6 BICYCLE-PEDESTRIAN ADVISORY COMMITTEE MINUTES OF THE MEETING APRIL 12, 2017 ATTACHMENT II A regular meeting of the Bicycle-Pedestrian Advisory Committee (BPAC) was convened on April 12, 2017 in the Training Room of the Association of Central Oklahoma Governments (ACOG), 4205 N. Lincoln Blvd., Oklahoma City, Oklahoma. This meeting was held as indicated by advance notice filed with the Oklahoma County Clerk and by notice posted at the ACOG office at least twenty-four (24) hours prior to the meeting. 8 I. CALL TO ORDER Chairman Sharp called the meeting to order at 9:05 a.m. He introduced himself and entertained introductions around the room. II. APPROVAL OF THE FEBRUARY 8, 2017 MINUTES Brandon Bundy moved to approve the February 8, 2017 meeting minutes on the notion that the spelling of his name would be corrected. Chuck Mikkelson seconded the motion. The motion carried. III. INFORMATION ITEMS: A. Transportation Alternatives Program Application Charlotte Adcock started the meeting off by announcing that the TAP Application deadline is May 12. For the FFY 2015 to FFY 2020 TAP funds, there is approximately $8.4 million available for the OCARTS adjusted Urban Area. Eligible applicants are able to submit applications online for a variety of bicycle and pedestrian related projects. Staff will be available to meet and answer any questions entities may have concerning applications. John Sharp also mentioned there were handouts of the timeline available for anyone interested. He also mentioned that if an entity is submitting multiple projects, that they mention which are their priorities. Angelo Lombardo asked for the level of involvement from the City Council. John Sharp stated that applicants need a resolution of support. However, as City Council meetings may not meet often enough during this six week application period, the resolutions can come in a few days late. Walter Jacques asked if this was an 80/20 match, which was confirmed, although applicants may overmatch if they desire. B. Open Streets Update The Open Streets OKC event was hosted on April 2, 2017 from 12 noon 4 p.m., where the event returned to NW 23rd Street. Norman also held its first Open Streets event on Campus Corner on April 9 from 1 5 p.m. Despite the weather, OKC Open Streets had an estimated 10,000 people attend, while Norman s first event had approximately 3,000 people in attendance. Staff took members through a slideshow of photos from each of the events. The next Open Streets event is tentatively scheduled for October 29, 2017 and will likely be back in the Wiley Post Park area in Oklahoma City. Larry Hopper mentioned that OneOKC was hosting a similar event on Saturday, May 6. The section of road along N.E. 23 rd Street between Hood Ave and Kelham Ave will be closed for physical activity events. II-3
9 C. Cleveland Area Rapid Transit (CART) Launches the Crimson Cruisers On April 4, CART launched its bike share, the Crimson Cruisers, on the University of Oklahoma Norman campus. The Student Government Association awarded $200,000 in funds for the next two years to operate the bike share program through Gotcha Bikes and the bikes will be maintained with the help of Buchanan Bicycles on Campus Corner. Depending on its popularity, CART and the City of Norman would consider expanding the bike share into other parts of the city. Jessica Scott came in to give a brief presentation on how the first week went for the new bike share. Already, the bikes have collectively travelled over 2,000 miles. The Gotcha bikes all have GPS trackers on the back which allows CART to track routes and popular out-of-hub areas where the bikes are locked. This will allow them to determine next best areas to set up bike share hubs. It also shows that people are using the bikes on the weekend for recreational rides. CART and Gotcha Bikes are currently in process of creating a how-to video based on FAQs, though there is a Howto Ride video on the OU Daily website. Several members were interested to learn more about this new bike share program. Tom Woodfin asked who may sign up to ride. Jessica informed him currently only students, faculty, and staff may sign up although they are looking to expand to alumni. The National Weather Service employees also may sign up. Jeff Neumann wanted to know how this would benefit off-campus students. Jessica told him students could drive to Lloyd Noble Center parking lot, which is free, and ride the shuttle bus or ride a bike up Asp Ave. Jeff Neumann also asked for the best way to find out more about this program, which is to go to the ou.edu/crimsoncruisers website. Larry Hopper wanted a little clarification on the alumni situation. Jessica Scott informed him that right now anyone with an ou.edu address could register, however the Gotcha Bikes and CART are looking to adding different types of programs. John Sharp was interested whether all of the bicycle facilities had been mapped, and Jessica Scott confirmed they had, including all of the bike racks around campus. Using this information, they can determine most popular point-to-point destinations which right now is between the Student Union and the residence halls. D. Bike Month 2017 National Bike Month is coming up in May. There are already a number of bike-related events scheduled, including National Bicycle and Pedestrian Documentation Project, Bike to Work Day, and the Oklahoma Bike Summit. Charlotte Adcock asked member cities to be thinking about their bike routes for Bike to Work Day and to keep ACOG informed of their bike-related activities. Claudia Krshka told staff that the City of Yukon would be hosting their Bike to Work Day event along the same route as previous years on May 19. II-4
10 E. National Bike and Pedestrian Documentation Project Spring counts for the NBPDP will be held between May 15 and May 21 and fall counts will be September ACOG is also trying to get a count of how many cities are thinking of participating in the fall 17 and spring 18 count sessions. ACOG wants to know which cities intend to conduct counts during the fall 17 and spring 18 sessions. Also, please give us an estimate of the number of locations your city intends to monitor. ACOG may be able to reimburse cities so that they may pay their counters in the same way that car traffic counters. There was some concern that if people are being paid to count, they are no longer volunteers. John Sharp stated that ACOG would like to see more counts occurring and so having some money set aside would help incentivize that. Chuck Mikkelson then asked if there had been any permanent counters placed on the river trails yet. Chad Meisenburg informed BPAC that there had been one installed at Meridian and hopefully another will be set up at Lake Hefner later this year. Tom Woodfin brought up a concern with the EcoCounters on Legacy Trail. The batteries are dying and need replacing. Chad Meisenburg suggested getting in touch with Danielle Dhiab at EcoCounter and she would be able to help. F. Oklahoma Bike Summit The Oklahoma Bike Summit is coming up on Friday, May 19, and Saturday, May 20. The Summit will take place in two locations this year. On Friday, the event will be in Muskogee, where panel discussions will focus on cycling for healthy living and rehabilitation. On Saturday, the event takes place in Tahlequah and features bike rides, lunch, and shopping in downtown Tahlequah, as well as a discussion on how Tahlequah can better accommodate the biking community. IV. NEW BUSINESS Charlotte Adcock opened new business to briefly mention two workshop opportunities that are coming up. Safe Transportation for Every Pedestrian (STEP) has a workshop in Edmond on November 9, There is another workshop happening in mid-april. The closest workshop for the Designing Pedestrian Facilities for Accessibility course was held the same day as BPAC in Choctaw. The next session would be April 17 and 18 in Lawton. Bill Elliott announced that the Oklahoma Bicycle Coalition will have a booth at the Aging Fair on Saturday, April 15 at Will Rogers Park. They will also be hosting a bike rodeo for kids at the event. There will be helmets given out. Brandon Bundy announced the opening of Midwest City s new trail on 23 rd Street. John Sharp was interested to know the distance of the new trail. Brandon Bundy mentioned that the trail is made up of multiple loops. The trail head is between Air Depot and Midwest Blvd. II-5
11 Chad Meisenburg brought up the ODOT State Bicycle Map. ODOT is at the point for communities to send their shapefiles of their trails. For now, the map will be up on their website, but the hope is to create an app people could access on their phones. V. ADJOURN There being no further business, Chairman Sharp adjourned the meeting. ACOG received 38 applications for approximately $8.4 million available through the FAST Act. Since the deadline, staff and the TAP subcommittee graded and awarded funds to 20 projects. The list of the awarded projects will be available at the June BPAC meeting. ACTION REQUESTED: Consider recommending that the ITPC approve funding the 2017 TAP project list and staff s suggested process for allocating the remaining funds. III-A

Edmond, Guthrie, Oklahoma City, Norman, and Yukon all hosted rides the morning of May 19, while Moore and The Village hosted family rides to celebrate Bike Month on separate Saturdays. In total, around 240 people across Central Oklahoma participated in the Bike to Work Day events. Lincoln Blvd., Oklahoma City, OK (405) Fax: (405) TDD/TTY: Statewide MEMORANDUM ATTACHMENT IV-C DATE: June 14, 2017 TO: FROM: SUBJECT: Bicycle - Pedestrian Advisory Committee Charlotte Adcock, Assistant Planner - Multimodal Transportation & Planning Services Bicycle Related Bills in Oklahoma Legislature Update INFORMATION: In February, ACOG staff mentioned three bicycle related bills were being introduced by Representative Lewis Moore (Arcadia) and Representative Cory Williams (Stillwater) in the 2017 Oklahoma Legislative Session. Since then, two of the three bills have been amended and engrossed by the House. HB1725 permits railroads to cease operations on a line without abandonment, and allows temporary recreational trail use of the rights-of-way. The bill specifies how the trails will be established and maintained, permitted and prohibited uses, and liability protections for railroads, trail managers, adjacent landowners. A feature of the bill will permit rails with trails use if a railroad wishes to allow it. HB2191 amends existing state law regarding motorists passing a bicyclist. The minimum safe passing distance is increased to five feet. On multi-lane roads (two or more lanes in each direction) motorists are required to change lanes to pass a bicyclist. Fine for colliding with or causing a bicyclist to crash was meant to increase to $1,000, however it was amended back to the original $500. Fine for collisions resulting in the death of a bicyclist was also amended from $10,000 to $5,000. ACTION REQUESTED: None. For information only. IV-C
