1 Miss Utility of Delmarva UTILITIES SERVICE PROTECTION CENTER OF DELMARVA, INC Minutes of the June 21, 2012 Membership Meeting 1. Call to Order and Introductions President Brad Ebaugh opened the regular meeting at the Tidewater Utilities, 1100 N. Little Creek Road, Dover, DE. The meeting was called to order at 8:59 A.M. 25 members were present. Introductions were made. Prior months meeting minutes approved. 2. Presentation Mark Gemmell, Tidewater-Presentation, Heat Emergencies Heat exhaustion is when your body gets too hot, it can be caused by physical exercise or hot weather, can experience the following: heavy sweating, feeling week and/or confused, dizziness, nausea, headache, fast heartbeat or dark-colored urine. If you feel these symptoms, get to a cool place, shaded, take a cool shower, if you do not feel better within 30 minutes, consult a doctor. Heatstroke occurs when the body internal temperature reaches 104 degrees, all symptoms are increased from heat exhaustion. This can damage your organs and/or brain. If someone has a heatstroke, call emergency medical personnel immediately, while you are waiting, take the person to an air-conditioned building or a cool shady place; one can place ice packs to a person s armpit, groin, neck and back. If a person stops sweating, it means that they are totally dehydrated, this is a dangerous state. Certain medicines can affect the heatstroke. Heat index is how it feels outside, not necessarily the temperature. A heat index above 90 degrees is considered dangerous. If you have to work outside during a high heat index day, wear lightweight, light-colored clothing, schedule vigorous activity for cooler times, before 10am and after 6pm. Wear sunscreen with a sun protection of 15 SPF or greater. Mr. Ebaugh presented a car crash from YouTube; the premise is to always be aware of your surroundings while you are driving. 3. Excavator Concerns- None Voiced. 4. Facility Owner Concerns- Mr. Ebaugh contacted a company to educate about short-notice tickets. The company was willing to change. 2 Mr. Ebaugh is going to identify a company that always calls short notice tickets, the company has been flagged. Mr. Gemmell mentioned that a well drilling company called an emergency ticket for Tidewater Utilities the day before drilling, this ticket should have been planned out and be a normal dig ticket. Dover Rent-All does not issue a tent to be rented without a miss utility ticket. 5. General Locate Issues- Mr. Gemell stated that one of Tidewater Utilities construction supervisor s is requesting that flagging be placed as well as paint, due to the rain. The issue with flags could be pulled out, and it becomes an issue with mowing a lawn. The other side of the argument could be the yard would be marked up. Mr. Gemell also asked about a field change for development names. Brian Simmons said that this could be changed at the point of calling in the ticket. This item can be handled by asking the caller and adding it to the remark section. 6. Committee Reports A. Damage Reports Charlie Russell a. Delaware 12 utilities report, 12.12% of companies reporting. 38 damages in May, 16 from hitting marked line, 8 no call or ticket, 9 marking issue, 5 other, 0 unknown % of damages were in the category of Hit Marked Line. Damages per 1000 tickets, b. Maryland 6 utilities report, 8.45% of companies reporting. 4 damages in May, 2 from hitting marked line, 1 no call or ticket, 1 marking issue, 0 other, 0 unknown % of damages were in the category of Hit Marked Line. Damages per 1000 tickets, B. Membership Charlie Russell Nothing to Report. 7. One Call Concepts Brian Simmons Mr. Simmons reviewed the May monthly report. A total of 12,779 tickets requested, 83% were handled under the threshold that is requested. Average speed of answer is 15 seconds. ITIC report was reviewed, 64% of ticket volume conducted through the internet. 1% less than percentage of last year. Review of less than 48 hour tickets, 792 tickets called in, 6% of total ticket volume. Mr. Russell asked about the new mapping, Mr. Simmons is awaiting electronic data from Kappa, hopefully the change will occur by the end of the year. Mr. Simmons will forward the question to Dora to bring up at the next meeting. Automated call out numbers from OCC, average time prior was 17:37, since switch, the time is :50. 3 MGH presented the idea for the banner for CGA in Rhode Island, a thank you to Miss Utiltiy for the contribution. Digging Soon?, Call 811, It s the Law. Five trips from Ocean City to Rehoboth Beach, on August 11, Law Enforcement Committee Jason Lyon The committee met with DNREC to discuss the possibility of the authority being run by DNREC. Further research to follow, a secondary meeting with the Governor s Chief of Staff to be scheduled. 9. Old Business None Voiced 10. New Business Dave Kertis wants to make sure there is still a meeting ticket, mark outs cannot occur on a meeting ticket, must be done on a regular ticket. Utility Lines, Felton, had a project that needed another locate, a certain company did not come back to locate, which caused down-time to the contractor. Derek Jones asked who will be accountable for the downtime, the response from the membership was that is the price of business. August meeting is at DEC, locating vendors have been invited to the meeting to showcase their equipment, and the vendors will be able to provide a demonstration on site. The recent Scoop was sent out via last week, Mr. Ebaugh is asking for information from the membership. Mr. Ebaugh is asking for everyone to log on to the website and check their website. New website is in the process of being revamped, we need accurate information. Next meeting will be hosted by Easton Utilities, 201 N. Washington Street, Easton, MD Breakfast will be served starting at 8:30am. 11. Public Awareness Delaware State Fair is not manned at this point in time, Thomas Matich is looking for volunteers the time slots are 12 hours a day, hopefully 6 hour blocks. 811 bike will be on display, the location is air-conditioned. Open from 9am-9pm. Brad will take care of the exhibitor passes. Chicken Festival last weekend, Salisbury, Tony Gersitz, Mr. Matich, Wendy and Alton Stack volunteered. Mr. Matich and Matt Ruddo will be at MML, Ocean City, MD. Brecknock Park, Camden Safe Kids Day, June 23. Public Awareness committee, Mr. Matich would like to re-focus on the committee; a sign-up sheet will be available for the committee. Mr. Matich is soliciting volunteers; have to be active with the committee.
