1 DATE: MEET MANAGER: LOCATION FEATURES ELIGIBILITY February 25&26, 2017 Reg Fogarty SASCU Recreation Centre th Ave NE, Salmon Arm X 25 metre competition pool Electronic Timing System WARM UPS AND START TIMES Saturday February 25, 2017 Warm-up** 7:15-8:15 am 8:30-12:30 pm Warm-up** 3:00-4:00 pm 4:10-7:30 pm Sunday February 26, 2017 Warm up** 7:15-8:15 am 8:30-12:30 pm *Session lengths are approximate **Warm up may be split into two 30-minute sessions 1. All swimmers must be registered with SNC or FINA affiliated. All teams and swimmers should be registered in the BC Interior. Swimmers with 3 AAA or 2 AA qualifying times are not eligible to compete in this meet. The exception to this will be swimmers from the host club, CSSSC, who may compete for time only, will not be eligible for awards, and whose points will not count towards team totals. MEET RULES 1. The FINA one start rule & Swimming Canada competition warm-up safety procedures will be in effect at this meet. 2. The current Swimming Canada swimsuit rule will be observed. 3. Ages are determined as of the first day of the meet (February 25, 2017). 4. All events will be swum as Timed Finals from slowest to fastest by age group (10 & under; 11-12; 13-14; 15 & over). The exception to this will be the 400 free which will be limited to the top 18 swimmers from each gender and will be sum by gender as an Open Age Group Timed Final. 5. All scratches must be submitted to the clerk of course on the forms provided at least 30 minutes prior to start of session. 6. Relay names must be submitted 30 minutes prior to start of the session in which relays will be swum. 7. Eliminator The Eliminator will be swum as exhibition only and is only open to those swimmers who swim in all the individual 50 m events. The 6 fastest swimmers in each gender, cumulative time from the four 50 m events, will compete in the Eliminator on Sunday. By lottery, the starter will determine which stroke will be swam at the beginning of each elimination race. The slowest racer in each race will be eliminated and races will continue until a champion emerges. 8. NT times will be accepted. 9. In order to maintain reasonable session lengths, the Meet Manager reserves the right to: a. Limit/alter the meet to fit time lines. This may mean limiting the number of 200/400m events. b. Limit the number of relays. c. Adjust or cancel the eliminator event. ENTRY LIMITS The total number of swimmers attending the meet will be limited to 300. Swimmers are limited to a maximum of 9 individual events. AWARDS Best time ribbons for 10 & Under only For individual events, medals will be awarded for 1 st -3 rd place and ribbons will be awarded for 4 th 12 th place. Ribbons will also be awarded for 1 st -3 rd place in relays by gender based on the age groups 10 & under, 11-12, 13-14, and 15 and over Overall Best Swimmer Awards based on FINA points system top 3 male swimmers in each age group and top 3 female swimmers in each age group High Point Team Trophy with points generated from 1 st -12 th place Relay points are double and limited to top two relay teams per club. Eliminator 1 st and 2 nd in each gender ENTRY DEADLINES Meet entries must be uploaded prior to the entry deadline to: All entries must be received by Tue, Feb 14 th at 8:00pm PST. Scratches will be accepted until Feb 21 st, after that the psych sheets will be posted Late entries may be accepted at the discretion of Meet Management; if accepted, the late entries could be surcharged 1

2 ENTRY FEES $7.50 per individual event; $10.00 per relay event; $4.50 surcharge per swimmer (includes $4.00 Swim BC Provincial Team Splash fee and $0.50 Okanagan Splash Fee). We accept cash & cheques. All fees must be paid by your Club prior to the start of meet. Please make cheques payable to CSRD Youth Swimming Society. Please send Club Contact Name, and Phone# along with entries. REFUNDS Swimmers who are required to scratch from the meet due to medical reasons must submit a medical certificate in order to receive a refund of meet fees. There will be no refunds for individual event scratches or relay scratches made after the scratch deadline of February 21 st. DECK ENTRIES Deck entry cost: $10.00/individual event, $15.00/relay event plus Splash fees. Deck entries will be permitted to fill any empty lanes. Deck entries and fees must be handed in the hands of the Clerk of Course one hour prior to race start. Deck entries must include the swimmer s correct Swimming Canada nine-digit ID number, as well as the swimmers correct birth date (M/D/YR). Deck entries are exhibition swims only. VISITING OFFICIALS Visiting officials are welcome to participate; please your information name and position to Peter Jeffrey at pjeffrey@houle.ca. 4 COMPETITION WARM-UP SAFETY PROCEDURES Meet Management for all sanctioned Canadian swimming competitions must ensure the following safety procedures are applied. It is incumbent on coaches, swimmers, and officials to work together to comply with these procedures during all scheduled warm-up periods. Coaches are requested to encourage swimmers to cooperate with Safety Marshals. GENERAL WARM-UP: Swimmers must enter the pool FEET FIRST in a cautious manner, entering from a start or turn end only and from a standing or sitting position. Running on the pool deck and running entries into the pool are prohibited. Meet Management may designate the use of sprint or pace lanes during the scheduled warm- up time. Any such lane usage must be communicated through a pre-competition handout, an announcement or deck signage. Diving starts shall be permitted only in designated sprint lanes. Only one-way swimming from the start end of sprint lanes is permitted. Pools with backstroke starting ledges available may offer a designated lane for backstroke starts, at meet management s discretion. (This is not mandatory if not enough general lane space is available for the number of swimmers in the meet.) Notices or barriers must be placed on starting blocks to indicate no diving during warm-up. EQUIPMENT: Kick Boards, Pull-Buoys, Ankle Bands, and Snorkels are permitted for use in the main warm-up pool during warm-up. Hand paddles and flippers are permitted for use in a secondary warm-up pool only (where available), at meet management s discretion and recommended only for higher level or senior competitions. At meet management s discretion and based on available space, the Meet Manager may permit use of tubing or cord assisted sprinting in designated lanes and during specific times of the warm-up only. It is recommended that this only be allowed in secondary warm-up pools as space allows. Coaches are responsible for equipment reliability and use. This is recommended only for higher level or senior competitions VIOLATIONS: It is recognized that there is a level of interpretation and common sense that must be applied when applying these guidelines. Diving headfirst quietly into an empty pool at the start of warm-up is not the same as diving headfirst into a crowded lane. Judgment and context is required. Swimmers witnessed by a Safety Marshal diving or entering the water in a dangerous fashion may be removed without warning from their first individual event following the warm-up period in which the violation occurred and the alternates in that event notified should that event be a final. They may also receive a verbal warning from the Safety Marshal. Swimmers receiving verbal warnings will have their names and clubs registered with the Meet Manager. In the case of a second offense during the same competition the swimmer may be removed from the remainder of the competition. September 26, 2016 Page 1 4

5 SAFETY MARSHALS: The Safety Marshal is a trained position designated by Meet Management. Safety Marshals shall: Be visible by safety vest. Be situated at each end of the competition pool and when applicable, similarly situated in designated warm-up pools when pre-competition warm-ups are scheduled. Actively monitor all scheduled warm-up periods. Ensure participants comply with warm-up safety procedures and report violations to the Referee. Depending on the level of competition, Safety Marshals have a role to help work with coaches and swimmers to ensure a safe warm-up environment. This may include educating a younger swimmer on the rules or communicating a concern to a coach. Judgment, tact and confidence is required and therefore the Safety Marshal should ideally be a more experienced official. PARA-SWIMMER NOTIFICATION: Coaches are requested to notify Safety Marshals of any Para-swimmers participating in warmups where necessary and at the coach s discretion. The following statement must appear in all Swimming Canada sanctioned meet information and posted notices: SWIMMING CANADA COMPETITION WARM-UP SAFETY PROCEDURES WILL BE IN EFFECT AT THIS MEET.
