However, for the sake of clarity and unambiguity, we request you to modify the clause to: The bidder should have executed at least one contract for installation and operation of a natural gas compressor package (s) of capacity not less than 3,00,000 SCMD (Three lakhs Standard M3 Per Day) for a minimum period of one year. RGPPL Comments With reference to clause No. 1 (a), (b), (c), (d), (e), (f) of QR, natural gas compressor package may include multiple compressors under the package Pg 21, SectionC/Scope of supply/ special instruction to bidder/2.3.d supply/ special instruction to bidder/2.3.f Page 22 SectionC/Scope of supply/ special instruction to bidder/2.3.q supply/ special instruction to bidder/2.3.v The same use of Package (s), without any a before should be used uniformly in Clauses 1a, 1b, 1c, 1d,1e and 1f. We propose to supply a package conforming to international codes of design, construction and safety. Please confirm. Discharge side suppressors will be provided with drain connection. Please confirm. The compressor package noise will be above 88 dba and noise enclosures are not typically provided for such installations. Please confirm Annexure A is not provided with RFQ document. To be clarified what documents in referenced here that is to be "duly completed". 1. Exhaust emission levels may kindly be specified. 2. Please specify approval from which statutory authorities are to be arranged. 3. Residential type exhaust silencer is different from hospital type exhaust silencer. Please specify which is required. Only single instrument is used for shutdown and alarm. Please confirm. As specified ambient air shall be used for cooling and based on practical utilization of an air-cooled fin fan heat exchanger, it s not possible to achieve ambient temperature at the exit of after cooler. Request to modify the design maximum discharge temperature at exit of the After Cooler to be 50 C (based on maximum ambient temperature of 38 C). All compressor manufacturers/packagers try to strictly conform to the ISO requirements. However their own standards are sometimes better than the requirements of ISO As such deviation may result in efforts to implement constant up gradation of Accepted. 3 & product quality and manufacturing processes supply/gas engines / a Prequalification Requirement As stated on Page No. 12 of Tender Document Page No.24 - Required Capacity of compressor- Clause no-(f) Page No-25, Compressors, and Clause No (c) Please confirm acceptance of such deviations if any Requirement of Tender states bidder should have selfexperience or has to enter into JV or consortium to participate in tender. Govt. Agencies & PSU like ONGC, Oil etc. generally have provision to participate in tenders by extending technical support by way of entering into technical collaboration with experienced & reputed party. In this case, Bidder while submitting the documents in support of their experience shall also submit details of experience and past performance of technical collaborator by entering into Memorandum of understanding (MoU). However, this provision is not in this tender. The omission of this particular option straightaway dissuades new players from participating and gives the few bidders an unfair advantage. Therefore, we request you to review Qualification Criteria & incorporate technical Collaborator clause based on MoU, enable RGPPL to get healthy and competitive bidding. Kindly confirm whether we want recycle control valve for capacity control valve or recycle valve for continuous operation of compressor units or capacity control valve in discharge line, since discharge pressure is dependent on back pressure available at battery limit. Since RGPPL has asked for brand new compressor packages, we get confirmation from OEM for soundness and conformance to applicable codes. Mostly TPI certificates are required for old compressor packages. Contractor is required to provide suitable pressure control system in discharge line (bypass/recycle) so that in case back pressure increases due to any restriction of gas flow in the downstream of compressor package, the discharge line pressure shall not go beyond specified outlet battery limit pressure. What is scope of supply for measuring equipment i. Please clarify the number of days that will be considered for fuel charges in price bid evaluation. ii. Please indicate the approximate price of LNG rate for including in costs for bid evaluation. iii. We understand that Flow Meter for fuel line will be provided by RGPPL. Please confirm. and inlet fuel gas will be measured by orifice meter confirming to AGA-3/international standard in common header. Supply and installation of orifice meter is in the scope of supplier. (i) Operating days of package as per Bid Document is 386 days. (ii) Approximate rate of LNG is US $ 6 / MMBTU; However, for bid evaluation LNG purchase price plus re-gasification charges at the time of technical bid opening will be considered (iii) Flow Meter for Fuel Line and Discharge Line shall be provided by Bidder. 18 Para No. 2.2 (P - 20 of 84) Please inform maximum length of hook up lines for flare, suction, discharge and utilities etc to be laid by Contractor. Length of Hook-up line shall be maximum 50 Meter each. Standard working life of a Gas Compressor package is considered by other PSUs like ONGC as 22 years. In instant tender, RGPPL is demanding brand new compressors. We propose that vintage of compressors be kept as 7 years as on date of tender 19 Para No. 2.3 (P - 21 of 84) opening as period of contract is for 2 years only. In this Tender Condition shall way RGPPL will get most competitive rates. RGPPL may ask for a certificate from chartered engineer / TPI for residual life and health of the compressor packages for ensuring performance of equipment. Similar practice is being followed by ONGC / PLL

5 for hiring of compressors. 1. We understand that RGPPL will provide leveled land of 36M x 16M x 6.0M for installation of compressors under the contract. Please note that due to the compressor package size (special when 2 units are considered) the main skid might get too large to accommodate the air cooler, therefore a bolt one skid solution might be preferable, please advise if acceptable. Please advise if EN13445 in lieu of ASME Sec VII Div 1 can be accepted of designing and fabrication of the pressure vessels. Please provide the value limits for the acceptable level of exhaust emission Since this is an DCB tender, kindly clarify whether bidder shall get benefits of Exemption on Excise Duties, In this regards should have to provide Project Authority Certificate (PAC), Certificate of Payment (COP), End use Certificate (EUD) and Certificate for local transportation (Inter state) of material. Kindly clarify. In all the case a, b, c, d, e and f for technical qualification criteria is limited to 150,000 SCMD or higher, but in India this particular qualification is also a limited and Due to this limitation RGPPL has to pay higher rates for the services. Further Oil and Natural Gas Corporation Limited (ONGCL) having the national highest gas production company and process the Gas Compression Hiring service tender at qualification criteria 20,000 SCMD for one year. In this contest we would like to draw your attention that Qualification experience criteria should be reasonable for the present market India. As per prevailing MPCB guidelines. Taxes are to be inclusive in the quoted rates. Only service tax extra. No certificate will be provided.

As per OEMs Natural Gas Compressor operation life minimum 22 years with good O & M practices, similar facts accepted by ONGC for Hiring of Gas Compression Services and vintage conditions as described below for reference 1. Service Period 5 Years then 6 years old equipment shall be accepted. 2. Service Period 3 Years then 8 years. We understand technical bid evaluation shall be done on the basis of offered packages, Kindly clarify. As the Gas Engine is running on high speed rpm so kindly allow the noise level around 110 dba. Kindly accept the Compressor design with lubricating type. As BOG Compressor is required for LNG Boil of Gas (Vapors) at Atmospheric pressure, Kindly amend the both the design parameters of Temperature as Positive. In general practice Gas Compressor Package is packaged by the Packagers. OEM s of Gas Compressor and Gas Engine may be different manufacturer. Kindly accept the data sheet signed and stamped by Packager. 12 months mobilization is less as per the requirement. Any increase in taxes and duties due to statutory regulations during contract execution shall be paid by RGPPL to the vendors. Price may vary on account of change in statutory regulations due to increase in taxes and duties applicable during the time of contract execution. 10% PBG will be submitted at the time of dispatch of material which will be valid till the contract completion date without any claim period. The down time experienced during onshore work due to adverse weather conditions shall be extended accordingly If the work / contract is suspended due to reasons not attributable to the contractor, then the work suspension charges shall be paid to the contractor. In the event the work is suspended for 4 weeks, then contractor will put the project on HOLD till further instructions from the customer. If the contract is terminated due to reasons not attributable to the contractor, the contract cancellation / termination charges shall be paid to the contractor as per the cancellation schedule attached with the offer. Technical collaboration alternative not recommended by RGPPL, we are unable to bid for this compressor project. If technical collaboration will be allowed, we can bid for this compressor project 13 above.
