He has not tabled his resignation and said he will stay on as State Director till the AGM in November, when the positions of State Director & Asst. State Director expire. MINUTES OF PREVIOUS MEETING Moved by: Tim Bartrop 2nd by : Phil Jones BUSINESS ARISING FROM PREVIOUS MINUTES: Greg Elshaw expressed his concern with the accuracy of the reporting of the minutes. His opinion was that they did not fully cover the events leading up to Colin walking out of the meeting, or record the matters raised after Col left. INCOMING CORRESPONDANCE Head Office re Bay Area Roadsters Bay Area Roadsters Townsville Rodders Suncoast Greg Elshaw OUTGOING CORRESPONDANCE DC Minutes Letter to Greg Elshaw Rego Letters Sanctions Event Flyers BUSINESS ARISING FROM CORRESPONDENCE: # 1 Bay Area Roadsters applied to the A.S.R.F. to be an affiliated club. They were the original club in Redcliffe and the new club has been reformed by some of their founding members. A vote was taken with a majority voting yes. # 2 Townsville sent a letter to the DC and the TAC stating their objection to Doug Bee being reinstated as a TAC Inspector. As a long established club, they feel that they should be consulted with regard to the appointment of TAC personnel in their area, but the letter contained no basis for a reversal of the decision to appoint Doug. The Townsville region needs to be serviced by TAC A.P. s. The appointment of TAC Inspectors is a QSRTAC matter with Qld. TMR having the final say in the approval of all submitted persons. ( All A.P. s are engaged on an annual contract, only. ) # 3 Greg sent a letter to Col reiterating his concerns about Beachfest, & his questions and statements which he made, covering many aspects of the event, at the last meeting. Col sent a letter of reply. Greg, amongst other things, is still convinced Col didn`t notify Police of the Sunday event at The Big Kart Track but a full itinerary of the full Beachfest event was included in the permit application, to police & council. The meeting with the Caloundra Traffic Police, Council & TMR, after the event, did NOT identify the Sunday s traffic problems, as serious or significant. Recommendations were made by TMR for the 2019 event with TMR wishing to have a closer relationship with the event committee. The Events A/c which we use for Beachfest was opened to run the Lockyer Powerfest with around $1,000 and after 4 years when Powerfest collapsed, used to start Beachfest with $4, The first year of Beachfest after set-up costs, resulted in an almost $4, loss, resulting in a balance of $42.00,
3 but the event has made a sensible & growing profit each year since, This year s final figures aren`t complete yet as we are still waiting on the 2 nd half of the grant from Caloundra Council and the final invoice from Traffex for the traffic management / road closures, but should result in an acc. balance of $19, We will be donating $2, to Steps Charity and $1, to Give Me 5 For Kids. Col reiterated, that Beachfest is not a fundraiser for the D.C., but was & is, put on primarily as an event for the enjoyment of its entrants. Greg made a decision to take down The Beachfest website to be redesigned but it will be back up before entries open. For now all info is on the Facebook Page. The Qld Raffle which is going well, is the only DC Fundraiser. Greg asked about the Fuel Doctor paying Col`s accommodation and meals instead of a normal sponsorship. Col replied that his room was indeed paid by Steve in exchange for work Col does on Steve`s cars during the year and was nothing to do with the Sponsorship. Steve s sponsorship was for the Friday Night Cruise, supplying the cruise number plates and prize money, plus voting incentive, & all printing for the cruise, & product. ( almost $3, ) Similarly, Suncoast R. & C. covered all costs with the Poker Run. Col stated that he tried to register the Beachfest name, in 2016, as an event name but all government departments he contacted, said unless it was a Registered Business with ABN and all the extra paperwork ( bank account ) it wasn`t possible, so it is run through the DC ( of the ASRF ) which is a Not For Profit Asssociation. Minutes complete with financial data are ed to all affiliated clubs. Please contact your club president or Qld State Director for a complete copy if required. 4 TAC REPORT Shed 27 Inspections are every 2 weeks with 5 or 6 rods checked. There is a Toowoomba Inspection day planned, as there are a number of cars up there ready for 2 nd or 3rd inspections. This initial inspection day will be held at Warren Wilkies workshop, but another site is being finalised for the ongoing future. The AGM & Technical Seminar is this coming weekend with 25 Delegates attending. Tim has one more year on his Contract but all other Committee Positions will be vacant. Any unwritten Rules regarding Inspections will be discussed and added to the Guidelines. Kerry Digney as the D.C. Quality Assurance Officer will review Doug Bee`s application. Past Townsville region TAC inspector, Steve Menzo, does not hold a relevant Trade Cert. according to TMR. ( note:- Steve has now indicated he will follow through with his RPL, & obtain a Cert 3, which should see him return as a TAC AP, in the future. ) All Inspectors are only appointed for a 12 month Period and their Performance reviewed before renewal. Suncoast asked if Copper Brake lines can be used and the answer is No. They also asked when a Satellite Inspection Station would be set up in their area. No plans at present but the TAC is looking at possible locations, & the probability of a North-side Inspection Station, once the Western locality is operational & established. Tim agreed that the TAC needs to improve the waiting time for Ownership Transfer Inspections as some owners had lost sales because of delay. Two members had problems booking inspections so Tim will follow up. Kayleen asked why the Guidelines are that & not Rules? Tim replied that Guidelines allow greater flexibility in building something slightly different but still conform to the TMR VSB14 Rules. Since Shed 27 there is less difference between Inspectors Interpretation of the Rules. Phil asked who stamps Chassis Numbers and Tim replied the owner can or TAC can do it for you using your PTB number and ASRF Membership number. Les asked why Transfer Inspections need to be so thorough when a Rod has a new
5 Safety Certificate, Tim replied that as an example, a Rod inspected last week had major safety concerns including exhaust rubbing on 4 bars and many rods had been changed from when they were built without being re-inspected. QHRP REPORT Nationals report Ross Miller said entries & camping enquiries are going ok but sponsorship is slow as most businesses don`t wish to commit yet. GENERAL BUSINESS Col attended the N.C.C. AGM in Melbourne. The ASRF has Assets of $1,266,700 and copies of the Financials are available from Head Office. Qld has 2,806 ASRF Members with 67% being individual members. (Victoria has 72% & WA 80%.) The cut-off date for ASRF Class vehicles is 1966 but members don`t need to own a Pre 66 vehicle. Most Qld Clubs support extending the Cut-off to 1977 ish, but so far only Qld & Vic DCs have voted in favour with other states still discussing it. A business case will be put together for presentation to the N.C.C.. Col`s personal preference would be 2 Divisions under a national banner Pre 49 and Post 48. Our insurance broker has told the NCC that in a modern world a lot more documentation needs to be implemented before events. A new Risk Assessment Form was trialled at Blue Lake Nationals, along with Safety Protocol, Environmental & Evacuation procedures, etc. and will be implemented across the country. There MUST be a Safety Officer appointed, by each club, for each event that they run, who is responsible for the forms and Site Inspection, or Sanctions will not be granted. A decision has been made to reprint ASRF Handbook. It is currently being formatted, & will be printed as soon as possible. Col proposed a Annual Memorial Run, for the South East region. The NCC want to start a Rodders Hall Of Fame with, perhaps, one Nomination from each state every year to be reviewed by the D.C. The IGNITE Chilli Caloundra wants Orange, Yellow & Red cars for a Display on Nov 19 th, contact me if interested. Around 30 cars would be good., to support the event & promote Downunder Beachfest CLUB ROUNDUP # Northern Districts Held our AGM and I`m the New President, Classic Not Plastic still held every month. # Eliminators Had garage Crawl with 25 cars, still hosting Just Scrapin By, Beenleigh Swap 23 rd Sept. # Paradise Cruisers Held AGM, coffee Runs. # End of the Road Held 2 nd Memorial Run to Kooralbyn with 48 cars # Gold Coast SR Attended Memorial Run, ran Rods In Paradise with 58 Entries. # Southside SR Rods In Paradise, Coffee Runs # Rod Squad Hosted Goin Country and cooked at the Jimboomba swap. # Wanderers 3 members cruised to Darwin. # Saints Attended Rods In Paradise, coffee Runs. # Fine Iron AGM
6 # Rum City AGM. Went to Rockhampton, Biggenden & Gladstone Events, Hosting Bargara Rod Run. # Rods Inc. Hosted Jimboomba swap, was rained out but entrants still enjoyed the grass driving events. # Suncoast Held Poison kandy for Drought relief, Cruising to Peggy Sues Diner. All individual members are welcome to attend DC meetings and express their opinions. Members are again invited to peruse the ASRF website where all States DC minutes are posted in the members section. DC minutes are sent to all Clubs and interested persons monthly.
