The proposed Coastal Road will serve as a 2nd link to the JNPT as well as will share the traffic with existing two routes NH-4B & SH-54 with Amra marg. This part of Coastal Road will connect the Mumbai Trans-Harbor Link (MTHL) to the proposed Navi Mumbai International Airport. Phase wise Construction The road project will be developed in two phases. Phase-I from junction of Aamra marg to the interchange with MTHL at Shivaji nagar including airport link road and Phase-II from Shivajinagar to JNPT (Belpada). Woman robbed at ST bus stand By Crime Reporter NAVI MUMBAI: Jewellery worth sixty thousand rupees was stolen from a woman s purse. The incident took place at the Panvel ST Stand area. The victim Darshan Sutar, a resident Mahad had come to Kamothe for her brother s marriage last week. On the second day after the marriage, she along with her husband went to the Panvel ST Depot to catch a bus to Mahad. As it was evening she had kept her gold ornaments in her purse. (By Chandrashekhar Hendve) 5 CR Fast Tracks Cleanliness Drive NAVI MUMBAI: Taking a leaf out of the Clean India Drive (Swachh Bharat Abhiyan), Central Railway (CR) has formed a fully departmental Mobile Gang to take care of its Stations and Track cleanliness in Mumbai Division recently. A first of its kind, this unit comprising 28 Cleaning Staff with one Supervisor have been visiting different Suburban stations (Main, Harbour and Trans- Harbour routes) and taking care of the Station and Track cleanliness. Sunil Udasi, Chief PRO said This is the part of an extensive cleanliness drive launched over the Mumbai Division. During this drive, 25 stations with huge footfalls have been provided special imprest for cleaning the entire area with a view to improve the aesthetics of these stations. This round the clock cleanliness drive also includes smaller stations on Main, Harbour and Trans-Harbour routes too. Till now they have visited and cleaned 20 stations and tracks and more stations are on the anvil for cleanliness. The monitoring and counselling for the cleanliness drive at the highest level is being undertaken for the overall improvement. 6 6 4 July 2018 Issue : 55 4 July 2018 The Indian Ocean Region is an important area Seychelles President Danny Faure had visited India. The setbacks in the bilateral relationship between the two countries was owing to Island agreement being put on hold. The pact, to build a naval base on the island, was seen as a major strategic enhancement of India s IOR naval capacities. It was finally signed during Prime Minister Narendra Modi s visit to the Seychelles in The deal was to include 30-year access to the base as well as permission to station Indian military personnel on the ground, with facilities on the island funded by India, owned by Seychelles and jointly managed. After Opposition protests an amended version was signed in January Even that proved insufficient. Faure announced that Seychelles would build the naval facility on its own. This was a blow to India s plans. However, India announced a credit line of $100 million for Seychelles to purchase defence equipment from India to build its maritime capacity. This is good strategy. It is best to keep the agreement in abeyance. This softer approach is good as compared to the the strong-arm tactics against Maldives under the Abdulla Yameen government and this has now led to a considerable setback to its strategic position there. There are some Indian critics who have other idea. According to them, first under the political condition in every democratic country, no agreement is confirmed until and unless all the political parties are roped in. Secondly, considering our situation both politically and financially we cannot help the neighbouring countries, as China does. We can keep a wish list of what all we would like to do. Execution is very difficult, considering the clout that China has in the region. Unchallenged ocean-ruling nations have become anachronous. The most powerful leading navies today have learned the sobering lesson and their governments are using hybrid power projections to protect their interests and co-exist in peaceful competition. India s talented policy drafters must now be given their turn to think out stable solutions in a changed and much more chaotic world. The challenge of consolidating peninsular India s natural advantages in the Indian Ocean (only ocean to be named after a country) is becoming harder these days. In the 19th and early 20th centuries, the British India had to continuously defend itself from rival powers in the Indian Ocean. Being considered by India as Zone of peace after that has become military base of Russia, France, US and China. Especially, China s military presence in Indian Ocean region is growing concern for India. Being a sovereign country, Seychelles has all rights to oppose any country to operate military base in its soil. Hence, this challenge should be addressed amicably by solving domestic concerns of Seychelles in order to find a win-win situation for both. India s incessant approach with Sri Lanka in the Chinese built port succeeded and now Sri Lanka is to post a naval unit on it and it has told China that it should not use the Port for military purposes. 7 Proper tree planting, planning is the need of the hour It is a welcome news that BMC is going to give saplings and plant trees as part of government s tree plantation drive. It is a right step in the right direction. Proper planning is required to plant more trees and give the people best environment in the Metro city. Mumbai require more trees to remove congestion due to over population and it is of utmost importance to plant more trees. BMC doing its best. Now it is up to the citizen of Mumbai to do a world of good and plant more trees. Some voluntary organizations and NGOs take up the job of planting trees and educate people not to cut the trees and spoil the environment. Trees are cut to make paper pulp. The Leptospirosis problem in Mumbai is manifold. The issues on hand range from prevention and testing to diagnosis and treatment. Before the onset of monsoon BMC took some interest to set up to prevent people getting Leptospirosis in the city. Emphasis was given for the major role to be played in case of water borne diseases. Such type s preventive measures could not help out the cause as two people die in Mumbai and 15 cases of reported infection of this dreaded disease. BMC is not taking adequate measures and precautions to prevent influx of rats during monsoon season in Mumbai. Hospitals are not fully equipped with medicines and the best way of treatment are not available to give people more confidence. Again, Housing societies in an around Mumbai failed to address the problem in a proper way. Water stagnation is not attended properly and water logging inside the parking lot, entrance and in the slope below speed breakers are common in housing societies in an around Mumbai. The droppings of rats play spoilsport and the disease spread from the toe and cause discomfiture to the patient suffering from such problem. If not properly diagnosed it results in deaths. Being so close to leadership in terms of numbers and with two-wheelers being the preferred mode of transport for over a hundred million Indians, one would tend to think that enforcement of basic safety laws would be stringent. A helmet is the most basic, simple and yet effective safety device that a two-wheeler rider can use to protect him or herself. The helmet only protects the head, but the need to protect that part of our anatomy hardly needs to be reemphasized. With the increase in the number of road accidents wearing a good helmet is an absolute must, even if it is uncomfortable during peak summer months and even if the two-wheeler is being taken out to the nearby place. The rate at which the number of two-wheelers in India is rising is 20 times the rate at which the human population is growing. In such a scenario, fatalities are only going to rise if things do not change fast. A study 7 has found that individuals wearing a helmet without chinstrap suffered severe injuries in road accidents more than twice as compared to individuals wearing a strapped helmet. Accident victims who have had serious head injuries rarely get back to normalcy even after surgery. Helmets with visors also protect the rider s eyes from debris and small insects, which can often turn out to be accident-causing distractions. The enforcement of safety laws such as a compulsory helmet use tends to be extremely lax in many parts of the country. Two-wheeler riders are almost twice as likely to be injured grievously from an accident as compared to car passengers. Unfortunately, there are many two-wheeler riders who choose to ride without a helmet. Statistics shows that compliance, even in States where a compulsory helmet law exists, tends to be lower amongst women. There are innumerable stories of road fatalities, which could have been avoided if the riders were with wearing helmets. The third key part of the helmet is the cushioning. High quality sponge and woven cloth is used to create padding for covering the key areas of the head that are prone to injury in the event of a fall. The keys spots that are swaddled by the cushioning are the temples, ears, back of the head and the area just below the eye-sockets. The last component of the helmet that is equally important is the restraint or clasp that holds the helmet in place around the wearer s head. There are few myths that are commonly associated with wearing a helmet. Some think that it leads to hair loss but there is no scientific proof for this. Some think that a rider is not able to hear properly but in fact helmets help rider to hear well by cutting wind noise. It prevents neck injuries in the event of fall, thus preventing fatal head injuries is far much more important than preventing neck injuries. The risk of death is nearly 2.5 times more among riders not wearing a helmet compared with those with a helmet. Among helmeted patients, only 4.8 per cent suffered severe head injuries, compared to 23.7 per cent without helmet patients. Only full coverage helmets were effective in preventing head injury. People do not realize the seriousness of the issue unless they get victimized. Bridges & Design Parameters This project consists of 03 Nos. of flyovers at nodal road junctions, 2 Nos. of RCC bridges on stilt having lengths of 1.2 KM and 0.6 KM over dense mangrove area to address environmental issues at Ulwe creek & channel respectively and 01 No. of ROB (via duct) for NMIA connectivity over Seawood- Uran railway line & Amra marg with 100 years design life for flyovers / bridges / ROB and 20 years for road crust. Along with intelligent traffic control system there will be provision of RCC service duct all along the length of road & across the road at junction / predetermined locations. The project will be a state of the art technology project. Environmental Clearance The CRZ clearance has been obtained in June-2017 and MCZMA has now recommended the proposal to MOEF for their clearance. Present Status CIDCO has invited E-bids for design & construction of said road in Phase-I at an estimated cost Rs.711 Cr. Financial bids will be opened in August The bids have been invited on item rate tender with contractor s own design and built basis. The contract will cover maintenance period of 05 years from the date of completion of project. The project is scheduled to be completed within 36 months i.e.by Oct Initial 06 months of time period will be for statutory approvals, planning, design & proof checking and remaining 30 months will be for execution of the project. There was excitement in the air as the seniors made their way to school and in were for many surprises lined up by the school management. Pictures of grandparents with their grandchildren posted in the elaborately decorated hall, fun filled videos of the students, innovative games, creative art work etc., only enhanced this unique relation between the duo. The school management ensured that the day was memorable one and the grandparents returned home with beautiful memories and self-made pictures. Lively performanc- Cherishing this unique relationship es by the young children which included prayers, songs, dance performances along with memorable videos showcasing their day to day activity in the school was a treat for all the grandparents. There were excited oohs and aahs as the dear little ones waved gave flying kisses and answered questions put by the teachers. Fun filled games included musical chairs among others witnessed enthusiastic participations from the senior citizens who for once relived their childhood days. In one of the innovative games the fingers of both grandparents and child were traced on coloured paper and stuck, the child s hand in the centre and flanked by the seniors hand impressions, along with advice given to his or her grandchild. One returned home with beautiful memories and self-made pictures.
