Summary: The camera system that is now being utilized in the jail and the Sheriff's Office is roughly 12 years old and is an old analog system. The new system that is being proposed is for digital cameras. We have two companies that have bid the installation and equipment; Reliance telephone and Streamline Communications. The Reliance telephone Inc bid is $25, but this doesn't include several items that are still needed and it does not include the running of the CAT 5 cable for the system. The bid from Streamline Communications is $27, and includes all the cabling that needs to be done. All the cabling will need to be replaced in order for digital cameras to work properly. There are two items that we will need to purchase separately through the IT department, one of items is an APC smart UPS for $ and a 48 port manage switch for $2, We know that there is a need to upgrade 6 monitors running roughly $4, to finish off the project. The estimated cost for this project is $35, We have $37,000 that was put aside into an assigned account to help fund this project last year. 60 WASECA COUNTY BOARD OF COMMISSIONERS FEBRUARY 21, 2017 The Waseca County Board of Commissioners met in regular session on Tuesday, February 21, 2017, in the boardroom, 300 North State Street, Waseca, Minnesota. Members present were Chair Dan Kuhns, Brian Harguth, Blair Nelson and Richard Androli. Commissioner Christopherson was absent. 61 its citizens in accordance with terms prescribed by the donor; and WHEREAS, said donations must be accepted via resolution of the County Board of Commissioners by a two-thirds majority of its members; and WHEREAS, the Board of Commissioners finds that it is appropriate to accept the donations offered; NOW, THEREFORE, BE IT RESOLVED, the Waseca County Board of Commissioners accepts, with sincere appreciation the donation of four, five dollar ($5)Dairy Queen gift cards donated by Penny Vought, in honor of Judge Collins retirement and fifteen (15) Avon products donated by Hospitality House. Nathan Richman, Highway Engineer, presented bids for Bituminous Material and for CRS-2 Seal Coating Oil. The low bidders were Southern Minnesota Construction at $46.00 per ton for CRS-2 Oil and Flint Hills Resources LP at $ per ton for Bituminous Mixture. Nelson moved and Androli seconded to award the contracts to lowest bidders. Motion carried unanimous. Brian Tomford, Buildings and Grounds Maintenance Director, presented bids for demolition of the houses on 2 nd Street NE. The low bidder is Tom Borneke Construction at total of $29, for the three properties. Nelson moved and Harguth seconded to award the projects to the low bidder. Motion carried unanimously. Mark Leiferman, Planning & Zoning Administrator, presented a Conditional Use Permit for an agri-tourism business in the form of a wedding and reception hall to Joel & Renae Groskreutz. The location of the proposed business is in Section 26 of Vivian Township, Parcel ID # Having previously read the Conditions, the Commissioners dispensed with the formal reading. Nelson moved and Harguth seconded to approve the criteria as presented. Motion carried unanimously. The Waseca County Board of Commissioners has read the Findings of Facts referenced herein as provided to the County Board and on file in the office of the Planning and Zoning Department along with supporting information including the staff reports, and the Criteria for approval of the Conditional Use Permit that were recommended by the Waseca County Planning Commission which are included by reference with this report. The Criteria for approval are on file and of record in the office of the Waseca County Planning and Zoning Department and are incorporated in these Findings by reference. The Waseca Planning Commission took testimony at a public hearing and prepared the criteria for approval at the Planning Commission Meeting held on Tuesday, February 2, Nelson moved and Androli seconded to adopt these Findings of Fact regarding the approval of the request for a Conditional Use Permit application as described above and as recommended by the Planning Commission and of record in the Waseca County Planning and Zoning Office. 62 Mark Leiferman, Planning & Zoning Administrator, presented additional information as requested regarding the proposed Economic Development Tax Abatement for Bio Wood Processing. Blooming Grove Township submitted a Township Presentation & Recommendation Form denying consideration of a resolution and not in support of any tax abatement. Mr. Leiferman also shared information from an economic impact study completed by Brent Pearson with Region 9. Androli moved and Kuhns seconded to approve a 10 Year Economic Development Agreement by adoption of the following resolution. Motion carried unanimously. RESOLUTION NO RESOLUTION RELATING TO A TAX ABATEMENT FOR BIO WOOD PROCESSING LLC UNDER THE LAWS OF THE STATE OF MINNESOTA BE IT RESOLVED by the County Board for Waseca County, Minnesota (the County ), as follows: Section 1. Authorization and Recitals The County, pursuant to Minnesota Statutes, Sections to , as amended (the Act ), is authorized to grant an abatement of the property taxes imposed by the County on a parcel of property, if certain conditions are met, through the adoption of a resolution, specifying the terms of the abatement Bio Wood Processing LLC (the Owner ) has proposed that it undertake a project (the Project ) consisting of the construction and equipping of approximately 17,100 square foot industrial manufacturing facility on certain property located in the County, legally described in Exhibit A, Tax Parcel No , and (the Property ) Pursuant to the Act, this Board on January 17, 2017, conducted a public hearing on the desirability of granting the abatement. Notice of the public hearing was duly published as required by law in the Waseca County News, a newspaper of general circulation in the County, on December 23, Section 2. Findings. On the basis of the information provided by the Owner and elicited at the public hearing referred to in Section 1.03, it is hereby found, determined and declared: Granting the proposed abatement is in the public interest because it will 1) increase the tax base of Waseca County and 2) increase employment in Waseca County The Board expects that the benefits to the County of the proposed abatement to at least equal or exceed the costs to the County of the proposed abatement The Property is not located in a tax increment financing district This Board hereby finds that the Project conforms to the general plan for the development of the County as a whole In any year, the total amount of property taxes abated by the County by this and other resolutions, if any, does not exceed the greater of $8,620 of the current levy or $86,200 in total over the entire term. 3

63 2.06. It is in the best interests of the County to grant the tax abatement authorized in this Resolution. Section 3. Terms of the Tax Abatement A property tax abatement is hereby approved for property taxes levied by the County on the Property for ten (10) years, commencing with taxes payable in 2019, through and including taxes payable in 2028 (the Abatement ). Waseca County has been asked to provide an abatement for the Property. The Abatement shall be subject to all the terms and limitations of the Act The terms of the Abatement shall be as set forth in this Resolution and in the Tax Abatement Agreement to be approved by this Board by and between the County and the Owner (as defined in the Tax Abatement Agreement); provided, however, that the Abatement shall be payable solely from the County share of the property taxes paid with respect to the Property and actually received by the County and shall not be payable from any other funds of the County. In no event shall the amount of the Abatement in a year exceed the total amount of property taxes levied by the County on the Property and received by the County from the collection thereof in such year Notwithstanding anything to the contrary contained in this Resolution, the Abatement shall not exceed $8,620 per year for ten (10) years, or $86,200 in total The Abatement shall be paid to the Owner of the Property as provided in the Tax Abatement Agreement The Abatement may not be modified or changed during its term. The Economic Development Authority recommended counter-offers of Tract A- Janesville (6.6 acres) at $25,000; Tract B-Janesville at $25,000; and Waseca County US 14 & MN 13 (10.41 acres) at $15,000. The funds for these acquisitions were set aside in Nelson moved and Androli seconded to tender offers as recommended by the EDA. Melissa Sexton, Human Resources Manager, requested authorization to ask for donated sick leave for two employees in accordance with the Sick Leave Donation Policy. The bids are: The low bid Crane Creek Construction $1,633, The second lowest bid OMG Midwest Inc DBA SMC $2,061, The engineers estimate Waseca County $1,902, Background: 2.7 miles of work is planned on County State Aid Highway 24. This is from the LeSueur County line south to the CSAH 22 intersection. This work is a bituminous overlay. 5.9 miles of work is planned on County State Aid Highway 35. This is from the north intersection of CSAH 5 to the south intersection of CSAH 5. This work is pavement reclamation and bituminous surfacing. Budget/Financial Consideration: The 2017 budget includes state aid funding for these two bituminous projects. Summary: The past practice has included; 1) Use the Assessor s office annual summary report as the starting point. This has sales data and Crop Equivalency Ratings. 2) Waseca County has added 10% to this for projects for the last several years. 3) Waseca County has had a minimum payment of $500 when appraisals are done. Background: The flood repair projects on County State Aid 9 and County State Aid 26 extend beyond the existing 99 wide road right of way. Four additional parcels will be needed for the culvert replacement work and the rip rap work in the channel. The parcels are: The parcel upstream of CSAH 9 is a 30.5 by 45 rectangle. This is 0.03 acres. The parcel downstream of CSAH 9 is a 55.5 by 105 rectangle. This is 0.13 acres. The parcel upstream of CSAH 26 is a 30.5 by 75 rectangle. This is 0.05 acres. The parcel downstream of CSAH 26 is a 55.5 by 105 rectangle. This is 0.13 acres. Budget/Financial Consideration: The 2017 right of way budget is $30,000. These purchases would be the first payments from the budget item. Our purchases are small acreages. They are expected to be between $500 and $1,500 if all three past practices are continued. Legal Consideration: MN State Aid Right of Way purchases above $25,000 must have appraisals. Purchases below that amount may have the land value set by County Board policy. Federal project right of way standards are higher than state aid. These are not federal projects.

A copy of the variance is included with this request. Summary: The resolution allows the investment of Waseca County State Aid funding on the MNDOT project in lieu of retroactively creating a sub cooperative agreement. The MNDOT project is SP The construction work was in 2015 on County State Aid Highway 14, which was designated as a Temporary Trunk Highway during the construction work. Waseca County chose to invest in the addition of one inch of concrete in all three rural segments. This is an addition to the five inch concrete pavement paid for by MNDOT. This is 14.2 miles. The cost was $845,000. The County also chose to invest in the addition of a series of 30 long #4 rebar in one segment. This is the 3.4 miles from Waseca east to the Steele County line. The cost was $36,500. The action was at the February 17, 2015 County Board meeting. Background: The project Settlement Agreement enabled Waseca County to add work items to the MNDOT project. Budget/Financial Consideration: A copy of the General Obligation State Aid Road Bond is included with this request.. Legal Consideration: The State Aid Variance process is a standard process. 100 Minnesota State University, Mankato s Water Resources Center Assessment Results and Management Options for Clear and Loon Lakes Report Summary In 2011, a cooperative agreement between Minnesota State University, Mankato s Water Resources Center (WRC), the City of Waseca (City), Waseca County (County), and the Waseca Lakes Association (WLA) was established to improve the health of Waseca area lakes by incorporating research into the implementation of management practices. On January 13, 2017, the City received the final Assessment Results and Management Options for Clear and Loon Lakes report from the WRC. This report: 1. Provides a history of changes that have occurred throughout the watersheds; 2. Identifies local priorities based on community input; 3. Describes land and lake characteristics and their implications for impairments; 4. Presents water quality and vegetation survey data collected in 2011 and 2012; 5. Further analyzes lake water quality by coupling collected results with engineering models; and 6. Outlines management options that may be implemented in order to meet state water quality standards. Coupled with the Waseca County Local Water Management Plan, Cannon River Watershed Total Maximum Daily Load, and the Cannon River Watershed Restoration and Protection Strategies document, the report can assist in prioritization efforts for implementation of best management practices to obtain optimal pollutant reductions in the Cannon River Watershed. 101 Local Priorities Community input on local priorities was sought through a public information meeting as well as citizen interviews. In addition, to local priorities, surveys gathered input on lake concerns and how citizens valued or used area lakes. Identified priorities most notably included improved water quality, improved watershed management, improved fishing and less invasive vegetation. The highest ranking concerns in the Waseca community included excessive vegetation, odor, water quality and watershed challenges. Citizens valued area lakes for trail activities, motorized recreation, fishing and non-motorized recreation. Water Quality Data Phosphorus is nearly always the limiting nutrient for impairments in southern Minnesota lakes. Changing land use triggers the release and/or transport of sediment and nutrients from watersheds into surface waters. Over time, nutrients incorporate into lake sediments, but can again mix with the water column through a process known as internal loading. The annual Total Phosphorus (TP) load in Clear Lake was modeled to be 78 to 91% higher than would be expected for the lake under natural conditions. The 2- year monitoring results found that internal loading was the single most significant source of TP to Clear Lake (53% of total loading), and that Gaiter Lake and the Maplewood subwatersheds were significant contributors of externally loaded TP. In order to meet the state water quality standard, Clear Lake annual TP loads require a reduction of 32 to 43%. Maximum and minimum Total Phosphorus (TP) concentrations for various Clear Lake inlets in TP water quality standard for the Western Cornbelt region is <65ppb. Clear Lake in-lake observations for TP, Chlorophyll-a and Secchi disk water clarity for Clear Lake in 2011 and Western Corn Belt water quality standards are indicated by the black horizontal dashed lines. Black data points indicate dates when Curly-leaf pondweed plants were alive, and red data points indicate sample dates when Curly-leaf pondweed plants had died off. Yellow boxes indicate dates in which the lake was stratified. Loon Lake models indicated TP loading 308 to 520% higher than expected under natural conditions. An estimated 66% of the annual load came from internal loading, with 34% of the remaining load originating from watershed contribution. In order to meet

102 the state water quality standard, Loon Lake annual TP loads require a reduction of 70 to 82%. Vegetation Data Clear Lake: Vegetation surveys were conducted at 260 point-intercept locations before and after Curly-leaf pondweed (CLP) die off in 2011 and Results of vegetation surveys were assigned Floristic Quality Index (FQI) numbers in order to determine the relative health of the lake. On all four dates of the surveys, FQI values were indicative of a disturbed environment with limited natural plant community presence. CLP was found at greater than or equal to 57% of sample sites during spring sample events. CLP was most dense on the southern and western portions of the lake throughout CLP was found in highest density in the southern and western portions of the lake in early 2012 and on the southeastern portion of the lake in late Eurasian watermilfoil was consistently most dense on the southern and eastern shorelines. Loon Lake: Vegetation surveys were conducted at 87 point-intercept locations in 2011 and Due to extremely low water levels, a vegetation survey could not be completed in late FQI values on all three sampling dates were indicative of a disturbed environment with limited natural plant community presence; numbers were lower than those observed in Clear Lake. High algal mat densities were observed in late While CLP was not observed in 2011, it was found at 11.5% of pointintercept locations during Loon Lake is currently not infested by Eurasian watermilfoil. Management Options The key point from the report is that Waseca lakes are highly impaired due to excessive phosphorus. Addressing the high TP concentrations will address several underlying issues it is noted that many of the areas citizens identified as priority concerns (algae, odor, invasive vegetation, etc.) are symptoms of the true underlying phosphorus problem. The management strategies that are presented within the report are grouped into three categories, those being: 1. Civic engagement and local government unit leadership; 2. Watershed approaches; and 3. In-lake strategies. A summary table of potential management options to reduce phosphorus loading is presented on the following page. For each option presented, implementation timing needed (short = < 2 years, mid = 3-5 years, long = > 5 years), potential effectiveness (1 = weak, 3= strong), relative cost ($ = low cost, $$$= high cost), regulatory limitations (1 = limited challenges, 5= significant challenges), and social acceptance (1 = likely to be accepted, 3= likely to meet resistance) are ranked.
