(MPO) funding requests for priority transportation COMMISSION PRIORITIES: Infrastructure EXPLANATION: (see next page for additional explanation) Each year the MPO asks the City to list and prioritize transportation projects for which the City is requesting funding in the MPO's new Transportation Improvement Program (TIP). Projects that are selected for funding through the MPO process this year will be placed in the new 5th year of the TIP, in this case the fiscal year that begins on July 1, This year the MPO has requested projects applications representing all modes of transportation including roadway, bike and pedestrian, transit, and other eligible activities to be submitted by Tuesday, December 18. Projects included in the TIP will be funded through various sources at the local, state, and federal levels based on established priorities and funding availability. Staff is proposing to continue with the City's previous request to support funding and advancement of the previously submitted projects as project priorities, with the addition of two new project priorities: 1. Raised intersections on St. Armands Circle at Adams and Madison for improved pedestrian safety; and 2. Roundabout at the intersection of Cocoanut Avenue and 2nd Street to improve the safety and efficiency of the intersection. ADMINISTRATION'S RECOMMENDATION: Staff is requesting approval to continue with these projects as transportation priorities, add the two new projects as priorities, and to seek funding through the MPO for these priorities. 3 ADDITIONAL EXPLANATION: AGENDA REQUEST The City has previously sought funding through the MPO for the projects listed below. Projects with at least one phase funded: 1. Roundabout at the intersection of Ringling Blvd and Pine Place (PD&E and PE phases are funded with $1,487,396, requesting funding for construction phase); 2. Roundabouts at the intersections of US 41 and Main St and US 41 and Ringling Blvd (PD&E and PE phases are funded with $3,846,282, requesting funding for construction phase); 3. Roundabouts at the intersections of US 41 and Myrtle Street and US 41 and Dr. Martin Luther King Jr Way (PD&E and PE phases are funded with $4,065,980, requesting funding for construction phase); and 4. Myrtle Street Multimodal (support for $1,559,273 for County project construction). Barrier Island Traffic Study Priorities: 1. Replacement of the Coon Key Bridge (PD&E phase already funded with $2,155,000, requesting funding for design phase); 2. Multimodal Capacity improvements on John Ringling Causeway Bridge; 3. Update signal for high visibility backplates at SR789 and Bird Key Drive; and 4. Add turn lanes at SR789 and Ken Thompson Parkway. Advanced Traffic Management Systems (ATMS): 1. Variable signage at critical intersections citywide to improve traffic flow. Other Projects: 1. Fruitville Road Complete Street Project from US 41 to US School Avenue Multiuse Recreational Trail (MURT) Phase 2 from Webber Street to Datura Street. 3. Roundabout at the intersection of US 41 and Orange Ave. 4. Roundabout at the intersection of US 41 and 47th Street. 8 Interoffice Memorandum Date: February 20, 2018 To: Thro: From: Subject: Mayor and City Commissioners Timothy Litchet, Director of Neighborhoods and Development Services Alexandrea DavisShaw, P.E., City Engineer Sarasota Manatee County Metropolitan Planning Organization (MPO) In the past, the MPO would annually request the governmental entities within Sarasota and Manatee Counties to submit their project priorities for funding consideration for that coming year's budgeting process. If the project received funding, it was placed in the 5 th year of the next Transportation Improvement Program (TIP). There were different funding sources with different criteria for approval. Each governmental agency determined if they had projects that meet the criteria for one of the funding sources and would then complete the application for that project. Over the years, project costs have been going up and many of the Multi-Modal Emphasis Corridor (MMEC) requests were for large projects with many phases. The MMEC is the funding source we submitted under for many of the roundabouts on US 41. As a result, there are many projects on the list that are not fully funded. The MPO would like to revise the process. To help with this effort, they want each jurisdiction to look at their past project submittals and verify these are still project priorities. They also plan to help fund projects by not limiting requests to one category but helping to expand possible funding options and, when possible, combining them with multiple sources. The first step in this revised process is to verify our project priority list. The existing projects that have been submitted for funding consideration through the MPO and still need additional funding include: US 41 Multi-Modal Emphasis Corridor: 4 7 th Street ( no funding) Myrtle Street (in Project Development and Environment Study phase) Dr. Martin Luther King Jr. Way (in Project Development and Environment Study phase) Gulfsteam A venue (Statewide Acceleration and Transformation (SW AT) to 60% design completion) Main Street (in Project Development and Environment Study phase) Ringling Boulevard (in Project Development and Environment Study phase) Orange Avenue (no funding) US 41 Corridor Transformation: We requested a Large Project to fund the full US 41 transformation from University Parkway to Orange Avenue. 9 Myrtle Street Project: Sarasota County is the agency managing this project, as the project falls in the County maintained portion of Myrtle Street. The City continues to support this, as a very high priority, and will work with the MPO and Sarasota County on this important multi-modal connection project. Sarasota Trail Projects: Coon Key Bridge - Bike and Pedestrian improvements. Reconstruct this bridge to include bicycle and pedestrian facilities as well as transit needs. (Project Development and Environment Study is programed) Sarasota Trail Project - the next segment of the School Avenue MURT (from Webber Street to Datura Street. Limits shown below. ATMS (Advanced Traffic Management System): With the technology available through our ATMS controllers, we can remotely program variable signage to inform drivers of incidents and help with navigation. We are proposing signs at the following locations initially, but these may change as we review locations with other jurisdictions and the City Commission through the design phase. Sarasota Trail Project: Last year the City submitted the next segment of the School Avenue MURT (Webber Street to Datura Street) as a Transportation Alternative Program (TAP) project. This project is one of our Multimodal connections plan and will connect to the existing MURT on School Avenue. This project did not receive funding. The F.ruitvile at US 41 Roundabout Project Development and :Enginee (PD&E) study is programme in the comm year in our Tnmsporta Improvement Program (TIP) with $1.2 million in state funds. It bas been prioritized as a Multi-Modal F.nbance Corridor (MMEC) project, and it was on the list for Transportation RXXX Improvem Propm (TRIP) funding this year as well, so it is clearly a high priority. The City of Smsota would like to reiterate our n,quest to redirect funds for the design of US 41 and Orange Avenue roundabout to the US 41 and Fruitvill Road roundabout project. As this is one of the most congeste intersecons along the US 41 comdor in the City of Samsota, we also n,quest that the funding for the PD&E pbaae for the US 41 and Orange Avenue roundabout project also be directed to the conatruction phase of the US 41 and Fruitvill Road roundabout. Lastly, we would like to request that any remaiofag funding not needed for the PD&E or design phases of the US 41 and Fmitville Road roundabo be directed to the canstrudon phase, 85 well. We hope the Florida Departmet of Tnmsporta will also help us in finding the remaining funding needed to complete the project. Services Alexandrea DavisShaw, P.E., City Engineer Sarasota Manatee County Metropolitan Planning Organization (MPO) Congestion Management System (CMS), US 41 Multi-modal emphasis corridor (MMEq, Transportation Alternatives (f AP) and Major Projects: Each year, the MPO requests the governmental entities within Sarasota and Manatee County to submit their project priorities for funding consideration through the various programs available, which include Congestion Management System (CMS), Transportation Alternatives (TAP} and the US 41 Multi-modal Emphasis Corridor (MMEC) and a request for Major Project. I have also attached the memo from last year's funding request for additional infonnation. Congestion Management System (CMS) funds -These funds are used for projects that improve vehicular congestion on the roadway network. The funds requested are mainly used for the construction phase of the project; design is usually required to be funded by the local jurisdiction. The maximum request for a project in this category is $1,000,000 and maximum total project cost is $2,000,000 with the local jurisdiction fimding anything over the $1,000,000. The construction is to be done in the year the funds became available. The road must be on the federal aid highway system. - Staff is requesting a roundabout at the intersection ofcocoanut St. and Blvd. of the Arts be requested as our CMS request for this year. With all the development in the Rosemary District, this improvement would provide a better pedestrian crossing while maintaining vehicle capacity. MMEC - Multi-modal Emphasis Corridor - This program is for projects on US 41 that addresses multimodal improvements. The FDOT has developed a summary of the roundabouts presently on the plan with funding proposed. With the addition of Ringling Blvd. to the list, the coordination of the construction of Main St. and Ringling Blvd. is important as these are very close together so staff requests redirectig the funding for the Project Development and Environment Study (PDE) from Orange Avenue and US 41 to Ringling Blvd. and US 41. In addition, the FDOT has funding to begin the PDE for US 41 and Fruitville \ a'jc'fe11aisk-033\appdata\local\microsoft\windows\temporary Internet Files\Content.Outlook\BXBDA VfO\MPO memo on CMS TE requests Page 16 of 76

21 Road but there isn't funding for design identified. Due to the volume of traffic at this location, staff recommends redirecting the funding for the design phase of US 41 and Orange A venue to US 41 and Fruitville Road. Staff would also request submitting 47 th Street and US 41 as a new MMEC project and also r :'1. uesting future funding for Orange A venue and US 41. You will see in the attachment that the US 41 and 47 St. roundabout is on the US 41 visioning plan and it was included in the earlier Major Project.request but it hasn't made it to the FDOT funding plan. We hope by submitting a MMEC request, we will be able to have that added to the program. Transportation Alternatives Program (TAP) funds - These funds are used for bike and alternative transportation options and can include planning, design and construction elements. Staff recommends submitted the next segment of the School Avenue MURT (from Webber St. to Datura St.) as a TAP project. This project is one the projects on our Multimodal connections plan and will connect to the existin MURT on School A venue. Other requests: in 2013, the City Commission requested a Major Improvement Project for US 41 from University Parkway to 14 th Street. Staff would like to resubmit this request as it hasn't been funded yet. Th.ere has been a recent change to our US 4 l plan as a result of discussions with Billy Hattaway, our FOOT District Secretary J and his staff. The FOOT prefers to manage the design and construction process for the US 41 - Fruitville Rd. and Gulf Stream Ave. Roundabouts and they have committed to help find additional funding but we first need to submit a request to make this a priority. In the last round of CMS budget requests, the Florida Department of Transportation (FOOT) did not fund construction in the 5 1b year, as expected, and didn't selected a maximum of $1,000,000 in construction funding but funded the Project Development and Environment (PD&E) Study phase of a11 requested CMS projects. The funds for I.he construction phase of these projects haven't been progra1nmed yet so we don't know when the construction money will be available. White we have asked for more clarification on what lhe process will be this year, we do not know if this will happen before submittals are due. We have resubmitted our earlier project requests for the design and construction phases. We propose to work with the FOOT on a connection to the existing bridge or possibly an additional bicycle/pedestrian bridge as the existing Coon Key Bridge doesn't have sufficient bicycle and pedestrian facilities. MMEC - Multi-modal Emphasis Corridor - This program is for projects on US 41 that addresses multimodal improvements. This funding source has been reduced as the MPO Board approved directing some of the funds planned for this program to the Venice US 41 project. In addition, the FDOT has placed au the requested MMEC projects in the program for the PD&E phase and haven't yet programmed design or construction for our projects yet. 41 1.00 INTRODUCTION The Sarasota/Manatee Metropolitan Planning Organization (MPO) is the regional transportation planning entity within Sarasota and Manatee Counties, including the Sarasota-Bradenton Urbanized Area (UZA). MPOs are established by state and federal laws and through interlocal agreements to provide a process for local governments within a Transportation Management Area (TMA) to coordinate with the Florida Department of Transportation (FDOT), the Federal Highway Administration (FHWA), and the Federal Transit Administration (FTA). A TMA is an urbanized area with a population over 200,000 as determined by the latest decennial census. The MPO develops the Transportation Improvement Program (TIP) annually in accordance with the current Florida Department of Transportation (FDOT) MPO Program Management Handbook. The TIP is submitted to federal and state review agencies according to the dates, processes and agencies described in the handbook. The MPO planning process is continuing, comprehensive and cooperative. 48 2.00 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) 2.01 Purpose The purpose of the Transportation Improvement Program (TIP) is to provide a prioritized listing of transportation projects covering a period of five years that is consistent with the Sarasota/Manatee Metropolitan Planning Organization s (MPO) Long Range Transportation Plan (LRTP). This TIP is for the period beginning July 1, 2018 through June 30, Financial Plan Financial Constraint: Under federal legislation, metropolitan areas are required to develop a financially constrained TIP as a means to direct resources toward high priority projects. Pursuant to these federal regulations, the level of authorized funding available to the state and the metropolitan area has been used as the basis for financial restraint and scheduling for the projects using federal funds. Projects are financially feasible for the appropriate funding category and represent, to the maximum extent possible, the MPO s established priorities. TIP Implementation: The federally funded projects identified in the TIP can be implemented using current and proposed revenue sources based on the FDOT Tentative Five Year Work Program and locally dedicated transportation revenue. The TIP includes projects, or phases of projects, that are expected to be fully funded in the 20-year horizon of the 2040 LRTP. Additional projects that would be included in the approved TIP if reasonable additional resources beyond those identified in the financial plan were available may be identified pursuant to s (8)(c)(3), F.S. TIP Development: The TIP is developed by the MPO in cooperation with FDOT and the region s two public transit operators, Manatee County Area Transit (MCAT) and Sarasota County Area Transit (SCAT), who provide the MPO with estimates of available federal and state funds in order for the MPO to develop the financial plan. [23 C.F.R (a) and s (8), F.S.]. It is developed through a continuing, comprehensive, and cooperative (3C) effort involving all counties, cities, and towns in the Sarasota/Manatee urbanized area as well as the Sarasota-Bradenton Airport Authority and the Manatee Port Authority. The TIP is broadly distributed for review and comment by the public before it is recommended for approval by the MPO Citizens and Technical Advisory Committees, and before it is approved by the MPO Governing Board Project Selection Process In 2012, Congress passed Moving Ahead for Progress in the 21 st Century Act (MAP-21), which changes the way communities must document the allocation and use of federal funds. This direction was further refined in the 2015 Fixing America s Surface Transportation Act (FAST Act). The new federal law provides direction to the MPOs mandating that the TIP: Contains projects consistent with the current metropolitan transportation plan; Reflects the investment priorities established in the current metropolitan transportation plan; and Once implemented, is designed to make progress toward achieving the performance targets established. 49 States and metropolitan planning organizations are now mandated to verify how they invest resources in projects to achieve individual targets that collectively will make progress toward national goals. The Sarasota/Manatee Metropolitan Planning Organization (MPO) began addressing this change during development of the Sarasota/Manatee 2040 Long Range Transportation Plan (LRTP) which was adopted in December The plan states: With MAP-21 legislation and the MPO s focus on multi modal accessibility, an update in the project prioritization process will immediately follow the adoption of the Strategic Mobility Plan. The new process will look at all the roadway needs and multi modal needs as a combined prioritization to develop a more mode-neutral process that links to the Strategic Mobility Plan and moves priorities into the Transportation Improvement Program. In January 2016, the MPO Technical Advisory Committee (TAC) took on the task of updating the MPO criteria for project selection in accordance with Federal Guidelines on Performance Measures and to be consistent with the newly adopted 2040 LRTP. In April 2017, all MPO advisory committees (Technical, Citizens, and Bicycle/Pedestrian/Trails) and the MPO Governing Board unanimously supported aligning MPO project selection with mandated performance measures. The new project selection process developed by the TAC is directly linked to the national planning goals, FHWA performance measures, Sarasota/Manatee 2040 LRTP goals, and MPO investment priorities. 51 MAP-21 Performance Management Requirements: Performance Management is a strategic approach to connect investment and policy decisions to help achieve performance goals. Performance measures are quantitative criteria used to evaluate progress. Performance measure targets are the benchmarks against which collected data is gauged. The Moving Ahead for Progress in the 21 st Century Act (MAP-21) requires State DOTs and MPOs to conduct performance-based planning by tracking performance measures and setting data-driven targets to improve those measures. Performance-based planning ensures the most efficient investment of federal transportation funds by increasing accountability, transparency, and providing for better investment decisions that focus on key outcomes related to seven national goals: Improving Safety; Maintaining Infrastructure Condition; Reducing Traffic Congestion; Improving the Efficiency of the System and Freight Movement; Protecting the Environment; and, Reducing Delays in Project Delivery. The Fixing America s Surface Transportation (FAST) Act supplements the MAP-21 legislation by establishing timelines for State DOTs and MPOs to comply with the requirements of MAP-21. State DOTs are required to establish statewide targets and MPOs have the option to support the statewide targets or adopt their own quantifiable targets for the MPO s planning area. FHWA Safety Measures (PM1): Safety is the first national goal identified in the FAST Act. In March of 2016, the Highway Safety Improvement Program (HSIP) and Safety Performance Management Measures Rule (Safety PM Rule) was finalized and published in the Federal Register. The rule requires MPOs to set targets for the following safety-related performance measures and report progress to the State DOT: Fatalities; Serious Injuries; Non-motorized Fatalities and Serious Injuries; Rate of Fatalities per 100M Vehicle Miles Traveled (VMT); and Rate of Serious Injuries per 100M VMT. The 2016 Florida Strategic Highway Safety Plan (SHSP) is the statewide plan focusing on how to accomplish the vision of eliminating fatalities and reducing serious injuries on all public roads. The SHSP was developed in coordination with Florida s 27 metropolitan planning organizations (MPOs) through Florida s Metropolitan Planning Organization Advisory Council (MPOAC). The SHSP development process included review of safety-related goals, objectives, and strategies in MPO plans. The SHSP guides FDOT, MPOs, and other safety partners in addressing safety and defines a framework for implementation activities to be carried out throughout the State. The Florida SHSP and the Florida Transportation Plan (FTP) both highlight the commitment to a vision of zero deaths. The FDOT Florida Highway Safety Improvement Program (HSIP) annual report documents the statewide interim performance measures toward that zero deaths vision. As such, the MPO acknowledges FDOT statewide HSIP interim safety performance measures and FDOT s 2018 safety targets, which set the target at 0 for each performance measure to reflect the Department s goal of zero deaths. 52 The MPO set its safety performance targets based upon data collected within the MPO planning area for previous years related to safety performance measures. FDOT set targets on August 31, 2017 as required by the FAST Act. After a careful analysis of data for the ten previous years, the MPO adopted their first targets on January 22, 2018 setting realistic, attainable safety performance targets based on historical statistics and projected trends. Now, using actual data through mid-august of 2018, the projected numbers for 2018 and 2019 show a decrease in number of fatalities, serious injuries, and non-motorized fatalities and serious injuries. 53 This graphic shows a decrease in the number of annual fatalities and the historic trend line. The data shows a decrease in fatality numbers in 2017 which, in turn, slightly decreases the projected trend. 54 Finally, the projected annual non-motorized fatalities and serious injuries are expected to increase although the trending forecast is slightly lower. The safety targets are based on a five-year rolling average, which is the average of five individual, consecutive points of data. The five-year rolling average provides a better understanding of the overall data over time without eliminating years with significant increases or decreases. If a particularly high or low number of fatalities and/or serious injuries occur in one year, a return to a level consistent with the average in the previous year may occur. For this reason, the projects currently funded in the first three years of the TIP will have very little influence on reducing the five-year rolling average and will probably not have an influence on the rolling averages prior to Replacement Page: Amended on by the MPO Board.
