3 WHY A PEDESTRIAN PLAN? FIVE REASONS TO MAKE A 1. The many pedestrians of Brussels with a modal share > 37% for internal trips deserve that one devotes a specific policy for them: 2. A city for pedestrians is an asset in cities competitiveness. 3. Everyone can walk and it is good for health : 35% of the inhabitants have no car 60% of the pedestrians are women All kinds of PRM are included in the plan 4. The city is polycentric and has a great potential of pedestrians 5. Today, to walk into Brussels can be very unpleasant and the (road) safety is not ideal 3

Direct routes Short, direct and continuous routes On the same level (no steps, tunnels, ) Natural progress according to the "lines of desire" 3. Intermodality Good pedestrian access to each PT stop (r = 500m) Safe and comfortable PT stops 4. Real-life experience To walk to go for a wander To stop to sit down Rich environment and cleanliness 5

Physical comfort Flat and rough surfaces Good quality Without slopes & obstacles Less noise / wind / pollution Lighting 7. Universal design Each road work has to be adapted to all kinds of PRM, kids, pedestrians and all "objects" with wheels 6

10 HOW TO PROCEED! Impose an analysis of the pedestrians needs ( GO10 counting observ.) Subsidized works Criteria for the pedestrian routes arrangements Priority for the pedestrian needs and the universal design Pursuit of breaches and incivilities against the pedestrians. To appoint a coordinator of the plan. Monitoring and evaluation. To set up an "Active Modes Commission". To adapt the standards and the directives (vade mecum, universal design principle, PRDD, PRAS). To stimulate the municipal policies in favour of the pedestrians (WALKPAD audits, accessibility plan to road networks and to public places (PAVE), ) Observatory for pedestrians. 10
