Both the TAS All Welsh and Pony Pageant are Sires Rating and National Qualifier events. The Tasmanian Pony Pageant is a WP&CS Bronze Medal Show. 2 SATURDAY NIGHT DINNER SHOW NOTES A three course dinner has been planned for all to be held at the Invermay Bowls Club on Saturday December 14 $25 per adult & $15 per child (15years and under) beginning at 6.30pm. Drinks may be purchased from the bar. All members are invited to attend. Please complete the relevant section & include payment on the entry form. During the evening a presentation/information session will be made by the judges for the benefit of those attending. This is an ideal opportunity to ask questions about exhibiting ponies in both WP&CS and open classes. Further information regarding the Saturday night dinner & judges can be www,wpcs.com.au/tascontent Everyone is welcome, members & non-members, and those who may not be exhibiting at the show. SHOW CATERING It is a short walk along the levy bank to the Blue Café. The bowls club will be catering for judges and officials. PHOTOGRAPHER A photographer will be on covering the entire weekend. SHOWGROUND ACCESS Access to the showground will be from 12.00pm on Friday, 13 th December. Overnight camping on the ground is permitted. If you plan to camp, it is suggested you park near the wash bays and run any power leads from inside the side door of the stable pavilion. There are 6 power outlets there. Please include a note with your entry form if you will be camping and would like access to power. STABLING Stables will be marked. Please use the stables you are allocated. Stables must be cleaned prior to departure and waste raked to the centre of the aisles on Sunday afternoon for collection on Monday 16 th December. Please bring a rake. BRANDING Members are reminded that it is a requirement that all ponies be branded, with the exception of foals. HEIGHT RESTRICTIONS Members are to make sure they are aware of the WP&CS regulations regarding height restrictions applying to Welsh sections. DISPUTE COMMITTEE A committee of three people has been formed to deal with any disputes. Any member wishing to voice a concern should in the first instance approach the chairman, Mr Danny Hawkes, who will refer the matter to the committee if necessary. PERFORMANCE AWARD COMPETITION The Tasmanian Regional Promotional Group, Performance Award Competition begins 14 December Entry is open to all WP&CS members. Information enclosed. 3 Welsh Pony & Cob Society of Australia Inc Show Regulations as of August 1st 2013 These Regulations must be followed by exhibitors, judges and stewards. Where the word exhibit is used in these Regulations, it should be taken to refer to Section A, B, C, D, E, Foundation Stock or Part Welsh. Where the word Welsh is used in these Regulations, it should be taken to refer to Section A, B, C, D, E & Foundation Stock. ** New or amended rule. GENERAL 1. Owners, handlers and exhibitors are expected to be familiar with the Show Regulations of the WP&CS of Australia Inc. and shall at all times abide by these regulations and other rules and conditions as laid down by the Welsh Pony & Cob Society of Australia Inc. (WP&CS). It is the exhibitors responsibility to ensure eligibility for a class, and if ineligible, the exhibitor must withdraw. If the judge, steward or ringmaster considers an exhibit to be dangerous or acting in a manner that is disruptive they may request that the exhibit is removed from the ring after issuing one prior warning. If the Show Sub-committee considers any person in attendance at an event is acting in an inappropriate manner they reserve the right to instruct that person to leave the facility. ELIGIBILITY TO SHOW 2. Show entries without full payment will not be accepted. 3. All exhibitors must be financial members of the WP&CS. Membership Cards may be requested and must be shown on demand. 4. No exhibitor may show: An exhibit bred by, or leased from the judge or his family in the ring in which the judge is officiating. An exhibit purchased from the judge or his family in the ring in which the judge is officiating, until after a period of 12 months. An exhibit produced by the Judge or his immediate family until after a period of 12 months An exhibit under a Judge where the Judge or immediate family have been rewarded in cash or kind for instruction of handler, rider or driver in the past six months. Under a judge who has received, or has contracted to receive remuneration for the sale or purchase of any horse in the past six months from the exhibitor. Under a judge where a current lease of a horse is in place between the judge and the exhibitor. Under a judge if the competitor has purchased or leased any horse from the Judge or members of the Judge s family within the last six months. Under a Judge when they are or have been in a Business Partnership (excluding stud fees) with that Judge or a member of his immediate family in the past 6 months. (Business Partnerships include current - leases, joint memberships or ownership of an animal) An exhibit under a Judge who has, or had a financial interest in the exhibit (stud fees excluded) in the preceding twelve months. An exhibit in a class under the Judge who has produced an animal for that exhibitor in the previous twelve months. A progeny group sired by, or out of a stallion or mare owned by the judge. 5.**All exhibits must be registered with the WP&CS and must be shown in the name of the recorded owner or lessee. The name of the exhibitor if not the owner may also be acknowledged. 6. Proof of registration may be requested and must be shown on demand. 7. All exhibits born in Australia and registered with the WP&CS must be branded or will be ineligible to be shown, with the exception of foals shown prior to 31 July in the breeding season of their birth. These foals must be eligible for registration with the WP&CS but need not be branded. 8. Exhibits entered into stallion or gelding classes must be registered as such with the WP&CS. Geldings are shown as Section E of A, B, C, or D breeding and no height limit applies. 9. Foals must be eligible for registration with the WP&CS. If shown before registration certificate is issued, exhibitor must lodge with the show secretary: where stallion is not owned by the exhibitor, a copy of the Dam s registration certificate and a copy of the Dam s service certificate: or where the exhibitor owns and/or leases the stallion or mare, a copy of their registration certificates must be provided with details of the date of service. 10. An overseas visiting exhibit registered with a recognised Welsh Society, may be eligible to compete at Welsh run shows whilst in Australia, provided the show secretary is advised of the pending visit t, and a copy of the exhibit s registration certificate, with proof of membership with that Society is produced to the show secretary. The exhibitor must be provided with a copy of the show regulations, and must abide by the WP&CS show regulations whilst attending the show. 11. Exhibitors who have a disability, and use a wheel chair or other mobility aid, are able to exhibit at WP&CS shows. At the discretion of the Committee of Management and/or the Show Sub Committee or Judge, or the request of a fellow exhibitor, the exhibits may be judged independently if there are safety concerns. A competent able bodied person (over 16 years of age on the first day of the show) must be present in the ring at all times. INSURANCE 12. Exhibitors entering exhibits do so entirely at their own risk; it is a condition of entry that no liability of any kind attaches itself to the WP&CS, the Show Subcommittee or members in any respect whatsoever. **All Exhibitors must sign a waiver prior to entering the ring. SHOW SUB-COMMITTEE ROLE & RESPONSIBILITIES 13. Every exhibitor or competitor shall be bound by and observe the decisions of the Show Sub-committee. 14. The Show Sub-committee reserves the right to adjudicate upon entry or upon any dispute and to make any determination upon any matter relevant to the show. This decision shall be final and not subject to appeal of any kind. The Show Sub-committee reserves the right to disqualify any exhibit that, in its opinion, appears to be in poor condition at the time of showing. 16. The Show Sub-committee reserves the right to combine classes if there are insufficient entries. 17. An official measurer may be in attendance. Current EA, Hack Council and Royal Show height certificates will be accepted. ELIGIBILITY FOR CLASSES 18. Exhibits must be shown in the Section of the WP&CS Stud Book in which they are registered and must have a WPCS registration number allocated. 19. Part Welsh are only eligible to compete in classes especially provided for them or classes marked. 20. Part Welsh exhibits are ineligible to compete against Welsh animals in Welsh led, Welsh ridden, Welsh harness classes, Welsh championships and Supremes at WP&CS approved events run under WP&CS rules and regulations. Welsh exhibits are eligible to compete against other breeds for special awards at WP&CS approved events run under WP&CS rules and regulations and approved by the Committee of Management 21. A BROODMARE is a mare which has foaled, has a foal at foot or is to foal in the current breeding season, prior to the 31st July. Foals under the age of three weeks and their dams cannot be shown. A Broodmare with a foal at foot is ineligible for ridden or harness classes 22. FOUNDATION STOCK: Foundation Stock FS, FS1 & FS2 are eligible to be shown once they have a WPCS Registration Number (registered FS, FS1 & FS2 are eligible for exhibition in Welsh classes). 23. All STALLIONS & COLTS must be entire and may be subject to a veterinary inspection at any time during the show at the discretion of the Show Sub-committee or designated officials. Are not eligible to compete in Costume, Fancy Dress, Leading Rein, First Ridden or Junior Handler/Ridden classes. All colts 2 years and over must be bitted in the ring. 24. A Novice Exhibit is not to have won first place at any WP&CS Australia event, Royal, Equestrian Australia or Show Hack Council Horse of the Year Show. 25. A Leading Rein Pony is 12 hh or under and is to be ridden by a child 3 years and under 8 years of age on the first day of the show. 26. A First Ridden Pony cannot exceed 12.2 hh, and is to be ridden by a child 5 years and under 12 years of age on the first day of show. CONDUCT OF EXHIBITORS 27. Exhibitors must abide by the Code of Conduct as set by the Welsh Pony & Cob Society of Australia Inc. 28. Exhibitors should ensure they are wearing the correct exhibit number in the class when supplied. 29. Judges must not be approached on the day of the show or event. 30. Once a class has commenced no exhibit may leave the ring unless so instructed by the ring official. 31. There is to be no change of handler once a class has commenced without the permission of the judge. 32. The judge s decision is final and any protests must be lodged officially according to the Show Regulations. PLAITING OF EXHIBITS 33. At all WP&CS run shows and events Led Section A, B, C, D & E exhibits must be exhibited unplaited. Open Leading Rein, Open First Ridden, Hunters and Children s Open Ridden Exhibits are judged as an Open Exhibit, and must be exhibited plaited and trimmed. (Part Welsh are eligible.) Welsh Leading Rein, Welsh First Ridden, Welsh Hunter, Ridden Welsh, Children s Welsh Ridden and Welsh Harness are to be exhibited with manes and tails unplaited. (Part Welsh are ineligible.) WELFARE OF EXHIBITS - The welfare of exhibits is paramount 34. No lame or sick animal should be brought into a class. 35. All exhibits must compete drug free. Random swabbing may take place in accordance with the Rules and Regulations of the WP&CS which are in accordance with EA standards. 36. Random DNA testing may take place at all WP&CS run shows, as a condition of entry all exhibits when selected must be DNA tested. 37. Exhibits must not be subjected to unnecessary, unreasonable or unjustifiable pain, suffering or injury. 38. FOALS are to be haltered in the ring and must not be bitted. All Welsh foals must be exhibited with manes and tails unplaited and must not be clipped (trimming is permissible). Part Welsh foals, clipping & plaiting is optional. Foals under the age of three weeks and their dams cannot be shown. 39. CLIPPING: Welsh Exhibits 3 years old and under must not be body clipped for showing purposes. Welsh Exhibits 4 years and over which have been clipped for winter activities can be shown. Fresh body clipping for shows is not permissible. Part Welsh clipping is optional. Judges must pay special attention to this. 40. SPURS: Only correctly fitted Dummy spurs are permitted in all saddle classes, excluding children s lead-rein or first ridden classes (refer Reg 49). In dressage spurs are allowed as per EA regulations. Spurs must be correctly fitted and any misuse or abuse will result in disqualification. 41. Exhibits competing under saddle or in harness must be three years old or over. Exhibits competing in jumping must be four years and over. 42. No diseased or sick animal may be brought on to event grounds. The event organiser reserves the right in its absolute discretion to take such action as a Veterinary Surgeon may advise in relation to any exhibit, without limitation. This may include removal of an exhibit to another location (in or out of the

5 grounds). The exhibitor indemnifies the Society and / or its subcommittee in respect of all costs incurred in connection with any action taken pursuant to the above regulations. If an animal displays symptoms of disease after arrival at event grounds, the owner / exhibitor must notify the organisers immediately and follow the advice of a Veterinary Surgeon as above. WELFARE OF EXHIBITORS 43. Riders, drivers and handlers of stallions and colts are to be 16 years and over on the first day of the show. 44. Riders at Society conducted shows and events must be 3 years and over on the first day of the show. Riders must be 5 years and over on the first day of the show to compete independently. 45. Exhibitors and grooms must wear safe footwear and look neat and smartly dressed when entering the ring. 46. The wearing of Approved Helmets is compulsory for riders of all ages when riding at all times, whilst mounted, at any WP&CS function. Approved Helmets are current Australian, New Zealand, European or American standards. 47. While in the marshalling area, and when entering and departing the ring, exhibits must be at no faster pace than the WALK. Once exhibitors are in the ring they must remain at the walk unless instructed otherwise. 48. CHILDRENS EVENTS: dressage whips and spurs are not permitted. Hacking canes and crops are acceptable. A snaffle bit only may be used. 49. WHIPS: length of the shaft must not to exceed 75 centimetres excluding tails in all classes excluding dressage. 50. Leading rein handler to be 16 years and over on the first day of the show. 51. A fall of exhibit or rider/driver in any ridden or harness class will result in disqualification from that class. The rider must not remount in the ring. (Refer to Harness guidelines in the event of a fall in harness classes) 52. Shakers are prohibited - for safety reasons no third party assistance may be used eg: shakers that may cause interference with other exhibits / exhibitors. Does not apply to persons nominated by the show committee. WORKING HUNTER 53. No change of saddlery is allowed between phases or during phases. Boots, bandages and protective pads on exhibits legs or feet are permissible in the jumping phase only. Open to all Welsh and Part Welsh exhibits. Open to stallions. Plaiting is not required. Both phases to be judged individually and consecutively by each judge. Any exhibit disqualified from Phase 1 does not proceed to Phase 2. Working Hunter Classes 1. Novice Maximum height (45cm) 2. Manners pts. Total pts. In the event of a tie, the total from Phase 1 will take precedence, followed by the Style & Manners score, then conformation score. If there is still a tie, the Judge s decision is Final. No penalty is incurred if the lower pole on the same vertical plane is lowered. If an exhibit turns its quarters to a fence or has a complete turnaround, both constitute a refusal. If an exhibit jumps the incorrect fence it will be eliminated. Exhibits displaying continued disobedience or exhibits leaving the ring whether the rider is mounted or dismounted will be eliminated. The Jumping phase will be completed first; any exhibit eliminated or disqualified will be eliminated from the competition. PROTESTS 54. An exhibitor may lodge a protest against a competitor/judge. Protests must be lodged in writing with the Show Secretary within 3 hours of the disputed action, accompanied by a fee of $100, which will be forfeited if not upheld. In the first instance protests must be dealt with by the Show Sub-committee which may refer the matter to the Committee of Management? Any person who has a protest lodged against him or her has the right of reply. Any expenses incurred by any party to the said protests shall be borne by that party. GUIDELINES TO JUDGES & EXHIBITORS HARNESS CLASS INCIDENT GUIDELINES Harness gear, vehicle fitness In line with the safety rules for riders, a driver who has fallen from a vehicle in a harness class is ineligible to continue in that class. As a guideline, if there is no damage to the animal, vehicle or harness, the unit should be driven from the ring by an experienced person.

6 If there is a possibility that the animal is injured or the gear and/or vehicle have been damaged, then, in the interests of safety, a judge may request that the horse/pony be unhitched from the vehicle and led from the arena. CANCELLATION POLICY In accordance with the WPCS of Aust. Inc. Extreme Weather & Cancellation Policy if cancellation is required due to existing or predicted severe and dangerous conditions such as Code Red Fire Warnings / Flood or travel warnings / disease outbreaks, a recorded message will be available as printed on the relevant show program REFUND POLICY If an event has commenced there will be no refunds. If an event is cancelled prior to commencement of the event costs incurred by the show committee prior to the show will be paid and remaining funds will be reimbursed to the member if the amount per exhibitor is $2 or more. If an event is postponed entry fees will not be refunded without a written request from the exhibitor within 7 days of the notification of postponement. If an event has to be moved to another venue due to extreme weather events, entry fees minus any administration fees and costs incurred by the show committee prior to the show, will only be refunded with a written request from the exhibitor within 7 days of notification of change of venue. PLAITING NOTICE CLARIFICATION TO JUDGES AND EHIBITORS. At shows conducted by the WP&CS, all exhibits shown in led; ridden & driven Welsh classes must be shown unplaited. This does not include Part Welsh. At any show that states in the program they are being judged under the WP&CS Show regulations, exhibits in led, ridden & driven Welsh classes must be unplaited. At shows where the WP&CS has no jurisdiction, this rule cannot be enforced. At these shows plaited exhibits should not be penalised Tasmanian RPG Show Regulations TASMANIAN BRED & OWNED Exhibits entered in TAS Bred & Owned classes are to have been born in Tasmania and are to be owned by a member living in Tasmania. The winner of each Welsh Tas Bred & Owned class is eligible for Champion Tasmanian Bred & Owned. The winner of each Part Welsh Tas Bred & Owned class is eligible for Best Tasmanian Bred & Owned Part Welsh. PROGENY GROUP Progeny group exhibits are a group of exhibits by the same sire or out of the same dam. Sire or dam is to be nominated on entry. Exhibits entered in progeny group classes do not all need to be the property of the exhibitor nominating the dam or sire on entry. All exhibits in a group must also be entered in other classes relevant to their breeding. CLEANING OF STABLES Exhibitors are to keep each stable stall allocated to them in a clean and serviceable condition and cleaned before departing. CONDUCT Any person on the show grounds who: a. assaults any person; b. behaves in a riotous, indecent, offensive, threatening, abusive or insulting manner, or is drunk and disorderly; c. uses any profane, indecent, obscene, threatening, abusive or insulting words; or d. in the opinion of a Tasmanian RPG Committee member, alone or together with a group of persons, obstructs or attempts to obstruct, or acts in a manner disruptive to the proper conduct of the show; Will be directed by a show official or Tasmanian RPG Committee member to leave the arena. Exhibitors are responsible for ensuring that their family, employees and assistants comply with the WP&CS Show Regulations and the Tasmanian RPG All Welsh Show Regulations. Should the Tasmanian RPG be of the opinion that any regulation, whether set out in these regulations or at the heading of a section or in a class or on an entry form, has not been complied with or an exhibitor, their family, employee or assistant has breached the General Conduct regulation, then the exhibit or exhibitor or both may be disqualified, suspended for any period, removed from the arena or otherwise penalised at the discretion of the Tasmanian RPG. Any awards may be forfeited and should this occur, any prizes, ribbons or prize cards must be returned to the Tasmanian RPG. Native Pony Show Regulations ELIGIBLE EXHIBITS The British Mountain and Moorland breeds (Connemara, Dales, Dartmoor, Exmoor, Fell, Highland, New Forest, Shetland and Welsh breeds), Fjord, Haflinger and Australian Ponies are eligible to compete in the Native Pony classes. Ponies are to be four years of age or over and registered with the relevant breed society. JUDGING All entries will be assessed under saddle and then stripped for assessment in-hand by two judges, one judging the workout and the other breed type and conformation. Marks will be awarded as follows: Workout - freedom of action - up to 50 points Breed type and conformation - up to 50 points In the case of an equality of points, the exhibit with the highest mark awarded for the workout will be deemed the winner. Fall of a rider is a disqualification. The judge s decision is final. A strapper should be available for the in-hand component of the class. PRESENTATION Exhibits are to shown unplaited. A bridle path plait is permitted. Correct riding attire, including an approved helmet that meets Australian safety standards, must be worn. Spurs are not permitted. Whips are permitted but must not exceed 75cm, excluding the tail. QUALIFICATION The highest placed pony of each breed will qualify for the National Native Pony Championships. Note: The Native Pony Show is run under the WP&CS, Tasmanian RPG and Native Pony Show Regulations.
