1 2011 CITY CENTER MASTER PLAN UPDATE ADOPTED TRANSPORTATION ELEMENT PROJECT LIST FOR THE CBD, WATERFRONT, AND YORK, SEHOME, AND LETTERED STREETS NEIGHBORHOODS IMMEDIATELY ADJACENT TO CITY CENTER TRANSPORTATION ELEMENT PART 4: PLANNING FOR TRANSPORTATION PROJECTS Multi-Modal Transportation Improvement Projects Identified by Neighborhood for the 20-year Planning Period The transportation network is a city-wide system to move people, freight, and goods in a safe and efficient manner throughout the City with a variety of transportation modes. The Transportation Element of the Comprehensive Plan is the guiding transportation policy document for City transportation priorities, projects, and multi-modal improvement requirements. New development proposed in various portions of the City, should be required to provide transportation improvements that provide benefit consistent with city-wide transportation goals and policies rather than site-specific preferences. The list of multi-modal transportation improvement projects, below, identified for the 20-year planning period, has been compiled from the following sources: 1995 Bellingham Transportation Element; 1997 Whatcom County Transportation Element; Bellingham Neighborhood Plans; 2001 Whatcom Transportation Plan (WCOG); Washington State Transportation Plan; 2004 Final Environmental Impact Statement; 2004 WTA 6-Year Strategic Plan; 2004 Bicycle Pedestrian Advisory Committee Work; Bellingham and Whatcom County 6-Year Transportation Improvement Programs (TIPs). The list of multi-modal transportation improvement projects does not represent a definitive, prioritized project list, but rather a comprehensive list of perceived and/or recommended needs as of January Over time projects may need to be added to or removed from this list. The Public Works Department will refer to this list of multi-modal transportation improvement projects during the annual development of the 6-year

2 Transportation Improvement Program (TIP) to seek multi-modal projects where mitigation is needed, or where finances permit. Other unanticipated projects may not appear on this list. The list of multi-modal transportation improvement projects is presented by Neighborhood and UGA region for geographic reference only. The transportation arterial street network is a City-wide and regional system and must be monitored, analyzed, maintained, and improved as such. Public Works staff will seek input from Bellingham Neighborhoods for projects placed on the 6-Year TIP and will work with affected Neighborhoods to explore transportation capacity alternatives on arterial streets. Any proposal to remove on-street parking from a neighborhood arterial must be reviewed by the City Council. Prerequisite considerations are listed in bold lettering. Central Business District Holly Street corridor between Broadway Street and Lakeway Drive State Street needs rehabilitation of existing street with safety and efficiency improvements for all modes, including pedestrian and bicycle. [Ellis to State completed Bicycle lanes not possible on Holly between Bay and Broadway without removal of on-street parking. Bike lanes not possible on Holly between Ellis and Bay without road diet travel lane reduction from 3 to 2. Bike lanes on Holly could be very challenging with multiple right-turn movements along corridor, conflicts with on-street parking maneuvers, and door-swing into bike lane.] Consider shoulders on Wharf Street between State and Cornwall, if feasible. [Feasible at great cost; not part of Waterfront District Plan at this point] Design and construct improvements to enhance the streetscape along upper Holly Street between Lakeway Drive and Railroad Avenue. The remaining years are intended to improve existing streets and sidewalks in the downtown area to enhance multi-modal activities and create a more bicycle and pedestrian friendly environment. [Constructed 2008] Roeder Ave. Bridge at Whatcom Creek Replace timber piles, adjust grade, improve pedestrian facilities. Improve bicycle safety and efficiency on Northwest/Elm/Dupont/Prospect/Bay corridor, including bike lanes or shoulders. Design 2011, bicycle lanes to be installed on both sides of Northwest/Elm/Dupont from Whatcom Creek to Interstate 5 in 2012.

3 Complete Coast Millenium Trail: South Bay trail to Railroad to Chestnut to Roeder with bike lanes and signs. Bicycle Route Way-finding Signs are a better solution for this connection, unless significant changes are envisioned in CCMP update for Railroad Avenue] Complete bike lanes/multi-use trail on Railroad to connect South Bay trail and Whatcom Creek bridge/ellis street trail. [Railroad is not an arterial, no dedicated bike lanes. Bike lanes on streets with diagonal parking create significant conflicts between bikers and drivers. Bicycle Route Wayfinding Signs are a better solution for this connection, unless significant changes are envisioned in CCMP update for Railroad Avenue] Improve bicycle safety and efficiency on Ohio between Cornwall Avenue and I-5 Ellis, including bike lanes or shoulders. [Identified on Transportation Benefit District improvement list requires removal of on-street parking requires further review by Public Works.] Other Downtown/CBD transportation improvements constructed between 2000 and 2012 that were/are not listed in the 2006 Transportation Element of the Comprehensive Plan. Pedestrian curb extensions (bulb-outs) and installation of marked crosswalks at State Street/Maple Street intersection. [Transportation Benefit District funding design in 2011, construct in 2012] Pedestrian crosswalk visibility enhancements at Pine Street/Boulevard [Transportation Benefit District funding design 2011, construct 2012.] Alley restoration/placement of utilities underground [Constructed ] Full traffic signal at Railroad Avenue/Chestnut Street [Constructed 2009] Reconstruction of Holly/Bay/Dupont intersections with pedestrian plaza, crosswalks, and sidewalk improvements. [Constructed 2009] Downtown sidewalk improvements ($150,000 each year for a total of $1,200,000) [Constructed ] Magnolia St Road Diet-Bicycle Lane (Cornwall to Ellis) [Constructed 2004] State Street Road Diet and Bicycle Lane (York to Wharf) [Constructed 2003] Conversion of West Champion from one-way to two-way between Commercial and Cornwall [Constructed 2009] Arts District streetscape improvements, including:

Cornwall Avenue corridor between York Street and Illinois Street is a high priority for a bicycle lane on at least one side. Existing pedestrian facilities should be retained and enhanced, where possible. [Constructed 2008] Provide enhancements to Old Village Trail between Maritime Heritage Park and Elizabeth Park to improve wayfinding, pedestrian connectivity with perpendicular streets, and pedestrian/vehicular separation where private driveways intersect the trail. [Constructed 2008] Sehome Improve bicycle safety and efficiency on North Samish Way between Bill McDonald Pkwy. and Holly Street, including bike lanes. [Slower speed limit, shared travel lanes for bicycles and vehicles, and parallel bicycle route on 34 th Street adopted in North Samish Way Urban Village Master Plan Improve bicycle safety and access on Forest Street between North State Street and Holly Street by reducing travel lanes from 3 to 2 and adding a bike lane.
