3 Project Description Eight Data Collection Units (DCU) proposed Five would require new 29-foot tall wood utility poles One would require a new 26-foot tall wood utility pole Two would be collocated on existing light poles (Isla Vista) Each proposed site would require a DCU cabinet approximately 1.4 cubic feet in size and a 4-foot wide antenna boom with two 2-5 antennas Locations with new wood utility poles would require one 5.8 square foot solar panel The Advanced Meter project would allow SoCalGas to transmit customer natural gas usage digitally to their billing centers. The project would remove meter reader trucks from the road and provide customers with instant access to billing and usage information. 3

30 Board of Architectural Review Each proposed location has been conceptually reviewed by BAR Sites A, B, C, D and E are within the Central BAR jurisdiction CBAR reviewed these locations at three separate hearings Sites F, G and H are within the South BAR jurisdiction SBAR reviewed these locations at two separate hearings CBAR and SBAR requested that the project return for Preliminary and Final review after approval by the Planning Commission 30

31 Requested Exemption Applicant requests an exemption to a development standard: Section F.D.2.d Support Facility to be Underground a. Location of DCU cabinets underground technically infeasible b. Would require additional fans to keep equipment cool Finding must be made due to technical considerations such that if an exemption was not granted the area would not be served by the proposed facility 31

32 Health & Safety Radio Frequency report concluded the maximum RF exposure from the facility would be as follows: 0.29% of the FCC public exposure limit at ground level at Sites A, B, C, D, E and H; 0.31% of the FCC public exposure limit at ground level at Site F; and 0.49% of the FCC public exposure limit at ground level at Site G. 32

33 Conclusions As proposed and conditioned, the project would: Require an exemption to a development standard; With granting of exemption, comply with requirements of the Coastal Zoning Ordinance, be consistent with the County Comprehensive Plan, the Coastal Land Use Plan, including the Gaviota Coast, Goleta, and Summerland Community Plans; Comply with federal telecommunication requirements; and Be exempt from CEQA pursuant to [Existing Facilities], [New Construction or Conversion of Small Structures] and [Minor Alterations to Land] 33

34 Staff Recommendation Your Commission's motion should include the following: Make the required findings for approval, as specified in Attachment A; Determine that the project is exempt from environmental review pursuant to State CEQA Guidelines Sections 15301, and 15304, as specified in Attachment C; and Approve the project (Case Nos. 17CUP and 17CDP ) subject to the conditions included as Attachment B. 34
