3 Executive Summary - The City officially launched the WeHo Pedals Bike Share system on August 30, The program makes 150 GPS-enabled "smart bikes" available to residents, visitors, and commuters at 21 stations - offering an easily accessible, affordable. and environmentally-friendly form of personal mobility. Having a reliable bike share system makes it easier for people to get around without a car and helps make West Hollywood more livable. The program also supports the City's transportation strategies by providing a convenient. affordable, non-motorized transportation option. The ridership numbers have shown that there is a healthy appetite for bike share as a mode of transportation in West Hollywood. Residents and visitors use bike share for routine trips (errands. meetings. as part of a mixed commute e.g. bike to Metro train station) or where they otherwise wouldn't have access to their own bike. With the launch of WeHo Pedals. West Hollywood joined bike share systems in other Westside communities (Santa Monica, Beverly Hills. and recently UCLA) in operating bike share with the vendor, CycleHop and using smart bikes provided by Social Bicycles. The City's investment in the bike sharing program enhances options available through the transportation network, supports the addition of bicycling infrastructure with the hopes of easing traffic congestion. improves air quality around the City and encourages a more active lifestyle. 3

6 Success in Numbers I TRIP DATA - When compared to making fheir trips by car. WeHo Pedals riders have saved themselves $ in costs. burned an estimated 987,387 calories. and have kept pounds of carbon emissions out of the air. The illustration below denotes the total number of monthly trips taken by users between August 30, 2016 and October With the exception of the wet winter months (December February 2017), over people per month have used bike share since its launch. Weekends are the busiest ride days with an average of 79 trips per day and average trip distance of 1.7 miles. The average trip durations are relatively short with weekday trips lasting on average 21 minutes and weekend trips lasting 27 m inutes. 8 Station Performance - Currently, the WeHo Pedals Bike Share System has a shared system area with Beverly Hills. Within the system area there are 10 drop zones in Beverly Hills and one drop zone at Runyon Canyon where users can drop their WeHo Pedals bikes without incurring an out-of- hub fee. A WeHo Pedals hub or station is where system users can go to find. check out and return a bike. Since launch. a total of 21 stations have been installed. operated and maintained by the City's contracted vendor CycleHop. including two stations at The Grove. The system area was also expanded along Hollywood and Sunset Boulevards to provide users with more convenient access to regional destinations such as the Metro Red Line station at Hollywood and Vine, the Arclight Theater, and the Pantages Theater. The map on the following page details the locations of the systems' stations and drop zones. Stations were primarily installed along the commercial boulevards along Santa Monica Boulevard and the Design District (located at Melrose Avenue, Robertson Boulevard and Beverly Boulevard) and the areas most suitable for bike share based on topography and bicycle infrastructure. Although Sunset Boulevard has many hotels, large employment centers. and popular destinations. the lack of bicycle facilities and steep terrain may deter bicycle use in this area. For the period between launch and October the top five performing stations were: 1. Santa Monica Blvd i Olive Dr - 4,039 total rentals 2. Santa Monica Blvd i Westmount Dr - 3,630 total rentals 3. City Hall - 2,662 total rentals 4. Santa Monica Blvd i Crescent Hgts - 2,177 total rentals 5. Santa Monica Blvd i Hancock Ave - 2,117 total rentals 8

10 Hub Days - WeHo Pedals Hub Days are pop-up events held throughout the City to provide information. answer questions, and assist people who are interested in the bike share program, testing out a bike. and registering for a WeHo Pedals membership. 11 7Q PEOPLE TOOK A BIKE SHARE BASICS CLASS Bike Share Basics Classes - Bike Share is new to many In West Hollywood. as well as the use of smartbikes. WeHo Pedals Bike Share Basics is a free class that offers community members a hands-on opportunity to try out the bikes and learn how to use them safely in the West Hollywood streets without committing any money, and being in a comfortable no judgement zone. In this 2-hour class, sponsored by CycleHop and taught by Sustainable Streets, students learn all the features of the Smart Bikes, basic rules of the road, and essential safety tips for riding safely and lawfully in the roadway. The instructors also show riders how to use the Social Bicycles opp to sign up for an account. find a bike, and share their rides with friends. WeHo Pedals bikes are provided to all participants as well as a free helmet. For the period between August 2016 and October 2017, 70 people attended a WeHo Pedals bike share basics class.

12 Bike and Station Management -WeHo Pedals is operated and maintained by the city's contracted vendor CycleHop. whose operations team consists of a Regional Operations manager. two full-time field technicians. and a Fleet manager. The field technicians are dispatched to the system area daily to redistribute and clean the bikes and stations and ensure that bikes and racks are available at all stations. Because the bikes have GPS. the operations team can remotely monitor and receive alerts when station racks are either too low or too full and deploy technicians accordingly. As of October no bikes were stolen and there was only one bike totaled as the result of damage by a user. Since launch there has been one incident of station vandalism involving minor damage to station signs and stickering of bike baskets and one major incident of damage by a motorist to a large ad panel. which has prompted complete sign replacement. 12

16 One Year Anniversary - WeHo Pedals celebrated its one-year birthday by hosting a Community Birthday Party on Wednesday, August 30, 2017 at the Sal Guarriello Veterans Memorial Park in West Hollywood. The community event took place from 5:30 p.m. to 7:30 p.m. and featured music. food and refreshments. a photo booth. cake-cutting. and a raffle for a swanky helmet from a local retailer. The event also featured a community ride. led by members of the West Hollywood Bicycle Coalition and WeHo Pedals Ambassadors. The event was free and open to the public and WeHo Pedals bikes were provided to those who wished to participate in the community ride. Photos from the event can be found on the City's Flickr page: albums02lsz68z As part of the birthday celebration. WeHo Pedals was free-of-charge to new and existing WeHo Pedals members. In addition. a birthday promotion was launched for new and existing users to get $20 off an annual membership ($79 instead of $99) using the promotional code BIRTHDAYB1KE79 at wehopedals.com. For its first year. WeHo Pedals h~d a lot to celebrate in terms of the number of members. trips taken. and greenhouse gas emissions averted. These successes were captured in a video created by the City's Communications Department to mark the occasion.
