1 REPORT OF THE CHIEF LEGISLATIVE ANALYST DATE: June, 0 TO: Honorable Members of the Public Works and Gang Reduction Committee FROM: Sharon Tso Chief Legislative Analyst Assignment No.: -0-0 Citywide List Special Events Summary: On November.0, the Public Works and Gang Reduction Committee (Committee) considered the Motion (Buscaino-Blumenfield) relative to the annual List of City wide Special Events prepared by Office of Chief Legislative Analyst (CLA), in conformance with the City's Special Event Permit Procedure (Ordinance No. 0). Upon discussing this matter, the Committee instructed the CLA to undertake a further review of the proposed list of Citywide Special Events in conjunction with affected Council Offices. Communications were sent by this office and the office of the Committee Chair advising Council Offices of this action. Please find attached revised List of Citywide Special Events. Sufficient funds are available in the Citywide Special Event Subsidy account, administered by the City Clerk, to assist community events. Background: In September 00, the City Council adopted an ordinance establishing a Special Event Permit Procedure (Ordinance No. 0) including a process to grant limited subsidy requests. The Ordinance provides the framework to effectively ensure that City fees and charges, including salary costs, for special events are accurately determined and recovered. The Ordinance also provides for a mechanism to ensure that limited City funds and resources are available to support special events serving a public purpose. The Ordinance also requires the Chief Legislative Analyst (CLA) to prepare and submit an annual Citywide List of Special Events for Council's review and approval. A city wide special event is an event of interest to a significant number of City residents from three or more Council Districts. The fee subsidy allows an event sponsor to request a reimbursement of up to 0% of the City costs associated with the event. Event sponsors must show proof of nonprofit or charitable status (IRS Determination Letter) and have an annual operating budget of less than million. Subsidies may be provided only for non-commercial special events that promote a public purpose and public benefit. Requests for special event fee subsidies are referred to the CLA for review and recommendation. The Bureau of Street Services administers an on-line permit application center to coordinate the permitting process. The Office of the City Clerk administers the subsidy payments. CO.
