1 INTERNTIONL CIVIL VITION ORGZTION COM/SG/6 - WP/12 03/09/2002 SIXTH MEETING OF THE PIRG COMMUCTIONS SUB-GROUP (COM/SG/6) (Nairobi, September 2002) genda Item 4: eronautical Fixed Service (FS) 4.3 Review of the implementation and performance of the ir Traffic Services irect Speech (TS/S) network in the FI Region, identification of deficiencies and remedial action for their elimination (Presented by the Secretariat) Summary This paper reviews the implementation of the TS/S circuits plan, discusses the performance of the network and identifies the deficiencies ction by the meeting is at paragraph 3 Reference: COM/SG/5 Report PIRG/13 Report 1. Introduction 1.1 t its last meeting, the COM/SG noted that there was little progress in the implementation of TS/S circuits since PIRG/12. This paper reviews the implementation efforts since COM/SG/5 (akar, 3-6 October 2000) and highlights the maintenance problems affecting a large number of circuits. 2. iscussions 2.1 review of the implementation of TS/S circuits since COM/SG/5 reveals that 12 circuits have been implemented, though 3 of them are affected by maintenance problems. They are: - bidjan/robertsfield - ccra/brazzaville (maintenance) - ccra/lome (maintenance) - ddis baba/khartoum - akar/robertsfield - jibouti/smara - jibouti/mogadishu - Entebbe/Khartoum - Entebbe/Kigali - Kano/Brazzaville - Lagos/Libreville - Libreville/Malabo

2 2.2 There are 205 TS/S circuits required in the FI NP. The total number of nonimplemented circuits is 54, or 26.6% of the required circuits. 2.3 ppendix to this paper shows the status of implementation and operation of TS/S circuits. 2.4 The States which have not implemented any TS/S circuits are: - Burundi: 0/4; - Guinea-Bissau: 0/3; - Sao tome & Principe: 0/3 2.5 The States which have implemented all their required TS/S circuits are: - Benin - Cape Verde - France (Réunion) - Lesotho - Malawi - Mauritius - Morocco - Namibia - Nigeria - Sierra Leone ; and - Tunisia 2.6 Several VST solutions are being considered by States to implement FS requirements (FISNET, SC and NFIST). The States concerned should be encouraged to implement these systems as soon as possible. Meanwhile, as recommended by PIRG/12 Conclusion 12/15, satellite telephone or PSTN could be used to satisfy the requirements. Identification of deficiencies 2.7 Using the data in ppendix, the list of deficiencies regarding TS/S circuits has been updated and is shown in ppendix B to this paper. 2.8 The main remark concerns the lack of reliability of many circuits implemented on the FISNET VST network, which concerns SECN States, Nigeria and Ghana. There has been a dramatic rise in the number of circuits affected by maintenance problems on the FISNET. States concerned should be requested to urgently improve the maintenance of these circuits before further degradation. 3. ction by the COM Sub-Group 3.1 The COM Sub-Group is invited to: a) note the information provided herein; b) to review and update ppendices and B; and c) adopt a conclusion on the maintenance of VST networks
