4 Placement of Traffic Control Devices are Based on Requirements Set At the Federal Level. State of Florida and Pasco County have Adopted these Requirements. FEDERAL The Manual on Uniform Traffic Control Devices (MUTCD) published by the U.S. Department of Transportation is the national standard for Traffic Control Devices.

5 STATE The Florida Department Of Transportation has adopted the (MUTCD) as the State standard Pursuant to Section , Florida Statutes. PASCO Pasco County Land Development Code, Section A - Transportation Traffic Control Devices shall conform to those adopted by the Florida Department of Transportation.

6 What Are the Requirements for an ALL-WAY Stop Sign Controlled Intersection? Per (MUTCD) 2009, Section 2B.07 Multi-Way Stop Applications Any of the following conditions may warrant multiway STOP sign installation Where traffic signals are warranted and urgently needed, the multiway STOP is an interim measure that can be installed quickly to control traffic while arrangements are being made for the signal installation An accident problem, as indicated by five or more reported accidents of a type susceptible to correction by a multiway STOP installation in a 12-month period

7 What Are the Requirements for an ALL-WAY Stop Sign Controlled Intersection? Minimum traffic volumes: (a) The total vehicular volume entering the intersection from all approaches must average at least 500 vehicles per hour for any 8 hours of an average day, and b) The combined vehicular and pedestrian volume from the minor street or highway must average at least 200 units per hour for the same 8 hours, with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour, but (c) When the 85- percentile approach speed of the major street traffic exceeds 40 miles per hour, the minimum vehicular volume warrant is 80 percent of the above requirements

8 What is the Harm of Installing Unwarranted Stop Signs? Non-Compliance: Unwarranted STOP signs breed disrespect by motorists who tend to ignore them or slow down without stopping. This can sometimes lead to tragic consequences. Liability: Consequences of crashes at Unwarranted STOP signs can create a Liability of Responsibility for the Jurisdictional Authority that places these signs. Not Enforcable: Unwarranted STOP Signs can be argued against in court with Citations overturned.

20 Crash Analysis As the mainline free flow condition has only been in place for one month, there is not significant crash data to assess the crash criteria. A review of crash data revealed only 9 total crashes within the subdivision itself. A review of crash data to 2004 was conducted and there were two fatal crashes with (3 fatalities) in In January 2005 a vehicle on Foxwood Boulevard was speeding, ran a stop sign, and lost control. In April 2005, a motorcyclist was on Foxwood Boulevard negotiating a curve at excessive speed and lost control during a braking maneuver.

22 ALL-WAY Stop Control Summary Based on the criteria of the MUTCD, none of the locations studied meet the warrants for multi way stop control. Additionally, all but Fox Ridge Boulevard at Hedgerow Drive had an 85 th percentile speed below 40 mph. Pasco Sheriff s Office will be requested to perform additional Speed Enforcement Patrols during Highest Traffic Volume Periods.

23 What is Next? Pasco County Traffic Operations receives reports of all documented crashes that occur within the County. Our office will continue to monitor the crashes that occur within this subdivision. If needed we will install appropriate counter measures developed to reduce the type of crashes that are happening.

24 School Zone on Foxwood Blvd Study will be scheduled within 30 days to evaluate the need for a Crossing Guard. If study determines crossing Guard is Needed, Pasco County Sheriff s Office will be notified. Position for Crossing Guard is funded by PCSO.

28 PASCO COUNTY, FLORIDA Bringing Opportunities Home Public Workshop Fox Ridge Subdivision ~Traffic Sign and Pavement Striping~ Drainage and Road Information Late last year a MUSB (municipal separate billing unit) was created in Foxwood to replace the old Road & Bridge District. After the MSBU was created the County assumed maintenance responsibility for the roads and stormwater system on the roads. The stormwater system in particular is in very poor shape and the first goal of the MSBU is to bring it up to County standards. The bill you received on your taxes will begin the address the stormwater infrastructure deterioration. This may take up to 5 years at current funding levels. After the stormwater infrastructure is repaired then the MSBU numbers will be adjusted to begin paving roads in the subdivision. This will also take years to complete as we need to wait for the funds to build up. In the interim we will continue to maintain the roads by filling potholes etc.. Michael Garrett, P.E.
