Overview 2016 Camporee Leader s Guide Golden Arrow District Theme: Scouts on the Range Location: Camp James Ray, Pottsboro, Texas Date and Arrival Time: Friday, April 15, Registration will open at 7:00 P.M. Participants: Camporee is open to all registered Boy Scouts and their adult leaders. Webelos may attend as guests of a troop and participate in Camporee activities. Webelos must have a parent or legal guardian in attendance, at all times, while at Camporee. SCOUTMASTERS: Webelos should be added into Scout Patrols and not organized into patrols of Webelos. Mixing Webelos into Scout Patrols with experienced scouts ensures the patrols are competitive and offers Webelos the ideal Boy Scouting experience. Registration Fee: Troop registrations will be accepted at Roundtables and at the Scouting Service Center in Fairview. Registration fees are $13 per scout. Scouters (adult leaders) are free. Registration forms are available on the Golden Arrow website: Uniforms: Minimum uniforming standards for Friday evening and Saturday through dinner will consist of long or short pants, a Scouting T-shirt and closed toe shoes. Hats, if worn, must be Scouting hats. Class A uniforms are the appropriate dress for the Saturday campfire program and Sunday morning assembly. Scoutmaster and SPL Meeting: There will be an information meeting at :00PM on Friday evening at the Dining Hall. The Unit SPL (or acting youth unit leader) and Scoutmaster (or acting adult unit leader) should attend. All units must be represented at this meeting. Any changes to the schedule of activities, camp-specific items, and other important information will be distributed at this meeting. Trading Post: The Order of the Arrow will run a trading post on Saturday from 9am-5pm offering a variety of drinks, snacks, and merchandise. All proceeds will serve the needs of the Wakaree OA chapter of the Golden Arrow District. Patches: Each registered Scout and Scouter will receive a Camporee patch on Sunday morning after successful completion of the unit s campsite inspection. Any extra patches will be available for sale at the Trading Post and at the first Roundtable immediately following Camporee. Parking: In designated parking areas only. Absolutely no vehicles (other than equipment trailers) may be left in campsites without a special permit from the Camporee Camp Commissioner. Tents: Troops must furnish their own tents. Water: Available at the camp. Bring containers to transport to cooking area. Meals: All units should make provisions for their own meals. The event will not be offering meal service. Latrines: Existing latrines at camp will be used. Units should bring their own toilet paper, soap, and cleaning supplies. Health/Safety/First Aid: Minor first aid is Unit responsibility. Major first aid problems will be handled by Camporee first aid staff. All liquid fuels must be handled in accordance with National Boy Scout policy. 3 Initial Release

Judges: All adult leaders and parents from each troop are needed to help judge this event s Sprit Competitions. Leaders should not accompany patrols to the events. Adults not with Troops assigned to the events will assist those Troops. Additional assignments will be made at the Friday evening cracker barrel. Buglers: Any Scouts who can play taps, reveille, call to colors, etc. on their bugles are encouraged to bring their bugles and check in with the Camporee staff on Friday evening. Note: All Camporee activities are subject to change, as necessary, due to inclement weather or facility issues. Patrol Classifications Each patrol in every troop is strongly encouraged to participate in every patrol competition. In order to allow patrols to compete on their own level, competitions will be judged separately among Scout Patrols and Senior Patrols. Scout Patrols are for scouts 14 years of age and younger. Scout Patrol competitions will follow a scouting skills theme. Senior Patrols are for scouts 14 years of age and older and will include more advanced and more challenging activities geared for older scouts. (Yes, a 14 year old scout has the option of participating in either a Scout Patrol or a Senior Patrol.) The ideal size for competition patrols is six (6) scouts; however, patrols should not be smaller than four (4) scouts or larger than eight (8) scouts. Patrol Leaders should ensure that all patrol members have the opportunity to compete at Camporee although some competitions may have a participant limitation. By simply alternating scouts between activities, everyone should get an equal opportunity to participate. NOTE: Some competitions may be designed specifically for patrols of six scouts. Scoring may be normalized for patrols with fewer than six scouts. 4 Initial Release

Scouting Spirit Competitions Patrol Flag Contest Each patrol is encouraged to enter its flag, on a flagpole, in a contest to be recognized as the best Patrol flag at Camporee. This contest counts toward Best Overall Patrol, the 0% Patrol Participation Award, and the 0% Unit Participation Award. All flags are to be constructed entirely by Scouts. The flagpole is also part of the entry and should be as creative as the flag. When a patrol flag is submitted, the Patrol Leader must turn in an entry form, legibly written, stating what work on the flag (if any) was done by adults. The amount of work done by adults, instead of scouts, will be considered in the judging of the flags. The entry form should be placed on the flag, in the upper most corner, closest to the flagpole. Awards will be given in each Patrol classification. Flags should be carried in by each patrol at opening flag ceremony on Saturday morning. Once dismissed from opening ceremony, the patrol leader will need to turn in the flag at the Dining Hall no later than :00am on Saturday. Patrol flags may be picked up after 5:00pm on Saturday. Scoring: See appendix for judging criteria. Unit History Display Show off your unit's history and traditions. History displays will be judged for the best unit history display award; however, the results will not affect the overall unit scoring. Entering a history display DOES apply towards the "0% Unit Participation Award. Essential elements that should be included in your display are: 1. A timeline of unit's history from beginning to present. 2. List of Eagle Scouts 3. A pictorial of the unit's history (significant events/activities) 4. Unit Apparel (t-shirts, neckerchiefs, patches-unit specific) 5. Your unit's community service activities (including Eagle projects). 6. Where did you go to summer camp in 2015? (Optional, but will get you bonus points!) Displays need to be set up at the Dining Hall no later than 9:00 AM on Saturday and may be picked up after 5:00pm on Saturday. Scoring: See appendix for judging criteria. Unit Campsite Inspection Campsite inspections will count toward the 0% Unit Participation Award and will count toward Best Overall Unit to be included in the overall unit score. Each unit will be responsible for providing their own fire protection. Troops may share campsites; however, each should be clearly designated so judges can distinguish between different troops/campsites. Inspections will include youth and adult camping areas. Inspections will follow the attached criteria and will be conducted between :00 AM and noon on Saturday. Scoring: See appendix for judging criteria. 5 Initial Release

0% Patrol Participation Award Each patrol should strive to earn the 0% participation award at the Camporee. For a patrol to earn this award, the patrol must compete in all patrol competitions (for its category of patrol) and enter a patrol flag in the flag contest. 0% Unit Participation Award Each unit should strive to earn the 0% participation award at the Camporee. For a troop to earn this award every patrol in the unit must earn the 0% Patrol Participation Award and the troop must participate in all Unit competitions, including the Unit History Display contest, the Unit Campsite Inspection, and the Unit Dutch Oven Cook-off contest. Campfire Skit Contest The Saturday evening campfire program will feature a contest for the best troop skit. Each troop is encouraged to put forth their best skit. The best skit will be determined by audience votes (applause Yes, this is all just for FUN!). Troops need to register their skits with the Campfire Master of Ceremonies (MC) no later than 6:00pm on Saturday. Visit Camporee Headquarters to sign-up. Scout Patrol Competitions Scout Patrol competitions are for scouts 14 years of age and younger. Campfire Stories (Fire Building) Skills: Camping - Axe/saw, fire building Activity: Before you can circle around the fire for some storytelling, you have to build the fire. Each patrol will be provided a flint and steel, five (5) cotton balls, and wood. Patrol will be given minutes in the axe yard to prepare their wood/fuel for this activity. All patrol members will participate. Two strings will be stretched between vertical sticks, one 12 inches above the ground, and the other 18 inches above the ground. No grass, leaves, pine needles or artificial fuel may be used. When the first string burns through, all tending, blowing and adding fuel must stop. Time is stopped when the second string is burned through. Ignition of the fuel MUST take place at ground level. Scoring: The quickest time will determine the winner. Timing should be scored to the th of a second and reported in minutes:seconds:tenths. Wagon Wheels (Trundling a Hoop) Skills: Activity: This is an old game where a large hoop is rolled along the ground, generally by means of a stick or rod wielded by the player. The aim of the game is to keep the hoop upright for long periods of time. In this activity, patrols will need to trundle a hoop along a course in relay fashion. 6 Initial Release

Scoring: This will be a timed event with penalties for patrol members that fail to keep the hoop rolling. Fastest time wins. Timing should be scored to the th of a second and reported in minutes:seconds:tenths. Got Roped In (Lassoing) Skills: Lots of patience, good dexterity Activity: Out on the range, the best (and sometimes the only) way to wrestle that wayward calf back into the herd was to use a lasso. Scoring: Points based on where arrows stick in a 60cm FITA (colored, concentric circles) target. Bonus points for targets at longer distances. Tomahawk Toss Skills: Patience, determination Activity: The object is to throw the tomahawk and stick it in the bull s-eye. Each patrol receives a total of 36 tomahawk throws with each member receiving six (6) throws. Scoring will be determined by where the tomahawk sticks in the target. The District will provide all tomahawks for the competition. Troops/Patrols should not bring tomahawks to Camporee. Webelos cannot participate in this activity. Scoring: Points based on where the tomahawk sticks in the target. Senior Patrol Competitions Senior Patrol competitions are for scouts 14 years of age and older. Each scout should carry with them the following items: water bottle, pen or pencil, compass, walking stave (optional), Scout handbook, towel and any other items they feel would help in competitions. These competitions will be broadly spread across the camp and will require much longer travel times between activities. 7 Initial Release

Chuck Wagon (Pancake Flip) Skills: Cooking Activity: Entire patrol may participate, but a minimum of four Scouts per Patrol will need to participate. Competition consists of: (1) Prepare batter, pour in skillet, turning pancake one time with spatula, (2) When pancake is done, using skillet, cook will flip pancake into the air over a string, where it is caught in a second skillet by another Patrol member standing on the other side of the string, (3) After butter and syrup is applied to taste, the pancake is eaten by one of the Patrol members, (4) Time stops after pancake is completely eaten. Scoring: The fastest time will determine the winner. A time penalty will be assessed if the pancake is not sufficiently cooked before it is eaten or is dropped during the flipping. Timing should be scored to the th of a second and reported in minutes:seconds:tenths. Campfire Stories (Fire Building) Skills: Camping - Axe/saw, fire building Activity: Before you can circle around the fire for some storytelling, you have to build the fire. 10 Activity: This will be a Camporee-wide competition for fun and the pride of being the best team. This competition will NOT count toward 0% Unit Participation or toward the Best Overall Unit scoring. It will be very similar to a tug of war. Your team must pull the flag across the line to win. Each troop will be allowed to register as many teams as they like; however, each scout can only be a member of one team. Teams will consist of any number of Scouts whose combined weight may not exceed 900lbs. We will use the honor system for total weight: however there will be a weigh station at the headquarters for units to calculate their total weight. The SPL will turn in registration sheet(s) listing their participant's name, weight and total team weight to the headquarters by 9:00 AM on Saturday morning. (Please don't be late, so we can start the event on time) Once your list is turned in, you may not substitute team members unless there is an injury. Please make sure your unit#, team name, and team leader s name is also included. Each team will line up next to the rope with their hands on their heads standing upright. When they are told to go, they will grab the rope and begin pulling. All Scouts must wear closed toe shoes (no cleats may be used). You may also use hand padding (but no gloves), which must be laid on the ground at their feet. The unit that pulls the flag over their line first wins. Adults are also encouraged to form teams and play against other adult teams. Scoring: This will be a double elimination event. Teams that "No-show" will forfeit. 1 st, 2 nd and 3 rd place teams will be awarded. Special awards for the top three finishers. Explanation for Scoring Patrol Competitions After the close of competition, each classification of patrol at Camporee will be ranked by their results in each of the competitions. A patrol that does not compete in a competition will receive the lowest rank determined by the overall field of competitors. Patrols finishing first, second, or third place in each individual competition will be awarded. The ranking results for all competitions will then be used as point values for determining the overall results and awarding the top three patrols. Best Overall Patrol - This award will be given to the best patrol, by classification, at Camporee based on the overall results for all patrol competitions including the patrol flag contest. The ranking for each patrol in each competition will be summed to create a composite score. For example, a patrol earning a first, fourth, seventh, eight, tenth, sixteenth, and twenty-fourth ranking in the individual competitions would score = 70 points. In case of a tie for first, second, or third place in the overall patrol competition, the winning patrol will be the patrol with the most first place scores in all competitions. If still tied, the number of second places will be used, then third places, etc. until the tie is broken. The patrol which wins the tie-breaker will be given the place and the other patrol will be given the next lower place. Explanation for Scoring Unit Competitions Unit competitions will be ranked by their results in each of the competitions. A unit that does not compete in a competition will receive the lowest rank determined by the overall field of competitors. Units finishing first, second, or third place in each individual competition will be awarded. The ranking results for all competitions will then be used as point values for determining the overall results and awarding the top three units. Best Overall Unit This award will be given to the best unit at Camporee based on the results of the overall scores for (a) patrol competitions, (b) unit competitions, and (c) campsite inspection. For patrol competitions, a composite score will be created based the overall patrol ranking for each of the unit s Initial Release

patrols. For example, if the five patrols in a unit had overall patrol rankings of 1, 4, 7, 13, and 24, the composite ranking would be created by calculating the average rank across all of the unit s patrols: = 49 / 5 patrols or an average rank of 9.8. The best overall unit will be determined by adding the composite rankings for the patrol competitions and unit competitions, and the unit s ranking for the campsite inspection. In case of a tie for first, second, and third place, the tie will be broken by the unit score in patrol competitions. If a tie remains, the average number of first places among all patrols in each unit, then by second places, etc., will break the tie. NOTE: Units must compete in all competitions to be eligible for the Best Overall Unit award. For example, if your unit does not enter a patrol into the Scout Patrols competition, your unit will receive a ranking for this patrol classification equal to the lowest overall ranking for the competition. Event Supplies The units of our great District and their adult volunteers are what make Camporee a success; however, we sometimes need more than just volunteers to pull off an activity or competition. The following is the list of activities and competitions and the supplies to be provided by the event and District. Any other supplies necessary for the activity/competition is the responsibility of unit(s) running the activity/competition. This list is not meant to be complete and you are encouraged to use your imagination and creativity to make the competition fun and challenging for the Scouts. Since your unit will be running the activity/competition, it is important you determine what you need to run it successfully. Please prepare to set up at least six stations or more to help keep the scouts moving and engaged in Camporee. If you need assistance procuring any equipment or materials for your activity/competition, please contact the Camporee Quartermaster or Camporee Event Chair. 11 Initial Release
