7 Dickinson City Council Agenda Item Data Sheet MEETING DATE July 11, 2017 TOPIC BACKGROUND BRIEFING, DISCUSSION AND DIRECTION CONCERNING: EMS & Police Vehicles Proposed To Be Included In FY Budget During the June 27, 2017 Workshop, Council requested more information regarding the replacement of EMS and Police Vehicles proposed to be included in the FY Budget and request from the Dickinson Management District #1. EMS The current EMS 2008 Ford Expedition (Unit#0808) has reached its usable lifespan with over 110,000 miles. EMS proposes replacing this vehicle with a new full-size SUV. The new vehicle will take the place of the current EMS Director vehicle (Unit#1405) that has over 43,000 miles and Unit#1405 will become the on-duty EMS Supervisor vehicle. The estimate for the new vehicle and equipment is $47,000. Unit #0808 has experienced several issues recently including: not holding a battery charge (the battery has been changed a couple of times); the air conditioning is starting to fail; the windows do not always go up and down; and there is an oil leak whose source is still undetermined. Due to the issues with the vehicles, it is proposed to go to auction. Police Three Law Enforcement vehicles have at least five years of service and exceed recommended mileage limits, therefore; they are proposed to be replaced. The estimate for the vehicles and all emergency equipment and installation costs is $145,000. RECOMMENDATION The three vehicles to be replaced include: the Ford Expedition used for the COPS Program, Ford Expedition used for Patrol (Crime Prevention), and the Ford Explorer used by the Crime Victim Liaison. Two of the new vehicles will be assigned to a Captain and CID Sergeant and their vehicles will be reassigned. The three vehicles being replaced are proposed to go to auction. 11 Dickinson City Council Agenda Item Data Sheet MEETING DATE: July 11, 2017 TOPIC: BACKGROUND: BRIEFING, DISCUSSION AND DIRECTION CONCERNING: Preliminary Market Salary Data and FY Budget With Regards to Salaries & Benefits During the June 27, 2017 Workshop, Council requested an additional scenario regarding the preliminary market data provided by Gallagher Benefit Services/Fox Lawson Group larger cities removed for all positions. The cities which are proposed to be removed include: Baytown, Deer Park, Friendswood, Galveston, League City, Missouri City, Pasadena, Pearland, and Sugar Land. Pearland was originally removed but not noted during the last Workshop staff has since confirmed it is not included. The full list of pull cities is included as an attachment to this agenda item as well as the original and revised market summaries. The results show that when the large cities were removed, the City fell into a highly competitive position for both the non-sworn and sworn groups. The comparison is as follows: Comparator Orgs Big Cities Removed from Director Level Only Big Cities Removed from All Positions Non-Sworn Comparison to Market Sworn Comparison to Market -5.7% -10.3% -2.7% -4.0% The monetary impact of this data is included in the next phase of the study: recommendations to update the existing pay structure and transition options with next steps and costs outlined. However, to move onto the next phase staff needs direction from Council regarding removal of the proposed big cities at the director level. Additionally, since the next phase of the study has not yet begun, staff would like direction from Council on what salary increase to include in the FY Budget. Staff proposes keeping with the Multi-Year Financial Plan and budgeting a 3% increase. COLA vs. Merit. 12 RECOMMENDATION: Dickinson City Council Agenda Item Data Sheet implemented each year would be a Cost of Living Adjustment (COLA) rather than a merit increase. Staff seeks direction from Council regarding whether the 3% salary increase will be a COLA versus merit increase for FY Lump Sum Payments Per the direction received form Council the last two years, employees who were receiving a salary that is over the Market Max salary for their position pursuant to the City s Pay Classification Structure for All Employees received a lump sum payment equal to the 3% increase the past two years. The lump sum payment did not attach to their base salary. The full lump sum payment was paid out in October separate from the employee s regular pay checks. Staff would like direction from Council regarding whether to continue the lump sum payment equal to the 3% salary increase for those employees who are receiving a salary that is over the Market Max salary for their position, with the lump sum payment not attaching to the base salary, and when the lump sum payment should be paid out. Staff seeks direction from Council regarding the modified list market summary and Salaries and Benefits in regards to the FY Budget. 24 Dickinson City Council Agenda Item Data Sheet MEETING DATE: July 11, 2017 TOPIC: BACKGROUND: BRIEFING, DISCUSSION AND DIRECTION CONCERNING: Request for Funding from Dickinson Volunteer Fire Department On May 23, 2017 Council discussed whether to move forward with a new sign at Central Fire Station. Funding for the new sign was budgeted for $60,000. The decision to move forward with the sign was tabled until Dickinson Volunteer Fire Department could provide their feedback. RECOMMENDATION: On June 15, 2017, Interim City Administrator Ron Morales received a request for funding from the Dickinson Volunteer Fire Department (DVFD) for $75,000. The DVFD has ordered a new pumper (approximately $650,000) that should be delivered by the end of the year. Additionally, they expect equipment cost well over $2,000,000 in the next few years to maintain their level of service. The increase will be used to purchase new vehicles. In addition to the lump sum request, DVFD has requested Council to review its pension contributions to see if an increase is possible. Last year Council approved increasing the pension rate to $65 per participant. Below is the current list of neighboring cities for comparison. During the April 25, 2017 Meeting, Council requested three scenarios regarding the property tax rate to be used for the FY Budget: a budget with the current tax rate, a budget reflective of a one-cent ad valorem tax rate cut, and a budget reflective of a two-cent ad valorem tax rate cut.
