1 CIVITAS Study Tour Donostia-San Sebastian, 14th October 2015 GREEN LOGISTICS IN DONOSTIA-SAN SEBASTIAN: DECARBONISING DELIVERIES IN URBAN AREAS Minutes The study tour officially started with an introductory speech at the office Donostia-San Sebastian Mobility Department in the city centre. Fermin Echarte, Sustainable Transport Manager at Municipality of Donostia-San Sebastian, welcomed the group and presented how DSS is facing urban mobility issues with a specific focus on Urban Freight Logistics. He also invited all the participant for a cycling tour at the end of the Txita s headquarter site visit. In his introduction he briefly described the city with some facts & figures. Donostia / San Sebastian is a medium sized city in the Basque Country: inhabitants in the city; inhabitants in the metropolitan area; 50% of population lives in flat areas and 50% in hilly areas For about 25 years now Donostia-San Sebastian has been applying integrated policies favouring pedestrians, cyclists and public transport. By reducing on-street parking and returning public spaces to pedestrians the city managed to become an even more attractive and sustainable place. A major achievement of the city s mobility policy is the establishment of a pedestrian network that makes most of the city reachable on foot through promenades, vertical transport (elevators) and pedestrian axis. Donostia-San Sebastian was a demonstrative city within the CIVITAS ARCHIMEDES project ( ). This project was a perfect opportunity to expand its sustainable urban transport strategy. Within the project the city aimed to maintain the high modal share of walking and increase bicycle use by 30 percent. Infrastructures for cycling and walking have been extended including the introduction of lifts and an escalator to encourage walking and cycling in hilly areas.

2 A bicycle and pedestrian network have been developed during these last years. New policies adopted by the Municipality pushed in particular non-motorized modes & Public Transport. Before After Following the specific focus of the Study Visit on Urban Freight, special attention has been given to the logistics delivery regulations and services in some pedestrian areas of the city centre. In fact, since 1995 Donostia-San Sebastian introduced a specific street regulation, the so called Flexible streets that means: flexible use of the street, according to the real needs of residents, businesses and, of course, visitors/tourists. In detail the time-table can be summarised as follow: load/unload deliveries pedestrian zone parking zone for residents

3 The Old Quarter is a pedestrian area characterised by narrow streets with limited space for loading and unloading of merchandise, which is governed by special regulations, including an access restriction scheme. An access control system was planned and set up since Four distribution areas have been defined in the Old Quarter where access is allowed from 7.00 to in the morning: the carriers access to zones and from there they deliver to final destinations. The entrances and exits to these areas are direct. With this action Donostia-San Sebastian reduced the number of trips, running engines and accidents involving pedestrians. The tour lasted for about 1h30m and went through the city centre and the Old Town. The group moved through the city, visiting 1) the access control to the Old Town in Ijentea street, 2) the pedestrian narrow streets of the Old Town, 3) examples of Flexible streets (Elkano street while pedestrian), 4) e 5) Constitution square.

Txita is the green logistics company providing last-mile deliveries with cargo-bikes/trikes in Donostia-San Sebastian: Mr Harri Zuazo explained how Txita works. TXITA Txirrindak is a young business initiative with a mission to improve the quality and sustainability of freight and passenger transport in Donostia-San Sebastian through the intensive and innovative use of bicycles. Since 2009, following CIVITAS ARCHIMEDES project in collaboration with the Municipality, TXITA was the pioneer Spanish company offering cyclelogistics services using silent and high volume cargo trikes. In its fleet TXITA has 10 cargo-trikes, 2 cargo-bikes, 9 taxi-bikes and operates from a micro hub located in the city centre. TXITA offers distribution and home delivery services working mainly for delivery companies. TXITA got contracts with the express couriers SEUR, EROSKI and GUPOST. The company also offers cargo-trike rental, integrated advertising space on the tricycles as well as consulting and training to start-up companies in the area of sustainable goods transport. 8 Txita s trike Txita s taxi-bikes After this presentation, some participants had also the occasion to join a cycling tour around Donostia-San Sebastian, travelling along the new cycle-paths and some new infrastructures in the city. 9 Some important outcomes of the day were: European cities have some common problems: Heavy traffic and queues in city centres between 7-10 am, long waiting hours for car/trucks in heavy traffic, cars and trucks are not efficient for transporting letters and small parcels, second line parking could be prosecuted by police enforcements; A strong political commitment is needed if a city wants to introduce sustainable urban mobility concepts: in Donostia-San Sebastian, policies in favour of pedestrians, bicycles and public transport started 25 years ago; As city logistics is responsible of 1/4 of CO2 emissions, 1/3 of NOx emissions, 1/3 of PM emissions, it should be part of the mobility planning policies of cities; A Flexible approach on streets regulation is possible and: it works!
