3 November 25, 2014 Swimming Canada Competition Warm-Up Safety Procedure Meet Management for all sanctioned Canadian swimming competition must ensure the following safety procedures are applied. It is incumbent on coaches, swimmers, and officials to comply with these procedures during all scheduled warm-up periods. Coaches are requested to encourage swimmers to cooperate with Safety Marshals. GENERAL WARM-UP: Swimmers must enter the water FEET FIRST in a cautious manner, entering from a start or turn end only and from a standing or sitting position. Running on the pool deck and running entries into the pool tank are prohibited. Meet Management may designate the use of sprint or pace lanes during the scheduled warm-up time. Any such lane usage must be communicated either in pre-competition handout, announcement or deck signage. Diving starts shall be permitted only in designated sprint lanes. Only one-way swimming from the start end of sprint lanes is permitted. Notices or barriers must be placed on starting blocks to indicate no diving during warm-up. EQUIPMENT: Kick Boards, Pull-Buoys, Ankle Bands, and Snorkels are permitted for use in the scheduled warm-up time. Meet Management may permit use of tubing or cord assisted sprinting in designated lanes and during specific times of the warm-up only. Coaches are responsible for equipment reliability and use. Hand paddles, drag chutes, and flippers / fins are not permitted during any warm-up at any time. VIOLATIONS: Swimmers witnessed by a Safety Marshal diving or entering the water in a dangerous fashion will be removed without warning from their first event following the warm-up period in which the violation occurred. In the case of a second offense during the same competition the swimmer will be removed from the competition in its entirety. A provincial disciplinary action or report may be filed. SAFETY MARSHALS: The Safety Marshal is a trained position designated by Meet Management. Safety Marshals shall: Be visible by safety vest Be situated at each end of the competition tank and when applicable, similarly situated in designated warm-up tanks when precompetition warm-ups are scheduled. Actively monitor all scheduled warm-up periods. Ensure participants comply with warm-up safety procedures and report violations to the Referee. PARA-SWIMMER NOTIFICATION: Coaches are requested to notify Safety Marshals of any Para-swimmers participating in warm-ups where necessary and at the coach s discretion. 5 Entry Process To Qualify: All swimmers must first achieve the Qualifying Pre-Requisites and must achieve at least 1 (one) Swim Ontario Provincial Championships Standard Out-of-Province Entries: Please be advised that Ontario teams are given priority. Space permitting out of province teams will be served on a first come first serve basis. All out-of-province teams must be FINA affiliated. Only meter times will be accepted in SC or LC form with no exceptions. In events with fewer than 8 Ontario athletes, out-of-province athletes may advance to the finals. In events with 8 or more Ontario athletes all out-of- province athletes will swim as exhibition. Foreign Competitors: All swimmers and coaches must be duly registered and residents of the governing body for which they are competing. All swimmers and coaches must be in good standing with their respective governing swim body. All swimmers and coaches must have primary residence within the province /state or country for which they claim registration. Proof of residency may be green card, student ID, driver s license, college residence or other document as deemed acceptable by Swim Ontario and shall be submitted with the Proof of Residence and Registration Status form to Swim Ontario. Submission: Times: Seeding: Entry Maximum: All entries must be submitted via the Meet List online entries system. Once an entry file is uploaded, the entry system will automatically a confirmation of entries. Once received, clubs have 48 hours after entry deadline to review this file and make corrections/modifications to entries. A successful entry file upload is only the validation of membership entry information against the national membership and entry validation DOES NOT guarantee a club s entries will be accepted by Swim Ontario. Coaches and Club Presidents are required to sign and submit the proof of times certification agreement found in Appendix C and Club Information sheet found in Appendix D when they submit entries. Entries submitted without the proof of times certification agreement or Club Information sheet will not be approved. Entries found to not be in compliance with entry requirements may result in individual swimmer and club being ineligible for entry into the competition. Approved or rejected entries will be identified with a second notification from Swim Ontario. Swim Ontario reserved the right to reject an entry file for lack of compliance in entry times, failure to submit the file before the entry deadline, failure to provide the Proof of Time Certification, or any other lack of compliance with Swim Ontario meet policy and procedure. All entries received shall be UNCONVERTED. No converted times will be accepted. Yards times will not be accepted. NT entries will not be accepted. After all times have been proven, entry times will be seeded as follows: LCM qualifying times; SCM qualifying times; LCM bonus times; SCM bonus times. 6 Entries (Individual & Relay): OPEN Category BONUS Swims: A competitor s age is their age as of the first day of the competition March 3, 2016 All entries for individual events will be based on Swim Ontario Age Group and OPEN qualifying standards All entries for relays will have the following categories: 13-14, and OPEN Clubs may enter any number of relay teams per event, but only their top two teams may be seeded in the top 8 for finals. When a club enters only one relay team, at least three members of the team must be properly entered in an individual event, and the fourth swimmer's name must appear on the entry grid as a relay only (subject to pre- requisite standards). When a club enters more than one relay team, every member of every team must be properly entered in the meet in at least one individual event. Teams may move up no more than two (2) swimmers from a younger category to fill a relay except the OPEN relay which is open to all swimmers regardless of age on first day of competition. Coaches will need to provide proven times by February 22, 2016 for entry into the 4x 200 Free Relay and only the fastest 8 teams will be entered. In the Swim Ontario Provincial Championships, any 17&U swimmer intending to swim in an individual OPEN event must achieved the OPEN event qualifying standard. Coaches must inform Swim Ontario (meetentries@swimontario.com) if a 17&U swimmer is swimming in the OPEN category for Finals before Psych Sheets are posted (5 days before start of meet). The swimmer may not then enter the same event in a different categories. Ontario Rule Exception: Swimmers can enter different events in which they achieve the event qualifying standard in their chronological age category. The individual event maximum must be adhered to as per the competition package. Qualified swimmers will receive the following bonus swims based on AGE of swimmers: 13 & Under Qualify in one (1) event, receive three (3) Bonus swims Qualify in two (2) events, receive two (2) Bonus swims Qualify in three (3) events, receive one (1) Bonus swim Qualify in four or more events, no Bonus swims 14 Qualify in one (1) event, receive two (2) Bonus swims Qualify in two (2) events, receive one (1) Bonus swim Qualify in three or more events, no Bonus swims 15 Qualify in one (1) event, receive one (1) Bonus swim Qualify in two or more events, no Bonus swims 16 & Over Qualify in one (1) event, no Bonus swims Qualify in two (2) events, receive one (1) Bonus swim Qualify in three or more events, no Bonus swims 800 and 1500 Free events are NOT ELIGIBLE AS BONUS SWIMS 400 IM Bonus swims must prove that they have performed a Provincial B standard within the qualifying period. 4 P a g e

7 Bonus swims must be entered with actual times for seeding purposes. Please indicate bonus events by the BONUS check in Hytek Team Manager or other available software. Swimmers may enter any PARA event on the Ontario chart for which they have achieved SC or LC provincial standards in their disability class up to a maximum of 7 individual events. Swimmers qualifying in an able-bodied event in their age category may choose to swim in that event, but cannot swim in the corresponding PARA event. Para Swimmers may only swim in the Paralympic Eligible Events for their classification. These are: 50 Free S1-S Free S1-S Free S1-S5 and S Free S6-S13 50 Back S1-S5 100 Back S6-S14 50 Breast SB1-SB3 100 Breast SB4-SB14 50 Fly S1-S7 100 Fly S8-S IM SM1-SM4 200 IM SM5-SM14 PARA swimmers may compete in able-bodied relay events provided they meet the appropriate age criteria. PARA Bonus Swim policy is the same as the 13&Under Able-Bodied bonus swim policy for designated PARA events (Able Bodied event are not eligible for bonus swims) PARA 400 Free event is NOT ELIGIBLE AS BONUS SWIMS Registration Information Wednesday, March 2, 2016 from 3:00 pm 7:00 pm Thursday, March 3, 2016 from 7:00 am 11:00 am One coach designate from each team must register the following: List of coaches attending (see CSCTA Policy, SNC Coach Registration Policy and Swim ON Policy) Payment As per the CSCTA/SOCC/SNC/ coach registration policies and insurance all coaches will be asked to prove membership in CSCTA. Coaches will not receive heat sheets if they cannot prove CSCTA membership. Coaches must have CSCTA ID for deck access.

8 SNC Coach registration Policy: Swim Ontario Policy: Pre-Meet Training: The SNC coach registration policy states that all coaches attending any sanctioned competition must have a minimum NCCP coaching status. Swim Ontario has created a coach compliant list. (See full SNC Coach Registration Policy and Coach Compliant List at ). All teams must submit a list of coaches attending at the time of entry. Meet management will cross-reference this list with the Swim Ontario Coach Compliant list both prior to the competition as well as at Registration. Coaches found not to be on the compliant list will not be eligible to be on deck. Only Competitors, Certified Coaches and Officials are allowed on deck. NO OTHER PERSON IS PERMITTED ON DECK unless expressly authorized by the Meet Manager or Swim Ontario. Wednesday, March 2, 2016 from 3:30 pm 7:00 pm Meet management requests any team requiring pre- meet training to contact the meet manager by February 25, 2016 with their training needs. A schedule will be developed and published based on the clubs who require training. Coaches Meeting: Records: Thursday, March 3, 2016 at 7:50 am in the 25 m pool area. Current Swimming Canada and Swim Ontario records will be posted near results posting area or printed in meet program for spectators. Coaches are asked to inform meet management of possible record attempts and/or if records are broken. Warm-Up Safety Procedures: Warm-up/Cool-down: 6 P a g e General Meet Rules Swimming Canada and Swim Ontario rules will be in effect Swim Ontario reserves the right to implement rule CGR Please note that Swimming Canada Competition Warm-Up Safety Procedures will be applied. The full document can be viewed on page 1. The 25 m pool will be available for warm up and cool down from Thursday, March 3 to Sunday March 6 7:00 am 8:00 pm. Swimwear: Only FINA approved swimwear is allowed in competition as per GR 5 Preliminaries Finals For the purpose of entries and seeding in the preliminaries all entries will be run senior seeded regardless of age on first day of competition (top 3 heats circle seeded) As per CGR Swim Ontario defines the eligibility to advance to finals based on the following categories 13&U and OPEN ** ** See OPEN category requirements in Entry Process section. Coaches must inform Swim Ontario (meetentries@swimontario.com if a 17&U swimmer is swimming in the OPEN category for Finals before Psych Sheets are posted (5 days before start of meet). In each finals event all female age groups will swim, followed by all male age groups; there is an A final only for all events.

9 800 and 1500 Free: All distance events will be swum as timed finals seeded fastest to slowest by gender. Fastest heat by gender will compete during the finals session. Relays: Para events: Scratch Rules: Official Splits Swim Offs Positive check-in by 30 mins before start of session on the day of the respective distance event Distance event will be swum first during finals session Meet management reserves the right to alternate genders and/or swim 2 per lane. All relays will be swum as timed finals with the fastest 8 seeded teams competing as the last event at night. Coaches must have relay cards filled in and returned to the Clerk of the Course 30 minutes prior to the start of the session. Relay name changes can be done up until 30 minutes before the start of the event. The 4x200 Free Relay will be swum with the fastest 8 teams only (max 2 teams per club), by proven time, for men and women during finals on Day 1 and Day 3. The event will be swum following the 4x50 relays. Meet management reserves the right to combine PARA events with able-bodied events should it be deemed necessary. Events with 8 or fewer participants will be run as timed finals during the preliminaries with the following addendum: The 50 free, 100 free, 100 back, 100 breast, 50 fly will be swum as prelims and finals. Events with 9 or more participants shall be run as preliminaries and finals. In events with fewer than 8 Ontario athletes, out of province athletes may advance to the finals. In events with 8 or more Ontario athletes all out-of-province athletes will swim as exhibition. Timed Final events: (Distance and Relays) Finals: Penalty: The deadline for scratches for timed final events is 30 minutes before the start of the preliminary event on the day the event is scheduled to begin. Meet Management will ensure a full complement of swimmers with no empty lanes for the fastest heat. All Scratches from Finals must be provided to Clerk of Course within 30 minutes after the posting results of each event during Prelim sessions of Prelim events to allow proper seeding and notification of alternates. Failure to participate in an Individual Final, Leg of a Relay Final, or in a Distance Time Final event (800/1500 FR) without meet management's knowledge and consent will result in a $100 fine for each offence payable to Swim Ontario. Failure to pay before the swimmer s next event will exclude the swimmer from any further participation in the meet. Meet Management requires that any coach wishing to rely on a time achieved by the swimmer for an interval shorter than the total distance of the event must advise the Referee prior to the commencement of the event in question on the Official Split Request form prior to the race. All swim-offs are to be run during or at the end of the session in which the tie occurred at a time mutually agreed upon by coaches and officials. 7 P a g e

10 Event Scoring: Para Scoring Event Awards: Individual Awards PARA High Point Award Scoring and Awards Only the top eight (8) individual events and relays score: Individual Events: Relay Events: Both able-bodied and PARA contribute to team scoring. Only times that meet the provincial qualifying standard count towards team scoring. Those 17&U swimmers who qualify for and choose to compete in an individual event in the Open category are eligible to receive individual awards in that individual event in the Open category and are therefore ineligible to receive individual awards in that individual event in their chronological age category. The most current FINA point chart will be utilized. Male & Female PARA with the single highest-scoring swim in the meet using SNC Para performance chart. 8 P a g e

11 Team Awards Tie Breaking Process for Team Awards at Provincial Competitions High Point Team- Overall Small Team Award Best Performing Team Award (Best Quality Scoring using 5- Tek 2-1 alternate scores in Hy- (Reports/Scores/Grouping- Options) : The club with the highest points, including all Able-Bodied and PARA swimmer points will be awarded a high point team banner The small team banner will be awarded to the highest scoring team having 50 or fewer Ontario registered swimmers based on Swim Ontario club registration statistics as of one day prior to the start of the competition March 2, Able-bodied swimming scoring only for the Small Team Award. PARA points will not be factored into the calculation. The highest scoring team based on the following formula: Only medals count for scoring [Gold 5 points; Silver 2 points; and Bronze 1 point ] Total number of swimmers entered into the meet per team. Able-bodied swimmer scoring only. In the event of a tie, for Team Awards, at a Provincial Championship; Provincial Meet Hosts will undertake the following tie breaking process: Meet Management will rank the tied teams based on number of gold medals and the team with the highest total number of gold medals will be declared the winner. If a tie still remains; Meet Management will then rank the tied teams based on number of silver medals and the team with the highest total number of silver medals will be declared the winner. If a tie still remains; Meet Management will then rank the tied teams based on number of bronze medals and the team with the highest total number of bronze will be declared the winner. If a tie still remains; Meet Management will then rank the tied teams based on number of overall medals and the team with the highest total will be declared the winner. 9 P a g e

14 Appendix A Facility Policy NEPEAN SPORTSPLEX AQUATIC EVENTS PROCEDURES FOR MEET MANAGERS, OFFICIALS & COACHES 1. The Nepean Sportsplex Part Time Supervisor will be responsible for handling any problems that arise with space allocation or safety during the meet. 2. Absolutely no food on the pool deck with the exception of refreshments provided for the officials working during the event. 3. No running on the deck, stands or on the bleachers. 4. No climbing across the railing between the stands and the bleachers. 5. No climbing over the gate from the pool deck to the lobby in the deep end. 6. Shoes must be worn whenever outside the pool or change room areas. 7. No diving off the starting blocks or bulkhead during warm-ups. Please slip or jump into the pool. It is recommended to designate lanes one and eight as sprint lanes in one direction only, for the last part of warm-ups. 8. The use of flippers and hand paddles, during warm-ups is prohibited. 9. Swimmers that are not competing are not to be in other areas of the building, and are not to upset the normal operation of the other departments. 10. Coaches are directly responsible for the supervision of their athletes at all times. This includes the pool area, change rooms, hallways and all other areas of the Nepean Sportsplex. 11. Access to the 25m pool will be limited to periods where swimming lessons and aqua fit classes will not be affected and numbers will be strictly enforced. 12. Maximum numbers allowed on deck and in the water at one time 450 (this is the 50m pool maximum). All others must sit in the stands. Clubs will be given a designated area either on the deck or in the stands and this will be strictly enforced. Space will be set aside in the stands for spectators. 13. Area behind the timers in shallow end is to remain clear of swimmers as this is an access route for Sportsplex program participants 12 P a g e

15 Appendix B Swim Ontario Pre-Requisites Prerequisite times based on age of swimmers Relay only swimmers must achieve the pre-requisite standards for their age. Swimmers who qualify for and enter the 1500 FR are exempt from having to prove the 800 FR pre-requisite. All swimmers must achieve at least ONE (1) Ontario Provincial Championship Qualifying Standard and meet the Provincial pre-requisite event standards. Coaches and Club presidents are required to sign and submit the proof of times certification agreement found in this document. Entries submitted without the proof of times certification agreement will not be approved. Entries found not to be in compliance with entry requirements may result in the individual swimmer and/or club being ineligible for entry into the competition. Entries found not to be in compliance may be subject to disciplinary action as per Swim Ontario by-laws, policies and procedure. We certify that all entries submitted for swimmers representing (Club Name) at the Ontario Spring Long Course Championships are entered with times that have been performed at a FINA sanctioned competition and validated on the Swimming Canada system. 18 Appendix E SANCTIONED EVENTS PHOTOGRAPHY Procedure Guidelines for Use of Photographic / Filming Equipment at Swim Ontario Designated and Swim Ontario Sanctioned Competitions Only individuals that have made application and received authorization to record the event shall be granted access and permission to do so. Professional photographers/ filming / video operators wishing to record the event should seek accreditation and approval with the event organiser by producing their professional identification for the details to be recorded. Ideally they should request this at least 5 working days before the event. Students or amateur photographers / film / video operators wishing to record the event should seek accreditation and approval with the event organiser by producing their student or club registration identification and a letter from their club / educational establishment outlining their motive for attending the event.
