Revision of maintenance quality requirements to promote cycling in the city of Kuopio Winter Cycling Congress , Oulu Timo Perälä

The city of Kuopio inhabitants Cycling modal split of 10 %, winter cycling ~20 % 219 km of cycling paths (2,2 m/inhabitant) Regional Cycling strategy (2009) Hilly, lakes, islands, a long city

The project (05/ /2012) Literature study Present state analysis Maintenance improvement needs from the cyclist point of view Revision of maintenance classification from different perspectives Impact study Recommendations!

Starting point Maintenance classification once decided then updated based on Street hierarchy (main streets, secondary streets, residential streets) and Public transportation connections Cyclists and pedestrians needs not studied and applied Maintenance budget is tight and under constant threat of cut downs Winter maintenance budget is a small fraction of the overall city budget End user satisfaction on a good level nationally

Maintenance costs in city budget ,5 M 0,2 % ,1% 0,6 % 200 5,0% ,3 M 12,3 M 3,6 M 1,3 M City budget City environment sector budget Infrastructure construction and maintenance budget Street Maintenance costs Cycle and pedestrian route maintenance costs

Revision cases 1. Quality cycling network -> what does it mean from the maintenance point of view? 2. City centre winter maintenance problems as experienced by cyclists 3. Special user groups needs for maintenance quality level 4. Keep the budget! Economical aspect of maintenance 5. Prioritizing cycling in maintenance operations

Quality cycling network Criteria for quality cycling network defined - Route surface requirements (when free of snow) Regular condition inventory required Surface condition class 1 requirement - Min. width 3,5m - Shoulder stone shaping in junctions - Winter maintenance quality requirements All in class 1 -> 15,7 km classification promotion More tight control and supervision! Small changes made in winter maintenance quality requirements Impacts on maintenance classification - 15,7 km -> class 2 to be promoted to class 1-2,5 km of street in city centre: class 3 -> class 1

City centre winter maintenance problems as experienced by cyclists 2,7 km classification changes Snow placement plan needed! Changes caused by quality cycling network definition Changes needed to provide better city centre penetration for cyclists

Paying attention to the special groups Upgrade 2nd > 1st Park alleys Street, 1st class -> 1st class Street, 2nd class Bicycle and pedestrian route, 1st class Bicycle and pedestrian route, 2nd class Sidewalk remains in 1st Sidewalks, 1st class 2,5 km classification upgrades from 2nd to the 1st class 420 m of residential street upgrades from 3rd to the 1st class, 1,9 km of park alleys to be maintained during winter

Giving the priority to cycling (1/2) Savolanniementie Sidewalk: class 1 -> class 2 Bicycle and pedestrian route class 2-> class 1 Street: class 1 All together 7 similar cases to be changed

Giving priority to cycling (2/2) Pirtintie Bicycle and pedestrian route: Class 2 -> Class 1 Steet: Class 1 Remains in Class 2 All together 7,5 km of bicycle and pedestrian routes to be promoted from 2nd class to the 1st 0,2 km of residential streets to be promoted from 3rd class to the 1st class 1,0 km of private roads to be maintained in 1st class

Economical maintenance Sidewalk for snow placement Mansikkatie Street 3rd class Sidewalk 1st class->3rd class Sidewalks maintenance class changes to be the same as the street maintenance class About 150 residential streets, 35 km of sidewalks to be decended to the class 3 On low trafficed residential streets sidewalks dan be used as snow storage areas Makes maintenance operations easier and cheaper on these streets

Budget adjustments Maintenance budget for traffic infrastructure Present maintenance classification and quality requirements Definition of TOP quality cycling network Known problems in the City Centre Needs of special user groups Economical maintenance Giving priority for cycling 15,7 km 2nd Class -> 1st Class 2,7 km of streets 3rd Class -> 1st Class 2,5 km 2.->1. 0,4 km streets 3.->1. Lowering the class for 35 residental streets 7,5 km 2. -> 1. 0,2 km streets. 3->1. 1,0 km private road-> /y /y /y /y /y Maintenance costs: /y Overall costs Maintenance quality Traffic volumes Traffic safety

Effects on service level Cyclists Pedestrians Private car Collectif transport OPTION 1 - approximately same budget, maybe a bit tighter - no changes in classification OPTION 2 - budjet remains the same - lowering street maintenance budget - more funding for bicycle and pedestrian route maintenance OPTION 3 - budget + 0,2 M - street maintenance level remains - bycycle and pedestrian route maintenance level improved - sidewalk maintenance level outside city centre lowered ++ 0/- 0 0 OPTION 4 - budget + 0,32 M - street maintenance level remains - bycycle and pedestrian route maintenance level improved - sidewalk maintenance level outside city centre remains

Overall economical effects Additional investment Qality cycling network Mobility effects 50 active cyclists more/year Economical effects 1500 /person{y -> /y Informing Valuation Encourage THINKING OVER THE BORDERS! Special groups needs Dare to move improves Elderly people stay independent longer, the need for hospitalization decreases by 10 persons/y -> /v Informing Valuation Encourage 10 % less single accidents single accidents less / year -> /v

What happened then? Project results has been presented to the decision makers Option 3 recommended 0,2 M more funding for maintenance Changes proposed in the case studies recommended as well They loved it! Technical board City council Changes will be made for season Positive media attention received
