Notice is hereby given that a majority of the City Council may be present at the meeting of the Public Safety Committee to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the City Council pursuant to State ex rel. Badke v. Greendale Village Bd., 173 Wis.2d 553, 494 N. W. 2d 408 (1993), and must be noticed as such, although the Council will not take any formal action at this meeting.

2 CITY OF HUDSON PUBLIC SAFETY COMMITTEE April 10, 2014 PRESENT: Alderpersons Hoggatt, Yacoub, and Vanselow. ALSO PRESENT: Chief Marty Jensen, Chief Kim Eby, Dave Krupich, Roger Parenteau, Dave Knoke, and Melanie Herberg. A copy of the agenda was posted in City Hall lobbies, delivered to the Hudson Star- Observer, and mailed to committee members on April 7, Alderperson Yacoub called the meeting to order at 6:02 p.m. in the Council Chambers of City Hall. MINUTES OF THE MARCH 13, 2014 MEETING: MOTION by Hoggatt, SECOND by Yacoub to accept the minutes of the March 13, 2014 meeting. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION ON WILLOW WALKS EVENT ON JUNE 12, 2014 AT 9:00 A.M.: Willow River School Volunteer Roger Parenteau stated that the walk is part of the fitness curriculum and the route is the same as other events. There will be an officer on Second Street at Saint Croix Street. MOTION by Hoggatt, SECOND by Vanselow to recommend approval of the Willow Walks Event on June 12, 2014 at 9:00 A.M. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION TO BARRICADE LOCUST STREET BETWEEN SECOND AND THIRD STREET ON THE THIRD SUNDAY OF EACH MONTH, MAY THROUGH SEPTEMBER 2014 FOR THE LOCUST STREET CAR SHOW: Dave Knoke stated that the event has been on Friday night in the past. The only other change is that the June event will be the 4 th week due to Father s Day. Barricades and garbage cans will be placed as in the past. Vanselow questioned whether there was any liability to the city if someone drove through the barricades as was the case in a recent case in California. Chief Jensen stated he would talk to Catherine Munkittrick. MOTION by Vanselow, SECOND by Hoggatt to recommend approval to barricade Locust Street between Second and Third Street on the third Sunday of, May, July, August, and September 2014 and June 22, 2014 for the Locust Street Car Show contingent upon a response from Attorney Catherine Munkittrick regarding libility issue. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION ON TO CHANGE NO PARKING HOURS NEAR TRINITY ACADEMY: Chief Jensen stated that the principal approached him with the issue stating that the east side of Fifth Street next to the building gets congested after school. The driveway is a one-way and parents have to pull in to pick up their kids. If the No Parking were extended to 3:45 p.m. it would ease the congestion on the street. MOTION by Hoggatt, SECOND by Vanselow to recommend approval to change No Parking on Fifth Street next to Trinity Academy to 3:45 p.m. MOTION CARRIED. Page 1 of 3

3 CITY OF HUDSON PUBLIC SAFETY COMMITTEE April 10, 2014 DISCUSSION AND POSSIBLE ACTION FOR TRAFFIC SIGNAGE ON VINE STREET AT TWELFTH STREET: Mr Wohlers had contacted the committee that he wasn t able to attend the meeting. Chief Jensen referred to Mr Wohlers letter and map. He stated that over the past few years, vehicles haven t been able to negotiate the curve and have driven over the curb onto the boulevard. He noted the location of the walking path and the sidewalk. Mr Wohlers is requesting signage to warn motorists of the pedestrian crossing and make them aware of the curve. Vanselow stated that the issue seemed to be related to providing direction to motorists rather than a warning and suggested that directional arrows would help direct motorists through the curve, especially at night. MOTION by Vanselow, SECOND by Yacoub to install three directional arrow signs to direct traffic through the curve. MOTION CARRIED. DISCUSSION AND POSSIBLE ACTION ON TRAFFIC SAFETY ISSUE IN THE 400 BLOCK OF ORANGE STREET: Yacoub stated that Water Department employees have been directed to only go south in the alley; however the committee felt a warning for drivers and pedestrians was still necessary MOTION by Yacoub, SECOND by Hoggatt to recommend a warning sign similar to the one on the south side of the 200 block of Locust Street. MOTION CARRIED. EMS/FIRE DEPARTMENT/ POLICE DEPARTMENT UPDATES: No EMS update. Dave Krupich stated that the pancake breakfast will be on Sunday. Dave s last day with the City is April 30, Smoke and CO detector reminders: it s best to have a separate CO detector (rather than a combination smoke and CO unit); the life cycle of battery operated units is three to five years and electric units is eight to ten years, after which, the entire unit should be replaced; there should be one of each unit on each level of the home; detectors are needed if there are fuel burning devices in the home; change the batteries in units twice a year, at the same time as daylight savings time is a good time. Chief Jensen stated that two officers are in FTO, one officer is on light duty, one is on FMLA and one will be off near the end of the month on FMLA. The department was awarded a grant for a speed tracking device. The device mounts to any pole so it is discreet. It is also more accurate and has Bluetooth. INFORMATION:. Page 2 of 3

5 CITY OF HUDSON COUNCIL/COMMITTEE ISSUES Item # 3 Submitted to: Public Safety Committee Date: 06/02/2014 Submitted by: Chief Marty Jensen Regarding: Brian Lautenbach Celebrate Life Fun Run ISSUE: Attached to this issue sheet is a letter and map to host a road race called the "Brian Lautenbach Celebrate Life Fun Run". The event would be on Septembe 27, 2014 starting at 9:00 am and would begin and end in Weitkamp Park. This 5k race would go through Heritage Green and Red Cedar Canyon subdivisions. A map of the race course is included. Legal aspects: Budget Impact: Past History: Other Pertinent Data: Hiring a part-time officer for the race Have approved such races in the past STAFF RECOMMENDATION: Approve the race. 6 4 th Annual Brian Lautenbach Celebrate Life Fun Run 4 Kids, 4 Them, 4 Him Proposed Date: Saturday, September 27 th at 9:00AM Race Route Decription: The race route will start at Weitkamp Park and head down O Neil Road, entering into Red Cedar Canyon via West Canyon Drive. Runners will stay on West Canyon Drive and loop into both Quail Circle and Eagle s Nest Circle. The route will continue on West Canyon Drive which will turn into East Canyon Drive. Runners will then turn left onto Dunberry Pass which will loop around to hit Red Cedar Pass. The path will take them conveniently to the perfect location for a water station at the approximate 1.5 mile marker located on Tribute Ave in the square entrance area. The second leg of the race veers left onto Tribute Ave., then turning right onto the first Heritage Green. Another right onto Heirloom, which will take us through the quiet undeveloped area of the subdivision. A final right will be taken on Heritage Blvd that will lead runners back to the square entrance and out toward Hanley Road. Along Hanley Road there is a walking/biking path that we will utilize for safety purposes. This will be the final stretch of the race. Once runners reach O Neil Road, they will cross over and turn right onto the walking/bike path that heads back toward Weitkamp Park. The finish line will be near the entrance of the park. We plan to have bikers leading and sweeping the racers as well. In past years, we have had (1) Hudson Police Officer at the event assisting with traffic control at the beginning of the race, and then moving to the intersection of O Neil and Hanley Roads.

They then will continue on north into N. Hudson. The racers will start coming in at about 7:00 pm and should be done by 5:00 am. This race has been approved the past several years with no problems reports. See attached letter for more information. 9 May 21, 2014 Hudson Police Department Marty Jensen 221 Walnut St Hudson, WI To Mr. Jensen: I am writing this letter on behalf of Ragnar Events from Provo, Utah. We are currently organizing the 9 th year of the Ragnar Relay from Winona to Minneapolis. I, myself, organize running/walking events in the Twin Cities area and have been hired to act as a liaison for this group. This letter is to inform you and request approval of teams running on the highlighted streets/roads through Hudson as well as to use the Town Park on the River for an exchange point where teams switch runners. We will run on the road against traffic. The runners will be in this area from 7:00pm on Friday, August 15th to 5:00 am on Saturday, August 16th. This event will start in Winona on Friday, August 15th and end at East River Flats Park in Minneapolis, on Saturday, August 16th. There will be approximately 350 teams consisting of 12 people to a team. Runners will be anywhere from ¼ mile apart to possibly several miles apart, but will run against traffic and obey all traffic signs. I am also contacting the County and State Authorities from both Minnesota and Wisconsin as well. Please let me know if you have any questions or concerns or if there are any permitting processes that I need to follow in order to obtain permission for this event. The lease agreement ended at the end of June It was felt this item should be brought back to the public safety committee for review and recommendation. 18 CITY OF HUDSON COUNCIL/COMMITTEE ISSUES Item # 7 Submitted to: Public Safety Committee Date: 06/04/2014 Submitted by: Chief Marty Jensen Regarding: Possible Cell Phone Useage in Vehicle Ordinance ISSUE: Alderperson Morrissette has asked that the committee consider looking at an ordinance to ban the use of cell phones by persons driving a motor vehicle. Attached is a similar ordinance that was adopted this year by the City of Wausau, WI. Currently there is a state statute that prohibits texting and driving. Also there is a statute that prohibits anyone having a probationary license for using a cell phone while driving. 22 CITY OF HUDSON COUNCIL/COMMITTEE ISSUES Item # 8 Submitted to: Public Safety Committee Date: 06/02/2014 Submitted by: Chief Marty Jensen Regarding: Request for second School Resource Officer (PSLO) ISSUE: Attached to this is a letter from Mary Bowen-Eggebraaten, the Superintendent for the Hudson School District. In her letter Ms. Bowen-Eggebraaten has requested the city look at partnering with the school district in adding a second Police School Liaison Officer or what is commonly referred to as a School Resource Officer, SRO. Ms. Bowen-Eggebraaten cites the increase demands on the current school officer who is spending large amounts of time at the high school and not being able to go to the middle school or any of the elementary schools. Because of this, and the need to add more safety and security to the other schools within the district, she is asking the city to consider adding this second officer. Ms. Bowen-Eggebraaten states in her letter that the school district is willing to add this officer under the same terms and conditions of the current SRO. That the school district will pay 67% of the cost and the city will pay 33%. The officer will be in the schools nine and a half months of the year and the other two and a half with HPD. She states the school district wants to begin this position at the beginning of this coming school year in September. She also states because of the difference in budget years the district would be willing to pick up a larger share of this position during 2014, with the city picking up more in Legal aspects: Budget Impact: Would have to be budgeted for in 2015 Past History: Currently have on PSLO/SRO Other Pertinent Data: STAFF RECOMMENDATION: Approve position.
