1 Ohio Library Council BOARD OF DIRECTORS ITEM NO.: 5.G MEETING DATE: Nov. 16, 2018 SUBJECT: Executive Director s Report SUBMITTED BY: Doug Evans REPORT FOR INFORMATION 2019 OLC Budget The tentative timeline for the 2019 budget process is as follows: Dec. 7: Dec. 14: Dec. 28: Jan. 4: Jan. 9 (tentative): Jan. 11: Jan. 18: OLC Board Orientations Budgets due from Committees and Divisions Budgets due from staff Budget revisions and finalization Budget distributed to Finance Committee Finance Committee conference call to review budget Budget included in Jan. 18 Board meeting background packet Budget approval at OLC Board meeting A Board orientation session was held with Jennifer Slone in Chillicothe on Oct. 24, and with Aimee Fifarek, Cheryl Kuonen, and Laura Lee Wilson in Wadsworth on Nov. 2, all of whom will be joining the OLC Board of Directors for three-year terms beginning in January The discussions covered a variety of topics, including their roles on the Board, fiduciary responsibilities, the Board code of conduct, conflict of interest, and Board meeting agendas and procedures. OLC Business Services Initiative Following the discussion at the July 13 Board meeting regarding non-dues revenue opportunities, staff has been investigating options for providing various business services, such as library director and fiscal officer searches, executive coaching, strategic planning, etc., that would benefit libraries and generate non-dues revenue, OLC staff has met twice with members of the senior staff of the Ohio School Boards Association (OSBA) and team members who conduct school superintendent searches to discuss how their search services may be expanded to serve public libraries. A preliminary proposal of how a co-op arrangement between the OLC and OSBA would work, pricing structure, and a delineation of responsibilities in the search process has been draft (see attached). Board feedback will be requested at the meeting. Ohio Opioid Education Alliance As per the Board s direction at the meeting on Sept. 14, the OLC is now an official partner in the Ohio Opioid Education Alliance initiated by the Nationwide Insurance Foundation. The OLC is one of 43 partners in the program that includes several statewide associations and a number of Columbus-based corporations as well as area public service entities, local hospitals, and media outlets. At a meeting on Nov. 8, the alliance partners received updates on the opioid issue in Ohio and efforts underway to address the problem by local behavioral health providers, the overall campaign strategy, the ongoing Denial, Ohio advertising production and placement in traditional media and virtual postings, and a new toolkit that has been created for partners to use. 2 partners then participated in roundtable discussions about what other action steps are necessary to further enhance the program and help partners reach their audiences. It was suggested that the implementation team should produce a tutorial video or webcast about how to use the toolkit. Association partners, like the OLC, could share the tutorial with their members to present a consistent message about how they can effectively promote the program in their communities. ALA Emerging Leaders Program The American Library Association has selected OLC members Elizabeth Gibbons-Camo, Adult Services Coordinator of the Chillicothe-Ross County Public Library, and Shelly Guerrero, Librarian II for the Toledo Lucas County Public Library, to participate in the 2019 Emerging Leaders program. They will be notified that the OLC will provide them each with a $1,500 stipend to help offset expenses associated with their participation in the program and attendance at the ALA s 2019 Midwinter Meeting (Seattle, Jan ) and Annual Conference (Washington, D.C., June 20-24). OLC Office Space/Lease The process of reviewing options for the OLC s office space, including renewing the current lease (which expires at the end of October 2019) and looking at alternative locations, has begun. An initial tour of office buildings with open meeting space located near Columbus north/northeast outerbelt freeway (see attached map) was completed on Oct: 18. Other sites also are being evaluated and a preliminary report on viable options will be included in a report for discussion at the January 2019 Board meeting. A final decision on the OLC s office space will need to be made no later than March OLC, COSI Grant Proposal for Library STEM Programming At its Sept. 14 meeting, the Board reviewed an IMLS grant proposal drafted by Gary Timko, COSI, totaling more than $319,000 for a three-year collaborative project with the OLC to research the adult STEM education programs in Ohio s public libraries. The Board s concerns regarding the perceived limited amount of activity in this area, the length of the time frame to release the findings, and the dollar amount of the grant were shared with Gary Timko of COSI. It was decided that it was probably in the OLC s best interest that it not participate in this proposed project. Clermont County Public Library Conversations are ongoing with Chris Wick, Director, Clermont County Public Library, regarding the possibility of the library re-joining the OLC as an Institutional member. The library has not been an OLC member since Information about how the library trustees and administration would benefit from OLC Institutional membership was shared with Ms. Wick. In subsequent conversations, Ms. Wick was informed that the OLC Board of Directors would not agree to the library s request to receive a discount on its annual Institutional dues if they returned as an Institutional member.
