Healthy Community Design & the Triple Bottom Line Mark Fenton Tufts University NOACA Cleveland OH Oct 2016 Why build bike lanes if no one bikes there anyway...?

Prosperity People Planet

Historical context. Health & the stickiness problem. Healthy design. The marketplace weighs in. E. 4 th Street A call to action, from pilots to policy.

Upright walking... See approaching predators. Free hands for foraging, carrying young. Specialization; hunting, childcare, making tools, etc. Fire + cooking food = more energy = bigger brains.

Youthful recollections

Changes in Walking & Cycling to School, 1969 to 2001 Ham et.al., Jour. of Physical Activity & Health, 2008, 5, % of students age Car Bus W/B W/B = Walk/Bike

Trends in Childhood Obesity & Overweight CDC, National Center for Health Statistics. National Health Examination Surveys

The real risk Nov-2009 Lenore Skenazy freerangekids.com

My admittedly unique perspective...

The bad news in just three numbers: 30 minutes of daily physical activity recommended (60 min. for youth). < 20 % of Americans actually meet these recommendations (thru LTPA). 365,000 estimated annual deaths in America due to physical inactivity & poor nutrition. (2 nd only to tobacco.)

Pre-1973 Post-1973

Land Use Four elements Network Safety & Access Site Design

1. Land use. Live, work, shop, play, learn, pray. Compact neighborhoods & shared open space. Mixed use. E.g. schools, post office, library, stores Housing above, retail below.

2. Network, connections: Sidewalks, bike lanes, complete streets. Greenways, trails. Affordable, frequent, accessible transit.

Transit riders are more physically active. Besser, Dannenberg, Amer. J. Prev. Med., 29 (4), Nov Appleton WI

Bicycle network Sharrow tools: American River Tr. Bike lane Protected bike lane

Potential Cyclists (conceptual) Portion of potential users ~33% ~60% ~7% No way, no how Interested, but concerned Likelihood of Bicycling Strong & confident

3. Site Market Po design: Which setting is more appealing & functional for travel on foot and by bike? Belleville

Site design? Akron Portland, OR Buildings at the sidewalk; parking on street or behind. Trees, benches, lighting, awnings, human scale. Bike parking, open space, plants, art, materials.

Possible incentives: Decrease, share parking (include bike requirement). Build-to, not set-back lines. Mixed-use, 2nd-story residential. Expedite permits. Appleton WI Neenah WI Elected & appointed officials must be supported if they are to act courageously!

4. Safety & access. Engineering can markedly improve safety. Median islands Increasing pedestrian and bike trips decreases overall accident & fatality rates. Roundabouts Curb extensions

Lane re-alignments 5 or 4 reduced to 3 Reduces collisions & severity; better for all four modes. Urbana, IL; before & after.

Not comfortable for drivers or pedestrians... VA NE OH But what s the standard?

Preferred sidewalk setback: Even a bike lane adds buffer 1.0 Fenton minimum

Work on 3 scales... Connections Destinations Design, safety, access

Environmental & economic sustainability Liberty NY

The economic pull of healthy designs: 1. Market demand 2. Market performance 3. Developer interest 4. Quantifiable health benefits!

What s happening? 1 st & 2 nd generation malls & big boxes are struggling. > Belleville Rosemount Lemont Fairview Heights Employers seek vibrant, livable communities, where employee health, satisfaction, & retention are high!

Call to action: Take the lead Try stuff - demonstrations & pilots Institutionalize Policies & Procedures

Oak Park

Input: Listening, focus groups Photo-voice Audits Charrettes

Low cost options, pilot or demonstration projects. Paint & sign Curb stops & planters Paint & flexible bollards

Food Park McAllen TX Festival area - Salt Lake City UT BetterBlock.org

Billings MT

Policy = Complete Streets in practice: Barnstable

National Association of City Transportation Officials nacto.org

Trails for transportation... E.g. Mayfield Village Greenway

MMTA vs TIA Require multi-modal transportation analysis (not just traffic impact) for all development. Typical: Turn lanes, signal light, lots of parking.

Kent OH Ped: Sidewalk links, building up front. Bike: Lanes, parking; employee bike share. Transit: Shelter, walkway, street crossing.

New paradigm... LOS ADT Level of Service ^ Average Daily Traffic Performance measures: Vehicle miles traveled. Mode split: % pedestrian, bike, & transit trips. Fewer collisions (Vision Zero)

E.g. Transportation funding priorities... Los Angeles Nashville

T4 America & APHA Case Studies t4america.org/2016/09/22/measuring-what-we-value-prioritizingpublic-health-to-build-prosperous-regions/t$

Planning, zoning, subdivision regulations: Less of this... More of this! E.g. Tinley Park

Less of this... More of this! smartgrowth

Affordable component

The two questions that are NOT the real problem: Technical. How do we do it? What are best practices? Financial. How do we pay for it? Where s the money? Paint & bike rack
