Vision Club (VC) [Present]: VC meets on Fridays at F7-220 at 12:30 pm. III. Approval of Minutes No minutes presented for approval because it was the first meeting. IV. Officer Reports (3 MINUTES PER SPEAKER) A. The Executive Vice President Romel Lopez announced that there is an eyeglass and sunglass sale going on near the free speech area. He also mentioned that he will be talking about the student meditation session in the presentation part of the ICC agenda and that there are volunteer opportunities for the College for Cash program. B. The ICC Vice Chairperson position was vacant and therefore, no report was given. C. The Chief Delegate Ji In Kit Lee congratulated and commended the clubs who attended the ICC meeting. She explained that the reason that she is asking clubs to clarify their meeting times and dates is because she wants to accurately record that information onto the minutes. Recognized by the chair, a GO ELA delegate asked the Chief Delegate to clarify when the ICC minutes would be posted, to which she replied that the latest time frame would be a week, or seven days, after an ICC meeting. She also explained that if any club wanted to add anything they reported orally, onto the minutes, to her. Finally, if a club wanted to get on the ICC agenda, they need to her at least 4 days ahead of the next meeting date. V. Public Forum (3 MINUTES PER SPEAKER) A club who came in late began to report on their meeting dates and times, but Executive Vice President Lopez intervened and requested that all clubs who came in late to save their report until the end because it was unjust to the clubs who came on time. He also suggested that all the late clubs stay until the end to let the Chief Delegate record that they were late, not absent. Chief Delegate Lee requested the clubs to save the clapping until the end of all the reports in the interest of time, due to the sheer number of clubs. VI. Presentations (10 MINUTES PER PRESENTER) A. Transfer Conference 2014 Senator Alejandro Nuñez reported that on Oct. 31 st, the ELAC Transfer Center, in conjunction with ASU, will be holding a Transfer Conference, where there will be workshops on writing personal statements, financing your university tuition, applying for the Dream Act, and adapting to the college once you have successfully transferred. He also asked for clubs to contact him if any club would like to volunteer at the conference. Senator Nuñez mentioned, once again, that the 2014 Transfer Student Success Conference will be held on Friday, Oct. 31 st, from 8:30 am 1:30 pm at the Page 3 of 6

4 ELAC Garden where students will be provided breakfast and lunch. He encouraged people to register for this event, because space is limited. B. Dia de Los Muertos Senator Alejandro Nuñez talked about the Dia de Los Muertos event and mentioned that he was the student leader responsible for managing the clubs fundraising, so if any club wanted to sell food during the event, he asked that the interested clubs either contact him or turn in the facilities request and other paperwork related to fundraising to him. C. Eyeglass and Sunglass Students Special Executive Vice President Lopez mentioned that on campus, in the free speech area next to the food truck, there are eyeglasses and sunglasses being sold at a special student price of $95 per frame. He explained that he bought his pair of glasses there and encouraged others to get their pair from them if they needed because he thought it was a great deal. D. Student Meditation Session Executive Vice President Lopez presented that he talked to Dr. Ochoa, who wants to start meditation sessions for students within the First Year Completion Program, because she believes in the beneficial effects of meditation for students. EVP Lopez explained that in his conversation with Dr. Ochoa, she asked whether ASU could fund the hiring of a professional meditator, and he told her that he would first ask the clubs for their input on this idea. E. Voter Registration Chief Delegate Lee presented that the contest among clubs to accrue voter registration cards is ongoing, and that so far, no club has turned in any, so any club could take advantage of this opportunity to get a free pizza party. VII. Discussion Items (5 MINUTES PER ITEM) A. ICC House Rules: Executive Vice President Lopez read Article II Section 5 (Good Standing), Article V (Meetings), Article VI (Fundraising) of the ICC Bylaws in order to familiarize clubs with the immediate and most relevant rules they have to adhere to as a chartered club. He encouraged clubs to read through the bylaws in-depth because they dictate every operation of the Inter-Club Council and the clubs, from how the ICC meetings should be run to how clubs can fundraise. The allotted time of three minutes passed as EVP Lopez discussed the bylaws, so Accounting Club made the motion to extend time by three minutes, which Chief Delegate Lee seconded. He also mentioned that Magaly, the Student Activities Aide, is requiring all clubs to pass the food handler s test before the end of October in order to be eligible to fundraise by selling food. Being recognized by the Chairperson, a delegate from Sociology Club shared that if someone has a permit to handle food from prior experience at working in the restaurant industry, they are not required to take the test. Executive Vice President Lopez talked about having a grace period of 15 minutes after the meeting is called to order no club will be allowed to enter the foyer after the grace period. EVP Lopez mentioned that the rigidness of this rule is due to the limited number of ICC meetings left; only two meetings are left after this one. B. Posting Rules Chief Delegate Lee discussed the posting rules. She reminded the clubs that in the process of chartering, clubs had to sign a posting contract with an extensive list of rules in the chartering packet. Executive Vice President Lopez reminded the clubs of the most fundamental rules, such as getting a poster stamped before posting and posting only on designated areas. Recognized by Page 4 of 6

5 the Chairperson, a club delegate suggested uploading a PDF of the posting contract on the ELAC ASU website, which was noted by the Chief Delegate. C. Cap on Campus Tours Executive Vice President relayed to the delegates that during a Budgetary Affairs Committee (BAC) meeting he attended, discussion ensued about placing a cap on the number of campus tours a club could take per semester, and EVP Lopez thought it was important to bring this to the attention of the clubs. Discussion began about how clubs felt about this cap. During the discussion, the allotted time of five minutes elapsed twice; the first time, a motion was made by Social Justice Club to extend the time by five minutes, which was seconded by Japanese Club. The second time elapsed, AJ made the motion to extend time by five minutes, which was seconded by Dream Weavers. The general consensus of the ICC was that placing a cap of one campus tour per semester, or two campus tours per fiscal year, was reasonable due to the number of clubs and the remaining option of match-funding. D. ICC Vice Chairperson Referring to Article IV of the ICC Bylaws, Executive Vice President Lopez mentioned that the position of ICC Vice Chairperson was vacant and needed to be filled by a club delegate. He encouraged clubs to have a candidate in mind to nominate for the next meeting, when the ICC would actually vote and appoint the Vice Chairperson. E. Use of ICC Funds There was discussion about how the ICC Funds would be used this fiscal year. Ideas such as having food at every ICC meeting or having a banquet at the end of the year surfaced. However, after much discussion, the general agreement lied in using ICC Funds to provide food at each meeting. Recognized by the chair, a club delegate suggested dividing the funds and creating a budget for Fall and Spring semester to prevent overspending and having no food at the end of the year. Chief Delegate Lee and others delegates of the ICC agreed that this would be a good idea. Executive Vice President Lopez ended the discussion with the statement that the ICC would take this discussion to a vote at the next meeting. VIII. Summary-Next Meeting: November 6 th, 12 pm The ICC meeting solely consisted of presentations and discussion items this time, but the next meeting will consist of action items, namely on voting for the ICC Chairperson and to decide what would be done with the ICC Funds. 6 Two late marks equate to one absence, and two absences in the ICC meeting will put clubs in bad standing, which penalizes clubs by freezing their accounts and disallowing them to fundraise on campus or ask ASU for funds. XI. Adjournment Executive Vice President Lopez adjourns the meeting at 1:58 pm. Page 6 of 6
