Stresses the importance of Volleyball Manitoba in his own coaching development. - Men s team qualify for Olympics for the first time in 24 years and Larry talked about past Men s Teams in Olympics in 1984 & Winnipeg played a role in Men s Team reaching Olympics as the host city from 1996 to He talked about previous teams failing to reach Olympics and the significance of the Full-Time Training Centre for Gatineau, QC. - Larry answers questions from the floor. Coaching at the Olympic level is very tough as all other countries have great coaching. Selection of Players very difficult. Only 12 players on roster so some good Manitoba players left off. Larry talked about selecting a Team Captain, being a real challenge with only 12 players and younger players had first Olympics experience with an aim to also reach Olympics in Tokyo Talked about setting strategy at that level. Some players may now retire but core of team should remain with. - Most memorable moment in Rio for Larry was after beating USA 3-0. Talked about challenges of bench coaching and the importance of serving. Says coaching youth is to keep them calm and have them enjoy game. Coaches are doing a good job, and for all to keep up the good work. Additional reports and updates were provided, as follows: - John Blacher updated everyone on 2017 Canada Games organization. Indoor Volleyball August 7-12, 2017 at the new Sport for Life Centre being built and at UM IGAC. Beach competition at Sargent Park from July 30 August 4. Currently filling committees and volunteer positions. - Scott Koskie introduced the Indoor and Beach Canada Games Coaches for Manitoba. Great staff in place. Indoor coaches worked with their teams at 2016 NTCC. Beach coaches attended Toronto training sessions. - John reviewed the U West Open held at RBC Convention Centre. Very successful event. Organizing committee and volunteers thanked. Will apply to host VC Open in MTS Super-Spike very successful again this year. Great growth over 15 years of event. Supported Women s National Team. With team moving to BC, proceeds will go to Volleyball Manitoba and local charities moving forward. - Some Club Volleyball Tournament dates announced including the Wezer Bridle Cup Tournament. Age Class Provincials dates announced Annual General Meeting of Members 4

5 - Scott Koskie explained new Coaching Certification criteria. Coach screening/record checks will be very important for all to be compliant with. - John touched on Strategic Plan and progress: Organizational Leadership, Growth and Technical Leadership are the keys. Committees to be established and functioning this year. Communication with membership to be reviewed and enhanced. Annual General Meeting Minutes: 1. Rachelle Needham, identified as the Chairperson for the meeting (in lieu of Micheal Stephens stepping down as President in March of 2016 and Brenda Westwood, Interim President, unable to attend the AGM), calls the meeting to order at 8:13 pm. a. Andrei Halkewycz named as Recording Secretary. 2. Notice of meeting is reviewed, delivered electronically to all registered members on August 2, 2016, and meeting is duly constituted by quorum. 3. Approval of Agenda MOTION To approve agenda Dan MacIntosh / Glen Cook CARRIED 4. Presentation of minutes of the 2015 AGM MOTION To approve 2014 AGM minutes Barry Miller / Kevin Neufeld CARRIED 5. Staff, Board and Committee Reports presented in the annual report. In addition, John Olfert (Treasurer) presented the following on behalf of the board: - Volleyball Manitoba is on solid and steady footing. - Solid, passionate staff. Board of Directors are all involved in volleyball community and engaged on various committees. Board Survey showed we must depend on volunteers. - Board meetings will be more focused on grassroots, reconnecting with adult leagues and enhancing Age- Class programs. Need is to Grow. - Mike Stephens, Brenda Westwood, and Shawn Scarcello thanked for their years on Board. 6. Financial Report is presented by John Olfert (Treasurer). Highlights include: a. Financial position is solid operating surplus of $12,524, overall net position of $34,998. b. Need for growth in membership as VM depends on members. VM is Not for Profit. Membership Fees presented, no provincial membership fee increase this year. c. A volleyball facility building has been reviewed, and ownership by Volleyball Manitoba is financially prohibited. Will focus on partnerships with local community, schools and universities for use of facilities. d. Sport Manitoba funding has dropped in recent years, in large part due to adult leagues leaving membership. Need to partner with other leagues and associations. e. Fiscal operating budget was also prepared and presented, outlining a break even budget. f. Staff and Auditors thanked. MOTION To approve the Financial Statements Bill Peeler / Tim Au CARRIED 7. Brenda Westwood, Shawn Scarcello, and Michael Stephens stepping down from Board. b. 8 Board positions available for this election, with 9 nominations: 6 Board members are having their name stand for re-election (Andrei Halkewycz, John Olfert, Tim Au, Rachelle Needham, Glen Cook, Kevin Neufeld), 2 new nominations (Roger Labossiere & Shawn Brook), one nomination from the floor (Morgan Cheyne) /2017 Annual Report

6 c. Anthony Roberts & Chris Chong were named as scrutineers, vote is taken. d. Andrei Halkewycz, John Olfert, Tim Au, Rachelle Needham, Glen Cook, Kevin Neufeld, Roger Labossiere & Shawn Brook elected as Board Members (at subsequent Board meeting on Sep 13, 2016 both Glen Cook & Rachelle Needham agree to 1 year terms to better balance the number of director positions up for election on an annual basis). e. Morgan Cheyne is thanked, and it was encouraged to have him join the Beach Volleyball Competitions Committee this upcoming year. 9. Other Business a. Construction of Sport Manitoba Sport for Life Centre on schedule. Will be ready for Canada Games. Facility will be available for rent and use by public. b. It was brought forward that Beach Volleyball requires more planning and cooperation with community, and needs more promotion. It was stressed to the members that Beach Volleyball will continue to be a priority at the Board Level, and that the new Beach Volleyball Competitions Committee will take on this priority. 11. Next Meeting Next annual meeting will take place in September, 2017 and will be announced according to By-Laws. 12. 7 President s Report In lieu of providing a report of updates and accomplishments, please accept this list of things I am thankful for (presented in no particular order), as I have enjoyed the privilege of serving in the role of president of Volleyball Manitoba (VM) this past program year; 1. Past Leadership, Staff and Volunteers. Stepping into this role, I value the work, effort and contribution of dozens of leaders and volunteers that have led VM for 40+ years (VM was formally organized in 1977). During this past year, I have enjoyed the opportunity to visit with many men and women who candidly shared their challenges and successes during their seasons of leadership. Collectively, past leadership helped shape VM into the credible and solidreputation association it is today (with members, Manitoba sport community and nationally), allowing the current board to carry on what has been established in the past, and consider new endeavors looking forward. 2. VM Staff. While the engine of VM is players, coaches, officials, and administrators that train athletes and provide opportunities for them to compete (at all ages and levels), we cannot undervalue the day to day organization and practical leadership provided by our VM full-time and seasonal employees. As I had opportunity to visit other provincial presidents at recent Volleyball Canada meetings, a common theme across our country (and amateur sport) is staff that are over-mandated and often under-resourced, working doggedly to support the work of coaches, officials, administrators and other stakeholders. 3. Volunteers. In the past 12-months, I have had opportunity to watch junior high practices and tournaments, high school league play and provincials, club volleyball tryouts/training/tournaments/provincial championships, development camps, university and college matches, provincial training programs, Canada Games (indoor and beach) activity, and am humbled by the work of coaches, teachers, school administrators, club administrators, parents, officials, scorekeepers and others who create opportunities for athletes to train and play, and for spectators to enjoy as they watch. In addition, at an association level, I/we are indebted to our board and committee members, who serve to provide direction and support staff in their respective areas. To better serve our sport, and share the work amongst a broader group of people, the neighboring table presents the committee structure and composition implemented this past year where each board member(*) served as a committee chair. 8 4. Other Stakeholders. Through conferences, luncheons, correspondence and conversation, I have observed and am appreciative of the support and benefit VM receives from (again in no particular order): Sport Manitoba that offers accountability, sport community, counsel, funding and resources. MHSAA, School Divisions and Schools that partner on events, facilities and introduce thousands of students to our game. Adult Leagues who serve those players that are past their secondary and/or post-secondary playing years, with the opportunity to maintain both health and community with teammates and friends. While our formal affiliation currently is limited to the mens league, we look forward to re-connecting and partnering with the womens, coed leagues, and leagues outside of Winnipeg -- with the belief that we are stronger united. Volleyball Canada (VC), who has a mandate to develop high performance teams (mens/womens indoor/beach/sitting); support domestic development (coaching, officiating, athlete development); growing resources (fans, funding, exposure); and managing domestic (National Championships) and international hosting events. Particularly in recent years, VC has demonstrated notable progress in these areas, and VM is a beneficiary of their work and progress. Canada Games organizers/volunteers provided a tremendous opportunity for athletes, spectators and visitors alike to enjoy 2 weeks of tremendous competition, and leaving legacy facilities at both Sargent Park (beach volleyball), and at the Sport for Life Centre (indoor play and supplementary training facilities). Universities/Colleges offer places for athletes to train/compete, facilities and resources to club and school teams). 5. Broader Community. I value the high-expectations and standards of our volleyball community. While this passion can come in the form of periodic criticisms and complaints, more often it manifests itself in creative solutions implemented by volunteers who selflessly do the right thing for the athletes they ultimately serve. And it is these high standards that has pushed our board to consider a variety of initiatives, including an improved communications strategy (website, social presence), and exploring new program opportunities that may allow our footprint to grow further. 9 Volleyball Manitoba Board of Directors [Each section listed in alphabetical order.] Directors Entering Year 2 (of their 2-year term): A. Tim Au (Director) has served as a VM board member since Tim has been a lifelong active member in Manitoba's volleyball community as he transitioned from an athlete in the high school and club systems into a volunteer and coach. Tim is an NCCP fully certified Level 3 coach, as well as an NCCP Coaching Course instructor. Tim is currently an active coach at the grassroots and elite levels. Tim is a lifelong resident of Winnipeg, and a high school Physical Education and Sport Psychology teacher in our community, and is a strong advocate for youth. B. Shawn Brook (Director) was elected to the board in 2016 and currently chairs the Marketing & Communications Committee. Shawn is the president of a local media, communications and consulting company with his core focus and background being marketing and communications along with business development. Shawn has been involved with the Kinsman organization in Springfield, started an athletic alumni association at Springfield Collegiate, volunteered with Partners for Metal Health, and has coached volleyball at the high school level for over 20 years. C. Andrei Halkewycz (Director) has been a VM Board Member since 2011 and has served on several committees including chairing the Awards & Recognition Committee. He has been involved in Manitoba s volleyball community since the early 1990 s as a volunteer with Team Canada. For the past 15 years Andrei has been very involved in volleyball as a certified MVOA official, coaching girl s high school and club teams, and for the past 4 years as a coach and co-club director. Volleyball and its growth in Manitoba is a true passion of his. Andrei is born and raised in Winnipeg, has a degree in Public Relations and has been employed at Halkewycz Law Office as Office Manager since D. Roger Labossiere (Treasurer) was elected to the board in 2016, and due to his finance background was subsequently selected as Treasurer by the board and served in this capacity this past year. Roger has coached volleyball at the club, school and provincial team levels since 1987, and has also played in the Winnipeg Men s and Coed Leagues in the past. Roger is currently the CFO for GHY Internationals, has served as the Director of Finance for a marketing agency for 20 years prior to that, and is a member of the Canadian Manufacturers & Exporters (CME) Board of Directors. E. Kevin Neufeld (Director) has been active in the Manitoba sport community for the past 4 decades and looks to continue after his first two years with Volleyball Manitoba. A fully certified Level 3 coach Kevin has coached for the past 38 years and continues to do so in both the high school and age class categories. He taught at Neelin High School Neufeld for the past 34 years and will serve this coming season as the interim Head Coach for the Brandon University women s team. F. John Olfert (President) has served as a VM board member since 2012, and served as President this past season. He has been active in Manitoba s volleyball community having played school, club, university and senior men s, and then after some time off focusing on career and family, reengaged with the sport coaching the past 9 years in both school and club programs. John is a lifelong resident of Winnipeg, is a professional accountant by training and has been employed with True North Sports + Entertainment since Director Representing Affiliated Association A. Azad Hosein (Referee Director) has been involved with volleyball since Grade 6 after moving from Trinidad. The transition from outdoor sports to indoor took some adjustments. Azad played all the school sports at Hastings Junior High and Dakota Collegiate up to Grade 11. During the Grade 12 year, he focused on Cricket ultimately making the National Team. While taking his Commerce Degree at the University of Manitoba, he started coaching volleyball at Hastings Junior High. In 1991 Azad took the Level I Referee s course and became an International Referee in He has refereed over 100 International matches but particularly still enjoys refereeing Age Class and High School volleyball. Azad was selected as the Regional Officials Chairperson in September, Directors whose 2-Year Terms are Concluding, and allowing their names to stand again for re-election: A. Jared Brown (Director) has served as a board member since He has been involved with volleyball in Manitoba as a player, coach and director. He has been coaching club since 2003 and has also had multiple stints with the provincial team program. Jared also coached at the University of Manitoba for 5 years and 3 years with Red River College. Jared lives in Winnipeg and is the Club Director for 204 Volleyball Club /2017 Annual Report

10 B. Jayme Menzies (Director) has served as a VM board director since Jayme played five years as a University of Winnipeg varsity volleyball athlete and continues to enjoy Manitoba s senior coed, indoor and beach leagues. She is a lawyer who, in her free time, focuses her attentions on promoting and facilitating the physical, cultural and mental well-being of youth across the province through coaching sport. She was involved this past summer with the 2017 North American Indigenous Games as head volleyball coach and 2017 Canada Games as the indoor volleyball assistant coach. C. Tom Neufeld (Director) has served as a board member since 2015, and served as the chair of the Beach Volleyball Committee this past year. He has been an active member of the volleyball community as a player in school, provincial teams and senior men s; as a coach in the boys and girls club system since 2006 and as a referee both indoor and beach since Employed in the financial services business, Tom is a portfolio manager and investment advisor with CIBC Wood Gundy for the past 20+ years. Directors whose 1-Year Terms, as determined at the September 13, 2016 Board of Directors Meeting, are Concluding, and allowing their names to stand again for re-election: B. Glen Cook (Director - 1 year term concluded) has served as a VM board member since 2014, and has been active in Manitoba s volleyball community since the early 1980 s. He has coached his daughter while she grew up and continues to play in the Winnipeg Men s Volleyball League (WMVL). He has been involved in executive roles with the WMVL since the early 1990 s and has been the president for the last 17 years. In the role as president, he arranges over 900 games per year for WMVL working on all aspects of the administration of the game including; governance, budgets, schedules, contracts, financial management, disciplinary issues etc. Glen is a lifelong resident of Winnipeg, is a professional engineer by training and has been employed with Manitoba Hydro since C. Rachelle Needham (Secretary 1 year term concluded) was elected to the Volleyball Manitoba board in She has been involved in the volleyball community primarily as a parent to two daughters that have played and coached at the school and club levels. In addition to the VM board, she sits as a member of the board for Belgian Alliance Credit Union. Rachelle lives in Winnipeg, and works as a senior project analyst at Manitoba Health. Member(s) allowing their names to stand for Election: A. Morgan Cheyne (Member) has been a PE Teacher since 2009 and currently teaches at DMCI in Winnipeg. Morgan is currently a member of the VM Beach Volleyball Committee, was the Head Coach of our men s beach team at the 2017 Canada Games and 2015 and 2011 WCSG, and has initiated and organized the Jr High Beach VB Challenge the past 3 years. 11 STRATEGIC PLAN In the summer of 2015 Volleyball Manitoba implemented a new strategic plan for the period. The plan considered feedback and information that was gathered through a consultative process that involved engagement with our members and stakeholders from all levels of our sport. This process gave VM a great opportunity for selfreflection and assessment, and we believe the plan offers us a road map to where we hope to be five years down the road. This plan will hopefully be achieved as we aspire to strengthen and improve how volleyball is delivered and perceived in Manitoba. Our province has a passion for our sport, boasting a rich history of volleyball success at the local, national and international levels that we want to see continue into the future. A summary of the plan includes the following mission, vision and values, as well as strategic priorities. As you read through this Annual Report, you will see that we ve incorporated an update and link back to the Strategic Plan where it was relevant. We continue to review the Strategic Plan on an on-going basis at Board and staff meetings to measure our progress towards our goals and targets /2017 Annual Report

12 VOLLEYBALL PROGRAMS 2017 Volleyball Manitoba Premier Tournaments Volleyball Manitoba continued its development of a Premier Tournament Series this past season with the organization of three events, one for 13U/14U Boys & Girls on February 10/11, one for 15U/16U Boys & Girls on Feb 24/25 and another for 15U/16U Boys & Girls on April 7/ teams in total competed over these three weekends of events, 33 on Feb 10/11, 41 on Feb 24/25 and 54 on Apr 7-8. This past year the Wezer Bridle Cup tournament that was held Apr also included the 17U/18U teams as part of the event. These events help support and enforce the provincial ranking process along with other sanctioned tournaments that are organized by clubs around the province. Moving Forward: The plan for 2018 will be to organize two events at each of the 13U-16U age categories, and we will look into event(s) again for the 17U & 18U categories this season. Feedback from this past year that we will be working on for the upcoming season(s) include: - Shorter days, less time gaps between matches, the need for more courts per # teams. Possible schedule waving. - Schedule the 14U events later in February. - Establishing the Premier Tournament Series as mandatory participation for rankings, with possible consideration of using the bigger club tournaments for as part of the mandatory event participation. - Review the situation of younger teams playing in older age category tournaments Provincial Championships The 2017 Volleyball Manitoba Provincial Championships were held over three weekends in April & May with events being held in Winnipeg, Brandon and Steinbach. In total, 13 different championships were organized involving 190 teams. This is an increase of four teams from Also, numbers once again warranted a Tier 2 provincial championship to be held in the 14U Girls category. Expanding the tier 2 category for growth and meaningful competition reasons is a focus for VM as we move forward in the coming years. Moving forward: We will continue attempts to minimize the number of venues, or use clustered facilities, as much as possible, while also addressing appropriate serving and free space, along with the spectator experience. Other areas to consider as we mive forward: - Sport for Life Centre (3-5 courts) plus Dakota CC (6 courts) as new facilities to access for Provincials. - Schedule reviews. 7 team event is most difficult. Establish a grid with # teams, # courts required, refs required, etc. Possible power pool for preliminary round robin or not all teams advance to top play-off bracket. - Consider having the registration deadline 1 week earlier, allows for more time for schedule drafts to be completed and sent out to teams. - Consider allowing younger teams to play in older categories, to increase percentile factor for Nationals berths. - Look into webcasting options for Volleyball Canada National Championships Volleyball Manitoba would like to congratulate all the Manitoba teams who competed in this year s 2017 Volleyball Canada Championships that were held over three weekends in May. In total, 107 teams from Manitoba competed in this year s championships, down 28 from the 2016 season. The predominant factor for the decline being that the 14U Westerns took place in BC rather than MB. However, Manitoba continues to send the fourth most teams to national championships events, behind AB, ON & BC and ranks the highest in teams attending in relation to number of teams participating in their respective provincial championships. 14U West Championship May Abbotsford 13 Girls, 6 Boys Teams 15U West Championship May Regina 20 Girls Teams, 13 Boys Teams 16U West Championship May Calgary 17 Girls Teams, 9 Boys Teams 17U Championship May 4-7 Edmonton 9 Girls Teams May Saskatoon 7 Boys Teams 18U Championship May 4-7 Edmonton 10 Girls Teams May Saskatoon 3 Boys Teams A summary of all the Manitoba medal winning teams and all-stars from all the championship events can be found in Appendix B Volleyball Canada National Championship Dates & Location Volleyball Canada will be hosting its 2017 Championships next May in Edmonton, once again as a festival style event with all age categories competing under one roof with 65+ courts over 6 days of competition at the Northlands Expo Centre. The week will be broken down into two tournaments over the span of seven days. The first tournament will be held from May for the 15U and 16U categories and the second will be from May for the 14U, 17U and 18U categories. Information on registration as well as accommodations (Stay and Play) is currently available on the Volleyball Canada website: Moving forward: Starting in 2019, Volleyball Canada will be maintaining the 14U category as a regional championship (West, East & Atlantic) but the 15U 18U categories will all be hosted as a true national event. VC will be looking to combine age groups under one roof in an effort to offer the best competition setting for participating teams. Volleyball Manitoba is currently working with Tourism Winnipeg to bid on a 2019 event at the RBC Convention Centre Winnipeg. In 2020, the VC Nationals will again be a Festival event, as they move to a new two year cycle instead of the current three year cycle /2017 Annual Report

14 2017 Team Manitoba NTCC (National Team Challenge Cup) Programs Girls Youth and Boys Select (athletes born in ) Four teams were organized this summer, two per gender. Following the direction of Volleyball Canada these teams included players from ages as there was no 18U division at the NTCC due to the Canada Games. Volleyball Manitoba with approval from the Provincial Performance Committee took this opportunity to change the traditional Provincial Team program names from the age labelling found in club volleyball (16U, 18U) to terms used by FIVB and Volleyball Canada for National Team programs which also refer to birth year. The rationale behind the decision was to better reflect the multi-age group focus of the programs. In years past for example, a 16U team did not attract much interest from players who were 15 or 17. The programs this year were referred to as Boys Select ( ) and Girls Youth ( ) and attracted the highest number of combined age players in the past 3 summers. These teams were selected in early June, began some on-court sessions in late June early July, with the formal training period running from July at the Canada Games Sport for Life Centre. The teams then competed in the National Team Challenge Cup (NTCC) from July in Gatineau, QC (boys) and Richmond, BC (girls). The Girls Youth program had 24 rostered players who travelled to NTCC and 14 players who participated as part of the training team. The Boys Select program had 22 rostered players who travelled to NTCC and 15 players who participated as part of the training team. The availability of 3 courts at the Sport for Life Centre and the full day training model allowed us to include 29 more athletes in these programs, many from outside of Winnipeg. See Appendix C for complete rosters of players and coaches of all teams that represented Manitoba at the NTCC competitions. Moving forward: 2018 will see further changes to the NTCC model as proposed by Volleyball Canada. To be discussed among the Provinces and with our Provincial Performance Committee in fall Team Manitoba Girls Select and Boys Future Select (athletes born in ) 2017 saw the introduction of a Provincial level training program to introduce players to the skills and concepts used by the NTCC teams. It is our hope that an earlier introduction to Provincial level programming will help us to build a stronger NTCC program as well as connect earlier with this age group who will be the next group of Canada Games indoor athletes. This program was a 4 day full time training schedule at Red River College which included a half day of beach volleyball at Sargent Park and concluded with game play on the final day. The boys program was led by Arnd Ludwig former head coach of the Canadian Women s National Team and the girls program was led by Jeroen Trommel former member of the Dutch National Team and 2004 Olympian. We were pleased with the participation of over 40 girls and 18 boys. We are very pleased to have more than doubled the number of athletes involved in our Team Manitoba programs in Canada Summer Games Teams Volleyball Manitoba announced in March 2016 the Head Coaches for the indoor and beach volleyball teams for the 2017 Canada Games. This allowed the head coaches approximately 18 months to identify and work with potential players. In late 2016-early 2017, an assistant coach, manager and venue pass holder (non-rostered coach) were identified and recruited to complete the coaching staff for each team. All indoor staff were asked to not coach club volleyball in during the season to focus only on the Canada Games program. Both the male and female beach teams attended the 2017 Vancouver Open Tournament in Vancouver, BC. The male team participated in the 34 team qualifying tournament and did not advance to the main draw while the female received a wild card entry into the main draw. The male indoor and male and female beach teams were eliminated in the Canada Games quarter final round, finishing in 5 th place. The female indoor team captured the Canada Games Gold Medal on the last full day of competition in front of a crowd of over 3200 at the Investors Group Athletic Centre! Congratulations to Head Coach Josh Thordarson and his staff and players!! 2017 Canada Games Volunteer Thank You! Volleyball Manitoba would like to express our sincere appreciation to the hundreds of volunteers that helped deliver the Canada Games Beach Volleyball event at Sargent Park and the Indoor Volleyball competition at the Sport for Life Centre and University of Manitoba Investors Group Athletic Centre. Both events were special as a result of everyone's efforts! A special acknowledgement goes out to the event chairs for their leadership: Catherine-Grace Peters (Beach) and Tim Au, Pat Alexander & Greg Guenther (Indoor) Team Manitoba Beach Development Program In June & July Volleyball Manitoba organized a Beach Volleyball development training program on Tuesday & Thursday evenings at Sargent Park Beach Volleyball Centre. The program involved 19 athletes training under the direction of Chloe Reimer where they learned the skills and concepts of the beach game. Moving forward: With the support of our Beach Volleyball and Provincial Performance Committees, we will be reviewing the delivery and structure of our beach volleyball training programs and intend to have plans for 2018 in place later this fall Beach Volleyball Provincial Championships Manitoba s Beach Volleyball Provincial Championships were held on August 12 & 13 under clear blue skies at the Sargent Park Beach Volleyball Centre. The Sargent Park Beach Volleyball Centre was the site for the 2017 Canada Games beach /2017 Annual Report

16 volleyball competition that wrapped up the week earlier on August 4, and is a CG2017 legacy project that will contribute to the development of beach volleyball in Manitoba for years to come. Medal results of the Beach Volleyball Provincial Championships can be found in Appendix D. Moving forward: With the support of our Beach Volleyball Committee, we will be reviewing the delivery of our Beach Volleyball Provincial Championships with the consideration of running divisions over two days (similar format as national championships). Another objective we will continue to work on is the number of active and qualified beach volleyball referees to support and cover our league and Provincial Championship event Beach Volleyball National Championships Volleyball Canada held its Canadian Youth Beach Volleyball Championship at Max Volley Shefford Park in Ottawa on August 17-20, with 120 teams overall competing including 3 from Manitoba in the 16U Female, 16U Male and 14U Female divisions. The 16U Female division had 49 teams competing from 7 provinces, with Anna Maidment (Winnipeg) and Erika Vermette (Morris) going undefeated throughout the tournament to claim the Gold Medal. The 16U Male division had 20 teams competing from 5 provinces, with Jaxon Leoppky and Sam Jackman finishing with a consolation 5 th placement. The 14U Female division had 14 teams competing from 3 provinces, with Sofia and Valeria Gonzalez earning a Bronze Medal. The Senior Beach National Championships were hosted in North Bay at the Canor Sand Centre also on August Dustin Spiring & Adam DeJonckheere were the lone Manitoba team attending and finished with a consolation silver placement. Moving forward: With the success of the Beach Volleyball competition at Sargent Park, we will be exploring opportunities to host larger tournaments in the future, including the Senior National Beach Championships in Beach Volleyball League & Tournaments The 2017 Summer Series Adult Beach Volleyball League, along with the Beach Bandits Hot Summer Nights League, once again played out of Adrenaline Adventures. Registration numbers dropped again this year (105 teams in 2017, down from 119 in 2016) and we will continue to look at ways to improve the playing conditions and increase the overall participation experience. New for 2017 our Summer Series Youth Beach Volleyball League moved to the Sargent Park Beach Centre, where we saw a great turnout for our first season at the new facility. The league also underwent a format shift, adding a coaching/training component and moving to timed matches, as well as an earlier end to the season. Initial feedback on the changes have been positive and we will look to build on that success for next season while continuing to fine tune the program. A separate league was also organized this past season by Beach 4 Life out of Maple Grove Rugby Park, affiliating itself with Volleyball Manitoba by requiring all participants to be VM members. Volleyball Manitoba also supported or coordinated tournaments throughout the season, including support for the Stefan Savoie Memorial Tournament in July at Sargent Park that raised funds for the memorial scholarship program as well as the Jr High Beach Challenge in June also at Sargent Park. Moving forward: With the support of our Beach Volleyball Committee, we will be reviewing the delivery of leagues and tournaments for 2018 and beyond, including categories and use of facilities at Adrenaline Adventures as well as Sargent Park Annual General Meeting of Members 16

17 2016 Junior High Challenge / Grade 9 Open At the end of each school season, Volleyball Manitoba organizes the Junior High Challenge and Grade 9 Open events. These events are not official championships and are open to all teams for participation. The spirit of the events are about participation, enjoyment and an opportunity for Grade 7-9 teams to compete in an open year-end tournament to celebrate their seasons and challenge themselves against other teams from across the province. In total, twenty two teams participated this past year in the events that were run in December Junior High Challenge (Girls 10 teams) Sturgeon Heights, Winnipeg Winner: La Verendrye Grade 9 Open (Girls 12 teams) Kelvin High School, Winnipeg Winner: Lockport Moving forward: Volleyball Manitoba s Indoor Competition Committee is tasked with determining the direction of these events moving forward. Some discussions have taken place with the Winnipeg school division Phys Ed Supervisors about establishing this event as a qualifying year end championship for schools across the province, and this will be further explored next month as school starts up again. Grade 4-7 Development Program A very successful 6 week fall and spring session was offered on Sunday afternoons (fall - Island Lakes Community School) and Wednesday evenings (spring - Christ the King School) with over 40 participants in each. A 6 week spring program was also offered in Selkirk led by former national team member Mike Munday, this program attracted over 20 participants and was full. The majority were playing volleyball for the first time, with a few grade 7 players having played during the school season. There were no club players involved. The format was the Volleyball Canada recommended 4 on 4 model using the smaller badminton courts and nets. The programs fit well at the beginning of the ice sports seasons (Sept-Oct) and between the conclusion of winter ice sports and the beginning of soccer season (April/May). Moving forward: This coming season we will be looking at moving this program to the Sport for Life Centre for two sessions (Fall & Spring) and possibly adding a fall program to the Selkirk location. We would also like to see the program expand to other locations across the province with a similar format. Bilateral Program Regional Development Volleyball Manitoba receives funding support from the Sport Manitoba Bilateral Program to provide development opportunities to persons from under-represented and/or marginalized populations throughout the province to actively participate in sport. This past year, the following programs were delivered: - In Winnipeg and throughout the Province, Board member Jayme Menzies led programs in the communities of Sioux Valley, Chemawawin, Fisher River and Garden Hill. - In co-operation with the Manitoba Aboriginal Sport and Recreation Council a 10 week volleyball program was delivered at Lake St. Martin School in Winnipeg. - In co-operation with Carolyn Trono from the Sport for Life Society, an introductory program was delivered to new Canadians, mostly refugees from countries enduring conflicts, at U of W Rec-Plex. - A School Division professional development session on early year s volleyball was delivered at Pine Creek School Division. - An athlete and coach development camp was delivered in Flin Flon and Thompson for athletes from northern communities between the ages 14-18, as well as coaches / teachers involved in delivering volleyball in the region. In Thompson, this also included delivery at 4 different schools in the Mystery Lake School District during regularly scheduled physical education classes. - An athlete and referee clinic was also held in Norway House the end of October. Adult Senior Volleyball Several volleyball leagues exist throughout the province that provide playing opportunities for adults once they are done with age class or post-secondary levels of our sport. This is important as we strive to promote active for life involvement in volleyball. With only the Winnipeg Men s Volleyball League (WMVL) remaining as indoor adult members of Volleyball /2017 Annual Report

18 Manitoba, efforts continue to build or rebuild relationships with other leagues, such as the Winnipeg Women s and Winnipeg Coed leagues. We also need to continue identifying the benefits and services that our adult members may desire in order for them to consider affiliating themselves as members of our association once again Wezer Bridle Cup In an effort to provide our adult members with a unique competition opportunity, VM along with the WMVL organized an adult tournament in memory of Wezer Bridle, a founding builder of volleyball in Manitoba. This year s event included the addition of a 17U / 18U category competing with or alongside the adult teams. The second annual event was held on April 14 & 15, 2017, at Red River College (Female category 16 teams, Men s Division 3 Teams) as well as at Canadian Mennonite University (4 17U/18U Male Teams). Moving forward: Volleyball Manitoba will continue to work with the WMVL and other Adult leagues to organize and grow this event annually, providing a fun yet competitive opportunity outside of the weekly league play for our adult participants. The event is also an opportunity to celebrate Wezer Bridle s life and recognize his life-long contributions to volleyball. Funds raised from this tournament will help establish a Wezer Bridle Volleyball Support Fund that will provide assistance towards volleyball participation fees to young athletes with financial barriers. We are also working on a similar event to help support our Nikki Redekop Memorial Scholarship, that being an annual Coed tournament starting this fall in cooperation with Glenlawn HS. Super-Spike 2017 MTS Super-Spike took place on Friday, July 21st and Saturday, July 22nd at Maple Grove Rugby Park with 465 teams taking part and over 5,000 in attendance this year. MTS Super-Spike combines Western Canada s largest outdoor/beach volleyball tournament with a weekend-long concert series, all set in a festival atmosphere. Over 950 games of volleyball took place over the two day event, with ten different bands & various DJ s performing at what has become one of Manitoba s premiere summertime festivals marked the sixteenth edition of MTS Super-Spike and this year s event is projected to raise over $100,000, making the total amount raised over the years exceeding $1,150,000. These revenues have helped fund and support the formerly Winnipeg-based National Women s Volleyball Team for fifteen years but profits will now be distributed using Super-Spike s new funding model to benefit Volleyball Manitoba along with local charities, this year being KidSport Manitoba and True North Youth Foundation. TECHNICAL LEADERSHIP Coaching Clinics & Development The Development (former level 1) and Advanced Development (former level 2) coach levels have now been approved by the Coaching Association of Canada (CAC) and will be fully implemented in These levels remain the responsibility of the Provincial Associations. The Performance coach level (former level 3) has shifted to become the responsibility of Volleyball Canada. Candidates are nominated or can apply to attend the 3 day performance coach workshop currently offered at either the male or female NTCC s or at the National Team training centres in Gatineau or Richmond. Those coaches who have started but not finished a level using the old context will need to finish it in 2017 or they will need to meet the requirements of the new 2017 Annual General Meeting of Members 18

19 NCCP in addition to what they have previously done. Coaches who are certified had their levels transferred over to the new context in The Volleyball Canada Coach Certification Policy will essentially remain the same for the season Continuing education credits will now be required by all levels. Previously only the development coach level had started the 5 year cycle. VC has finalized the process for training LF s and Evaluators and Provinces began implementation in Volleyball Manitoba is also proud to support the annual BU Volleyball Coaches Summit that took place on Thursday, September 29, This year s 2017 clinic is scheduled for Thursday, September 28. Moving Forward: Volleyball Manitoba will be reviewing the process for structuring and scheduling the NCCP coaching clinics, including the requirements, training and our needs for Learning Facilitators and Evaluators. Volleyball Canada and CAC do require a minimum number of coaches per clinic to meet the new standards of delivery. An improved system of tracking which coaches need workshops will help to reduce the high number of clinic cancellations. We will also continue to work with our club system to determine coaching development needs and interests of the clubs, and also with the school volleyball systems to provide education and development opportunities to divisions throughout the Province. Coach Screening Compliance & Certification Requirements Volleyball Manitoba maintains and requires certain standards for coaches of club volleyball teams, in line with Volleyball Canada and Sport Manitoba. These include certification expectations with NCCP, Respect in Sport and Screening requirements. Volleyball Manitoba would like to acknowledge and thank all of the clubs for their efforts this past season with encouraging and ensuring that coaches and directors meet the required screening and certification requirements. With the NCCP Coach Certification policy, there were 173 Head Coaches at Provincials, with 98% meeting the requirements (only 4 not meeting the requirements for Provincial Championships). For the Respect in Sport requirement, 99% of our coaches (345 of 350) met the requirement of completing the on-line course. With the Criminal Record Search and Child Abuse Registry requirement, screening 95% of our coaches submitted proper documentation at the time of Provincial Championships. All outstanding screening documentation was In Process at the time of the coaches respective Provincial Championship, and coaches were to submit their results to the Volleyball Manitoba office once it was received. Moving Forward: Volleyball Manitoba will be continuing to enforce these screening and certification requirements, and it is suggested that clubs be pro-active this coming year with ensuring coaches achieve full compliance at the start of the season. Referee Development Report Submitted by Azad Hosein, Regional Officials Chairperson (ROC), Manitoba Volleyball Officials Association This season brought many new challenges which were easily met. All of this would not have been successful if the MVOA didn t have a very cooperative Board and the assistance from Volleyball Manitoba. Highlights for the season: Successfully assigned the 14U Western Championships in May Two candidates passed the Beach National Program. Assigned 21 referees to various National Championships in Evaluated 3 candidates for the International Program. Identified candidates and started our Referee Academy. Challenges we faced and are facing in the upcoming year: Finding volunteers to referee in the 2017 Canada Games. Finding a cost effective way to promote referees. Market the value of certified referees to the Regions in Manitoba /2017 Annual Report

20 In our efforts to support the identification and development of female referees within our province, in accordance with Volleyball Canada s focus on Women in Sport, we are experiencing challenges. Overcoming some of these challenges may be better supported with a more clear path / direction from the National level. As we allocate resources and time towards this initiative, we are looking to have a more definitive description/outcome regarding the direction and next steps of this national initiative. If it is not possible to provide us with a clearer direction/focus, we will have to look into the creation of province specific initiatives relating to Women in Sport and female referees. Thanks to Scott Borys (National Referee Chairperson) for his leadership and assistance. Manitoba referees are looking forward to Edmonton in In there were 8 L1 Referee certification or re-certification clinics organized throughout the province (Winnipeg, Brandon, Vita, The Pas) with 237 attending the courses. Eight Novice clinics were also delivered with 137 participants targeted towards high school students wanting to officiate at the JV and Jr High levels. In there were 146 referees registered as Volleyball Manitoba members through the MVOA. 23 FINANCIAL REPORT & STATEMENTS Volleyball Manitoba (VM) Finance Committee Report September, 2017 Submitted by Roger Labossiere, Board Treasurer & Chair Finance Committee Financial results and position for the fiscal year ending March 31, 2017 are presented in the audited financial statements included in this Annual Report. As reflected in the financial statements and this brief report, results are consistent with the annual approved budget, and represent the work and activity of VM for fiscal 2017 (April 1, 2016 to March 31, 2017). In summary; 1. Financial Position. As reflected on the Statement of Financial Position, given an operating surplus of $15,700 during fiscal 2017, Unrestricted Net Assets grew from $34,998 to $50,698. While not having a specific target or mandate to accumulate a reserve, VM s Board of Directors is comfortable with this level of excess cash to manage seasonal and year-to-year programming and cashflow fluctuations experienced by VM. 2. Fiscal 2017 Operating Results. The Statement of Operations tells the story and reflects a number of hi-lights for VM s fiscal 2017 activity. These include: Receipts from Sport Manitoba Grants were lower in F2017, due to the final base grant bridged reduction from our 2014 assessment, along with a pro-rated funding reduction for the Women s National Team Program; Other Grants/Funders and offsetting Administration expense, reflect the addition of an additional shared employee, in partnership with Volleyball Canada (VC); Membership levels and fees remained steady; Increases in Athlete Program fees and offsetting Athlete Development Programs are the result of the 2016 Manitoba Games (14U boys and girls volleyball); Increases in Volleyball Manitoba Tournaments are the result of the 14U Western Nationals being hosted in Winnipeg. This revenue had an associated expense of $107, Looking Forward to Fiscal During the spring of 2017, VM staff prepared, and the Board of Directors reviewed and approved the fiscal 2018 Operating Budget. The budget quantifies a number of realities and initiatives, which include the following note descriptions (referenced in the budget summary): a) Sport Manitoba Grants - funding associated with the Women s National Team Program ($27,706 in F2017) and funding relating to the Manitoba Game ($9,516 in F2017) not available in F2018. b) Other Grants/Funders - additional grant (and offsetting expense) for part-time staffing done in partnership with VC not available in F2018 ($36,000 in F2017). c) Athlete Programs - decreased revenue due to no 14U Manitoba Games in F2018. d) VC Westerns/Nationals - F2017 included the revenue and expensed related to hosting the 14U Westerns. No hosting planned for F2018. e) Super-Spike - F2018 shows a budgeted net amount of $40,000 related to Super-Spike (revenues of $565,000 and expenses of $525,000). This is VM s portion (@ 50%) of the total budget net amount of $80,000 (expense includes the $40,000 contribution to local charities). f) Marketing F2018 includes $15,000 revenue for the on-line fundraising auction to support Provincial Performance Programs /2017 Annual Report

Appreciation. The staff of VM should be commended for operating within budgeted parameters, and balancing the day-to-day business of the association with opportunities and challenges occurred during the year. This effort, coupled with the support of Sport Manitoba s finance team, who provide accounting/bookkeeping services for VM, has allowed the Board to receive timely and accurate financial information. 5. Recommendations to Membership at the 2017 Annual General Meeting. Notes to the Financial Statements For the year ended March 31, PURPOSE OF THE ORGANIZATION Operating as Volleyball Manitoba, the Manitoba Volleyball Association Inc. is a non-profit organization and is exempt from income tax in accordance with Section 149 of the Canadian Income Tax Act. The purpose of the association is to provide quality services and programs that will assist in the promotion, development, and growth of volleyball in Manitoba 2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES Basis of presentation The financial statements of the organization have been prepared in accordance with Canadian accounting standards for not-for-profit organizations. Financial instruments Financial assets and liabilities are initially measured at fair value. Subsequent measurement of financial assets and liabilities are at amortized cost unless otherwise noted. Financial assets and liabilities measured at amortized cost consist of cash, accounts receivable, accounts payable and deferred revenue. It is management's opinion that the organization is not exposed to significant credit, currency, interest rate, liquidity or market risks arising from these financial instruments, unless otherwise noted. Capital assets Capital assets are recorded at cost and are being amortized on the straight line basis at the following rates based on estimated useful life, except in the year of acquisition, when one-half of the rate is used: Computer hardware 2 years The organization reviews capital assets for impairment whenever events or changes in circumstances indicate that the carrying value may not be recoverable. Notes to the Financial Statements For the year ended March 31, 2017 Contributed services A substantial number of volunteers contribute a significant amount of their time each year. Due to the difficulty of determining the fair market value, contributed services are not recognized in the financial statements. Revenue recognition The organization follows the deferral method of accounting for Sport Manitoba contributions. Unrestricted contributions are recognized as revenue in the year received or receivable if the amount to be received can be reasonably estimated and collection is reasonably assured. Externally restricted contributions are recognized as revenue in the year in which the related expenses are recognized. The association accounts for other revenues using the accrual basis of accounting. Use of estimates The preparation of the financial statements in conformity with Canadian accounting standards for not-for-profit organizations requires management to make estimates that affect the reported amounts of assets and liabilities and disclosure of contingent assets and liabilities as at the date of the financial statements, as well as reported amounts of revenues and expenses during the reporting period. These estimates are subject to measurement uncertainty, and the effect on the financial statements of changes in such estimates in future periods could be significant. 3. BANK INDEBTEDNESS The company has a line of credit available to a maximum of $25,000, repayable on demand with interest at the rate of prime plus 3%. Bank indebtedness is secured by general security agreement providing a floating charge on all assets of the association. 4.
