Must be registered as purebred. Cattle entered in the Commercial Cattle Classes must meet all health requirements. All other regulations apply (eg. NLIS tags). Champion and Reserve Champion Ribbons will be awarded in all breed sub-sections Limit of 3 entries in each class for each exhibitor. All bulls must be haltered, and those over 12 months must have a ring in the nose. All cattle exhibited must be broken to lead. NO Grand Parade. Inter-Breed judging instead of Parade **Exhibitors must fill out a Cattle Herd Health Status Declaration form in regard to JD and send with entry. Cattle Herd Health forms avail. from Secretary or our website. NLIS - DEPI requirements for scanning numbers will be followed. Overnight accommodation for cattle will be available. Suitable facilities will be available to separate animals in various health testing categories eg. J.D. All Exhibits must be healthy and disease free and tested negative for Johne s disease or be from herds with no known history. A Stat Declaration may be required. Society Inc. 64th Championship Dog Show To be held under the Rules and Regulations of the Victorian Canine Association, a copy of which may be inspected at the office of the Hon. Kennel Secretary of this Show. TO BE HELD AT Benalla Showgrounds, Friday, October 16th, 2015 at 9am Entry details: contact Kennel Secretary, Ms. Kathy Humphries,(03) Entries close 11th September 2015 REGULATIONS Please Note: Special attention is drawn to the Rule regarding closing of Entries, which will be strictly adhered to. Exhibitors are particularly requested to send in their entries as early as possible. The penalty for late entries is double entry fee. GENERAL 1. It is a condition of entry that exhibitors and competitors undertake to comply with the following regulations. 2. Entries except Post Entries [Horses] must be made in writing and lodged with the Secretary, at the office, accompanied by the full amount of entrance money and stamped addressed envelope. The Society reserves the right of refusing to admit any exhibit. No refunds on entry fees. 3. The class and section which it is intended to exhibit must be stated and signed by or for the exhibitor. A ticket for each exhibit will be given by the Secretary at time of entry, and which must accompany the exhibit when placed, and no exhibit will be received without such a ticket. Any exhibits may be called on for judging at any time irrespective of the position it may occupy in the list of exhibits. For district events the radius shall be as shown on the ordinance map at the Secretary s Office. 4. All exhibits must be bona fide property of the exhibitor at the time of entry. 5. The Society shall also have power to require that statutory declarations be made concerning any article which they have reason to suppose is being exhibited contrary to the rules connected with the exhibitor. Proved wilful misrepresentation in regard to exhibits will not merely forfeit the prize, but render the exhibitor liable to disqualification at the pleasure of the Society. 6. There will be no free entries in any section of the Show, except junior events. 7. The Society will not be responsible for any accident that may be caused through or by any exhibit, or any person or property, and it shall be condition of entry that each exhibitor shall hold the Society blameless and indemnify it against any legal proceedings arising from such accident including fire. All exhibitors of animals are encouraged to carry Public Liability Insurance. 8. The Society will not be responsible for exhibits. All exhibits left in the Society s grounds for a period of one month will be sold by the Society to defray expenses. 9. The decision of the judges shall be final except in cases where protests are duly lodged with the Secretary, as directed hereunder. 10. No appeal against the decision of the judges will be entertained unless same be made in writing, and lodged with the Secretary within 30 minutes of the event, or after the opening of the Pavilion to the public, and a deposit of $10 be made, which will be forfeited if the society considers the appeal too frivolous. 11. In the event of a protest being received, the same will be considered by a protest committee (comprising the President and Vice-Presidents at the Show, if possible) and its decision shall be final. 12. Any person insulting or interfering with the judges during the Show will be liable to removal from the grounds, and the prizes, if any, awarded to him, forfeited. Members of the Society so transgressing will be liable to expulsion. The Society is affiliated with the North East Group, and it has been determined by that body that in the event of any exhibitor being offensive to any judge, his entry will be declined by all Societies affiliated with the Association, and any prize money won by him shall be withheld. Other penalties imposed by any Society in the Association will be upheld and enforced by all. 13. The judges may award a second or third prize instead of a first, or may withhold a prize altogether where there is no competition, or where the exhibits are not considered worthy. 14. Should any exhibit having gained a first prize, be disqualified, the next on the list does not necessarily obtain the first prize. The Society (with or without the advice of the judges) shall be empowered to decide the question. 15. Exhibitors who have prizes awarded to them are requested to collect prize monies from the Secretary s Office on Show Day (Saturday) or on the following Monday between a.m. and 2.00 p.m. (of the week after the Show) with a statement of the prize money claimed by them and the exhibits and number of sections for which they are claimed. No claims to prize money will be recognized after 30th November in the year of the exhibition. 16. Any person refusing to display the prize for any exhibit for which a prize is awarded, and to keep same on display during exhibition, will on proof thereof to the Council, be disqualified from receiving all prizes awarded to the said person during the show. 17. Prize cards or ribbons won at other shows must not be exhibited on any exhibit in the exhibition, or placed on pens where stock are housed. Page 38

7 18. No Exhibits (livestock excepted, 4.30 p.m.) shall be removed from the exhibition before 5 p.m., or as otherwise stated in each Section. 19. All machinery in motion shall be either securely fenced, or in such position, or of such construction as to be equally safe to every person as it would be if it were securely fenced. 20. The exhibitor accepts all responsibility for any damage or injury to any person or property, which may be occasioned by or arise out of the use of any machinery, implement or apparatus of any nature whatsoever used in connection with the Stand and hereby indemnifies the Benalla Agricultural Society accordingly. 21. Any member guilty of conduct calculated to bring the Society into discredit in connection with its Shows or any other matter shall be liable to have his conduct inquired into at a special meeting of the Council, and if the complaint is sustained, he shall be subject to reprimand, fine or expulsion from the Society, and disqualification at its pleasure. 22. Any infringement of these rules will disqualify exhibitors from taking any prizes awarded to them, and from exhibiting in future. 23. No prize money will be paid without the correct prize ticket. This will be strictly enforced. Cash prize money will not be paid out after 4.30 p.m. on FRIDAY. 24. No prize ticket from Exhibitions in the Grandstand or G&L Croxford Pavilion is to be removed without the express approval of the Section Stewards. 25. No prize money from the Exhibitions in the Grandstand or G&L Croxford Pavilion will be paid out until after 4.45pm Saturday. 26. No person who is in arrears with regard to entry fees, subscriptions, or any other Show charge is eligible to compete at any Show held by or affiliated with VAS Ltd. Proof of payment will be required before any restriction will be lifted. Livestock & Horse regulations 27. Benalla Agricultural & Pastoral Society Inc. reserves the right to remove any person in the state of intoxication, or behaving in a disorderly manner, from the reserve. (See Government Gazette No. 267 sections 2 & 23.) 28. Ages of horses to date from 1st August; sheep from 1st April, cattle as stated in cattle section. 29. All animals or exhibits entered in competitive classes or ring events or parading (whether by invitation or entry) must be entered in the name of the bona fide owner or lessee. All animals must be named at the time of entry. 30. No exhibitor or registered owner shall exhibit any animal recorded by any organisation or any affiliated breed society in any show or exhibition or advertise any animal in any paper, schedule, periodical or pamphlet under any but its registered or recorded name or as having attained any wins not recorded in the results of affiliated shows. 31. A lease presented to VAS Ltd must cover each leased animal competing. Evidence of a lease or partnership must be presented on request from VAS Ltd. All benefits and penalties relating to a leased animal shall be attributed to the lessee. If the animal is registered with an affiliated Breed Society the lease must also be registered with that Society. 32. Leases or partnerships must be for no less than a six (6) month period and a copy shall be lodged with Show Officials whenever an animal is entered for competition. 33. No competitor or exhibitor shall deface or alter registration papers, height certificates or performance cards. Damaged cards, certificates or registration papers are not acceptable and should be replaced. 34. Animals must be shown in their current recorded height group, breed classifications, age groups and classes. Horses must hold the relevant certificate issued by an official Measuring Steward using a proper measuring stand. 35. Exhibitors must carry a current performance card for every novice horse and make this available in the ring upon request. 36. It is the responsibility of the exhibitor to ensure that the animal, exhibit and/or competitor are entered and shown only in the correct classes, and that the animal, exhibit and/or competitor is entered and shown under its full registered name where applicable. 37. Hats and Safety Helmets: (a) A hard hat is generally described as a hunting cap, a bowler, protective headwear or a safety helmet. (b) Wearing a hard hat is compulsory for everyone competing on, working in or schooling or riding for any other reason a horse at a Show or in any area considered to be for whatever reason a part of the Showgrounds. (c) All riders 16 years and under must wear protective headgear, which includes a retaining harness secured to the shell at more than two points. Such headwear must be worn with the chinstrap properly adjusted and fastened when in the arena or ring, the practice area collecting rings or anywhere else within a Showgrounds. (d) It is strongly recommended that all riders particularly those jumping horses wear protective headwear conforming to the current Australian Standard or an equivalent standard and that the headwear be secured by a retention harness. 38. Any alleged acts of animal abuse are reportable during the event to the Society, supported by at least two other witnesses, or after the event to VAS Ltd in writing. Two separate letters must be received in writing by VAS Ltd from unrelated members or different families within fourteen (14) days of the date of the event, giving rise to the incident. 39. The use of tranquillisers, stimulants, or any drugs capable of affecting the performance or behaviour of animals is forbidden. 40. Competitors are advised that tests for forbidden substances may be carried out during the Show and that testing of all animals is at the owner s risk. Testing for forbidden substances will be carried out under veterinary supervision. 41. All Cattle/Sheep/Goat exhibitors must provide signed Health Statements in regard to Johne s Disease. All exhibits must be able to be identified as part of the National Livestock Identification Scheme (NLIS). Property Identification Codes (PIC) will be recorded for all exhibits. 42. Any Exhibit or Exhibitor deemed to be behaving in a Dangerous or Disorderly manner by the Stewards or Judge will be asked to leave the Showgrounds. Page 39

8 Environmental Health & Safety regulations 43. ALL Trade Space operators at the Benalla Agricultural and Pastoral Show are required to cooperate with the Benalla Agricultural and Pastoral Society Inc Committee to ensure that they work in a healthy and safe environment. 44. While at work all volunteers must take reasonable care of their own health and safety and for anyone else who may be affected by their actions. 45. Trade Space Operators must not willfully or recklessly interfere with or misuse anything provided for health and safety or willfully place the health and safety of another person at risk. 46. It will be necessary for all commercial sites to conform with Occupational Health & Safety, Dangerous Goods legislation and associated regulation, especially those with regard to electrical leads and LPG appliances and fittings. Make sure any remedial work you need to do is carried out before the Show commences. 47. All plant and equipment to comply with relevant legislation and standards, AS All electrical equipment to have been tested and tagged within the 3 months prior to the show date and are appropriate for the job (heavy duty). 49. Application for, then occupation of Trade Space is to be taken as agreement to abide by all rules of the Benalla Agricultural & Pastoral Society Inc. 50. All electrical cables are to be positioned so that they do not create a hazard. WorkCover require cables to be either buried or suitably supported overhead. Cables to be buried must be underground to a depth of 150mm where vehicular traffic is present, other areas 75mm. 51. Extension leads/ cords are not to exceed permitted lengths (Refer to C.O.P. Temp Electrical Installations Section 12 and AS 3199) 52. All electrical cabinets and switchboards must be able to be closed and locked. 53. Fire extinguishers are required for all food vans and other relevant sites. 54. Any mobile equipment is to be barricaded to the satisfaction of WorkSafe. 55. Exhibitors must comply with all Local Bylaws. 56. Liability insurance must be current and available to be checked. 57. No holes shall be dug or any objects driven into the ground without approval of either the Trade Space Co-Ordinator or President of the Benalla Agricultural & Pastoral Society Inc. 58. Any gas cylinder shall be restrained and be within the required test date. 59. Tent pegs or any stakes shall be suitably protected to prevent any risk of injury. 60. No item listed on the List of banned items 2014 shall be exhibited as prizes or items for sale nor be given away for any purpose at the showgrounds. 61. Each site shall display identification as required by the Benalla Agricultural & Pastoral Society Inc. 62. The size of the site requested MUST be adequate to contain completely all the applicant s equipment. Trailers, towbars, guy ropes etc must not infringe on adjacent sites. 63. Site holders and Showmen must give protection of the environment a high priority in all activities on site, and must not commit and act that will place the Benalla Agricultural & Pastoral Society Inc in breach of any regulation. Any accidental spill or release of substances which may contaminate or harm the environment must be immediately contained, and then reported to the Secretary or Trade Space Co-ordinator. Any requirement to discharge substances into the air, stormwater or sewers must be approved by the Secretary. Where the work requires the disposal of any environmentally harmful substance the Site holders and Showmen shall be responsible for the removal, transport and disposal in accordance with all statutory regulations and laws so as not to place BAPS in breach of any regulation. 64. Tasks which require particular care include: Refuelling of engines of vehicles, generators, etc Disposal of wastewater, cooking fats, etc 65. SECURITY Site holders and Showmen are responsible for securing their tools, equipment and property adequately, as well as the personal property of their employees, as the Benalla Agricultural & Pastoral Society accepts no responsibility for damage or theft. 66. BENALLA RURAL CITY HEALTH REGULATIONS All food vendors (exposed and packaged) must adhere to the Benalla Rural City Health Regulations, Registrations and Bylaws.
