Call to Order: Chairman John Neinas called the meeting to order at 9:00 a.m. 2. Establish a quorum agency representatives in attendance: John Neinas, John Kolodziej, teve Delarwelle, Dan Williams, John ullivan, Bob Lauder, Dan Brinkman, Chad hefchik, David Englebert. DOT Representatives: Randy Asman, Michael Panosh, Mike Galvan. 3. Adopt the agenda Motion by Kolodziej, seconded by hefchik, to adopt the agenda. Motion carried. 4. Guests / Others Present: Ken Pabich, Cheri perber, Jim Cisler, Pete Devlin, Lori Holtz.. Public Participation Jim Cisler commented that he is unhappy with what the DOT did with the bypass and resurfacing the bridge. He also commented that the barricades on County U and County T were up too long. He also suggested putting in a road straight North on Egg Harbor Road. Chairman Neinas thanked Mr. Cisler for stating his concerns. 6. Correspondence None. 7. Minutes of May, 2016, 2nd quarter meeting Motion by Williams, seconded by Englebert, to approve the minutes of the May, 2016, 2nd quarter meeting. Motion carried. 8. Pending, continued, old business - None. 9. New Business A. afety Concerns regarding the CTH and Tagge Road Intersection. (Referred from Highway Committee) [The concern continues to be parked vehicles obstructing the view of east bound vehicles as they watch for traffic from the south on CTH. Vehicles are parking between the curb and the building. ] Cheri perber brought in photos of vehicles parked on the curb, preventing motorists from seeing. he stated that her vehicle almost got t-boned because of not being able to see. he said she fears that someone will be hurt or killed at this intersection, and said something needs to be done about parking in the right-of-way. Discussion held. In response to a question of whose land are the vehicles parking on, Kolodziej said it s on the county right-of-way. Asman said in similar situations, asphalt has been removed and put in grass, along with adding some posts or curb stops in the area to take care of the problem. Lt. Lauder reviewed the accidents back to There were 11 total, but nothing related to the intersection or stop sign. From his experience, he said he has never seen a visibility issue at that corner. Kolodziej noted when the curb was painted, his department put in the No Parking sign. He added that they could extend the No Parking sign. Delarwelle said yes, he would like to have the second sign moved to the end of the curb and have No Parking all the way to the corner. That could be the first option. Kolodziej said they would just add another sign. Motion by Delarwelle, seconded by hefchik, to extend the No Parking to include all the curbing on CTH, and add one more sign. Motion carried unanimously. B. afety Concerns CTH N Intersection (by Namur Curve) Chairman Neinas had heard motorists were blowing the stop sign. Lt. Lauder reviewed the accident history. ince 2006, there were only accidents at that intersection, and only one was intersection related. Englebert said the problem is that motorists don t stop at the E-W stop sign. There are no N- signs. There used to be rumble strips west of the store. There were requests for the strips to be put back and they were not. It s a low traffic area, but the problem continues. Question raised on criteria for a flashing stop light.

3 Page 3 of 18 Asman explained that would need an engineering study and crash data, so don t know if that could be justified or would be warranted. Kolodziej added that other locations had significant crash history. Those signs are not cheap to put in. hefchik said the aluminum reflective tape on the sign post is low cost and could draw more attention to the sign. Other suggestions included a 4-way stop, or dropping one leg of the connection to DK as a long term possibility. Englebert said the reflective strips could help. Kolodziej said he can take care of that. 10. DOT Update Pabich said he had received a couple calls about an issue with the bridge. There was a difference in elevation, and then a patch was added. hefchik said it is better now. Williams asked if there was any plan to do anything or resurface County U to the bridge? Asman said there is a resurface scheduled for The chance of this moving up is slim. 11. BOT Update (Bureau of Transportation afety) A. Community Maps Crash Mapping Website Panosh noted it s good that we re using Community Maps. The region wide map shows fatalities. There have been none in Door or Manitowoc counties. tatewide there have been 33, with 290 last year, and that has been the five year average. Gas prices are down and people are travelling more. Panosh had ed out Anatomy of Traffic afety Door County, with lots of informative facts. Neinas said he noticed that there are more out-of-county motorists in accidents vs. local. Panosh said that is probably unique to Door County with such a changing dynamic of people driving in and out. The Governor s Conference on Highway afety is coming up August He will keep sending updates. 12. Review of pot Maps A. 2nd Quarter 2016 The reported was included with the agenda packet. The second quarter had a total of 18 accidents (20 injury, 42 reportable, 2 non-reportable, 93 deer reportable and 1 deer non-reportable). 13. Review of Fatality Reports (if any) There were no fatalities in in the last quarter. 14. COMMIION REPREENTATIVE CONCERN: For a Better & afer Door County A. Matters to be Placed on a Future Agenda or Referred to a Committee, Official or Employee Brinkman noted that he had received a phone call from a woman on Glidden Drive, concerned about children in the road in the Lily Bay and Big Creek road area, who had asked about signage. It was noted that the County does not place these types of signs. 1. ANNOUNCEMENT None. 16. 5 Page of 18 Characteristics of the County and the Road Network Door County is a predominantly rural, peninsular county to the east of the Green Bay area. About 31% of its population lives in urban areas. ignificant natural features abound in Door County, including about 300 miles of Lake Michigan coastline, the turgeon Bay hipping Canal that bisects the county and the number of islands off the northern coast the most significant of which is Washington Island. There are only two routes on the tate Trunk Highway (TH) network that extend into Door County THs 42 and 7. TH 42 runs across the length of the county through ister Bay, Ephraim, Egg Harbor, turgeon Bay and Forestville before continuing south along Lake Michigan towards Manitowoc. imilarly, TH 7 begins in ister Bay and also runs down the length of the county through turgeon Bay and continues to the east towards the City of Green Bay. Both highways are part of the Great Lakes Circle Tour, a designated scenic route established by Great Lakes states DOTs along the lakes shorelines. TH 7 is an expressway southwest of its junction with TH 42 in the Town of Nasewaupee. Additionally, the Washington Island Ferry Line is the only mode of transportation aside from personal boats between the island and the mainland. The ferry requires a small fee and departs from both harbors about every 4 minutes. In 201, there were 13,333 autos, 3,618 cycles, 2,0 trailers, and 20,386 trucks registered in Door County. VMT in 2014 was 398,967,99. Municipalities There is only one incorporated municipality in the county with a population exceeding 1,000 residents: the City of turgeon Bay. When accounting for all incorporated municipalities in Door County, cities and villages account for 39% of the county s population. 7 Page 7 of 18 Emergency Medical ervices Door County has one level IV trauma center in county lines, the Ministry Door county Memorial Hospital in turgeon Bay. The nearest level I or II trauma centers to turgeon Bay the largest municipality and county seat - are the Aurora BayCare Medical Center and t. Vincent Hospital (both level II trauma centers) in Green Bay. These hospitals are about a minute drive from turgeon Bay, indicating that a large portion of the county lies more than an hour away from a level II trauma center, increasing the risk of negative crash outcomes for Door County residents. However, Eagle III a helicopter ambulance operating out of the Aurora BayCare Medical Center would be able to reach most locations in Door County within a half hour flight time. As of 201, there are 304 emergency medical technicians (EMTs) in Door County operating out of thirteen different EM providers. The following table lists EM providers and amount of EMTs.

However, 807 persons are estimated to have established residence in the county during this time period as well. Overall, Door County saw its population increase by 390 people, or 1.4% - 0.2% higher than the state of Wisconsin s growth rate during this time period.
