5 COUNCIL CORNER Nov. 26, 2018 Council Mee ng: With the end of 2018 coming to a close Council con nues to have a very busy schedule. Council started with a Public Hearing to receive comments on possible distance setbacks for Cannabis retail outlets and signage considera ons. Several possible vendors made presenta on giving reasons to not have setbacks to allow compe on. Another vendor stressed that the Town should follow Alberta Health Services recommenda ons for setbacks with a minimum setback of 300 meters separa on. This was discussed by Council and a mo on was put forward to accept Administra on s recommenda on of 300 meters setback between cannabis retail stores. Council iden fied that if necessary the setback distance could be re visited but that it was best to move forward cau ously and follow AHS recommenda ons Budget delibera ons: Key points from the discussions: Base star ng point is to have once again a zero increase to municipal taxes. Major changes: Provincial grant funds have decreased Assessment values have declined over the previous year School Requisi ons are s ll unknown Administra on iden fied that the 2018 Outdoor Recrea on Survey that was conducted iden fied the following three top priori es: trails, playground structures and an off leash dog park. Council discussed that a grant be submi ed to assist in trail development through Town. To further assist in the development of trails a modest tax increase of 1% will be implemented with a focus on developing trails within Penhold. This increase will approximately generate an addi onal $46,960. INTERESTING NOTE: On average Penhold residents have paid less for their municipal taxes for their home in 2018 than in When comparing a cross sec on, the majority sample paid less in 2018 than Council approved a policy for Council and staff that they be placed on the 60% percen le comparable compensa on effec ve January 1 st, CAO Binnendyk iden fied that with the change in the upcoming tax regula ons Council will see a slight decline on their monthly mee ng fees. A new U lity Bylaw will come into effect as of January 1 st, This Bylaw will see the average user experience an increase of $4.55 per month. The increase reflects an increase cost for the disposal through the Regional Sewer System, water costs and move towards cost recovery on u li es. Page 5

6 COUNCIL CORNER Dec 10th, 2018 Council Mee ng: Council requested Administra on to forward an Expression of Interest to Alberta Urban Municipali es Associa on (AUMA) to par cipate in the Asset Management Cohort Program. This program is focused on regional collabora on of communi es within the Red Deer County area. This will include Red Deer County working together in developing asset management policies that can assist with a self assessment tools for future infrastructure development. Red Deer County forwarded a proposed 4 acre subdivision just north of Penhold along RR #280 reques ng comments from the Town. Council iden fied that they have no objec ons to the proposed subdivision. Public Works Manager Nancy McAteer was recognized for her Long Service to the town of Penhold for 20 years. Nancy s accomplishments over the years are so appreciated in providing such a high level of service to Penhold. Nancy s achievements over the years were: ** Si ng on the Alberta Water and Waste Water Associa on for 12 years; the last 2 years has seen her serve as President. Nancy was further recognized for her outstanding contribu ons to the Alberta Water and Waste Water Associa on. ** Nancy received the Al Reimer Award from Western Canada Water Associa on for her faithful and Meritorious Service to the public. **Currently Nancy is serving as President of the Western Canada Water Associa on and sits on the Alberta Environment Cer fica on Advisory Commi ee. It should be noted that most of this me was in a volunteer capacity over the years. Council requested that Mrs. McAteer s name be submi ed for the Women of Excellence Award, Red Deer & District Community Founda on for the for her long term commitment to Penhold and her amazing achievements within the Water/Wastewater industry. 8 PUBLIC WORKS Snow Removal Our Public Works Staff make every effort to ensure that our streets are clear of snow and ice during the winter months. Please be pa ent as we complete this process. Snow plowing and/or removal on streets will be started a er a heavy snowfall (15cm) or once accumula ons have reached 15cm. The priority areas are as follow: Priority one includes main thoroughfares and bus routes. Priority two are businesses, streets and avenues. Priority three are Closes, Courts and Places these are cleared once all other major areas are complete. Please note that the snow removal priority map is available on the Town of Penhold Website. Alleys are not listed as a priority and are maintained as me permits. This process may take two weeks or longer depending on snow fall, condi ons and work load. Should another 15cm of snow accumulate during the snow removal process, priori es will shi back to one and two. Public Works makes every a empt to no fy residents of intent to clear snow. Time permi ng; signs are placed alongside the street 12 hours in advance. Please be courteous to Town staff as well as your neighbours by refraining from parking on the road during the hours posted. Vehicles are considered towable if they are not in accordance with the posted street sign. (Traffic Bylaw Sec on 18.8). Snow will be windrowed un l removal is possible. Where applicable, snow will be windrowed to the side of the street without a sidewalk. Please use extra care when approaching snow removal equipment as visibility is limited and equipment may stop and/ or back up suddenly. Please also consider neighbours and delivery people by clearing your sidewalks. Snow must be removed within 72 hours of any snowfall. (Traffic Bylaw Sec on 18.1). Snow that is cleaned off of sidewalks and driveways cannot be deposited onto the road. (Traffic Bylaw Sec on 18.4) Stay Off The Ice The storm reten on ponds are not measured for ice depth in the winter and as there may be water flowing into these systems in the winter months we ask that you stay off the ice during winter as there may be a present danger of thin ice. Christmas Tree Pick Up Public Works will be running the Christmas tree pick up again this year during the week of January 7 th. If you would like the Public Works department to pick up your tree please: Place on your front lawn on or before January 8:00am Ensure tree is free of all decora ons, nsel and NOT bagged 2019 U lity Rates Council approved a new U lity Bylaw which will come into effect as of January 1 st, This new Bylaw will see the average user experience an increase of $4.55 per month. Lincoln Street Storm Pond The Lincoln Street Storm Pond is a designated and licensed snow dumping site. Trucks and equipment are using the site while snow removal is in progress. 9 PENHOLD FIRE DEPARTMENT The Office of the Fire Commissioner, as the coordinating body of Search and Rescue initiatives in Alberta, is a proud supporter of AdventureSmart. That s why this January we re focusing on the Importance of snow safety. Before you head out this winter in search of exciting snow adventures across Alberta, be sure you are well prepared for the potential dangers that come with playing in snowy, icy and remote areas. 1. Have the right gear Dress in layers to help regulate body temperature. Keep your head, ears and hands covered to avoid frostbite. Wear your helmet, especially when skiing, skating, snowboarding, and snowmobiling. 2. Be avalanche aware Know the avalanche dangers in your area. Check avalanche bulletins before heading out. Carry and practice with an avalanche beacon, probe and shovel. Avalanches involving people don't occur randomly. Over 90 per cent of the time, the victims or someone in their group triggers the snow slide. Be avalanche aware in Alberta, and when visiting other areas, such as BC's backcountry. 3. Respect boundaries Going out-of-bounds is extremely dangerous. You not only endanger your life, but also the lives of search and rescue volunteers. 4. Ski and snowboard responsibly Know and follow the Alpine Responsibility Code. If a run is closed, respect the signage and never ski out of bounds. 5. Snowmobile safely Keep your speed slow enough to stay in control of your snowmobile. Alcohol use is a leading cause of snowmobiling-related fatalities. Respect closed areas. Ensure you're properly trained and equipped to survive a night outside. 6. Test the ice Check ice thickness before heading out. Always stay off ice that is 7cm (3 in) or less. The minimum ice depth for ice fishing, walking, and cross country skiing is 10cm (4 in). The minimum ice depth for one snowmobile or ATV is 12cm (5 in). 7. If you break through the ice, know what to do Don't panic. Your clothing will trap air and keep you buoyant. Turn towards the direction you came from and place your hands and arms flat on the unbroken surface. Kick your feet and try to push yourself up on top of the unbroken ice on your stomach, like a seal. Once you are lying on the ice, don't stand up. Roll away from the break until you are on solid ice. 8. Leave a trip plan Your trip plan explains your destination, travel route, equipment, and expected return time. This vital information can help search and rescue volunteers, in case of an emergency. Page 9

11 FITNESS ACTIVITIES Gymnasium Ac ve ABC s This class is designed to get pre schoolers ac ve through a variety of different sports and games. The aim of this class is to get ac ve and have some fun while developing physical literacy. Ages 3 4 Friday January 11 February 15 12:00 12:30pm $30 Fit Kids This 6 week fitness ac vity class is for youth 5 9 years old. The class will focus on basic fitness ac vi es and work on ge ng kids ac ve and moving! Tennis Mindful Yoga Adult Fitness Pre-Registered Classes Small group prac ce of classic Hatha Yoga forms integrated within a gentle Vinyasa Flow. De stress with a dynamic lesson, crea ng movement and rhythm with your breath. Choose from a number of varia ons and modifica ons given to hep you find comfort and support in your prac ce. If you feel like you want to be s ll and rest in a form that you are enjoying, that is okay too. All levels are welcome. YIN Yoga Monday January 7 February 11 6:45 7:15pm $30 This class is all about learning some fundamental tennis skills and ge ng ac ve. Come try tennis for this three week ac vity class and get your body moving. For ages 8 10 Saturday January 19, 26, February 2 10:00 10:45 am $20 Learn to Skate This class will begin to help your child master the snow and ice environment of physical literacy. The class will strive to help par cipants learn the basic fundamentals of ska ng in a fun and safe environment. Equipment needed: Helmet that covers the back of their head, skates, waterproof pants, and mi ens.
