Introductions B. Approval of Minutes We did not have a quorum, so we could not review and approve the minutes. No votes were taken. C. Adjustments to the agenda none D. Announcements none E. Public Comment/Presentations Bicycle Benefits Program (Jennifer Baldwin Bike/Ped Coordinator, Raleigh, Alison Carpenter-Duke University, Shelly Parker GoTriangle) 1. This is a national program first tried in Colorado and brought to Raleigh in 2011; proposal is to consider how to bring it to Durham 2. The basic idea is to promote biking by getting businesses to give specific discounts to bike commuters who buy a sticker ($5) for their bike helmet, thereby promoting use of helmets 3. In Raleigh, backing came from Mike Dayton, BPAC commissioner and Alison Carpenter (NCSU) original seed money was about $750 (which allowed initial businesses to join for free instead of paying $25); they are up to 19 businesses and expanding 4. Lessons learned imparted so we (Durham) don t make the same mistake you have to market the idea to businesses AND bikers equally and put in the time face to face 5. In Durham, if no seed money to pay for national program stuff, could we double brand it (e.g., Bicycle Benefits and Go Triangle and/or Duke and/or another biking organization). 6. Duke would like to build this program has intern working on it, but they finish end July 7. Volunteers are needed to recruit more businesses which ones are bike-friendly? (we could use whether or not a business has a bike rack to target likely participants) 8. Could the commission appoint a contact to work with Duke & adapt Raleigh materials for Durham: safety message to wear helmets (bikers); not to overlook potential clientele (businesses) 9. Conclusion for the commission is that we are a volunteer organization and don t have the capacity; however, we could promote literature at other events we support. Question was asked whether they had reached out to Downtown Durham, Inc. 1

A community member raised the issue that a small, independent group in Durham is already trying to promote these same ideas and that it doesn t make sense to have competing programs was there a way to work together? Can program be renewable (sustainable instead of once and done ) 11. What are the options to drum up interest? And a. Need a contact person/organization Bike Durham? b. Would it help to put info about this program on the business survey 12. Suggestion was for Raleigh, Duke, Go Triangle and Bike Durham representatives to meet and determine whether collaboration was possible. 13. One way around the once and done is to have to renew every year, so as part of annual membership you get a sticker. 14. BPAC concluded Matt s committee (CE) will follow-up. Presenters will meet with community bike organizations to pursue possible collaborations Bike Corral a. This is another effort that has begun in Raleigh a corral is on-street bike parking that uses one on-street parking space and holds about 10 bikes b. In Raleigh, someone donated the corral - $2000 and pilot data shows it has never been empty c. Without a sponsor, important to start with businesses that already have bike racks d. Problem determine need to compensate the city for the loss of a parking space (meter revenue) e. One proposed location, on Hargett Street, is a high demand area; need to protect from damage one-way street? It s time-consuming for the design and implementation f. Need business to take responsibility for corral maintenance as it frees up the sidewalk for outside dining, etc. 12 potential customers instead of one full car (4-6) g. State will NOT back a corral on any state-maintained road - Ninth Street, Main St and Bright Leaf Square area are all state maintained h. Raleigh suggested that several businesses might be willing to share the cost of the corral i. Merry suggested we brainstorm someplace that wasn t a state road: 5-points; Geer St/Motorco area; Parrish St,; Foster & Rigsbee j. Decision to ask State whether this is a deal breaker or they are open to negotiation and meanwhile, keep thinking about location ideas F. Committee reports Development Review Committee Report (Scott Carter) 1st Wednesday, 6:30 pm, Sunset Grill met on 7/10/13 Attendees: Scott Carter, Dale McKeel, Merry Rabb, Heidi Carter, Dan Clever 1) Concerns on recent site plans. a. Dale raised a concern about a bike rack installed at Jimmy John s on 9th St that used a wave rack and was too close to the fence. Seems like this was an administrative site plan and did not have BPAC review. b. Fidelity Bldg. Site plan did not have enough spaces, but was landscaping only plan. We agreed that we would submit comments anyway. c. C21 Museum Hotel. Developer changed from non-standard artistic bike racks. 2) Update on actions to close UDO loophole for bike parking within multi-family residence such as ATC Hotel bike parking. Still need to follow through on short term fix of a brief technical correction sent to Steve Medlin, and a longer term fix of a text amendment into the UDO, starting with asking Wendy Jacobs on the JCCPC when planning will adopt the next work plan. Scott needs to complete these. 2

3 3) Durham Corridor Study (C-F, Cornwallis, Morreene, Hillandale). Discussed Seth Vidal tragedy. Reinforces that Hillandale is an urgent corridor to get improved, even though he was in the wider part of the road during the crash. 4) Complete Streets. More training next week for Durham staff. Discussed that Raleigh has new Public Works Reference Guide. Suggestion to ask Durham Transportation Dept. to integrate complete streets policy into Durham Public Works Reference Guide. 5) NCDOT waiving the sidewalk requirement during the construction drawing phase. TW Alexander and Hollow Rock on Old Erwin Rd are two examples. - No progress. 6) Other: Southpoint Mall planning to install more bike parking when bridge is completed. They will use temporary bike parking at first to determine where and how many permanent racks to install. Community Engagement Committee Report (Matthew Palmer) 1st Tuesday, 6:30 pm, Geer Street Garden 7/8/13 Official minutes were not submitted because the chair was out of the country and not in attendance. Brief update: to date, the neighborhood survey has been disseminated to every listserve, all libraries and bike shops 771 responses so far will leave open till end of July. Still looking at outreach strategies for non- groups Bike and Pedestrian Plan Implementation and Evaluation Committee Report (Greg Garneau) 2nd Thursday, 6:30 pm, Q-Shack 7/11/2013 Attendees: Dale McKeel, Jennifer McDuffie, Scott Carter, Debbie West, Philip Azar, Cynthia Van Der Wiele, Chet Buell, and Greg Garneau (Convener) The next meeting is scheduled for Thursday, August 8, (This committee meets monthly on the second Thursday of the month.) The public is invited. This report from the convener's notes should be considered a draft for discussion purposes only. The report may be edited for accuracy before it is added to the minutes of the subsequent monthly Commission meeting. 1) The committee listed its priorities for infrastructure projects. The committee is charged with on-street projects but has been frequently asked to comment on and support greenway projects. 2) Of equal and primary priority: i. Sidewalk projects as prioritized by this committee and detailed in a list provided to the city council ii. Sidewalk repair projects now in the public works pipeline iii. Bicycle lane striping projects prioritized and mapped by this committee -- particularly those which connect the existing network of on-street facilities and greenways iv. A regular budget appropriation to support the construction of Complete Streets (the addition of sidewalks and bike lanes) as per the adopted city master plan. Funding for bicycle and pedestrian projects has been inconsistent from year-to-year. v. Completion of the design and construction of the four corridors currently under study: Morreene Road; Hillandale Road; Cornwallis Road; and Carpenter Fletcher Road. 3

4 vi. A regular budget for greenway repair and maintenance vii. A progress report and renewal of the 2006 adopted Bicycle and Pedestrian Plan viii. A study of and funding to remove any bottlenecks in the Public Works Department 3) Greenway projects: i. The Duke Beltline ii. West Ellerbee Creek Trail iii. Connection of the R. Kelly Bryant Bridge to the Rocky Creek Trail iv. Extension of the North-South Greenway to West Point on the Eno Park v. The Sandy Creek Trail 4) On-street projects: i. Connections to the Joe Davis - NCDOT plan to provide continuous shoulders between Meadowmont in Chapel Hill to the American Tobacco Trail (via Barbee Chapel, Farrington, Stagecoach and Massey Chapel Roads). ii. Connecting the R. Kelly Bryant Bridge to RTP on a route similar to or paralleling NC Highway 147 iii. A Bike Boulevard on Watts Street iv. More bicycle parking racks in downtown Durham v. Covered bicycle parking in the parking structure adjacent to the Durham Station (with bicycle lockers to prevent theft of wheels, etc. from the bicycles of Durham-Raleigh and other daily bus commuters) Education and Encouragement Committee Report 2nd Tuesday, 7:00 pm, Beyu Caffe 7/9/13 met on 7/9/2013, needs new chairperson Attendees: Walter Mullin, Frank Glover, Jen McDuffie, Merry Rabb, Dale McKeel 1) Events past, future & possible: i. Tour De Fat debrief no word yet from New Belgium on attendance or other Durham-specific figures. The bike valet went well. General feeling is that the minimum number of bike valet volunteers for this event is 4 per shift (other than post-parade rush when we need more) with at least one being an experienced volunteer. ii. Eno Festival debrief Festival went well, pretty good booth traffic for most of the time. iii. Play Streets are there more? Next one is Saturday, Sept. 7 on Holt School Rd (web site says there will be one more after that on Oct 5) iv. Bike to the Bulls - July 14 - Dale is loaning them the bike racks and will help them get started with the bike valet parking. He is recruiting some BPAC folks to help staff an information table. There will be a few other groups there including Bike Coop, GoTriangle and the Durham Community Trail Watch group. v. Centerfest Sept we originally agreed to do Bike valet parking again and had asked about being given a more prominent/visible location. Merry will follow up. vi. ATT Bridge opening final date for ribbon cutting, Oct AM vii. Watch for Me NC starts in August. Had a discussion of tying this in somehow with the recent bike crash incident (i.e. heightened safety awareness). Perhaps we could 4

5 see if we can get the N&O or other media interested in a series on safety. Jen will get in touch with Jim Wise of the N&O after his article on Seth Vidal appears. Dale will talk to the folks at NC DOT and Kim Walker of the Police department to see if they have ideas on how we can better leverage the materials we will be receiving as part of the campaign. viii. The NC Gay & Lesbian Film Festival is coming to the Carolina Theater next month (Aug 9-18). We could offer to help provide bike parking? Many come to this event from out the area but many are local/regional and may cycle to the theater. Bike valet parking wouldn t be appropriate due to the length of the event but Dale said we could offer to loan them bike racks. There was some problem related to bike parking at Full Frame so it might be a good idea for someone to be in touch with the Carolina Theater in general to see how (if?) they plan for bike parking for these larger events and offer some help. ix. South Durham Farmers Market we never had a table there, but now that we are getting close to the I-40 American Tobacco Trail bridge opening it might be a good time to engage more with South Durham. Merry will follow up. Priorities & leadership for E&E committee: Jen is still willing to take on committee chair if we can recruit someone to be secretary/note-taker at our BPAC meetings. In the recent past this committee has focused mainly on events (esp. Bike Month) and minimal support for thebikewalkdurham.org web site. There are many other things we could be doing depending on participant interest. There are things commissioners or volunteers could work on their own time if they are not interested in being actively on the committee (i.e. attending meetings) for example work on the communications side of things (web site blog, Facebook, listserv etc.) could be done by anyone on their own time. Several of us are particularly interested in the Education side of things (driver training, cyclist training etc.) Others may have ideas for things we have not even done yet ideas welcome! We discussed some educational materials Merry had seen out of Illinois/Chicago for driver training etc. including one flier that went out with their car registration mailings. We could include such a flier in City water bills, for example. And BPAC has money that could be used for designing/printing materials. Merry agreed to send out the flier she had seen and we can start looking in to whether it would be possible to adapt the material for NC/Durham. G. Update from liaisons 1. DOST (Jeff Bakalchuck) is considering a mechanism to handle donation /contributions, perhaps set up foundation or 501c3; then could go out to businesses with things like naming rights; county has structure in place for how things may be named 2. NCCU (Jonathan Leach) no report 3. Duke University (Randy Best) no report H. Old Business 1. NCDOT access to transit project (Dale/Erik) no report 2. Triangle Pedestrian Education and Enforcement Campaign / Watch for Me NC (Dale) nothing to add 3. Functional Design Studies for Bicycle and Pedestrian Facilities (Dale) nothing new to report I. New Business ATT Grand Opening Update official date is October 12,

6 Renewal of Interlocal Agreement expires in November; BPAC needs to decide if there are any changes we want made; Merry said last time we added liaisons; Dale said he d send our link for review Bike Friendly Community 2014 application due July 16, 2014 up for renewal or possibly advancement Walk Friendly Community program opens November 1, do we want to apply? I could take up to 4- man-hours to apply. Greg said it might be good for us to get the feedback and know what we need to do. J. Staff report/ Questions/ Announcements Dale announced that applications for our vacancies will go to City Council who will make the final decision on August 22 nd. Jonathan Leach (liaison) will not be re-applying and we will need a new person; Randy Best s position will also expire soon.
