Please check the details on the Provisional Start Order taken from your entry form (including nomination for points in a Championship/Series) and advise us immediately of any errors by telephone Stephen Coutts-Smith on (03) or It is advisable to read the following instructions in conjunction with the Event Supplementary Regulations, any Bulletins, Victorian Rally Bulletin (2014), 2014 VRC Standing Regulations and the 2014 CAMS Manual of Motorsport and any bulletins. 4 1. Important Reminders 1. Crews are reminded that the forest is vulnerable to fire and that in event of pulling off the road for any reason, that crews should check for any smoldering embers prior to restarting. If a crew encounters a fire they should extinguish it if possible and/or report it to the next SOS or Stop point radio operator. 2. Crews may elect to carry additional volume of extinguishers to aid in fire suppression. In the event of an extinguisher being discharged it is forbidden for crews to compete on a special stage with a lower volume of extinguisher/s than specified in the current CAMS Manual. 3. Service and/or competing crew members carrying out refueling are also reminded to wear appropriate attire (e.g. neck to wrist to ankle) and to perform that function only in the designated refuel areas. Decanting of fuel supplies must also only be carried out in the specified refuel zones. Please Note: A siphon hose is our preferred method of decanting fuel. 4. Ambulance membership is no longer compulsory; however, it is highly recommended that all crew members have current ambulance membership or equivalent coverage. Crew members are fully responsible for the all costs of Ambulance services in addition of the CAMS cover. Note - not all costs are covered by CAMS insurance. 2. Catering Breakfast Lunch Dinner Provided at Mansfield Showgrounds Coffee Van / Toasted Sandwich & Egg & Bacon Roles / Fruit. From the LUNCHEON PAVILION Lunch will be available at Mansfield Showground s. The Mansfield Show Society will be supporting us for catering. Included with Dinner Tickets for Post Event function. A CASH ONLY Bar will be in operation. Note: No food or drinks will be available at the spectator points. 3. Post Event Presentation There will be a presentation to the provisional Outright & Class winners at This will be held at the Showground s, next to Parc Ferme in the Bendigo Tyre Centre BIG TOP. We encourage all crews to stay on and enjoy the night, and celebrate the 2014 Championship Season. 4. Event Synopsis The event will start from the Mansfield Showgrounds, Mt Battery Road, Mansfield on Saturday 6 th December It is the competitor s responsibility to be at TC0 at their allocated Start Time. The event will commence at approximately 0830hrs; All Special Stages will be contested on gravel.
5 5. FIRE RISK HESSIAN BAG AS PER VRB Part B 17.1 Due to the time of year and possible fire risk the event will enforce Rule 17.1 of the VRB as per below. This is compulsory and will be checked at Scrutineering Fire Fighting Equipment During recognised fire danger periods each competitor is required to carry a hessian bag for fire fighting purposes. It will not be possible to start the event without this. 6. Scrutiny-Regional Crews who elected to have their vehicles inspected by a regional scrutineer must ensure the Scrutineer is of Grade 1 or 2. Note: The Scrutiny Slip must be signed and have the inspecting scutineer s Licence number included. 7. Scrutiny-Official Location GWP Grant Walker Parts 56 Holloway Drive Bayswater Victoria Date - Wednesday 3 rd of December Time - Book-in time for scrutiny is between 1800hrs and 2030hrs Cars must be presented at scrutiny in a clean, tidy and ready to run condition (including underbody). Rally tyres are not required to be fitted for scrutineering. Vehicles which do not attend official scrutiny may be subject to an inspection by the Chief Scrutineer of the event before they are allowed to start. Crews applying for regional scrutiny should note that there will be no provision at the event for turbo sealing; this will only be done at official scrutiny. It is the competitor s responsibility to ensure that vehicles that require turbochargers to be sealed have the turbochargers measured and sealed by an appropriately qualified Scrutineer. 8. Scrutineers The Chief Scrutineer for the event is Frank Black
6 9. Rally Headquarters Rally Headquarters will be located at the Scout Hall, Mansfield Showgrounds, Mt Battery Road, Mansfield. Rally HQ will be open on: Friday 5 th December from 0800hrs to 2200hrs, - Recce Registration until 12noon only Saturday 6 th December from 0630hrs to 1830hrs. This will be the location for the following: Friday Recce Registration Until 12 noon only Friday & Saturday morning documentation; Official notice board; Scoring; Communications Command Centre; The contact number for Rally HQ on the day of the event is: General Enquires Recce Registration & Conduct Registration for Recce must be completed prior to commencing Recce. Registration will take place at Rally HQ as per the hours above. A Recce road card, and vehicle number will be provided. The number must be affixed to the upper left hand corner of the front Windscreen & upper right back window for the entire duration of Recce. The Road Card must be carried at all times and presented to event officials upon request for marking. IF no official is present, you must fill in the time you commenced and finished each stage. A maximum of 2 (two) passes of any stage will be allowed. A maximum speed limit of 60km/h will be enforced during recce. Any breach of this limit will result in immediate exclusion from the event. We need to look after our competitors and other forest users. Suggested Recce schedule is: SS1 & 2 as a loop, then stages 3 to 5 as a loop or vice versa. Public Toilets are located at the Ford Crossing on way to SS3 and at the Lake Nillahcootie Boat Ramp (Continue along Midland Highway past turn off to SS1). Food, drinks are NOT available along the route. Please self-cater or return to Mansfield. Please note that Fuel is not always available at Barjarg Store Suggest leaving Mansfield FULL.

Documentation A member of the competing crew is required to report to the Event Secretary prior to the event start and submit the whole scrutiny sheet (if not completed at Scrutiny) and signed disclaimer sheet as attached. The Event Secretary will be available at Rally HQ (see attached map). All crew packs will be available for collection at official scrutiny, regardless of the car being presented for scrutiny or successfully passing scrutineering. All relevant crew documentation will be checked, and a competitor pack containing a road book, competition numbers, service instructions & spectator guide etc will be issued. If your service crew has not already provided their mobile phone number on the Service Crew details form, please ensure that the number is given to the Event Secretary at documentation. This will enable the organisers to contact your service crew quickly should you require assistance. 12. Starting Order The final starting order will be posted on the official notice board at 0745hrs, Saturday 6 th December. The starting order will be deemed as per the Clerk of Course (based on the latest version of the 2014 Victorian Seeding list). It is the competitor s responsibility to check the notice board for their official start time and report to Time Control TC 0 at their due time. 13. Event Start Competition vehicles are required to be lined up in the start area by 0730hrs prior to the drivers briefing. Please follow below diagram for allocation of parking area. 14. Crew Briefing/s Location - Bendigo Tyre Center BIG TOP Service Park Time hrs, Sat 6 th December The compulsory crew briefing/s will be held in the Bendigo Tyre Centre BIG TOP, Mansfield Showground s. The driver, co-driver and at least one member of the service crew must attend this briefing.

Road Book Co-Drivers should note that the Reverse Cumulative column on Special Stage pages shows, in brackets, the competitive distance remaining to the flying finish point on that Special Stage. One copy of each pass of the Stage will be included in the Road book to save on unnecessary paper usage. On Competitive sections, tulips will be shaded in grey. 16. Official Maps Spatial Vision (CFA style) & Rooftops maps will be used for the event. Any necessary maps are provided by the event. Crews may find in addition, Melways and VicRoads Country Directory may be useful. 17. Late Running Time Late running time for the event will be 30 (thirty) minutes. Crews will be advised of the location of any stranded vehicles on the first stage pass and all crews will be advised of any stranded vehicles not recovered prior to the second stage pass.
9 18. Servicing One official service/refuel point will be located at the Mansfield Showground s Service Park. Competitors are reminded that they take responsibility for the behavior of their service crews. It is necessary for all service crew personnel to have their names recorded on the official entry form in order to be covered by CAMS Personal Accident Insurance (maximum of 8 (eight) personnel per competing crew); late inclusions can be notified at documentation to the Event Secretary. Servicing is only permitted at nominated service areas and refueling in designated refuel areas. These areas will be described in the competitor road book, and on maps in the service guide. Note: - your refuel time is allowed in the Transport (Liaison) section after TC0, TC2B,TC5C &TC7B. In the event of a competing crew being stranded on a stage, retrieving service crews can obtain a location map from Rally HQ. This will only be available for stranded crews. Please note that there are time constraints for recovery between the uses of stages and unless vehicles can be recovered quickly, crews may have to wait until the second pass over the stage has been completed to recover vehicles. 19. Service Overview (provisional) There is one official Service/Refuel point located at Mansfield Showground s. Crews are advised that pump fuel is available at various outlets in Mansfield (including 98 RON premium unleaded). Event Service Summary It is anticipated that Service Crews can attend the 2 nd /4 th Spectator Point (Blue Range), watch their crew and then return to Service prior to their crew arriving back. This is not possible with the 1 st /3 rd (Ferraris Rd) spectator point. Service crews should make their own calculations and not rely solely on this recommendation. The event will finish at the Mansfield Showground s, Mt Battery Road, Mansfield at approximately 1730hrs. 10 20. Odometer Check The official Odometer check measured 4.06 kms along Mansfield-Whitfield Rd between the White Post Marked 1 and the White Post Marked 5. ODO Signs will be marking these locations on the Friday / Saturday of the event. Service Entry Exit Rally HQ Note: Do not speed on the ODO check as POLICE WILL BE USING RADAR IN THE AREA ON THE DAY OF THE RALLY. YOU HAVE BEEN WARNED. 21. Spectator Instructions A spectator guide will be given to all crews at event documentation. Further copies will be available at the event start location. There will be two spectator locations, with two passes through. They can also be downloaded from or Toilets will be available at both Spectator Locations.
