RALLY ŽEMAITIJA 2018 PRESENTATION We invite all motor sport enthusiasts of June to traditional rally festival in Kelme town, which this year is special, because it's five years since the first Žemaitija rally in So, the jubilee fifth "Rally Žemaitija 2018" is waiting for you. The rally format, as compared with 2017, remained unchanged. On the first day sportsmen must arrive to t to Administrative Checking and Scrutineering, then they will need perform reconnaissance and who want to test their cars in the Shakedown before the rally will be able to do it in the evening near Kražiai. Like last year, the park of rally cars will be complemented by the participants of the Lithuanian Rally Championship (LARSC) and historic cars (Historic). As every year, we expect guests from neighboring foreign countries, so it is expected about 70 crews on the start podium. Rally HQ as the last year will be located in Kelme culture center. Service park will be located in the traditional place - Vytauto Didžiojo street, in the city center. During the rally LARC and "Rally Žemaitija 2018" participants will have to beat 10 special stages, Historic cars - 7, and LARSC participating crews 6. Surface of all stages gravel. The greatest rally changes this year are prepared for spectators. There are three convenient spectators areas in the each rally section this year, and the crews will pass twice through each of them. In this way you will have the opportunity to see even six special stages within a day, and the price of a rally passport is only 7. Friday, 15/06/2018 Early morning from 8:00 till 10:00 all rally participants must arrive to the Rally HQ to Administrative Checking. Immediately after its will begin reconnaissance with rally route, which will last till 18:30. This year Scrutineering will take place in a new place, in a car wash located J.Smilgevičiaus str.18, Kelmė, from 14:00 till 20:00 hrs. From 18:00 will start 3,35 km lenght Test Stage ("Shakedown"), which will be carried out in the well-known road section for sportsmen from the previous "Rally Žemaitija. Start place surface - asphalt, Service park will be in the center of Kražiai, near the start place. Action here will continue till 20:30. After a short space, 20:45 will begin the first meeting of Stewards in the Rally HQ, after which the first rally day will be completed. Saturday, 16/06/2017 Section 1 On Saturday morning at 8:00 rally will start. Getting to the track begins from LARSC crews and historic cars, and almost an hour later the start podium overpassed LARC participants and other "Rally Žemaitija 2018" crews. The first section of the rally will consist of three different 5-10 km long stages. LARSC and Historic class participants will drive only two stages, and LARC crews will have to repeat the extended first stage. The first of these stages is an identical version of one last year "Rally Žemaitija" stage with excellent springboard, situated beside the spectator's area. Because here last year has been such a large rally fans interest, so we recommend all spectators here to begin rally monitoring. By the way, after that, from here it is very convenient arrival to the next spectators zone, which is provided in SS 4/6. Starting place surface gravel, but the length of the stage will be different the first stage will be shorter, the version is exactly 7 km, and the second time, the crews will reach the finish just after 10.9 km. Although the second of these stages is well known to sportsmen, it will be a kind of novelty, as this year it will have to be overcome in the opposite direction. Starting place surface asphalt, length - 4,6 km. After the first rally section in Kelme participants will have opportunity for cars washing and 30 minutes service time. Here will be carried out regroup with change of start positions, according to finished SS results. Section 2

4 4 The second rally section will begin 12:00. As well as the morning the first will start LARSC participants, following "Historic" class, and 12:50 to the route will move LARC crews. In this section will be three, only longer special stages. SS 4/6 is a combination of several tradicional "Rally Žemaitija" special stages with some reverse and completely new sections. The LARC and Historic crews will have to beat this section twice, and LARSC crews will go only once. Starting place surface asphalt, at the same place, where was SS 2, the length of the stage 13.5 km. In the middle of this stage is provided the well-known from the previous years spectators zone, which is special, because from this point it will be possible to see each crew twice in the same speed stage. After that, we recommend you to go to the last spectators area on SS 7/9. SS 5 is a combination of two stages,that were used in the previous years with reversing second section of the stage. Start place surface gravel, length 11,7 km. This will be a really fun stage for the rally participants, but since all crews will ride here only once, there are no provided spectator zones in this stretch. After the second section, all participants will return to Kelmė again, where will wash up again, will have 30 minutes service time and one more regroup with change of start positions, after which, according to the RALLY 2 rule, the crews which managed to handle their cars will be able to return to the race after retirement. Section 3 Third rally section consists of four km lenght special stages. LARC participants will drive these special stages twice, and all others crews will drive only once. The first of their stages is well-known for racers, but and here they will also must to drive in the opposite direction than was usual in previous years, and in addition a new starting location is choiced, which will be on the gravel surface. Length of this stage is 12.5 km. In the middle of this stage is provided a well-known from previous years spectator's area, and the separate arrival road, so you can arrive and depart in comfortable time. A similar, but non-identical version of the final 11.9 km stage's, for which the crews will get additional points, took place five years ago during the rally "Saulė 777", so for many it will be a novelty. By the way, this year, like many other tracks, it will be going in reverse direction. After 8th stage LARSC and "Historic" class participants will come to Kelmė and here 18:20 will finish the rally. LARC and other "Rally Žemaitija 2018" crews will appear on the finish podium about 20:00 hrs. Immediately after will be carried out scrutineering of some cars. Awards will begin at 21:00 Kelme close to the Kelme Culture Center. At first will be awarded LARSC and "History" crews, and after less than an hour, on the scene we will see all LARC prize winners. LARC 6 classification s entrants may also participate in LARSC SG1/ SG2 classifications having paid an additional fee. 4.3 Entry form submission criterias In the rally can take part all persons (1st and 2nd drivers), submitted entry form to the Organizer, having paid a fixed entry fee and holding valid driving licenses. For LARC and Rally Žemaitija 2018 participants (1st and 2nd drivers), mandatory holding D, DJ licenses, issued by LASF or other ASN valid in this event. Persons younger 18 years old may be allowed take part in LARC only by decision of LASF Rally Committee For LARSC and History participants (1st and 2nd drivers), mandatory holding E, D, DJ licenses, issued by LASF or other ASN valid in this event. Persons aged 16 or over are allowed to the first driver's position, but younger 18 years person is able to participate only by one axle powered car, with engine capacity up to 2000 ccm. Person who does not meet these requirements may be allowed take part only by LASF Rally Committee decision. For second driver's position allowed persons from 14 years old LARC and LARSC participants must submit LASF Championship Entry form Maximum number of the participants is limited to 80 crews. Wishing can reserve places of larger area, having paid an additional fee specified in Appendix 8 ( Service park scheme for places reservation ) of Supplementary Regulations, publishing starting from (Monday). Places for service can be booked only for crews, who submitted entry forms. Larger area places will be reserved only after payment of additional fee, which is non-refundable, if the crew refused this place by the any other reason, except in case of force majeure. Reservation closes (Friday) 17:00. After this term Organizer will appoint places at this own discretion. 9 9 5.2 Service requirements During all rally time servicing of rally cars is allowed only in the Service park in compliance with T-2018 part requirements. Refueling is allowed only in refueling zones, mentioned in the Road book in compliance with T-2018 part requirements. Entering to the Service park is allowed from 6:30, (Saturday) For the each crew only one service car without trailer will be allowed into the Service park. Special sticker issued by the Organizer must be sticked on the service vehicle windscreen. Recce cars and representative cars will not be allowed to enter to the Service park. Please leave your trailers in the place, specified by Organizer It is forbidden to wash the parts and machineries of cars that are using technical oils (engines, gear boxes and similar) in Service Park In the place of servicing in the Service Park the waterproof fabric (minimum 4x4 m) must be laid under a rally car. In the refueling zone a container must be laid under the place of the neck for tank filling (to collect spilled fuel). Using pumps for refueling, the ends of the tube must be equiped with safety taps or valves Service zone for the participants of the Test stage will be installed in Kražiai, Kelmė district, beside the start location. TIRES AND FUEL 6.1 During reconnaissance allowed use only certified for driving on public roads during the summer season tires, which are in conformity with Lithuanian Road Traffic law. 6.2 During the rally allowed use only racing tires for gravel roads. 6.3 Crews participating in LARC must use only tires as indicated in Appendix 13 of 2018 LARC Regulations ("Tires used in LARC"). In the LARC stage the number of tires is limited to 10 units. 6.4 All participants are allowed to change tyres in the Service park A/B. 6.5 Allowed the use of commercially available E85 fuel (bioethanol). Every rally car, using E 85 fuel bioethanol, must be marked by special stickers 160x120 mm, with white note E 85 which must be written on blue background. Height of letters and the digits is 80 mm, symbol thicknes - 14 mm. Stickers must be stuck on car bodywork, above rear wheel arches on both sides of the car. VII. TICKETS AND PERMISSIONS 7.1 Tickets. In advance rally tickets will be available on-line at for 5 Euros. During rally the tickets will be sold in Rally HQ and in the SS access roads days of June. Rally ticket price 7 Euro per person. Rally ticket valid for both rally days and entitle the right to visit: All of the special stages; Awarding ceremony; Rally concert. RECONNAISSANCE, GPS, SAFETY 9.1 Reconnaissance is compulsory for every crew. Reconnaissance in the test stage (Shakedown ) is carried out only by crews participating in it. 9.2 Reconnaissance with stages is allowed only (Friday) from 8:30 till 18:30 hrs. in accordance with the schedule specified in the supplementary regulations. All special stages, including the Test stage, are allowed to pass no more than 2 times. Identical stages will be allowed to pass only as one stage. Number of passes and infringements will be controlled GPS tracking system. 9.3 Participants must drive in such a way that no danger or inconvenience is caused to the people residing close to the rally course during the reconnaissance. Driving in the opposite direction is strictly prohibited on the special stages. Remind, that speed limit in Lithuanian Republic in gravel roads in non-residential areas 70 km/h. Allowed speed can be reduced by organizer built track signs, which will be marked in the Road Book. Use anti-radars and radar detectors is prohibited.

12 Reconnaissance cars. Reconnaissance may be performed only by vehicles complying with the requirements of the 2018 Lithuanian Rally Sporting Regulations part During receiption of the Road Book, the crew must indicate all his vehicles, which will be used for reconnaissance. 9.5 GPS safety and tracking system. In special stages all of the crews safety will be ensured by safety and control GPS devices. The crew is responsible for the installation of safety and control equipment. The same device will be used during reconnaissance and during the race. The device has to be installed into the rally car before Rally start, or if crew takes part in Test stage before it start. X. Competition numbers and Rally stickers will be issued during the administrative checking. Beforehand issuing of start numbers and Rally stickers is available by pre-agreement with Organizer FIA homologated FHR ( Frontal Head Restraint ) system is compulsory for all crews, except participants only in "historic" classification 10.5 The crews can personally reserve the desired time for administration and technical checkings in electronic entry form on website till (Friday) 17:00 hrs. XI. TEST STAGE ( SHAKEDOWN ) 11.1 Test stage will be carried out (Friday) from 18:00 till 20:30 hrs All drivers who wants to take part in the Test Stage, must it indicate in the electronic entry form on website till (Friday) 17:00 hrs Test Stage entry fee 100 Eur, if paid until the deadline specified in the supplementary regulations. After this term payment will be increased 50%. Test Stage may be cancelled and full payment will be refunded, if the number of participants will be less ten. In all other cases, except force majeure, the payment of Test Stage will not be refunded Distance of the stage 3,35 km, road cover gravel. The Test Stage (Shakedown) is allowed to be driven no more 3 times for each crew The cars participating in Test stage must be conducted scrutineering. On the cars must be sticked Organizer s issued start numbers and rally advertising stickers. In the car must be fitted with GPS Safety and control equipment Any person in the car, who performs the second driver position during Test stage, but not included to the crew's entry form, must present to the Organizer signed consent form for the assumption of responsibility.

13 During Test stage all persons in the car must wear helmets, clothing and safety equipment compliant by LARC (LARSC) Regulations safety requirements. XII. START PROCEDURE IN THE STAGE In all Special Stages start will be executed by means of the electronic timing equipment. When 30 seconds are remaining to start, the crew is handed in the timecard. The electronic clock shows hours, minutes and seconds. When 5 seconds are remaining to start, five red lights will light up every second from one to five. Then these five lights are extinguished, and the crew must start. In case when the start is correct, lights green and continues to light for 20 seconds. In case of premature start - display shows "FALSE" and shows the time, the crew brought forward the belonging start. In case if electronic equipment is not installed or it is not functioning, the start procedure shall be carried out according the requirements of art of the 2018 Lithuanian Rally Sporting Regulations (FIA General prescriptions 19.5 part) The press centre will be open during rally time: XIII. Those wishing to obtain accreditation must present an insurance policy for accidents of at least 1500 EUR amount. Decision on the accreditation is carried by the Organizer. Accreditation in the rally is free. Photographers and cameramen must work with Organizer issued PRESS vests, and must pay 20 EUR deposit. Computers and other equipment for media representatives is not is conferred. Accreditation will be granted only for media representatives who submited their pre-accreditation forms till , Tuesday. 17 17 Appendix 3 Rally zones For all first and secnd drivers intending or only having intentions to take part in LARC 2018 or LARSC 2018 or only Rally Žemaitija 2018 are strictly prohibited entering to the roads marked in the Prohibited Zones map from (Monday) 15:00 till (Friday) 8:30. LASF Rally Committee will impose the penalties provided for in part 12 of the LASC for offenders registered in the restricted areas. Mentioned persons wishing to cross/ be in forbidden roads must inform the Organizer in writing and obtain Organizer's permission.

21 21 Appendix 5 Safety and accreditation rules for media ACCREDITATION CONDITIONS AND RULES 1. The Pre-accreditation form is published from on the official rally websites: Filled Pre-accreditation form must be sent by info@kelmesask.lt till , 17: The original filled and signed accreditation form and valid Insurance policy must be submitted to Organizers of Rally Žemaitija 2018 during the accreditation. 4. Decisions regarding the mass media (here in after referred to as MM) accreditation makes Rally Organizers, after receiving the filled Pre-accreditation electronic form of MM representatives. 5. Accreditation of media representatives will be held in Rally HQ, Vytauto Didžiojo str. 73, Kelmė (Kelmė Culture centre): from 16:00 till 20:00; from 7:30 till 8: For accredited journalists, photographers and cameramen will be issued accreditation certificates and rally stickers on the car. There will also be given basic information about this rally. Rally Press Centre Manager Mr. Saulenis Pociūnas, mob.phone Persons,which have been issued accreditation certificate, during the rally can watch, to film, photograph competitions for free, in accordance with Safety requirements. 8. Accredited persons must wear Organizer issued blue vests with number during the rally. By acquiring the vest is mandatory to pay 20 EUR deposit which will be refunded by returning the vest. SAFETY REQUIREMENTS 1. By working during the race you must be especially careful, because only from your own depends your security. It is valid all during over rally time: in the racetrack, service parks, etc 2. You must unconditionally obey of the safety marshals and of the official persons claims. The Organizer has the right without notice cancel the rally accreditation for violators of this rules. 3. During the race, you have to wear "PRESS" vests, which are issuing only for the photographers and cameramen during accreditation. These vests and accreditation card is valid permission to take photos and record videos during rally time outside from the boundaries of Spectators zone, but not more than 2 meters away from the safety tape, and in any case - just in a safe place. We recommend a symbol "Media" marked areas. Every person who entered into the danger zone, is responsible for their own safety, health and life. 4. Take with himself only the currently necessary equipment. Recorded photo/ video moments review only in a safe place outside the race track. 5. Do not stay too close to the race cars. Leave enough space for service personnel. Keep in mind that some parts of the car may be very hot. Always keep a safe distance from the race cars, because the car can suddenly and unexpectedly move from the place. 6. Be especially careful when working near the race track or in service parks. Always watch out for the nearby vehicles, because from racing car seceded part may injure. 7. Filming and the shooting locations select in advance, until the start of the special stage. 8. Any exit to the race track during the rally or walking across the road is strictly prohibited (except the Organizer s provided catwalks, with security guard, which responsible for the crossing, permission). 9. Never stand near an ambulance, fire brigades, evacuation, marshals cars. In case of emergency, these vehicles will move very quickly and without any prior notice. 10. In the start or service zones please be only for a time, for as long as necessary to perform your job.
