Aldridge, P.E Chimney Rock Road Colorado Licensed Professional Engineer Highlands Ranch, CO Tele: Mobile: April 5, 2018 Mr. Gale Schrag WP Idlewild, LLC 3000 Youngfield St. #364 Wheat Ridge, CO RE: Letter of Conformance - Revised Idlewild, Winter Park, CO Dear Mr. Schrag: Pursuant to your request, I have reviewed your revised site plan for a mixed use development called Idlewild in Winter Park and its conformance to a traffic impact analysis we prepared for the project dated August 13, As we understand it, the only change to the plan is an increase in the number of hotel rooms from 70 to 150. Otherwise, the number of homes stays at 319 and the proposed retail space stays at 20,000 square feet. The homes are defined as Multi-Family (Mid Rise) as they are at least 3 stories and each building contains 3 or more units. The new site plan is presented on the next page We also note that there are no changes to the configuration of the property and that the access from US-40 (Main St.) and the signalized intersection at Rendezvous Way remains the same. Future street connections to Arrowhead Ranch and River Road remain intact and can be implemented when those are constructed.

3 Page 3 of 5 The land use and trip generation analysis from the 2007 report is copied in the box below. Note that the peak hour of travel on the adjacent streets and intersections and from the development is on Saturday and not the average weekday. The estimated trip generation for the revised development plan is based on rates and values in the 10 th Edition of the ITE Trip Generation Manual. The following table shows the Average Daily Trips (ADT) and the Saturday PM peak hour. Note that the ITE definition for recreation homes is no longer applicable and the total number of homes is now under Multi-Family (Mid Rise) #221.

4 Page 4 of 5 Trip Generation Worksheet SAT PM ITE Code Land Use Unit Quantity ADT In Out 221 Multi-Family DU Commercial KSF Hotel Rooms Mode Shift Reduction (10%) Internal Capture Reduction (11%) Total Trips The revised site plan with the increased number of hotel rooms and trip generation recalculation based on the current ITE Trip Generation Manual and redefinition of recreational home use will generate 212 additional average weekday trips. Importantly though, the increase in the Saturday PM peak hour trips is minimal with 2 additional entering the property and 4 less leaving. In terms of level of service analysis, this increase is negligible and too small to be evaluated meaningfully. Moreover, the increase will not change the recommendations in the 2007 traffic impact analysis. Those being: 1) The traffic from the development at build out will not occasion improvements to the existing adjacent streets and intersections. This includes the Rendezvous Way signalized intersection with US-40 and Idlewild Road. 2) There is sufficient capacity on Idlewild Road to continue to operate as a two-lane street with the full build out. 3) The stop-controlled intersection of Idlewild Road and Rendezvous Way will continue to operate acceptably. Based on the findings contained herein, it is my professional opinion that the traffic generated by the proposed revision to the Idlewild site plan is insignificant that revised site plan is in conformance with August 2007 traffic impact analysis
