3 Supporting and Empowering Young People University of Wisconsin-Extension programs in 4-H Youth Development give young people a chance to learn new skills, gain self-confidence and contribute to their communities. 4-H youth development educators create real world experiences that teach leadership and citizenship skills. These experiences come to Wisconsin youth through more than 25,000 volunteer leaders in neighborhood clubs, schools and other community organizations. An officer team is generally composed of a President, Vice President, Secretary, Treasurer and Reporter/Historian. Choosing your 4-H Projects: A 4-H project is an area that you are interested in and want to learn more about during the year. There are projects on just about any topic you would like to study and explore. Here are some simple steps to follow when picking out what project you would like to enroll in: Make a list of the things you like to do or want to learn more about. 1. Talk over your list with your parents, leaders and friends. 2. Compare your list with the projects described in the listed in the online enrollment. 3. Check with your club leader or 4-H Agent to see what projects and resources are offered in the club and county. 4. Ask yourself if you have the equipment, money, time and interest in the project. 5. On these pages you ll find descriptions for a number of projects, internet sources, links of interest, fair project suggestions and other 4-H resources. 5 4-H Pledge I pledge my head to clearer thinking, my heart to great loyalty, my hands to larger service, my health to better living, for my club, my community, my country and my world. The 4-H Flag Salute I pledge allegiance to the flag of the United States of America, and to the Republic for which it stands, one nation under God, Indivisible, with liberty and justice for all. The 4-H Flag Salute and the 4-H Pledge are said at the beginning of every 4-H meeting. 4-H Motto The 4-H Motto, To Make the Best Better, was originally proposed by Miss Carrie Harrison, a botanist in the Bureau of Plant Industry. It was officially adopted by leaders who attended the first National 4-H Club Camp in It has remained the same through the years. 4-H Colors Green and white are the 4-H colors. The white background of the 4-H flag symbolizes purity; the green 4-H emblem is nature s most common color in the great outdoors and is the color of springtime. 5

6 Crawford County Enrollment Information Enrollment Policy The following policy outlines 4-H Membership in the Crawford County 4-H Program, according to County, State, and National Regulations. 1. The Wisconsin 4-H year is defined as October 1 September 30 for the purpose of these policies. 2. All 4-H members must be part of a designated 4-H Community Club or 4-H Project Club. (Note: Project Clubs - Individual 4-H project clubs must receive written approval from the Crawford County Leaders Association and follow all county, state and national policies related to 4-H and use of the clover to be an official 4-H Project Club). 3. Youth in kindergarten are eligible to enroll in 4-H. Kindergarten, first and second grade youth will participate as Cloverbuds. Youth will continue to be eligible for membership through the next 4-H year following graduation from high school. Member s grade is determined as of October 1 st of the enrollment year. Home-schooled children will enroll in their declared grade. Kindergarten members must be 5 years old H Ambassadors must be in grades Youth may not hold membership in more than one county or state at one time. 6. Re-enrollment needs to be entered by December 31 st, or you will not be eligible to show at the fair as a 4-H member. 7. New 4-H member enrollments will be accepted any time during the year. 8. All adult leaders/volunteers must go through the Youth Protection Program which includes a background records check, volunteer orientation program, completion of the volunteer behavior expectation guidelines and have a signed Volunteer Behavior Expectations for Wisconsin 4-H Youth Development signed and on file at the UW- Extension Office. 9. Individual 4-H Clubs can develop their own rules and requirements for membership in their club as long as they comply with federal and state nondiscrimination laws. All club rules and requirements must be agreed upon by the members at the beginning of the 4-H year and on file in the Crawford County UWEX Office with their club charter renewals each year. All new 4 H members must be informed of these rules and requirements prior to joining the club. Literature Policy National 4-H has literature available to 4-H members and leaders for most 4-H projects. The following policy outlines Crawford County Extension Office distribution of this literature. 1. Each 4-H Club has a tub of 4-H literature. 4-H Members and Leaders can use literature from the clubs tub. Literature booklets can be copied and then return the literature to club tub. 2. If 4-H Members or Leaders would like personal copies of project literature, they can purchase it from National 4-H Curriculum. 6

7 Membership Guidelines Club General Leaders should distinguish members as either active or passive. In special cases (such as attending college, work commitments, extended absences, etc.) it is up to the leaders discretion based on the activity and support of the member. The following are the suggested guidelines for determining Active Membership: Active Member-Should participate in more than 25% of the club s activities, attend at least 50% of the meetings, participate in at least 2 county events, and hand in a record book. They will be considered for awards on Awards Night. Active members will have priority for trips, and only Active members are eligible for trip reimbursement, financial support and or scholarships from the Adult Leaders Association. Passive member-is a member who do not meet the requirements of an Active member. For instance, they may participate in less than 25% of the club s activities (example: only participates in the fair or shooting sports, etc.) Passive members are ineligible for trip reimbursement, financial support and/or scholarships from the Adult Leaders Association. New members may join 4-H at any time. Previous members should be enrolled prior to December 31 st of the 4-H year in order to exhibit at the County Fair as a 4-H member, and/or achieve for the year and to maintain active member status. Ask your General Leader how to get involved. Club Fund Raiser Many clubs have a fundraiser during the year to help offset the costs to members. 9

10 Club Demonstration Your 4-H Club might allow you to do a demonstration after a meeting. A demonstration can be done on many topics. A lot of 4-Her s like to do demonstrations on something that they have learned in their 4-H project Community Service Your 4-H Club probably has many opportunities for community service projects throughout the year. Some clubs go caroling during the holidays or collect food for the local food pantry. Club Tour A club tour might be to different members houses to see their 4-H projects or they might take a tour of something historical. Club Picnic And many others! County Activities County Activities are open to all youth in any 4-H Club. Some of the activities do have age restrictions on them. Watch the Clover Leaflet Newsletter closer to the month the activity is in for more information. Cardboard Sled Races This is a Saturday at the end of January or beginning of February where 4-H members can learn about the STEM (Science, Technology, Engineering, and Math) Projects. Members work in groups to create the best sled by only using cardboard, plastic and a roll of duct tape. Project Discovery Day This is a Saturday held the end of March or beginning of April where 4-H members can learn more about different projects through project leaders and hands-on learning. At the end of the day, you get to take home the projects that you have made. Speaking & Demonstration Contest This event is held at the end of February. 10

11 Speaking Contest Members can pick one of the following four speaking categories; interpretive reading of prose, interpretive reading of poetry, interpretive reading of original prose or poetry, and original speech. There are time limits for the speeches. The Speaking Contest has a special class for grades kindergarten through 2. Demonstration Contest Members can also enter a demonstration on any topic. There are time limits for the demonstrations. The Demonstration Contest has a special class for grades kindergarten through 2. Drama Festival This event is held on a Saturday towards the end of March to early April. A club may perform a maximum of three plays, however, no member may participate in more than one play. Plays must not exceed 30 minutes. Fishing Derby This event is held the first weekend in June. This is also Wisconsin Free Fishing Day, so a license is not needed to fish on this day. This is a fun and educational event. There will be prizes and awards handed out as well as educational materials. Bring your poles, tackle and lunch for a day of free fishing fun. Food, Clothing, & Cake Revue The Food, Clothing, and Cake Revue is a Crawford County Fair pre-fair event and is held prior to the Crawford County Fair. Foods Revue At the Foods Revue, participants set up food displays and answer questions during judging which are pertinent to their display. In order to receive the premium, the exhibitor will be expected to fill out the Foods & Cake Revue Description form. The Foods Revue is open to Grades 3 and up. It is also open to Cloverbuds but not for a premium entry. Clothing Revue All 4-H Clothing Project members or members of other youth organizations doing equivalent work are encouraged to participate. Exhibits are judged face-to-face. Participants ages years old have an opportunity to serve as a State Fair Clothing Revue delegate if selected. It is also open to Cloverbuds but not for a premium entry. Cake Revue At the Cake Revue, participants set up decorated cake displays and answer questions during judging that are pertinent to their display. In order to receive the premium, decorated cake exhibitors will be expected to fill out the Foods & Cake Revue Description form. Cake Revue is open to Grades 3 and up. It is open to Cloverbuds but not for a premium entry. 11

12 Canoe Camp This camp is offered for 4-H members in June or July. The canoers paddle down different rivers each summer, spend a night camping, and then continue down the river. Shooting Sports Tournament This a pre-fair event that is held in June. Members in this project participate in Archery and Air Rifles. Member that have been hunter safety certified, can also shoot Shotgun Trap, Muzzle Loader and.22 Rifle. Practices are held at Lonnie Achenbach s Farm in March and April. Ambassador Program Ambassadors will be promoting 4-H throughout the county, assist in leading 4-H activities and events, work with other youth from around the county and most importantly HAVE FUN! Members in grades 9-13 are encouraged to apply. Summer Camps 4-H summer camp is offered at Upham Woods in Wisconsin Dells. This camp has campers from three different counties all having a great time together. The campers are led by older 4-H counselors in activities such as canoeing, arts & crafts, water games, nature activities, hiking, campfire activities, and much, much, more. County Fair & 4-H Food Stand The fair is a special time for 4-H members to show what they have learned in the 4-H projects to a judge. Crawford County 4-H also has a Food Stand during the fair, which is run by 4-H families. The Food Stand is a county-wide 4-H fundraiser to support the program throughout the year. Music Festival This event is on a Saturday in October. 4-H members can participate in events with their club as a group, with other members as a duet, or by themselves as a solo. There are several different categories to choose from: Group Divisions - Vocal, Instrumental, Dance, Family Division; and Solo and Duet Divisions - Dance, Instrumental and Vocal. Awards Night Generally held in October, this night is set aside to recognize members and leaders for their outstanding achievement during the 4-H year. Key Award The Key Award is the highest award given in the 4-H program throughout the state. The Award is given 4-H members in grades 9-13, who have applied and interviewed for the award. In order to be recognized, members must show exemplary achievement and leadership throughout their 4-H experience. 12

13 State and National Trips Wisconsin 4-H and Youth Conference Over 800 youth attend this educational event in Madison each summer. Participants take part in educational seminars and assemblies and meet people from across Wisconsin. They are encouraged to take what they learn and share it with others in their home community. Qualifications: Applicants must be in grades 7-10 (as of the fall school year) and must submit a resume and two references by December 1 st and turn in a record book for the year. National 4-H Conference (Washington D.C.) Six youth are selected to attend this working conference held at the National 4-H Center. Each participant selects an issue (i.e. education, promotion, environment, violence) and works with other youth from across the country to develop plans to help direct future 4-H Programming. Delegates spend the majority of time contributing to stimulating, task-oriented groups. One day is spent touring Capitol Hill and meeting with legislators. Qualifications: Applicants must be in grades and maximum age of 18 as of the first of the year; must have attended Wisconsin 4-H and Youth Conference; must submit a resume and two references by December 1 st and turn in a record book for the year; and must participate in an interview. Citizenship Washington Focus (Washington D.C.) Over 200 Wisconsin 4-H Youth are selected to attend this leadership program held at the National 4-H Center. Participants learn the importance of civic and social responsibilities as they relate to the development of better citizens and leaders. The week consists of participatory workshops, speakers, committee work, field trips and social events. Qualifications: Applicants must be in grades and minimum age of 15 during program; must have attended Wisconsin 4-H and Youth Conference; must submit a resume and two references by December 1 st and turn in a record book for the year. National 4-H Congress (Atlanta, GA) Delegates participate in self-development seminars, tours and a service project while exchanging ideas with youth from across the country. Qualifications: Applicants must be in grades and maximum age of 18 as of the first of the year; must have attended Wisconsin 4-H and Youth Conference; must submit a resume and two references by December 1 st and turn in a record book for the year. International Youth Exchange Members who are interested in traveling and learning about other countries and cultures can participate in this event. Members need to be age 12-18, to travel to Japan, Korea, Argentina, and Mexico. Members that are ages can travel to Australia, Tanzania, Finland, and Norway. Members also can host a student that is Argentinean, Cameroonian, Finnish, Japanese, Korean, Mexican and Norwegian, for one month. There is also an opportunity for members to host a student of Japanese or Eurasian Culture for the full school year. U.S. Space Camp This weekend in April lets participants complete a simulated Space Shuttle mission, experience training simulators, tour the U.S. Space and Rocket Center and learn about becoming an astronaut. Qualifications: Applicants must be in grades 6-8 and must submit a resume and two references by December 1 st and turn in a record book for the year. 13

14 American Spirit Youth learn about America s heritage and build awareness of many steps taken to gain U.S. independence and freedom by visiting historical sites in Philadelphia, New York, Boston and more. Qualifications: Applicants must be in grades 8-10 and must submit a resume and two references by December 1 st and turn in a record book for the year. Who s Who in Crawford County 4-H Cloverbud Members in kindergarten, first, and second grade participate in an introductory 4-H program and are part of a 4-H club, but are given slightly limited opportunities for county competition. 4-H Member Anyone in third grade through one year past high school graduation (as of October 1st of enrolling year) who participates in a local 4-H group. Youth Leader Project Leader General Leader Activity Leader A 4-H member who is in 7th grade or older and is enrolled in the Youth Leadership project. They take an active part in helping the younger members in the club, county and community. By doing this, they grow, mature, and learn leadership skills. A volunteer who helps 4-H members as they learn, make, or do something. This person can be a 4-H parent who agrees to help with a project. It may also be a youth leader or a person from the community who has knowledge in a particular subject matter area. A volunteer who is responsible for the organizational part of the club such as securing enrollments, help members use parliamentary procedure, help members plan the year s program, help officers understand their roles and duties, involve parents in the club, recruit members and leaders, encourage recognition and appreciation, and facilitate the club s connection to the county program. A volunteer who helps the 4-H club by serving as a leader for a variety of activities, including drama, music, coaching livestock/dairy/ meats teams, and transporting youth to activities among other things. Parents/Guardians Parents or guardians are very important to the success children will have in the 4-H program. Parents or guardians are encouraged to attend monthly meetings and project meetings with their child(ren). Encourage your child to participate in county and state events, such as public presentations, camp, fair, workshops and other activities. All county-wide events are open and families are encouraged to attend. 14

15 The most important role adults play in 4-H is the support they give to their child(ren). Support your child in the commitments he/she makes, help him/her think through decisions, and see that he/she reaches his/her goal. There are several ways for parents to help: * Advise your child in selecting 4-H projects. Help them select a project they are interested in, have the ability to accomplish and is one for which you can help furnish needed materials, facilities, financing and guidance * Attend 4-H meetings and other special events. * Guide your child s project work and encourage completion without doing the work for the 4-Her. * Support the local 4-H club leader and offer your services. * Be an example of a good sport so your child will learn to appreciate the successes of others. * Make others in the community more aware of 4-H. County Level Terminology 4-H Youth The professional who guides, teaches and administers the 4-H Development Agent program. This person is a faculty member of the University of Wisconsin. 4-H Support Staff This person works with the 4-H Youth Development Agent with communication and maintenance of the 4-H program. 4-H Adult Leaders This group advises the 4-H Youth Development Agent in plan- Association ning, implementing and furthering the program. An adult from each club serves on the association. Any 4-H Leader is welcome to attend meetings. Ag & Extension Committee Currently consists of five county elected officials. They are Education Committee responsible for overseeing the County Extension education program. 15

16 4-H Terminology UWEX The University of Wisconsin (Cooperative) Extension (System) is responsible for the administration of the 4-H program in Wisconsin. Clover Leaflet The Crawford County 4-H Newsletter is mailed or ed every month to each 4-H family. This gives information about county level 4-H meetings and activities offered to 4-H members, leaders, and parents. For most events, this will be your only source of information. 4-H Year A new 4-H year starts October 1 and ends September 30, of the following year. 4-H Age Cloverbuds must be in kindergarten, first or second grade. All youth can be members through one year past high school graduation (as of October 1st of the enrolling year). Club Rules & By-Laws Most 4-H Clubs have a set of written rules for the operation of the club. Be sure you become familiar with your club s rules early in the year. If your club needs help developing or revising by-laws, contact the Extension Office. Project Literature Record Book 4-H member and leader guides written by University specialists serve as suggestions of areas to study in your 4-H projects. Each club has a tub of literature. Members can check out pieces of project literature from the club tub. The record book is a report of 4-H accomplishments in projects and activities during the current year. Members may complete a record book and submit it to their general leader by September 1st. Record books are evaluated at the county level for consideration of county awards. Records help you benefit in ways that are harder to see, yet are very important. Learn how to identify your goals and set priorities. good organizational and planning skills. Learn if money is made or lost. Explore careers and jobs. Learn to compare and evaluate success or failure. Experience personal satisfaction and growth through completion of worthwhile task. Will then have a complete story telling what projects you took, leadership positions you held, and activities you participated in. 16

17 County Fair, August 22-25, 2019 The Crawford County Fair is held annually in August. The Fair provides an opportunity for 4-Hers to display/exhibit the things they have worked on over the year. This is a major event where many people see what 4-Hers can do. The 4-H Fair exhibits are evaluated by state certified judges. The process is designed to extend the learning the member has done on their project. The judges are more than willing to spend time with members providing valuable feedback on how to improve their project. Judging Systems Used at the County Fair Danish Judging: Traditional system whereby all exhibits of the same class are presented simultaneously to the judge. The judge evaluates each project and is permitted to give a maximum of 25% blue, red, white and pink ribbons within each group in the class of projects. Exhibitors do not need to be present for this type of judging. Face-to-Face Judging or Conference (Used for Younger Youth Development - i.e. Cloverbuds) This form of judging allows for more flexibility on the part of the judge and the exhibitor. Exhibitors bring their projects to the judge at their convenience within the time allotted and talk to the judge about their project. The entire class does not need to be present at the same time.
