1 REPORT #ENG COMMITTEE OF THE WHOLE MEETING MAY, 2017 TEMPORARY ROAD CLOSURE ROYAL CANADIAN LEGION DRUMHEAD SERVICE AND PARADE RECOMMENDATION That Report #ENG be received; And further that the notice from the Royal Canadian Legion Alliston Branch No. 171 to hold the Drumhead Service and parade through local streets in Alliston on Sunday, June 4, 2017, from 12: p.m. to 2:00 p.m. be received; And further that the necessary by-law to temporarily close the roads listed below be enacted; Time To Event To Be Closed Albert West Start Finish Date From Drumhead Service and Parade Paris Church South Sunday, June 4, : p.m. 2:00 p.m. And further that the organizers be advised that they must adhere to the provisions of the Safe s Act; And further that the organizers advise the Nottawasaga Detachment of the Ontario Provincial Police, the New Tecumseth Fire Department, the Public Works Department and Ambulance Services of the event; And further that the organizers will also need to notify all the residents and business owners being affected by these road closures; And further that Staff be directed to provide support to the event by erecting the necessary road closures, barricades, detour routes, and advanced signage. OBJECTIVE This report is to provide Council with information regarding a request by the Royal Canadian Legion Alliston Branch No. 171 for the proposed Drumhead Service and parade to be held on Sunday, June 4, BACKGROUND On March, 2017, Staff received a written request from the Royal Canadian Legion Alliston Branch No. 171 requesting a road closure on Albert West from Paris to Church

2 Report #ENG , May, 2017 South for the Drumhead Service and parade to be held on Sunday, June 4, 2017 in the Community of Alliston. As this is a new event, the Town's practice is to have Council provide the initial approval and in subsequent years the road closure would be approved through the Delegated Authority of Staff. The road closure of Albert West for the Drumhead Service and parade is proposed to begin at 12: p.m. on Sunday, June 4, 2017, and will end at approximately 2:00 p.m. as outlined in Attachment No. 1. The participants will assemble and parade on the subject road beginning approximately at 1:00 p.m. The ceremony will be performed between 1:00 p.m. and 1: p.m. at the Cenotaph and the assembly will be dismissed following the ceremony. COMMENTS AND CONSIDERATIONS To facilitate the Drumhead Service and parade, the following roads will need to be temporarily closed, as shown in Attachment No. 2: Albert West between Paris and Church South The event organizer will need to notify the Fire Department, Ambulance Services, Department of Public Works, and the Nottawasaga Detachment of the Ontario Provincial Police of this event, and comply with the Safe s Act. The event organizers will also need to notify all the residents and business owners being affected by these roads closure. Public Works has been requested to provide support to the event by erecting the necessary road closures, barricades, detour routes, and advance signage. Attachment No. 2 details the proposed detour routes around the road closures. FINANCIAL CONSIDERATIONS Staff time and resources associated with this road closure will be charged to the Cash in Kind budget line in the approved 2017 Public Works Operating Budget. This expenditure was not included in the 2017 Budget, and may create an unfavourable variance. Respectfully submitted: Page 2 of 5
