4 Marton News Speeding in Marton Speeding in Marton - Update Speeding and traffic continues to be an important issue to Martonians [Highlighted by the recent accident outside 10 Oxford Road]. It therefore features frequently on the Parish Council agenda. I wanted to give you all an update on the work of the Parish Council team. Together with County Councillor Howard Roberts and Debbie Poynton (WCC Highways Department) we have managed to achieve the following: Old and worn road markings and signage along the A423 will be repainted and replaced. In places, additional SLOW 2 markings will be added Extension of the 30 mph Zone in Birdingbury Road. An extension of about 80m outside the village will warn drivers earlier when approaching from Birdingbury [Now completed]. The above items are funded by WCC and Cllr Howard Roberts designated budget and will be tackled over the coming months. Marton Councillor Roy Hitchman has been in contact with the Highways Department about to the poor condition of the A423 road surfacing in and around our village. We have been promised a quick fix in the near future. In addition, Marton is scheduled for a proper road resurfacing in the mid-term future. Debbie Poynton also provided insightful traffic analysis data samples of the last six years, which shows that traffic flowing northbound on the A423 is generally faster than southbound. For example in April 2013, 85% of all vehicles travelling northbound were driving 39.7 mph on average, whilst southbound this figure was 36.9 mph. The Parish Council team continues to look into feasible options to make the A423 safer and easier for pedestrians to cross. Our recent experiences have shown that sometimes the needle can be moved, albeit at a slow speed (pardon the pun). As you might all appreciate, speed

5 Marton News restrictions, tempo zones and signage can only achieve so much. It is also important for all of us to lead by example and stick to speed limits when driving through Marton and surrounding areas. By adhering to speed restrictions, we keep all of us safer and also slow other traffic down to the legal limit. Please keep this in mind. Belated Birthday Greetings Jeff Michael I would just like to wish my father, Mr Hubert Henry Askew (better known as Jeff) of 3 The Orchard, a Happy Birthday for the 9 August, reaching the age of 95 years. From all of his family and friends. Marton Charity Afternoon Tea We would like to thank everyone who supported the Charity Afternoon Tea in the Sports Pavilion on Sunday 21 August. It was an amazing day, the weather was kind, we had lots of helpers and donations of cakes which was very much appreciated and raised 300 for Breast Cancer NOW. Charity Tea There were a few sandwiches and cakes left over which Rod Isaacs kindly took to the homeless shelter in Leamington Spa. So thank you again for all your support. Mary & Helen 3

6 Marton Parish Council Summary of the Minutes of Marton Parish Council Meeting held 7.30pm 12 July 2016 at the Marton Village Hall. OPEN FORUM The issue of securing an agreement of Tenancy between Marton Parish Council and the Museum was raised. There was an agreement that this should be explored further. Cllr Fry to explore. To be added to the agenda for the next meeting. ATTENDANCE Cllr Koch (Chair), Cllr Chambers, Cllr Fry, Cllr Hitchman, Cllr Lumis, Cllr Crane and Selina Turner (Clerk) APOLOGIES Cllr Roberts POLICE ISSUES Crime Report The reports from Rugby Borough Council have changed format and now appear as a Newsletter. This was shared prior to the meeting, no Marton related issues. Hazel Bush is leaving, Cllr Fry and Hitchman have thanked 4 her personally for her support to the village. Her replacement has not yet been named. Any other police issue none raised. COUNTY COUNCILLOR ISSUES Cllr Crane raised the issue of the Rugby Local Plan, the consultation runs until the end of September. There are no proposals for development in Marton, but there are in surrounding areas (Grandborough and Willoughby). Rugby Members have voted to join the larger combined authority (West Midlands Combined) The Dunchurch Meeting has now been changed to a Flood Meeting. Cllr Fry will be talking on Flood Alleviation. The Dunchurch Meeting will now take place in September. PLANNING MATTERS a. R16/ Hawthorns High Street - Erection of car port to front elevation and proposed widening of existing access Approved, agreed to remove from agenda. b. R16/ Coventry Road - Erection of double garage No objections raised. c. R16/1349 Baby Barn, Fields Farm Lane - Conversion of part redundant barn to form extension to nursery Consultation Date Ends 18 July 2016 No objection raised. VILLAGE ISSUES Flood Alleviation Cllr Fry Cllr Fry is due to give talk at a meeting in Dunchurch on Flood Alleviation. The bottom line for Marton is that we are taking all the reasonable steps that we can. We can support homes that are flooded regularly to be as resilient as possible. We also wish to see how we can prevent large vehicles from driving through the flood water. Cllr Fry has

7 Marton Parish received lots of positive s from various organisations offering their support for Marton Parish Council. Feedback on 5,000 Grant Bourton and Draycote Parish Council (Correspondence received). Marton Parish Council have received and reviewed a report that we were given from the above, with regards the proposed quarry and the potential increase for flooding. Agreed that the Parish Council would explore further at the Dunchurch Meeting in September. Traffic Issues A423 any additional developments The Parish Council has now been advised that flashing speeding signs are not provided except for in extreme cases. The one currently in the village could be renewed at a cost to MPC. It can be turned to capture traffic in both directions, but at a cost of approx 40 a turn. Some of the SLOW and red areas of paint work will be renewed. There has been support for sculptures at entrance to both ends of the village but they could not be on highways land. The Council is still trying to establish whether we would be allowed a children crossing sign near the playground. Statistics show that north bound traffic is faster than southbound traffic. Another suggestion for slowing down traffic was to install some flower beds and the entrances to the village. A Licence to cultivate would be needed to create theses. There is a one off cost of 250. This was approved in principle, to be followed up by Cllr Chambers. Birdingbury Road, Traffic Calming Cllr Hitchman Council reported that all the necessary paperwork and approvals had been completed and that the work was due to be completed any time now. The deep rut down Barn Lane is being explored. Marton Community Contact (Previously, Good Neighbour Scheme) Cllr Koch reported that cards with contact numbers had now been given to volunteers to distribute to those in the village not on the village website and system. Cllr Koch is hoping to be able to give feedback at the next meeting. Parish Plan Cllr Fry gave feedback. The comments back were the most valuable part of the questionnaire a word cloud was created for the Newsletter. MCP are already working on all issues raised as concerns. Agreed to remove from the agenda. Dog Fouling Issues (Previously, Dog Warden Role) Cllr Fry has met with the Community Safety Officer and has been provided with extra leaflets. They will 5

8 Marton Parish 6 Council carry out some patrols. A dog and their owner have now been reported. A thanks to go in the Newsletter to responsible dog owners and for passing on/reporting any concerns. VILLAGE MAINTENANCE Progress on state of A423 Cllr Hitchman Surface - there has been no date set for repairs. Cllr Hitchman continues to give reminders the appropriate department that a full repair/ replacement will be needed in the future. Drains - a new gully is due to be installed at the top of North Street, they believe that this will prevent the bubbling when we get heavy rain. We have expressed our concerns in writing. Hedges by the chevrons have been completed by Tony Ellis. Village Grass Cutting there are no issues. Playing Field Committee issues - Cllr Hitchman General issues the last meeting discussed the sport day which has now been postponed until September. Pavilion renovation update and grant application - The grant applications are still in progress. Louise Boffey who oversees the grant received for the chairs has requested to come and see the equipment. They have been informed that we are yet to make the purchase. Village Notice Boards we have now had official permission for the Notice Boards to be installed. We are currently trying to make contact with the installer. Telephone Box Maintenance On waiting list work due between March October 2016, MPC are still waiting for the work to be completed. It has been washed by Cllr Fry. Litter picking There is an ongoing effort to collect rubbish and keep the village tidy. Street Lighting Continuing with our replacement programme. One in the Orchard has been identified as concrete and rusty, MPC have requested a quote and hope to replace this one next. The Orchard Street Sign has been replaced as it was damaged. All others have been inspected and are fine. AUDIT 2016 The internal audit is now complete. Marton Parish Council received positive feedback on how the accounts were maintained. No concerns were raised in the report. The return has now been sent for external audit with Grant Thornton. DATE OF NEXT MEETING Agreed next meeting dates is: 13 September 2016

9 Marton Art Marton Art Festival 2016 The weekend of 30 September, 1 & 2 October is the timing for the thirteenth art exhibition. It is held in the church which provides an excellent setting for the display of paintings and photographs. The artists come from a twenty mile radius and their work is varied and of a high standard, do come and see for yourselves and if any of you wish to exhibit please collect forms from Church Cottage or from the table in the church. The preview is usually well attended and provides an opportunity to meet the artists and of course other people from the village. Friends and relatives are very welcome. The canapés are to be recommended! Payment ( 5) is taken at the door. All profits to go towards church maintenance. The church is open from 10.30am pm Saturday and Sunday and is free entry but of course we would welcome donations. Refreshments will be available and there is a raffle. Crafts and cards are on sale as well as paintings and photographs. The museum is mounting a display of corn dollies and showing some of the wide collection of Festival Victorian clothing. Any help in the form of advertising, stewarding, cakes and raffle prizes would be appreciated. Most importantly please visit and tell your friends. Marton Sports Day Saturday 17 September The Village Hall is proud to support and provide the liquid refreshment for what will be a brilliant afternoon on the sports field. Forties Swing Serenade Saturday 24 September...We are very excited to be welcoming back to Marton Susan Valiant Spears and her band. Susan was absolutely brilliant last year...this really is a not to be missed evening. Village In Friday 21 October Beer/Wine and fine dining...we provide the barbeque you cook your food. Bingo every fortnight Remember 8.00 every other Friday in the Village Hall. Save the date Marton Night Out Friday/ Saturday 18 & 19 November start thinking of acts. Marton 200 Club Winners: The Draw for July August 2016 The 200 Club provides a valuable source of income for your Village Hall - if you would like a number or two please contact Karen Cresswell on or karen.cresswell@btinternet.com as there are a small number of numbers still available. 12 Marton Heritage Past & Present Ann s Marton Archives The Marton History Group has received a letter from a lady resident of Orange City, in California, USA, enquiring whether the good people of Marton kept any records relating to her family who, some hundred years or more ago, lived in the village. We have been able to send her the Marton Census Records for and It was this lady's grandfather Job Watts, and grandmother Jane, who lived in Marton, and had three children. Before moving to the village, Job served with the Army, but we have not been able to trace which Regiment at the present time. We know he served in Mauritius and Ireland and spent 9 years in Portsmouth. When living in Marton, Job is recorded as an agricultural labourer and they continued living here until Jane's death in 1914, and Job's death in They are interred together in St. Esprit's Churchyard. We have sent the lady a photograph of their graves and the houses where they lived (11 Church Street, 19 High Street and Cobblers Cottage). This lady (named Beatrice Watts Acken) is now 97 years of age. Her father, also called Job, was born in Marton, and in the 1901 Census aged 24, was a railway engine driver. He left the village sometime after the 1901 census moving to Sheffield where he became a publican. He was married there and fathered six children. Sadly he died suddenly in 1920 aged 56. In 1923 his widow Beatrice and her family, emigrated to USA, via Boston Harbour, to Ohio, where she married again. In 1929 Beatrice returned to England to finalise the sale of properties which had been owned by her late husband Job, but sadly she died of a heart attack while she was here. When her husband in America learned of her death, he abandoned the children, and was never seen again. The two girls, including our contact Beatrice (named after her mother) was aged 9, and Phyllis was aged 4, the child of her second (USA) husband, were sent to an orphanage. One of the boys was taken onto a farm by a couple who had no children, and apparently thrived there. The other boys made their own way in life, and Beatrice says, became successful. There is a great deal more to the story of this family, which I have found most interesting. Beatrice and I have become good friends, and continue to keep in touch. 10

13 Marton Heritage Marton Local History Group The History Group made its presence felt with a stand at the Local History Fair held in. Leamington on 3 September. The vistors benefited from the Marton Museum display as well as that of the History Group. Otherwise our activities do not start in earnest until Monday 31 October. When we will be feeding back on further research into the history of some of Marton s houses. Local History Visit the Southam Cardall Collection Make sure you take the opportunity to visit the exhibition on the Southam cement works at before it closes as the end of September. Marton Museum Developments are moving apace with the museum renovation as the architect finalises his plans (including moving the new mezzanine floor down by half a metre), to hiring a Leicester firm to draw up some basic concepts for interior design. The summer opening has continued to throw up many fascinating visitors as well as hosting some group visits. As this is written we are anticipating Heritage Open Days in early September and a broadcast on local radio at the end of August. Keep an eye out for developments and admire our banners! 11

14 Marton Groups Marton Nature Marton Nature: Jane Many of us like to sit in our gardens during the long summer evenings. One mammal we are likely to see feeding at this time of night is a bat. As the bat s natural habitats become scarcer our gardens play an increasingly important role in their life. September is the beginning of the mating season and they will also be building up fat stores for their winter hibernation period. In order to make your garden more bat-friendly consider building a pond to attract a food supply of midges, planting linear hedges to aid their flight paths and reducing artificial garden lighting. In 12 the UK there are 17 species of breeding bats and all are insectivores, helping to reduce the mosquito population of our gardens. The most common species is the Pipistrelle which can eat up to 3,000 insects in one night. All species of bats and their roots are protected by Law in the UK so it is illegal to capture a bat or disturb its roost without a licence. Marton Walkers In June the Walking Group met at National Trust property Baddesley Clinton. The walk started by walking past the church and crossing the road into Hay Wood. After walking through the wood the group joined fields that took them past Wroxall Abbey before returning to the car park. In July the Anchor Inn at Leek Wotton was the meeting place. After using a footbridge to cross the A46 the group found themselves in Hill Wotton. The walk then skirted Old Leamingtonians Rugby Club ground before crossing Bericote Road and walking through fields that brought the group into the church yard at Ashow. After walking through this beautiful village we crossed the road, passed the Chesford Grange and entered into a wood that brought the group back in to Leek Wootton. Marton Walks take place on the final Sunday of the month. We meet at a local pub and walk a circuit of approximately 5 miles or 2 hours. A meal or drink at the pub afterwards is optional. 15 Marton Charity Fashion Show CHARITY FASHION SHOW 7.15pm SATURDAY 1 OCTOBER Marton Village Hall Buy bargain NEW clothes from Love Labels of Warwick, including Boden, Debenhams, Fat Face, M&S, Monsoon, Next, Wallis and White Stuff all in the village hall. There will be fantastic clothes for sale which will be modelled in a fashion show by the beautiful women of Marton, in support of Breast Cancer NOW. Breast Cancer NOW is funding research on how to prevent breast cancer, how to detect it earlier and how to treat it effectively at every stage. Thanks to this research, more people are surviving breast cancer than ever before. More than 80% of women with breast cancer are still alive five years after diagnosis but around 50,000 women are still diagnosed with breast cancer each year. We also send congratulations to the bride s parents, Zena and Eric, who were also married at St Esprit back in 1986 and celebrated their Pearl Anniversary, thirty years of marriage, three days earlier on 23 August. MARTON ART 30 SEPTEMBER 2 OCTOBER Many thanks to Joan Sherratt and Bill Buckler who once again have been working hard to ensure that this enjoyable art festival will take place and raise funds for essential building repairs at St Esprit. We will be holding a Preview Evening on Friday 30 September from 6:30pm. Tickets will cost 5 and include a glass of wine and canapés. HARVEST COLLECTIONS for SOUTHAM FOODBANK We will be collecting tinned goods which will be donated to Southam Foodbank throughout October as part of our Harvest Thanksgiving celebrations. COFFEE MORNINGS Our regular church coffee mornings are on the fourth Thursday of the month from 10:30am in church. Everyone is very welcome at this friendly community event. Don t be shy it s not just for churchgoers nor is it ladies only! Dates for your diary: Thursday 22 September and Thursday 27 October. CLEANING and FLOWER ROTA We are now preparing new rotas for both cleaning and flowers for the remainder of 2016 and If you wish to volunteer for either rota, change your month or are unable to continue please get in touch with Janet Paget or Megan Oliver We are very grateful for your continued support in keeping our church looking so attractive and welcoming. Thank you everyone. BOOK EXCHANGE Everyone is welcome to take part in the book exchange operating from the church porch- open most days between approximately 9:30 and 5:30. We have a wide variety of fiction on offer.. plenty of thrillers as we go to press but we welcome any unwanted paperbacks in excellent condition to update our stock. A small cash donation to church funds is appreciated when books are taken. CARRIERS OF HOPE UPDATE AND THANKS As a PCC we make a donation to Carriers Of Hope, Church News the Coventry based charity dedicated to helping asylum seekers, refugees and Eastern European migrants in this area. We also pass on baby clothes and equipment and essential household items donated by families in the village. The charity is always grateful and we thought we would include their summer supporters update: "We may be on a summer break at Carriers but the requests for help keep coming... as do the babies! In the past week we've been asked to help an Afghani lady with premature twins, an Indian lady needing baby milk, a Roma mum who needs cot sheets and a Chinese expectant mum due to give birth next week - and with nothing so far for the baby. Of course we responded!! We are VERY short of sterilisers; and as always, pushchairs suitable for new borns. Thank you to all who support us in any way." 15
