF) confirms the shared responsibility we all have for keeping each other safe in swimming - children and adults alike. The Safe Sport Framework replaced our previous child and member welfare policies and procedures from 29 July 2016, as well as our Codes of Conduct. It consists of a set of principles and procedural benchmarks in relation to the protection of Children or Young People that Swimming Australia and its Clubs have in place for everyone involved in our Sport. Swimming Australia and its Clubs endorse and support the principles of the United Nations Convention on the Rights of the Child 1989 (ratified in Australia in 1990). The Convention recognises that Children or Young People under the age of 18 years need special care and protection. In addition, Swimming Australia and its Clubs will endeavour to become and remain compliant at all times with the Seven Standards of the Safeguarding Children Accreditation Program of the Australian Childhood Foundation. The Standards as set out below, when implemented in their totality, support Swimming Australia and its Clubs to develop and maintain an effective child safe culture across all of their activities, programs and services. Standard One: Commitment to Safeguarding Children or Young People Standard Two: Personnel roles and conduct Standard Three: Recruitment and screening Standard Four: Personnel induction and training Standard Five: Involving Children or Young People and parents Standard Six: Child Abuse reports and allegations Standard Seven: Supporting a child-safe culture Additionally, in SA all sport and recreation organisations that provide services to children 17 and under must have lodged a statement with the Department for Education and Child Development to confirm they are meeting the obligations of a child safe environment - this is an obligation under the Children's Protection Act SwimmingSA has submitted a Child Protection Statement on behalf of every swimming club in SA. 15 1) Background and Screening Checks / Working with Children Checks: Section 2.6 of the Safe Sport Framework provides provisions for background and Screening checks for people within the sport in a position of authority. A Person in a Position of Authority includes everyone who holds a position of authority in our Sport, whether paid or unpaid, and includes, but is not limited to, all Swimming Australia and Club staff, coaches, officials and volunteers. For the avoidance of doubt, a Person in a Position of Authority also includes Children or Young People who may hold a position of authority in our Sport over other Children or Young People. Unless the law provides otherwise, all Swimming Australia Limited, Member Association and Club committees and employees must have a satisfactory Working with Children Check in the appropriate jurisdiction in which they spend the majority of their working time. All states and territories have introduced legislation providing for child-related employment pre-screening. Under South Australian Law Volunteers are deemed to be employees and are referenced as such in the legislation. For further South Australian specific legislation and requirements see below. 2) Current Requirements: The Acts & Regulations: Childrens Protection Act 1993 (Division 3) Childrens Protection Regulations 2010 All staff and volunteers who occupy a prescribed position (as set out under section 8B (8) of the South Australian Children's Protection Act 1993) are required to undergo a relevant history assessment once every three years unless an exemption applies. Lost Property Event lost property can be found at the event information desk just past the main glass doors leading to the competition pool. Lost property is handed to the SA Aquatic and Leisure Centre at the end of each day. 32. First Aid Venue staff are trained in first responder care and will be providing general first aid coverage for all people attending the event. 33. Photography SwimmingSA has contracted Get Snapt as the official photographer for this championship.
