4 November 25, 2014 SWIMMING CANADA COMPETITION WARM-UP SAFETY PROCEDURES Meet Management for all sanctioned Canadian swimming competition must ensure the following safety procedures are applied. It is incumbent on coaches, swimmers, and officials to comply with these procedures during all scheduled warm-up periods. Coaches are requested to encourage swimmers to cooperate with Safety Marshals. GENERAL WARM-UP: Swimmers must enter the water FEET FIRST in a cautious manner, entering from a start or turn end only and from a standing or sitting position. Running on the pool deck and running entries into the pool tank are prohibited. Meet Management may designate the use of sprint or pace lanes during the scheduled warm-up time. Any such lane usage must be communicated either in pre-competition handout, announcement or deck signage. Diving starts shall be permitted only in designated sprint lanes. Only one-way swimming from the start end of sprint lanes is permitted. Notices or barriers must be placed on starting blocks to indicate no diving during warm-up. EQUIPMENT: Kick Boards, Pull-Buoys, Ankle Bands, and Snorkels are permitted for use in the scheduled warm-up time. Meet Management may permit use of tubing or cord assisted sprinting in designated lanes and during specific times of the warm-up only. Coaches are responsible for equipment reliability and use. Hand paddles, drag chutes, and flippers / fins are not permitted during any warm-up at any time. VIOLATIONS: Swimmers witnessed by a Safety Marshal diving or entering the water in a dangerous fashion will be removed without warning from their first event following the warm-up period in which the violation occurred. In the case of a second offense during the same competition the swimmer will be removed from the competition in its entirety. A provincial disciplinary action or report may be filed. SAFETY MARSHALS: The Safety Marshal is a trained position designated by Meet Management. Safety Marshals shall: Be visible by safety vest Be situated at each end of the competition tank and when applicable, similarly situated in designated warm-up tanks when precompetition warm-ups are scheduled. Actively monitor all scheduled warm-up periods. Ensure participants comply with warm-up safety procedures and report violations to the Referee. PARA-SWIMMER NOTIFICATION: Coaches are requested to notify Safety Marshals of any Para-swimmers participating in warm-ups where necessary and at the coach s discretion. 6 Meet Results: Meet results will be provided in the following manner: 1 Live Results will be available on our website each day through a link under Club Hosted Meets. 2. Results will be forwarded to within 48 hours of the completion of the meet. Eligibility: Swimmers must be registered as competitive with Swim Ontario, SNC and/or FINA recognized organizations in order to compete in the Ontario SC Provincial Age Group Championships. To Qualify: All swimmers must achieve at least 1 (one) Swim Ontario Age Group Championships event standard and meet the Swim Ontario Age Group Championships Pre-requisite event time standards. Qualifying period: Monday August 18 th, 2013 to Monday February 16 th, 2015 Standards: Swim Ontario Age Group Standards Pre-requisites: Required for all swimmers 14 years of age and younger (see below). Must be achieved between Monday August 18 th, 2013 and Monday February 16 th, 2015 Other Qualifying Information: Relay only swimmers must achieve the pre-requisite standards for their particular age category. Swimmers who qualify for and enter the 1500 FR are exempt from having to prove the 800 FR pre-requisite. 7 Registration: A registration table will be set up in the Meet Management Room located off the pool deck at the following times: 2:30 pm to 7:00 pm on Wednesday February 25 th, :30 am to 11:00 am on Thursday, February 26 th, 2015 One coach designate from each team must register the following: Team coaches with proof of CSCTA registration, SWON Coach certification & compliance Club official list Payment Pre-Meet Training: Wednesday February 25 th, 2015 from 3:00 pm to 6:00 pm. Meet Management requests any team requiring pre-meet training to contact the meet manager by Monday, February 16 th for the aforementioned date. A schedule will be developed and published based on the clubs who require training. This pre-meet training team allocation will also be posted on the SWON website. Coaches Meeting: Thursday, February 26 th, 2015 at 7:50 am in the meet management room located off the pool deck. SNC Coach Registration Policy: The SNC coach registration policy states that all coaches attending any sanctioned competition must have a minimum NCCP coaching status. Swim Ontario has created a coach compliant list. (See full SNC Coach Registration Policy and Coach Compliant List at All teams must submit a list of coaches attending the Provincial Age Group Championships at the time of entry. Meet management will cross-reference this list with the Swim Ontario Coach Compliant list both prior to the competition as well as at Registration. Coaches found not to be on the compliant list will not be eligible to participate in the Provincial Age Group Championships. SNC Swimwear Policy: Only FINA approved swimwear is allowed in competition. FINA Approved Swimwear List SWON/SNC Coach Record Policy: Required for ALL New National and Provincial records. National and Provincial Record forms to include: Referees must sign the new record application form confirming that a swimmer was wearing a legal suit when a record was created. Coaches will be notified that (record) swimmers must report to the session referee (meet referee) for suit verification. Referees must carry a signoff sheet and list of FINA approved suits (see SNC website). Record applications will not be accepted unless form is properly completed. Split Times: The procedure for obtaining an 'Official Split' now requires that coaches make the request to the session referee or meet management on the Official Split Request form prior to the race. The split for the lead-off leg in relays will still be regarded as an official split and therefore no request by coaches is needed for relays. However, in the new mixed gender' relays, lead-off times/splits are not considered official splits' as per international practice. Any coach wishing to rely on a time achieved by the swimmer for an interval shorter than the total distance of the event shall so advise the Referee prior to the commencement of the event in question. CSCTA Policy: As per the CSCTA/OSCA/SNC coach registration policies and insurance all coaches will be asked to prove membership in CSCTA. Coaches will not receive heat sheets if they cannot prove CSCTA membership. Coaches must have CSCTA ID for deck access. Page 7 of 23

8 OSOA Policy: Only Competitors, Certified Coaches and Officials are allowed on deck. NO OTHER PERSON IS PERMITTED ON DECK unless expressly authorized by the Meet Manager or Swim Ontario. Wayne Gretzky Sports Centre Policy: The Wayne Gretzky Sports Centre has a Facility Policy in place during the meet. Please see page 21. ENTRY INFORMATION Entry Submission: All entry files must be submitted through To submit entries: 1. All entries must be in Hy-tek (or Splash if in Quebec) format and submitted via No entries will be accepted directly by Meet Management. 2. Please ensure all Ontario-based club entries contain valid 9 digit Swim Ontario ID registration numbers. Any out of province entries must include a valid SNC ID registration number. 3. Please ensure that all entries include the coach s name, phone # and/or address. This applies for any entry format. 4. You will be sent confirmation of receipt of your entries ~ HOWEVER PLEASE NOTE - A successful entry file upload is only the validation of membership entry information against the national membership database and is not a guarantee of entry acceptance. All files will appear to Meet Management at this point as Pending. Passing the membership and entry validation DOES NOT guarantee a club entry will be accepted by Meet Management. Accepted or Rejected entries will be identified with a second notification from Meet Management. Meet Management may reject an entry file for lack of compliance in entry times, failure to submit the file before the entry deadline or any other lack of compliance with Swim Ontario meet policy and procedure. Entry Procedure: All entries received shall be unconverted. No converted times will be accepted. Only SCM or LCM actual times that meet the qualifying standard will be accepted. While exporting entries from Team Manager, you will be prompted to indicate that you would like the times to be unconverted, if LCM times are being submitted. Entry Fees: Individual Event Fee: $15.00 including HST (HST # R ) Relay Event Fee: $20.00 including HST (HST # R ) Splash fee: $ HST = $ 5.65 (per swimmer including relay only ) Payment: Please make cheques payable to Brantford Aquatic Club and bring to the meet. There will be a $50.00 NSF fee for any returned cheques. Event Maximum: Maximum of 8 individual events per swimmer. 9 Bonus Swims: Swimmers qualifying for the 2014 Ontario SC Provincial Age Group Champs will receive the following bonus swims: 13 & under males and females will receive up to a maximum of three (3) bonus swims: o Qualify in one (1) event, receive three (3) o Qualify in two (2) events, receive two (2) o Qualify in three (3) events, receive one (1) o Qualify in four (4) events or more receive zero (0) 14 year old males and females will receive up to a maximum of two (2) bonus swims: o Qualify in one (1) event, receive two (2) o Qualify in two (2) events, receive one (1) o Qualify in three (3) events or more receive zero (0) 15 year old males and females will receive up to a maximum of one (1) bonus swim: o Qualify in one (1) event, receive one (1) o Qualify in two (2) or more events, receive zero (0) 16 & 17 males and females will receive up to a maximum of one (1) bonus swim: o Qualify in two (2) events, receive one (1) o Qualify in one (1) event, receive zero (0) o Qualify in three (3) events or more, receive zero (0) The 800 FR and 1500 FR ARE NOT ELIGIBLE BONUS SWIMS Swimmers entering the 400 IM as a BONUS swim MUST prove that they have performed a Provincial B standard in this event between August 18 th, 2013 and February 26 th, Enter all bonus swims with best times and the Hy-tek Bonus box checked. Deck Entries: NO DECK ENTRIES WILL BE PERMITTED Entry Submission Requirements: The following documents must be submitted with team entry files: Proof of Times Agreement (page 10) Coaches and Club Presidents are BOTH required to sign. Entries submitted without the Proof of Times Certification Agreement will NOT be accepted. Entries found not to be in compliance with entry requirements may result in the individual swimmer and/or club being ineligible for entry into the competition. Entries found not to be in compliance may be subject to disciplinary action as per Swim Ontario bylaws, policies and procedures. Club Information Sheet (page 19) Must be filled out in full Must include all coaches attending the meet along with valid CSCTA # s. Request for Officials (page 20) Out-Of-Province Entries: Please be advised that Ontario teams are given priority. Space permitting out of province teams will be served on a first come first serve basis. All out-of-province teams must be FINA affiliated. Only meter times will be accepted in SC or LC form with no exceptions. In events with fewer than 8 Ontario athletes, out-of-province athletes may advance to the finals. In events with 8 or more Ontario athletes all out-of-province athletes will swim as exhibition. Foreign Competitors: All swimmers and coaches must be duly registered and residents of the governing body for which they are competing. All swimmers and coaches must be in good standing with their respective governing swim body. All swimmers and coaches must have primary residence within the province /state or country for which they claim registration. Proof of residency may be green card, student ID, driver s license, college residence or other document as deemed acceptable by Swim Ontario and shall be submitted with the Proof of Residence and Registration Status form to Swim Ontario. All swimmers 14 years of age and younger must meet the Provincial Pre-requisite requisite event time standards. We certify that all entries submitted for swimmers representing (Club Name) at the 2015 Swim Ontario Provincial Short Course Age Group Championships are entered with times that have been performed at a FINA sanctioned competition. In addition, all swimmers aged 14 and under have met the Swim Ontario Provincial pre-requisite standards in the required events in their respective age group as per the Swim Ontario Provincial time standards, as identified in the Swim Ontario Long Term Athlete Development Strategy. 11 Meet Rules General Seeding: Short Course entries will be seeded first, Long Course entries denoted with an "L" will be seeded without conversion second, and "Bonus" swims will be seeded last. Event Numbering: Events 1-44 Able-bodied 13&U, 14, 15, 16, 17 years female and male Events in 200 s: All PARA events Meet Format: As per the event schedule. All preliminary heats for all female age groups will be swum together and swum slowest to fastest. All preliminary heats for all male age groups will be swum together and swum slowest to fastest. There is no penalty for swimmers who do not show up for a heat swim. There will be A finals for female and male 13 & U, 14, 15, 16, 17. The fastest eight (8) females and fastest eight (8) males will advance to finals in their particular age category. All 800 s & 1500 s are timed final events, swum fastest to slowest at the end of Thursday, Friday & Saturday morning sessions, following a 10 minute break. The fastest 8 seeded swimmers (regardless of age) competing as the first event of that finals session. The Scratch Deadline for the TIMED FINAL distance events shall be 30 minutes prior to the start of the preliminary session on the day the event is scheduled to begin. The fastest seeded heat in timed final events shall have the full complement of swimmers with no empty lanes. The Scratch Deadline for all FINAL events shall be 30 minutes following the posting of results after each preliminary event. A swimmer may make a declaration of 'INTENT TO SCRATCH' within 30 minutes after the posting of each preliminary event results - with the final decision to scratch or not scratch to be reported back to the Clerk of Course / Meet Management within 30 minutes after the completion of the swimmer's last individual preliminary event of that session. A swimmer failing to return to the Clerk of Course / Meet Management to make a final decision on the intent to scratch from that event in the finals will be seeded into the final for that event. Failure to participate in an individual final, leg of a relay final, or in a distance timed final event (800/1500 FR) without Meet Management's knowledge and consent will result in a $ fine for each offence payable to Swim Ontario. Failure to pay before the swimmer s next event will exclude the swimmer from any further participation in the meet. Meet Management requires that any coach wishing to rely on a time achieved by the swimmer for an interval shorter than the total distance of the event must advise the Referee prior to the commencement of the session when the event in question will be swum. 12 PARA Swimming: There are no pre-requisite standards. All swimmers must have a current and valid classification The current SNC Point Chart shall be used to determine awards and scoring. Swimmers may enter any PARA event on the Ontario chart for which they have achieved SC or LC provincial standards in their disability class up to a maximum of 7 events. Swimmers qualifying in an able-bodied event in their age category may choose to swim in that event, but cannot swim in the corresponding PARA event. Para Swimmers may only swim in the Paralympic Eligible Events for their classification. These are: 50 Free S1-S Free S1-S Free S1-S5 and S Free S6-S13 50 Back S1-S5 100 Back S6-S14 50 Breast SB1-SB3 100 Breast SB4-SB14 50 Fly S1-S7 100 Fly S8-S IM SM1-SM4 200 IM SM5-SM14 Meet Management reserves the right to combine PARA events with able-bodied events should it be deemed necessary. Events with 9 or more participants shall be run as preliminaries and finals; events with 8 or fewer participants will be run as timed finals during the preliminaries. PARA Swimmers may compete in able-bodied relay events provided they meet the appropriate age criteria. In events with fewer than 8 Ontario athletes, out of province athletes may advance to the finals. In events with 8 or more Ontario athletes all out of province athletes will swim as exhibition. Para points will not be factored into the Small Team Award or Best Performing Team Award. Relays All relays will be & and will be swum as timed finals with the fastest eight (8) seeded teams competing as the last event of that finals session. Clubs may enter any number of relay teams per event, but only their top two teams may score. When a club enters only one relay team, at least three members of the team must be properly entered in an individual event, and the fourth swimmer's name must appear on the entry grid as a relay only (subject to pre-requisite standards). When a club enters more than one relay team, every member of every team must be properly entered in the meet in at least one individual event. Teams may move up no more than two (2) swimmers from a younger age category to fill a relay. Coaches must have relay cards filled in and returned to the Clerk of Course no later than 30 minutes prior to the start of the relay event. Page 12 of 22

13 Awards and Scoring Event Awards: Medals: First through third for Individual and Relay events o Medal Criteria for individual events: 3 swimmers in a final: Gold medal only 4 swimmers in a final: Gold & Silver medals only 5+ swimmers in a final: Gold, Silver and Bronze medals Ribbons: Fourth through eighth for Individual events only Individual Awards: Individual High Point Award: o Will be awarded in the following age categories: 13 & Under female and male 14 female and male 15 female and male 16 female and male 17 female and male o Individual high point awards at the Ontario Age Group Championships will be based on the sum of FINA points from three (3) different events and will recognize the highest aggregate point score of the female and male in each of the above age categories. o The most current FINA point chart will be utilized. PARA High Point Award: o Male & female PARA with the single highest-scoring swim in the meet using the SNC PARA Performance Charts. Team Awards: High Point Team (Overall): o The club with the most points will be awarded the High Point Team banner. Small Team Award: o The Small Team banner will be awarded to the highest scoring team having 50 or fewer Ontario registered swimmers based on Swim Ontario club registration statistics as of one day prior to the start of the competition Tuesday February 25 th, 2014 at 12:00 noon. Best Performing Team Award: (able-bodied swimmer scoring only) o The highest scoring team based on the following formula: (total points from MEDALS) (total number of swimmers entered into the meet per team) o Only MEDALS count for scoring o Gold = 5 points; Silver = 2 points; Bronze = 1 point Tie Breaking Process for Team Awards at Provincial Competitions: This process will apply to the following provincial championship team awards: High Point Team Small Team Best Performing Team In the event of a tie for Team Awards at a Provincial Championship; Provincial Meet Hosts will undertake the following tie breaking process: 1. Meet Management will rank the tied teams based on number of gold medals and the team with the highest total number of gold medals will be declared the winner. If a tie still remains: Page 13 of 22

14 2. Meet Management will then rank the tied teams based on number of silver medals and the team with the highest total number of silver medals will be declared the winner. If a tie still remains: 3. Meet Management will then rank the tied teams based on number of bronze medals and the team with the highest total number of bronze will be declared the winner. If a tie still remains: 4. Meet Management will then rank the tied teams based on number of overall ribbons and the team with the highest total will be declared the winner. Event Scoring: Only the top eight (8) finishers within an event and relay score. Individual event scoring: Relay scoring: Both able-bodied and PARA contribute to team scoring. Only times that meet the Provincial qualifying standard count towards team scoring. 22 WAYNE GRETZKY SPORTS CENTRE EVENT PROCEDURE POLICY FOR MEET MANAGERS, OFFICIALS, COACHES, ATHLETES & SPECTATORS Swimmers may not use the change rooms until after 2:30pm on Wednesday. Meet participants are to use the three (3) 65 m change rooms throughout the meet, leaving the three (3) 25 m (smaller) change rooms for the WGSC participants. Outdoor shoes must not be worn on the pool deck and on bulkheads. Indoor footwear, booties or bare feet only. All clubs attending the meet must be affiliated with Swim Ontario and insured through the same organization or provide insurance. Clubs from Quebec or other provinces or those not affiliated with Swim Ontario must provide a certificate of insurance in the amount of $5,000,000 minimum, and name the Corporation of the City of Brantford and the Brantford Aquatic Club as additionally insured. Certified coaches, athletes registered in the competition and meet officials only are allowed in the water. General public or relatives of meet participants and officials will not be allowed in the pool. Meet participants and/or spectators may make use of the regular facility services if they pay the regular admission at the cash desk. Regular Fitness class schedule (excluding Aquafit) will also be running. There is to be no swimming under the bulkheads. All patrons must shower before entering the pool. Food and beverages are permitted in the lobby only. Glass objects are not to be taken into shower or change areas or onto the deck. The Wayne Gretzky Centre is not responsible for lost, stolen or damaged articles. Staff are instructed not to check any valuable personal items. It is recommended that patrons lock valuables in lockers. Use of these facilities is at the users own risk. Deck changing is not permitted. Bus Drop offs should be at the front loop of the new facility entrance.
