6 Southampton s Police Department is housed in the basement of the original town hall, constructed in 1904 The department initially occupied a 1972 addition which provided 2 offices and a garage. As additional basement space became available the PD developed holding cells and other necessary support spaces The structure lacks appropriate security design, has an inadequate utility infrastructure, does not comply with current codes or standards, and creates liability for the town

34 Preliminary Public Safety Facility Project Budget Strictly escalating Ashburnham you comparable project would be $309/sf Construction cost. Due to Code, sustainable items and carrying a 10% design contingency, a better number would be $350/sf. The most recent police station bid of similar size and scope was Sudbury police bid summer 2014 at $375/sf. So with all this mind, taking into account western Massachusetts highly competitive bid market my preliminary budget estimate is $380/sf Total Program Space: 23,169 g.s.f. Current Construction Costs: $380-$400/sf Cost Factors: specialized construction type; size of facility; multiple small spaces; site development (topography/wetlands, etc.) & infrastructure needs Construction Costs: $8,804,220 - $9,267,600 Soft Costs (15%-30%): $1,800,000 OPM & Clerk Fees: $210,000 A/E Fees: $810,000 Furnishings & Equipment: $750,000 Legal & Bonding: $30,000 Other (printing, advertising, etc.) New Public Safety Facility Total Project Cost (TPC): $10,800,000

36 At present there does not appear to be Federal or State grant funding available for Police / Fire / Public Safety construction projects Recommended local funding option: Debt Exclusion (retires after project is paid for) Fortunately the Town will be retiring other current debt in the near future which will help offset the costs of this project
