1 KINGSTON BLUE MARLINS HEATS & FINALS SHORT COURSE FINALE Hosted by the Kingston Blue Marlins Artillery Park Aquatic Centre March 4 6, 2016 Entry Deadline: February 23, 2016 Using the Dolphin electronic timing system with a 6 lane Colorado aquatic scoreboard, swimmers enjoy taking advantage of the Xcellerator starting platforms with adjustable track start wedge and for backstroke, the Spectrum backstroke start device. A 15m warm up/down pool is available throughout the sessions.

3 Introduction The KBM Heats & Finals Short Course Finale is a great opportunity for non provincial qualified swimmers to have a competitive opportunity before the mandated competition free period. We will offer shorter events in a heats and time final format for 13 & Overs and a Sunday morning distance session (200 s & 400 s). To better balance the sessions, session groups will be either all ages, 11 & under, or 12 & over. Results will be separated out by gender and age groups of: 10 and under, 11, 12, 13 14, 15 & over. Medals for 1 st 3 rd, ribbons for 4 th 6 th. Entry Procedures Only the most current version of the meet package found on Swimming Canada will be accepted for this meet. All entries must be in Hy tek format and submitted via Swimming Canada. No entries will be accepted directly by meet management. All entries must be submitted using S/C times. Meet Management reserves the right to delete a swimmer from an entry or results file for incorrect or absent 9 digit ID numbers and/or incorrect or absent date of birth. Eligibility Only swimmers (includes age group and all university athletes) with valid Swimming Canada identification numbers will be considered for acceptance into the meet. Foreign swimmers, where applicable, are exempt from this requirement. All swimmers must be duly registered and residents of the governing body for which they are competing. All swimmers must be in good standing with their respective governing swim body. All swimmers must be residents of the province/state or country for which they claim registration. Proof of residency may be passport, tax roll, college residence or other document as deemed acceptable by Swim Ontario and shall be provided within 24 hours of request by Swim Ontario. Upon receipt of your entries, you will be sent a confirmation notice. Immediately after we receive the last team s entries (Feb 17 th deadline), we will notify clubs with details of: The coaches meeting; Session and event times; Alternative or additional warm up times needed to meet the facility regulations and ensure fast swimming; Any other unforeseen details that may need to be communicated. Split Time Policy Meet Management acknowledged the Swim Ontario policy with banning the future use of split times as official times and requires that any coach wishing to rely on a time achieved by the swimmer for an interval shorter than the total distance of the event shall so advise the Referee prior to the commencement of the session (or event) in question. In such a case, Meet Management and the Referee will undertake all appropriate steps as prescribed by their training to assure the quality and integrity of interval times. Any time collected according to this request will subsequently be recorded in a separate event of the appropriate distance and stroke created for such a purpose. Mixed Gender Policy Notwithstanding Rule SW10.1 adopted by the Technical Swimming Committee of Swimming/Natation Canada, Swim Ontario will consider requests for sanction for meets that provide for mixed gender swimming in the following circumstances: 5. Where due to facilities or time limitations, swimming separated by gender would not permit all swims to be completed while offering reasonable opportunities to swim for all participants, and in particular on an equitable basis for swimmers of each gender. Results will be separated by gender for reporting. 3

Provision to allow spectators to walk in and be at their swimmer s lane end during heat. At other times, stay in cooler spectator gallery or gymnasium. Kids permitted to play in gymnasium with traverse climbing wall. On site and on side streets around the complex. For accommodations in Kingston please visit: Google Maps. Event is sanctioned by Swim Ontario. All current SNC rules and Warm up procedures will be followed. See the details at the end of this package. No qualifying times. Please provide swimmer seed times in electronic format. Entry Deadline All entries must be received by February 23, All entries must include valid Swim Ontario registration number. Submit entries to Swimming Canada. Entry Fees $9.00 per event/$12 for relays and distance events. Cheques payable to Kingston Blue Marlins Inc. Event Limit No established limit for individual events except swimmers may not swim more than 2 events in Session 5. Scratches Deck Entries Meet Notes Heat Sheets / Results Awards Meet Referee Meet Manager Contact Scratches must be sent to the Clerk of Course 30 minutes prior to the session start. No substitutions are allowed. Provided there is room in an existing heat, deck entries may be accepted at a cost of $15 per event. The swim will be considered exhibition and inclusion of results in the uploaded report to the Swim Canada database will be dependent on the entry being accompanied by the correct information required to match what is in the Swimming Canada database. Provincial qualifiers are welcome but will be considered exhibition and therefore no advancement to finals, awards or team points in strokes for which they have met the Provincial standard. For example, if a swimmer has met the standard in the 100 Breast, all 3 breast strokes are considered exhibition. Coaches are asked to enter swimmers accordingly. All mixed groups will be seeded within each session according to entry time. Heat Sheets will be available at the meet in paper format as well as electronically through Meet Mobile. Results will be posted up at the meet and available electronically through Meet Mobile. Medals will be awarded to the top 3 swimmers in each event for each gender according to the following age groups: 10 & under, 11, 12, 13 14, 15 & over. Ribbons will be awarded for 4 th to 6 th place for the same groups as well as to the top 3 relay teams for each age/gender group. 8 Warm Up Rules SWIMMING CANADA WARM UP COMPETITION SAFETY PROCEDURES (Nov 2014) WILL BE IN EFFECT AT THIS MEET It is incumbent on coaches, swimmers, and officials to comply with Swimming Canada safety procedures during all scheduled warmup periods. Coaches are requested to encourage swimmers to cooperate with Safety Marshals. General Warm Up Rules Swimmers must enter the water FEET FIRST in a cautious manner, entering from a start or turn end only and from a standing or sitting position. Running on the pool deck and running entries into the pool tank are prohibited. Sprint lanes with one way swimming and Pace lanes will be designated. Diving starts will only be permitted in the Sprint lanes. Equipment Kick Boards, Pull Buoys, Ankle Bands, and Snorkels are permitted for use in the scheduled warm up time. Hand paddles, drag chutes, and flippers / fins are not permitted during any warm up at any time. Para Swimmers Coaches are requested to notify Safety Marshals of any Para swimmers participating in warm ups where necessary and at the coach s discretion. Violations Swimmers witnessed by a Safety Marshal diving or entering the water in a dangerous fashion will be removed without warning from their first event following the warm up period in which the violation occurred. In the case of a second offense during the same competition the swimmer will be removed from the competition in its entirety. A provincial disciplinary action or report may be filed. Swimmer Responsibility Each individual club is responsible for the conduct of their swimmers during the meet and between sessions. Swimwear Effective September 1, 2009, all swimwear worn in swimming competitions sanctioned under the authority of Swimming Canada must conform to the January 1, 2010 FINA swimwear approval guidelines as listed below. Material Shape Consistency The material of swimwear will definitively be constituted only by textile fabric(s). The FINA definition of "textile" currently is: Material consisting of, natural and/or synthetic, individual and non consolidated yarns used to constitute a fabric by weaving, knitting, and/or braiding. MEN: Swimwear shall not extend above the navel or below the knee. WOMEN: Swimwear shall not cover the neck, extend past the shoulder, nor extend below knee. No zippers or other fastening system is allowed. USE: Swimmers shall wear only one swimsuit, taping is not permitted. Swimwear effectively manufactured and used shall correspond to and be fully consistent with FINA approved samples. Any modification before use (including impregnation) is prohibited. Moreover, there shall be no variation/modification for individual swimmers. 8

9 Instructions for Use of Starting Blocks and Backstroke Starting Devices During the warm up periods, we encourage Coaches to use the designated diving sprint lanes to allow swimmers to adjust the starting block wedges to different setpoint positions if they are not familiar with it. The use of the backstroke starting devices is optional for swimmers, but desired by many. Please feel free to provide instruction on the use of the backstroke starting devices. 9
