1 Call to Order Pledge of Allegiance and Moment of Silence Approval of the Agenda Consent Agenda BOARD MINUTES NOVEMBER 14, 2016 The North Newton School Corporation Board of Trustees met at the North Newton Administration Office, Board Conference Room, 310 South Lincoln Street, Morocco, Indiana 47963, on Monday, November 14, 2016, at 7:00 p.m. with the following members present: Mr. Richard Elijah, Mrs. Tiffany Fox, Mr. Ronald Gann, Mr. Nathan Gibson, Mrs. Patricia Reyes, Mr. Michael Russell, and Mr. Paul Sheldon. The following administrators and personnel were also present: Mr. Destin Haas, Superintendent of Schools; Ms. Karen Zackfia, Director of Business and Finance; Mrs. Sherri Cripe, Principal; and Mr. William T. Sammons, School Corporation Attorney. Mr. Russell called the meeting to order at 7:00 p.m., followed by the pledge of allegiance and a moment of silence. Mr. Gibson moved to approve the agenda as presented. Mrs. Fox seconded and there being no questions or discussion, the motion carried seven to zero. Mr. Gibson moved to approve the Regular Board Minutes of October 10, 2016; donations; ECA purchase requests; field trip requests; financial claims and reports; and personnel reports as presented. Mrs. Fox seconded and there being no questions or discussion, the motion carried seven to zero. 4 Student of the Month Recognition Employee of the Month Recognition Approval of Voya Unsung Heroes Award Grant Hearing on the Additional Appropriations Additional Appropriation Resolution Final Bond Resolution Resolution to Transfer Appropriations Resolution to Transfer Funds to Alternative Education Fund School, effective November 11, On behalf of the Board of School Trustees and the school corporation, Mr. Russell and Mr. Haas recognized Katelynn Scheidt, 1 st Grader from Ms. Sutton's class, at Morocco Elementary School as the Corporation Student of the Month for November. Katelynn and her family were present for the recognition award. On behalf of the Board of School Trustees and the school corporation, Mr. Russell and Mr. Haas recognized Mrs. Kelly Clark as the North Newton Employee of the Month for November. Mrs. Clark and her husband were present for the recognition award. Mr. Haas read a letter from Mrs. Sheryl Neibert, explaining the grant that the 7 th Grade Teacher Team wrote for the "Blackout-No Technology" Project and he then requested approval of the Voya Unsung Heroes Award Grant in the amount of $ that was awarded to the Jr. High. Mrs. Reyes moved to approve the grant as presented. Mr. Sheldon seconded and after all questions and no discussion, the motion carried seven to zero. Corporation Attorney, Mr. William T. Sammons, reviewed the Additional Appropriations for Phase 2, Part B, not to exceed $1,700,000.00, for the purpose of procuring the funds for the renovation of and improvements to all of the schools and the construction of the bus garage. Mr. Russell opened the floor for a public hearing of comments and/or questions and questions from the public were addressed. Mr. Sammons presented the Additional Appropriation Resolution and Mr. Russell opened for a vote. Mr. Gibson moved to approve the resolution as presented. Mrs. Reyes seconded and there being no questions or discussion, the motion carried seven to zero. Mr. Sammons presented the Final Bond Resolution and Mr. Russell opened for a vote. Mr. Gibson moved to approve the resolution as presented. Mrs. Reyes seconded and there being no questions or discussion, the motion carried seven to zero. Ms. Zackfia requested approval of the Resolution to Transfer Appropriations within the General Fund and the Transportation Operating Fund. Mr. Gibson moved to approve the resolution as presented. Mrs. Fox seconded and there being no questions or discussion, the motion carried seven to zero. Ms. Zackfia requested approval of the Resolution to Transfer Funds to Alternative Education Fund from the General Fund to meet the local matching money requirement of the state grant in the amount of $60, Mr. Gibson moved to approve the resolution as presented. 5 Approval of Health Insurance Equalization for Support Staff and Administration Approval of the School Improvement Plans for Approval to Dispose of Obsolete Items Professional Development Leave Requests July Board Meeting Date Change Public Expression Board Member/Administrator Reports seven to zero. Mr. Haas stated that with the 5.5% insurance increase being covered by the school corporation as part of the Collective Bargaining Agreement, he recommended equalization for the Support Staff and Administration as well, with all taking effect January 1, Mrs. Reyes moved to approve the equalization as presented. Mr. Sheldon seconded and there being no questions or discussion, the motion carried seven to zero. Mr. Haas recommended approval of the School Improvement Plans for each school for the school year. Mr. Gann moved to approve the plans as presented. Mr. Sheldon seconded and there being no questions or discussion, the motion carried seven to zero. Mr. Haas recommended approval to dispose of the obsolete items that were submitted by the school administrators. Mr. Sheldon moved to approve the disposal list as presented. Mr. Gibson seconded and after all questions were addressed and no discussion, the motion carried seven to zero. Mr. Haas requested approval of the following Professional Development Leave Requests: Mr. Haas to attend the Forecast 5 Conference at Chicago, Illinois, retroactive to Tuesday, October 18, 2016 to Friday, October 21, 2016; and Mrs. Laura Hathaway and Mrs. Kelly Petri to attend the 2017 Teachers Teaching with Technology International Conference at Chicago, Illinois on Friday, March 10, 2017 to Sunday, March 12, Mr. Gibson moved to approve the leave requests as presented. Mr. Gann seconded and there being no questions or discussion, the motion carried seven to zero. Mr. Haas requested approval to change the July Board Meeting date to the 17 th to not conflict with the Newton County Fair Week. Mr. Gibson moved to approve the change as presented. Mr. Gann seconded and there being no questions or discussion, the motion carried seven to zero. Mrs. Judith Maggio asked if there were going to be any revisions to the current anti-bullying programs in the schools. Mr. Haas stated that yes there were revisions already in place in the schools as of August. Mrs. Cripe thanked Mr. Haas and the School Board for the Curriculum Mapping workshops and training to assist the staff professionally and commended the Early Entrance Kindergarten Teachers for all of their efforts in helping to develop and teach in the new program. Mr. Haas gave an update of workshops and conferences he had recently attended and the upcoming ones that he will also be attending in the next few weeks; he gave the percentage of incident reports that had gone down each year and the Parent/Teacher Conferences participation Regular Board Minutes 11/14/16 5
6 Adjournment percentages for each school. Mrs. Reyes presented a board report from the ISBA Fall Meeting that she had attended and read a sympathy thank you note from the family of Jennifer Zander.
