3 September 19, 2016 Meeting Identify concerns * needs * wants of neighborhood residents

4 Safety Improvements Ottawa Avenue, Ayersville Avenue, Cleveland Avenue, Karnes Avenue and other streets: sidewalks & bike paths to get people safely to a variety of destinations including Compo Park, stores, work, other homes within the area. There are gaps in the existing paths to the school complex, the YMCA, north towards E. Second Street with commercial areas, social service agency offices, and the hospital. paving streets, including side streets Street lighting

5 Compo Park Needs to be renovated so kids can have a place to play, improve ball diamond, build a shelter house, include fun stuff for older kids & teenagers Concern for kids getting from one side of the neighborhood (Ayersville Avenue) to the other (Karnes Avenue), safely crossing Ottawa Avenue

6 Housing Need for housing rehabilitation for owner-occupied homes many people cannot afford maintenance blighted properties and the nuisance code slumlords and absentee landlords cleaning up properties and getting help for people that aren t able to do so.

7 Drainage Issues Drainage issues throughout the neighborhood - Standing water after storms Community Clean-Up Dates An annual program where the city could offer dumpsters at neighborhood locations for removing trash/items piling up on private properties

14 March 2017 ODOT Small Cities application request included: Balance of the funds needed for the roundabout at Cleveland & Ottawa Multi-use path, curb and gutter, and street lighting along Ottawa Avenue from the city limits north to East Second Street Realignment of the Ottawa and Ayersville intersection

15 CLIFFHANGER Did we get the money?

16 Some of it. The city received the balance in funds to complete the roundabout at Cleveland and Ottawa. ODOT loved the project, but had limited funds to offer. The city was directed to apply for other funding to complete the multi-use path at the encouragement of ODOT.

17 What has the city been working on since?

18 October 2017 Community Strategic Planning Process Began the process to develop a community-wide plan to address the next 5 years: what do we want and how will we get it Created 6 pillars: connectivity; housing; health & wellness; culture & education; economic development; and, perception. Many of these pillars have a foundation in what the neighborhood residents and the city would like to accomplish with the Ottawa Avenue Neighborhood. Having a Strategic Plan in place helps secure state & federal funding.

19 FUNDING Show me the money

20 January 2018 Capital Appropriations Bill request: Submitted a request for a modified version of Phase 1, included: multi-use path, curb and gutter, and street lighting along Ottawa Avenue from the Ottawa & Cleveland Roundabout north to Petain Street. Also included sidewalks along Blaine Street from Ayersville Avenue to Ottawa Avenue. Request totaled $700,000 for a $1.5 million project

22 CLIFFHANGER Did we get the money?

23 Some of it. The city was granted $150,000 in the Capital Appropriations Bill signed by the governor in March. Now what? We will use the $150,000 to build the sidewalks along Blaine and Haig Streets creating a safe passage for pedestrians on the east side of the neighborhood to get to the west side, including Compo Park. This project will be used as leverage for additional funding requests.

24 February 2018 ODOT Transportation Alternative Program (TAP): Submitted a Letter of Interest for sidewalks along the south side of Cleveland Avenue from Evan Drive to Ottawa Avenue This project would eliminate the gap in connectivity along Cleveland Provides pedestrian connections from the neighborhood to the YMCA and the new school complex Total project cost is estimated at $500,000, funds are a 95/5 split May 2018 The city was invited to submit a full application in May 2018.

26 May 2018 Community Housing Impact & Preservation (CHIP) funds: Maumee Valley Planning Organization (MVPO) will be submitting a new CHIP application for the Maumee Valley South Consortium, which includes Defiance and Paulding Counties and the city of Defiance. $1.1 million in funds to assist income qualified homeowners with repairs and rehabilitation Construction would be

27 June NatureWorks NatureWorks applications are due June 1: The request will be for Compo Park. Defiance County has $31,278 available. Would be for construction in 2019.

28 June 2018 CDBG Due June 15. Multiple applications will be submitted: Community Development Allocation ($150,000) Neighborhood Revitalization Competitive ($500,000) Critical Infrastructure ($300,000) The plans for CDBG funds this year will address: Street improvements, sidewalks, curb/gutter along Karnes Avenue and possibly other side streets Revitalize Compo Park to a true neighborhood park with playgrounds, a shelter house, updating the ball field and basketball court, new parking lot, and more. The intent of this project is to make Compo Park a true community gathering space. Would be for construction in

29 Future Funding The city will continue to search out new funding sources to complete all three phases of the Connectivity Plan.
