5 BICYCLE-PEDESTRIAN ADVISORY COMMITTEE MINUTES OF THE MEETING DECEMBER 9, 2015 ATTACHMENT II A regular meeting of the Bicycle-Pedestrian Advisory Committee (BPAC) was convened on December 9, 2015 in the Board Room of the Association of Central Oklahoma Governments (ACOG), 21 East Main Street, Suite 100, Oklahoma City, Oklahoma. This meeting was held as indicated by advance notice filed with the Oklahoma County Clerk and by notice posted at the ACOG office at least twenty-four (24) hours prior to the meeting. 7 I. CALL TO ORDER Chairperson Sharp called the meeting to order at 9:04 a.m. He introduced himself and entertained introductions around the room. II. APPROVAL OF THE SEPTEMBER 9, 2015 MINUTES There being no discussion, Jan Fees moved to approve the September 9, 2015 meeting minutes. John Tankard seconded the motion. The motion carried. III. ITEMS FOR INFORMATION ONLY: A. Transportation Alternatives Program ODOT Process John Sharp stated that ODOT had just opened its TAP process and would use FFY FFY 2015 funding for projects. This funding was available to communities with populations from 1-5,000 and from 5, ,000. An online application form will be available on the ODOT website soon. The maximum grant for a project will be $700,000. ACOG has agreed to assist ODOT in the scoring and ranking process for projects submitted from the extended ACOG area (a map was provided). Preliminary applications are due to ODOT by February 29, Final applications are due by March 31, ODOT staff will provide feedback on the preliminary applications to allow applicants to make improvements to their submissions. More information will be provided at a later date. B Meeting Schedule The 2016 BPAC meeting schedule of four meetings was provided to the committee for their information. There was some discussion about adding meetings. Audrey Fitzsimmons suggested that the meetings be held every other month. Jan Fees offered to approve the meeting calendar, with the consideration to go bimonthly, if necessary and possible, considering ACOG s staff availability and critical agenda items. Brandon Bundy seconded the motion. The motion carried. C. EMBARK Rider Survey Results John Tankard presented information regarding a partnership between the City of Oklahoma City Planning Department and the University of Oklahoma Health Sciences Center. A survey was conducted to determine transit riders satisfaction with recent route and service changes and to assess how different rider demographic groups have been affected by the changes. A graduate practicum student surveyed 599 riders across the 19 primary routes of the transit system. II-3
8 This survey was completed between July and August The survey gathered zip code rider information, race, employment status, age groups and asked a number of other questions. The results were compiled into a booklet, which provided a very helpful summary. The survey revealed various trends. Approximately 81% of riders agreed that the bus takes them to where they want to go. Most feel safe on their trips. There were suggestions for future consideration: employer incentives, express routes, free wi-fi, and perhaps a phone app. There was some discussion on how passengers on/off data is captured by transit agencies. D. Oklahoma Bicycle Summit 2015 Pete Kramer provided an overview of the Oklahoma Bicycle Summit that was held in Stillwater in November. He showed the committee pictures from the event that are located on the Oklahoma Bicycle Summit s website. He mentioned that continuing education credits were offered to encourage professional staff to attend. Tim Gatz from ODOT provided the welcome to the event, and ODOT helped sponsor the event. There were a variety of speakers from around the US and local experts. There were over 80 attendees at the two day event. The next Summit will be held in E. Third Open Streets OKC Event The third Oklahoma City Open Streets event was held on Sunday, October 18, in south Oklahoma City. This was the first event to include a number of different streets. The event was held in the Capitol Hill area and included closing parts of SW 25 th and SW 29 th Streets and S. Robinson Avenue and S. Walker Avenue. These streets were closed to vehicular traffic from 12 p.m. to 4 p.m. to repurpose the street for non-motorized and active transportation. The east-west streets of SW 25 th and SW 29 th were primarily activity corridors and the north-south streets of S. Robinson Avenue and S. Walker Avenue were designed to be walking and bicycle routes. The new four street concept created a less concentrated event than 23 rd St. More modifications to this format may be used in the future. F. Bike Month 2016 Staff stated that Bike Month and Bike to Work Day are approaching. Bike to Work Day is May 20, Staff asked for feedback from the committee. There are now more rides and bike related activities in May, and a calendar will be developed to keep track of the events across the region. There was some discussion about using a downtown II-4
9 Oklahoma City loop, if the bike lanes/facilities are completed by mid-may. ACOG staff will coordinate with local communities to gather information for planned events. IV. NEW BUSINESS Edmond and Yukon both applied to be Certified Healthy Communities. Jeannie Smith, EMBARK, stated that they had just released an RFP to purchase bike share equipment for Spokies. Steve Schlegel mentioned that the Oklahoma City Council would be discussing a smoking ban in City Parks at one of their upcoming meetings. V. ADJOURN There being no further business, Chairman Sharp adjourned the meeting at 10:55 a.m. II-5

Main St, Suite 100, Oklahoma City, OK (405) Fax: (405) TDD/TTY: Statewide DATE: March 9, 2016 MEMORANDUM ATTACHMENT III-A TO: FROM: Bicycle - Pedestrian Advisory Committee John Sharp, Program Coordinator Transportation & Planning Services SUBJECT: Open Streets OKC Returns in 2016 INFORMATION: The fourth Open Streets event in Oklahoma City will be held on NW 23 rd Street on Sunday, April 3, ACOG is participating in a partnership funded by the Oklahoma City-County Health Department s Wellness Now Coalition to sponsor this event, and other partners include the following: Neighborhood Alliance of Central Oklahoma Oklahoma City Public Schools Uptown 23 rd Merchants Association City of Oklahoma City The Paseo Arts District Oklahoma Employees Credit Union LOYAL (Linking OKC's Young Adult Leaders) Program Building on the success of previous events, Open Streets OKC will close off NW 23 rd Street from Western to Robinson to vehicular traffic. This year, North Walker to 30 th Street and the Paseo district will also be closed to vehicular traffic from 12 p.m. to 4 p.m. Both streets will be repurposed for non-motorized transportation and the active participation of many community organizations and local businesses. Previous events have drawn crowds of approximately 20,000 participants. Staff will give BPAC members a brief progress report and information on how they can participate. ACTION REQUESTED: None. Staff has reached out to local staff for feedback for this year s event. New posters and maps will be developed over the next month. The month of May has become very busy for bike related activities, and a calendar of regional bike related events will be developed. Staff requests that all communities provide details about local events to ACOG staff to ensure inclusion in the regional calendar. ACTION REQUESTED: None. For information only. III-B

The NBPDP includes a process to estimate daily, weekly, monthly and yearly pedestrian and bicycle usage numbers from two hour counts. There has been interest for continuing and expanding manual counts in the region. Given the additional bike and pedestrian facilities that have been added, it would be helpful to continue to measure the increased use of alternative modes of transportation. According to the National Bicycle and Pedestrian Documentation Project, the recommended count dates for spring 2016 are May This corresponds with Bike Month and Bike to Work Day. Staff will discuss which communities are interested in participating and how ACOG can assist the process. ACTION REQUESTED: None. For information only. III-C
