Staff and gvernrs shuld be invlved when devising the plicy, and ensure that all staff are aware f what the plicy means fr them. 3. The plicy shuld be signed by the head teacher and chair f gvernrs, dated when signed, and reviewed annually. 5. As the plicy is a management tl, it will be the first dcument yu are asked t prduce when visited by HSE inspectrs and KCC auditrs, where applicable. A2 The Law Regarding Health and Safety Plicies: A written health and safety plicy is a statutry requirement where an emplyer emplys five r mre peple. It must be brught t the attentin f the emplyees, and shwn t an HSE Inspectr r KCC auditr if requested. An explicit safety plicy demnstrates t staff, pupils and visitrs that the rganisatin values their health, safety and welfare. The allcatin f respnsibilities and the writing dwn f particular arrangements t implement the plicy encurages a cherent apprach t the management f health and safety. Fr schls wh are develping r revising their health and safety plicy, this guidance and suggested detail can be presented t staff fr cnsultatin, t add specific cntent. After any apprpriate re-drafting, this can then be presented fr apprval t the schl management team befre final adptin by the gverning bdy. Therefre, writing the plicy in cnsultatin with all staff clarifies the arrangements made and helps give them wnership. This prcess als prvides fr infrmatin t be shared later with thers such as visitrs and cntractrs. The plicy will then be reviewed annually in line with the cycle n the management plan but will be amended if new legislatin/prcedures etc. make this necessary. 5 Sectin B ORGANISATION B1: Emplyer Respnsibilities Kent Cunty Cuncil as the emplyer has a statutry duty in respect f health and safety in cmmunity and vluntary cntrlled schls t ensure that premises and peple are healthy and safe. The respnsibility is devlved t the headteacher, wh has day t day respnsibility fr staff, pupils and thers as fficer in charge f the premises. The head teacher will ensure the verall implementatin f the plicy. B2: Head Teacher Respnsibilities T ensure this plicy is reviewed annually, r befre if there are any significant changes in circumstances; T ensure that emplyee respnsibilities regarding health and safety are included in the staff handbk and that it is prperly received and understd; T include health and safety issues in the schl imprvement plan, if necessary; T carry ut regular health and safety inspectins (at least three times a year) and take remedial actin as apprpriate; T undertake risk assessments, recrd significant findings, and review annually, r befre if there is a significant change in circumstance; T receive and deal prmptly with raised issues r cmplaints abut unsafe premises, equipment r wrk practices; T liaise with KCC prperty and infrastructure supprt and/r the building maintenance cnsultants and/r with cntractrs t reslve prperty maintenance issues; T ensure that the requirements f any enfrcement fficer (e.g. HSE Inspectr, Envirnmental Health Officer, Fire Liaisn Officer, r Envirnmental Agency Inspectr) are prperly addressed; T ensure that emergency evacuatin prcedures are in place and tested x3 annually; T ensure that adequate first aid prvisin is available and kept up t date; T reprt health and safety issues t the gverning bdy n a regular basis; T mnitr and review all health and safety plicies and prcedures. B3 Gvernrs Respnsibilities Respnsibility fr the health and safety f pupils lies with the gverning bdy f the schl, either as the emplyer f schl staff r because it cntrls schl premises (r bth). The gverning bdy will prmte a strategic verview fr health and safety. The gverning bdy will take all reasnable measures t ensure that the premises and equipment n site are safe and d nt put the health r safety f staff, pupils r visitrs at risk while they are n the premises. The gverning bdy f a cmmunity, vluntary cntrlled, cmmunity special and maintained nursery schl must cmply with any directins given by the LA cncerning the health and safety f persns in schl, r n schl activities elsewhere. While this des nt apply t Vluntary Aided schls, we as a schl chse t g alng with this cunty guidance. The gverning bdy will make adequate prvisin fr maintenance f the schl premises and equipment, either within the KCC Classcare scheme r within the schl s delegated budget. The gverning bdy will supprt and mnitr health and safety within the schl. The gverning bdy can cnsider appinting a gvernr t crdinate health and safety frm a strategic pint f view. 8 B9 - Cnsultatin with Emplyees It is a legal requirement t cnsult with emplyees n health and safety issues. A Safety Cmmittee is where frmal cnsultatin with emplyees takes place, but individual and grup staff meetings are als apprpriate frums fr cmmunicatin n health and safety matters and cncerns; t this end, Health and Safety is a standing item n all staff meeting agendas B10 Infrmatin, Instructin and Supervisin Under health and safety law it is a legal requirement t display the Health and Safety Law pster - r prvide a leaflet versin theref. Training recrds will be easily accessible fr audit purpses and will be kept up t date. 9 The Deputy Headteacher is respnsible fr investigating accidents althugh the accuntability lies with the head teacher. The Deputy Headteacher is respnsible fr investigating wrk-related causes f sickness and absences, althugh the accuntability lies with the head teacher. The head teacher is respnsible and accuntable fr acting n investigatin findings in rder t prevent a reccurrence. Sectin C ARRANGEMENTS C1: Schl Activities The head teacher will ensure that risk assessments are undertaken. See annex 10 The significant findings f all risk assessments will be reprted t the gverning bdy and t all relevant staff, cntractrs and visitrs wh may be affected. Any actins that are required t remve r cntrl risks will be apprved by the head teacher r their delegated respnsible persn. The head teacher r delegated respnsible persn will check that the implemented actins have remved/reduced the risks, and All risk assessments will be reviewed n an annual basis r when the wrk activity changes, whichever is the snest. Curriculum Safety Risk Assessments: PE, Swimming, D&T, Science, Offsite visits See annex 10 fr Risk Assessment Register fr Schls. C2: Visitrs All visitrs shall be directed by clear signage t the receptin and must reprt t the schl ffice, where apprpriate arrangements fr the signing in and ut and visitrs badges will be prvided. All visitrs shall be made aware f the schl s fire arrangements in the event f a fire. (appended t the visitr lg bk) All visitrs shall be made aware f the schl s emergency prcedures (appended t the visitr lg bk) C3: Fire and Emergency Prcedures The head teacher is respnsible fr ensuring the fire risk assessment is undertaken, cntrls are implemented and that it is reviewed annually. HSE Cntact Details: Incident Cntact Centre Parents will be invited t cmplete the cnsent frm fr medical treatment in accrdance with schl plicy and DFE guidance. C8: Infrmatin Technlgy The headteacher will ensure that suitable arrangements are in place fr the use f infrmatin Technlgy. Infrmatin Technlgy will be installed safely, with due cnsideratin given t ventilatin fr server rms and cmputer trlleys and t hazards such as wrking at height. Where laptps r ipads are used, safe systems f wrk including charging and use f trlleys will be devised. Assessments fr users f Display Screen Equipment (DSE) will be carried ut in accrdance with the Health and Safety (DSE) Regulatins 1992 (as amended in 2002). The KCC guidance n interactive whitebards will be fllwed. See annex 4 C9: Legal Requirements fr Premises The schl will cmply with the requirements f the Wrkplace (Health, Safety and Welfare) Regulatins 1992 with regard t facilities fr staff such as lighting, heating, ventilatin, space, cnditin f flrs and general welfare facilities. The schl will cmply with the arrangements f the Educatin (Schl Premises) Regulatins 1999 with regard t schl facilities such as washrms fr pupils and staff, medical accmmdatin and indr temperatures. A Health & Safety Audit frm is used as a checklist t ensure areas f H&S are timetabled and regularly checked and includes a ntes sectin fr attentin. This is reviewed annually. C10: Safe Handling and Use f Substances The head teacher is respnsible fr identifying all substances which need an assessment under the Cntrl f Substances Hazardus t Health (COSHH) Regulatins The head teacher r delegated respnsible persn will be respnsible fr undertaking COSHH assessments. The head teacher will be respnsible fr ensuring that all relevant emplyees are infrmed abut the COSHH assessments. See annex 4 Agreed by Resurces Team T be reviewed January

13 The head teacher r delegated respnsible persn will be respnsible fr checking that all new substances can be used safely befre they are purchased. COSHH assessments will be reviewed n an annual basis r when the wrk activity changes, whichever is the snest. C11: Inspectin f Premises, Plant and Equipment The head teacher will arrange fr frmal inspectins f the premises, plant and equipment t take place annually and draw up an effective maintenance prgramme. See annex 5 All identified maintenance will be implemented. Rutine checks may be undertaken by a cmbinatin f class teachers, gvernrs, caretaking staff and the head teacher/deputy head using a checklist. See annex 5. Access t stre rms; biler rms; tank and plant rms shuld als be checked, including checking fr inapprpriate strage f ladders and ther equipment. Where damaged asbests is encuntered r suspected, prcedures, as laid dwn in the KCC Asbests plicy, will be fllwed. N/A C12: Asbests Management Prperty and Infrastructure Supprt will arrange fr a management asbests survey t be carried ut every three years in line with KCC plicy. The head teacher will ensure that the KCC asbests management plicy is fllwed. An asbests dcubx will be kept n receptin and staff will ask all cntractrs t check the survey and sign t say that they are aware f where the asbests is within the building. The head teacher r the delegated respnsible persn will mnitr areas where asbests material is present, recrd significant findings and arrange fr remedial wrks t be carried ut if necessary. All wrks undertaken will be updated in the asbests survey n cmpletin. C13: Leginella Management Prperty and Infrastructure Supprt will arrange fr a water hygiene risk assessment t be carried ut every tw years in line with statutry requirements. Assessments identify if there are areas where cnditins are such that leginella bacteria culd grw; list any required wrks; and include details f future mnitring requirements that the schl is respnsible fr. Therefre all identified remedial wrks will be incrprated int the schl s maintenance prgramme. Mnitring f the water system is als a statutry requirement and the schl will ensure this is undertaken. This will include taking temperature readings, recrding these in the lg bk and descaling spray utlets.
