Provide route time schedules. It would look like other improved CAT stop shelters. It is important connection to downtown concerts, UVA, PVCC events. This will help provide more access to all the other CAT services. Avon St. Extended corridor study from city to Route 20, to include multimodal, bike/ped, corridor design Roundabout feasibility study at Mill Creek and Avon Extended and at Southern Parkway Study feasibility of roundabout at Avon/Mill Creek Drive intersection Crosswalks on Avon St., particularly to Cale Elementary School Connect Avon Street to Saunders Trail with Bike/Ped Sidewalk along Avon Street from Mill Creek Drive to Southern Parkway and along Southern Parkway Walkability from Wegman s down to Cale Avon & mill Creek truck turn movement Crosswalks at Mill Creek/Avon intersection and sidewalks on both sides of Avon from 20 to Mill Creek light Mill Creek Drive to Southern Parkway Sidewalk Landscaping of Avon Extended from City limits to Mill Creek Drive. Avon Extended past the City limits has a semi industrial feel and then becomes residential again. I think landscaping could do much to upgrade one's experience while driving along Avon Extended to reach our homes. Mill Creek Industrial Park is hardly noticeable with all the tall redbud bushes. Besides the CAC being conscious of the visual quality from the street for new development near the end of Avon Extended, I'd like to see an initiative for "beautifying" Avon Extended. This can hopefully be an initiative where costs are shared by the property owners and the County and perhaps donations by landscaping companies and even residents lending their gardening thumbs and time. Sidewalks/bike lanes extending down Avon Street to Mill Creek

2 it would be best if a pedestrian bridge was created alongside the overpass/bridge and sidewalks on one side, at least, was added to Avon Ext. if a bridge is looked at a costly then at least make a visible lane (bike/walk) on the brigde for safety Bicycle improvements at the intersection with Avon Street and Fifth Street Station: Traveling northbound, it is very difficult for cyclists to safely merge into the lefthand turn lane across high speed traffic. One viable option is to turn right into the parking area for Wineworks, and then cross Avon Street. However, a cyclist will not catch a green light to cross from this location. Adding a means for the cyclist to request a green light would enhance the safety of this intersection for this direction of travel. Additionally, turning right from Fifth Street Station to travel southbound on Avon Street is very dangerous for cyclists because there is no shoulder and there is a curb along the road, and the traffic signal favors cars. Drivers tend not to look right before making a right turn, and so easily miss seeing a cyclist at this intersection. An option to enhance the safety of this maneuver could include a signal that allows cyclists to go before the cars and that can be activated by a cyclist when present. Another option would be to change the curbing along this section such that the cyclist could utilize the sidewalk for this stretch of Avon between Fifth Street Station and the bridge over I-64; a transition in the curb would be needed to merge onto the roadway over the bridge. a sidewalk on Avon Street from 5th Street Station Parkway southward to Mill Creek Drive. Landscaping Avon St Extended South of 5th street parkway and Interstate 64 overpass on the right side of Avon Street Extended in front of the Jail all the way to the Southern Parkway. Sidewalk along Avon Extended, continuous from City limits to Mill Creek South and cross walks at Cale Elementary. Provide sidewalk or shared use path on at least one side from City limits southward to 5th Street Station Parkway and beyond all the way to intersection of Avon Ext./Rt. 20. Cale Elementary School Crosswalk Crosswalk at Cale Elementary including pedestrian island and flashing lights Crosswalks at Cale Pedestrian access from Mill Creek South to Cale Elementary Cale crosswalk with flashing lights, islands, etc. Library location study Location study for the southern JMRL library branch with PVCC or at the County-owned land off Mill Creek Drive, including consideration of a community center co-located with the library Library planning 5 th Street Corridor Study/Enhancements 5 th St access to Old Lynchburg and Azalea Park Match money for TAP grant to extend greenway along 5 th Street to Sunset. There is no connection between the neighborhoods but there is an old driveway right of way. I am proposing that the old driveway be cleared out and graveled to make a pedestrian/bike connection. This would enable people from this neighborhood to get into town via walking or biking, and could also be part of a bike route into town for people parking in the commuter parking lot at Teel Lane and 29. "A bike & pedestrian trail along the railroad right of way into town. Connecting the commuter parking lot at Teel ln, the future county park near this intersection, and the Sherwood Farms neighborhood with bike lanes/routes, and sidewalks in town. Greenway Trails - Construct multi-use trail for commuting and rec. purposes; includes walkway along Southern Parkway reservation. Provides important arterial network route for commuter bike and ped. Sunset Ave Extended pedestrian improvements Sunset Ave Extended pedestrian connection under I-64 to Eagle s Landing Sunset Ave and Old Lynchburg Road under I-64 pedestrian accomodations Sunset Ave Extended pedestrian safety improvements and alignment issues Sidewalk and capacity improvements on Sunset Lighting at end of Sunset Ave Extended Sidewalk and road widening of Sunset Avenue Extended Stop light at Sunset Avenue Extended and 5 th Street for increased traffic from new projects Provide Sunset Ave. Ext. sidewalk or walking trail that connects to 5th street walking trail / sidewalk. Sidewalk extension along Lynchburg Rd. from Doncaster to Azalea Park Sidewalk from Doncaster to azalea park - proffer by Timberlake apartments Sidewalk along Old Lynchburg Road to connect Sherwood Manor townhouses to Azalea Park Southern Parkway pedestrian improvements Sidewalk down Southern Parkway for safety and connectivity Lighting walkway down Southern Parkway Southern Parkway Pededstrian Enhancement - this may be the "walkway along Southern Parkway reservation" included under the Greenway Trails item above. If not, please consider it separately. Southern Parkway pedestrian enhancement create a pedestrian walkway along the roadway Southern Parkway County-Owned lane Grant ownership to both Mill Creek and Foxcroft homeowners the flat grassy land reservation area at the end of Southern Parkway that borders both communities. The land would be used for a shared children playground, park benches and park tables and a small dog park. It would a beautiful landscaped recreational area left in grass. No public access to private trails on Mill Creek and Foxcroft property or parking areas. Grass median strips on Mill Creek Dr Add a grass median strip and trees between turn lanes all along Mill Creek Drive between Avon St. and Route 20 Community Center Study for the County-owned land off Mill Creek Drive. community center planning Community Center Study to include a community and cultural amenity mapping exercise Feasibility study for Community Center at the County-owned land off Mill Creek Drive.

5 Social infrastructure where people can run into each other, help each other, know our needs and meet them Centrally located for bike/ped 21 st century best practices design guidelines require all physical infrastructure to be built on the 46 acres owned by the County to lead on orientation, prevailing wind, shade, water, use native landscaping, aquatic habitat, and civic space for the 5 th & Avon area. Map of area features Monticello, Saunders-Monticello Trail, Visitors Center, PVCC, MHS, Tandem, Cale, Biscuit Run, trails, all of the neighborhoods, 5 th Street Station, Bike/Ped Node Healthy, happy, cool Study for the 45 acres of County-owned land along Mill Creek Drive, considering space of a middle school and multi-use building Study for 45 acres for convenience center space Study feasibility/interest in performance stage with vendor space and restrooms, perhaps on County-owned property Biscuit Run Trails & Trail Connections Multi-use trail connecting biscuit run Trail connection (#6) #6 [Trail connecting Biscuit Run to Rivanna Trail, 5th Street, & Avon Street] Trail Biscuit Run -> segment -> 5 th Street (#6) Trail connecting Biscuit Run to Rivanna Trail, 5th Street, & Avon Street -- (expanding upon the trail hub already grant-funded through TJ planning district commission). This would allow a safer route for walking/cycling from 5th St/Avon communities into Downtown, Wegmans, etc. This would also improve property values and adjacent neighborhoods. Trail improvements between Fifth Street Station and Biscuit Run: improving the connectivity and surface on existing and/or new trails in this area would make it a viable commuter path for cyclists seeking to travel to the university. There is existing trail on the east side of the creek, and utility cleared area on the west side of the creek, but neither is a viable path without improvements to surface. Improvements in this path would support recreational use and presence of good citizens, enhancing safety. pedestrian bridge over Biscuit Run in the vicinity of Mill Creek / Southwood to connect east & west. 6 The Redfields development needs stop signs installed at the following intersections to create four way intersection stops to increase the safety of both vehicles and pedestrians: Redfields Road and Pebble Hill Court; Courtyard Drive and Pebble Hill Court. As many residents do not follow the posted speed limits these intersections have become more and more dangerous, especially to pedestrians. Most drivers who approach the intersection of Redfields Road and Pebble Hill Court traveling west on Redfields Road and continuing straight on Redfields (there is no stop sign here) tend to maintain their speed at 10 MPH over the posted speed limit (the speed changes from 35 MPH to 25 MPH just before the intersection) This creates safety concerns for drivers who are turning left from Pebble Hill Court onto Redfields Road and who cannot see approaching speeders due to the hill they are traveling over just before this intersection. Marijuana dispensary Establish an Federal Railroad Administration Quiet Zone for the stretch that includes Overlook Dr and Hickory Hill Ln. The affected crossings may require a diagnostic review and possibly improvements to the existing crossing safety equipment and signage. Streetlighting study, particularly along major corridors with pedestrian connections between centers Process Suggestions Identify and use proffers for connections Provide equal capital improvement projects for both areas, Avon Street Extended and 5th street! Not just one sided improvements. Use $ for implementable projects Azalea Park Improvements [Note: this is a City-owned/operated park Would like to see a upgrade to the Azalia park. A batting cage for kids, upgraded outdoor grills, improved play ground, and baseball field. Add Safety lights for evening / night time security. Additional benches for parents. Upgraded bleachers to watch games. Azalia park community pool.
