Roll Call for the Thursday, January 10, 2019 Public Works Committee meeting: Present Absent Dan Jashinsky, Chair Mark Millot Art Baumann Jeremy Craven Wayne Dehn, Ald. Dan Miller Harold Roberts Also present Tom Hafner, Administrator/Director of Public Works Mike Court, Engineer Josh Woller, Engineer 1. Approve minutes of December 5, Corrections were requested on page 2, Item 4b, paragraph 2, sentence 1, change John Bieberitz, traffic analysis/design representative to John Bieberitz, TADI (Traffic Analysis & Design, Inc.), and on page 2, Item 4b, paragraph 5, sentence 9, change determine to right-of-way area impacts to determine the right-of-way area impacts. Hearing no objections from the Public Works Committee, the December 5, 2018 Public Works Committee Meeting minutes were approved as amended. 2. City of Delafield Citizen's Comments for items on the agenda. Jim Behrend, 757 Garrison Court, was present regarding Items 3a, 4a and 4b. With regard to Item 3a, a roundabout was a good idea at the location of Golf Road and Golf Court. This issue had been discussed for a number of years prior to this project coming forward. Avoiding a stoplight at this location would be the best course of action. A roundabout would make the area safer, enhance the corner and increase desirability of the shopping area in approaching the intersection as a motorist. The 2019 Street Improvement Program included a second phase of the Milwaukee Street project. At a past Common Council meeting, a motion was made to shorten the sidewalk to a small element near the western end that would allow the current sidewalk to be finished off in that area with a small crosswalk so that people from the east could cross safely to the path on the southerly side of the roadway. This would also remove pedestrians from traversing in the snow storage area. With regard to Item 4b, it was noted that some people did not like perpendicular parking on City streets; however, when the Central Business District -1 originated, there were no parking requirements like there were at this point. Over time the ordinances had been amended to include various requirements. A fee payment in lieu of parking on their land was least desirable in his opinion because the fees would be used elsewhere instead of where parking was necessary. He encouraged the Committee to approve the proposal in the epacket for this meeting for this site because it would help the parking in the downtown overall. Oneida Street was only three blocks long and perpendicular parking could be tolerated along that street. Hearing no one present wishing to speak, City of Delafield Citizen s Comments was closed.

Discussion and possible action on traffic improvements and stormwater management for a new restaurant and retail building for Delasota LLC, located at 2980 Golf Ct, DELC and recommendation back to the Plan Commission. At the last Public Works Committee meeting, additional analysis was requested for traffic improvements and stormwater management for a new restaurant and retail building for Delasota, LLC, located at 2980 Golf Court. Since that time, traffic engineers from the proposed project and the City met twice along with Baumann to compare research, discuss findings and discuss options to allow the Committee to proceed with a recommendation on traffic movements through the intersection of Golf Court and Golf Road. Each type of traffic improvement had benefits and challenges. Information pertaining to the discussion on traffic improvement options had been included in the epacket for this meeting. Baumann summarized the findings, noting each option would allow current traffic levels to operate in an acceptable manner; however both types of intersections would exhibit cueing issues. If a traffic signal option was chosen, signal cycle lengths would require coordination to function properly. Turning movements would also be restricted for trucks and pose difficulties for deliveries. Both options would require easements and a sidewalk to the intersection from the Kohl s shopping center. A roundabout would fix all pavement issues and was anticipated to cost more than noted in the epacket for this meeting. Sight distances were of concern with a signalized intersection. Turning movements and related parking impacts relative to both types of intersections were discussed. Semi-trucks, necessary for operations at the various retail centers, would not be able to manage appropriate turning movements with options as shown in the design for a signalized intersection. This would force the trucks to use retailer parking lots to gain access to Golf Court resulting in pedestrians and vehicles potentially crossing truck paths. The largest impact from a roundabout would be how to replace lost storage for the stormwater retention pond in that area as well as other related impacts from loss of right-of-way and residual stormwater impacts from changing the pond system. Data analyzed included peak hour operations for both types of intersections. There would be no unnecessary stopping at a roundabout and free flow during peak travel times. A roundabout would likely be a single lane roundabout with exclusive right-turn lane from CTH 83 to Golf Court. Signage should be used to direct lane traffic for trucks. A roundabout would accommodate u-turns for trucks and a signalized intersection would not. A signalized intersection would cost less and have a life expectancy of approximately 20 years if a total upgrade took place to install the signal at this time. It was noted that future growth could impact the signal timing or intensity of roadway use if a higher intensity use was established in this corridor. A signalized intersection should include video detection in order to allow the intersection to remain flowing during times of no use. If a signalized intersection was established, certain businesses would have impacted driveway use as a result of cueing of the signal. It should be noted that for both a roundabout and a signalized intersection, a dual leftout lane from Golf Court onto Golf Road would be an issue. Discussion ensued. Practicality and concern related to using retailer parking lots as a way for delivery and semi-trucks to get to Golf Court was noted. In addition, cueing of the lights and time of day would impact the ability of the trucks to exit onto Golf Court. Debbie Tomszyk, Reinhart, Boerner Van Deuren, and Ross Gallantine, RPT Realty, were present. Tomszyk appreciated the effort to provide resolution; however the option to have a truck traversing a retailer parking lot was not supported by tenants or ownership. Gallantine expressed concern for the tenants of the impacted properties, noting the best possible solution would be one that would keep trucks on the roadways and keep entrance drives operating at full movement in order to allow retailers to function at optimal levels. There should be no trucks moving through

Concern was expressed for trucks exiting the Walgreens and Kohl s parking lots. Discussion ensued regarding the use of a traffic loon in this area and related parking impacts to retailers in the area. The stormwater issues with the pond would remain with both a roundabout and a signalized intersection. An independent traffic analysis (Graef) dated, January 8, 2019, was provided by Tomszyk and Gallantine. (Clerk s note: This item is attached at the end of these minutes.) Andre Ost, Graef, explained that if a traffic signal were to be maintained and a backage road constructed for passenger vehicles, a right turn into Kohl s could be accommodated; however, implementation of a truck turn lane would not allow this to happen. Additional discussion took place. A roundabout option was desired relative to conclusions drawn in a similar study completed in BAUMANN MOVED TO RECOMMEND CONSTRUCTION OF A ROUNDABOUT AS THE PREFERRED OPTION AT THE INTERSECTION OF GOLF ROAD AND GOLF COURT, SUBJECT TO BEING ABLE TO RESOLVE THE STORMWATER POND ISSUES AND RELATED IMPACT ISSUES; AND IF A ROUNDABOUT WAS NOT FEASIBLE FOR REASONS OTHER THAN A LACK OF DESIGN ACCOMMODATIONS AND WAS NOT RELATED TO COST; A TRAFFIC SIGNAL WOULD BE ACCEPTABLE, SUBJECT TO BEING ABLE TO ADDRESS TRUCK U-TURN MOVEMENTS WITH A DESIGN SUBJECT TO CITY STAFF APPROVAL AND TO RECOMMEND TO THE PLAN COMMISSION THE SAME. DEHN SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. Court noted there was no new stormwater information provided in the epacket for this meeting. Deb Tarnow, Key Engineering Group on behalf of Wallace Enterprises d/b/a Delasota, LLC, explained a proposal for an underground stormwater facility. This underground facility would use a StormTech system that included a dome shaped structure embedded in course gravel. Modeling software had been used to determine the system design to accommodate current and future run-off impervious surface water storage volumes. The design and future maintenance was reviewed for the proposed system, noting water quality levels would be completed per ordinance. She noted the bulk of the runoff coming from the previous development would be treated separately and then conveyed into the proposed system only because it was already being treated elsewhere. The opportunity to provide a bypass for the runoff would be determined in later design calculations. Court noted a historical ordinance change could affect the area and should be researched prior to final design proposals. Jashinsky expressed concern for the use of underground stormwater maintenance facilities. Tarnow noted this type of system had been in use in many locations without failure to date. Discussion took place regarding the use of fabric in the system to prevent siltation within the system and impacts to related surface water outflow areas. Additional discussion ensued. Stormwater maintenance agreements would provide regulatory requirements in the future once conceptual approval was determined. DEHN MOVED TO APPROVE THE CONCEPTUAL PLAN FOR AN UNDERGROUND STORMWATER MANAGEMENT SYSTEM FOR A NEW RESTAURANT AND RETAIL BUILDING FOR DELASOTA LLC, LOCATED AT 2980 GOLF CT, DELC AND TO RECOMMEND TO THE PLAN COMMISSION THE SAME. MILLER SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. Jashinsky moved to Item 4b.
4 Wednesday, January 10, 2019 Page 4 of 6 CITY OF DELAFIELD PUBLIC WORKS COMMITTEE MEETING MINUTES DRAFT 6:30 PM 4. New Business a. Discussion and possible action on 2019 Street Improvement Program. The bidding process timeline for the 2019 Street Improvement Program was reviewed. The second half of the Milwaukee Street project that comprised the 2019 program spanned Oak Street to the triangle area at the intersection of Main Street and First Street. The current proposal included two 9.5 foot travel lanes with three foot snow storage/ shoulder lanes on each side of the roadway. A history of the changes to the original proposal was provided. A path would be installed on the southerly side of the roadway behind curb and gutter. A proposed crosswalk location change was noted just west of the Water s Edge condominium driveway due to an issue of pedestrians crossing in a blind spot on the roadway with the original crosswalk location. The roadway would be pulverized and used as base material in the project with curb and gutter installed along the roadway from 1204 Milwaukee Street to 1342 Milwaukee Street. In this area, the ditch would be filled in and a perforated pipe placed below the surface to allow water infiltration for stormwater management. In project areas east of 1342 Milwaukee Street, ditches would remain open and would match into the existing ditch system. Curb and gutter would also be extended on the north side of the roadway from Water s Edge condominium driveway entrance west to the proposed crosswalk location. Discussion ensued regarding slopes in the project area, impacts to tree roots and stormwater capacity requirements. Concern was expressed regarding the width of the proposed travel lanes. Safety of motorists and pedestrians was important. Milwaukee Street was a collector roadway with substantial right-of-way in the project location. Many people hauled boats, trailers and other equipment to the boat launch and nearby areas along this road. Two vehicles passing one another would have little room to navigate around one another if items being hauled were wider than travel lanes. Three foot snow storage/shoulder areas should be maintained. Speed issues were not noted to be a concern. Decreasing the travel lanes from the current 11 foot lanes to 9.5 foot lanes would be noticeable. Concern was also expressed for a lack of Committee involvement in the proposed project relative to the timing of the bid process. Changes to the proposed project could delay the project timeline into A discussion of potential pathway locations throughout the City would help with future planning efforts. JASHINSKY MOVED THAT THE MILWAUKEE STREET IMPROVEMENT PROJECT CONTINUE WITH THE SAME CROSS SECTION TO THE WEST, INCLUDING TWO 10.5 FEET TRAVEL LANES AND THREE FOOT SNOW STORAGE/SHOULDER LANES FOR A TOTAL ROADWAY WIDTH OF 27 FEET DUE TO SAFETY CONCERNS WITH THE PROPOSED 9.5 FOOT TRAVEL LANES BEING TOO NARROW AND UNSAFE FOR A COLLECTOR ROADWAY THAT HAS MANY TRUCKS, BOATS, ETC., TRAVERSING THE ROADWAY, ALLOWING FOR CONTINUITY WITH THE WESTERLY PORTION OF MILWAUKEE STREET, AND TO EXPLORE THE USE OF CURB/GUTTER AND A STORMSEWER SYSTEM ON THE SOUTH SIDE OF THE ROADWAY TO REDUCE ENCROACHMENT ON THE SOUTHERLY MILWAUKEE STREET PROPERTIES AND TO RECOMMEND TO THE COMMON COUNCIL THE SAME. BAUMANN SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. Jashinsky moved to Item 4c and the remainder of the agenda.

Discussion and possible action regarding Central Business District Parking related to possible relocation of Soul Fire Art Studio, Ltd to 634 Main St. Teresa Spencer, owner - Soul Fire Art Studio, was in the process of moving her art studio to 634 Main Street. Her studio served a variety of people and parking for some of the population served was impactful. Immediate accessible parking was a critical component of the plan to move forward at this location. Jerry Spencer, Soul Fire Art Studio representative, distributed a diagram of the proposed parking locations to the Committee at this time. (Clerk s note: This item is attached at the end of these minutes.) He proposed adding 11 parking stalls to the existing 67 stalls at the corner of Main Street and Oneida Street. The zoning district was not the issue at hand. Parking in the downtown area was used to serve many businesses. A neglected parcel at the corner of Main Street and Oneida Street was in the process of being acquired and the Soul Fire Art Studio relocated to that location. Relocation of the shop would require 14 parking spaces for that site. Three stalls could be accommodated on the site; however, the remainder would need to be accommodated on the street. The zoning ordinance that would allow parking to be located somewhere else in lieu of fees did not satisfy the owner s needs at this location. This was not a unique request and 75% of the adjacent neighbors were already doing the same. Additional parking on Oneida Street would not accommodate the needs of various patrons coming to the studio. Conceptual approval of using right-of-way areas to accommodate parking stalls in the proposed locations for this business was being requested at this time. Discussion ensued regarding the parking space requirements for businesses in this district. Dupler explained that the parking requirement was determined by floor area ratio. A grass separation was suggested to establish the parking and sidewalk areas. BAUMANN MOVED TO ALLOW INSTALLATION OF PERPENDICULAR PARKING STALLS IN THE PUBLIC RIGHT-OF-WAY FOR THIS DEVELOPMENT AND TO RECOMMEND TO THE PLAN COMMISSION THE SAME. DEHN SECONDED THE MOTION. THERE WAS NO FURTHER DISCUSSION. ALL WERE IN FAVOR. MOTION CARRIED. Consideration of allowing parking in the public right-of-way should be placed on a future Committee agenda Jashinsky moved to Item 4a. c. Discussion and possible action regarding handicap parking spaces on Wells St. near Reveres Street Tavern. Discussion took place regarding placement of handicapped parking spaces on Wells Street near Revere s Wells Street Tavern. Additional research regarding potential locations for handicapped parking spaces was needed.
