3 Blacktown City Netball Association Umpires Committee Mission Statement To provide education, support and practical opportunities for all umpires to achieve their full potential while serving the requirements of our district association The BCNA Umpires Committee will aim to: Encourage participation in all aspects of umpiring Become familiar with the standard and potential of association umpires Set codes for dress and behaviour Assist with the allocation of umpires to carnivals Have a representative from the committee on the grounds on competition days to assist umpires Implement a basic coaching program for beginners using club training sessions or special coaching days Submit documentation for National Badging Arrange coaching of umpires prior to testing if required Encourage participation of umpires in Netball NSW competitions and submit their names to the pool of umpires Attend Netball NSW umpiring seminars and encourage National Badge umpires to attend camps Provide information and updates to clubs to pass on to their umpires 2

The BCNA Umpires Convenor will work with the Umpires Committee members and support the liaison with club client groups. Committee members will assist with the development and badging of umpires Committee members will also encourage clubs to support BCNA umpiring throughout the season including representative carnivals and BCNA finals series. Umpire Convenors are responsible for finding umpires to cover their club duties. 4

6 Umpire Convenor Meeting Notes TSM - Megan Waygood. Uniform requests: No need for a signed letter from TSM, as long as it s part of your club registered uniform. If needs specific under-garment for religious reasons or extreme weather, just must be club colours. Incident reports: must be completed within 24hrs and signed by a executive member of your club, placed in TSM pigeon hole or ed directly to Megan. Level 1 offence consists of things like being given a warning by an umpire, swearing on court, deliberately kicking. Will be following Netball NSW MPO policy with regards to consequences. If a player is suspended from a game for any length of time a report must filled in, the team official needs to hand in that player s ID card to the tower, an automatic 1 week suspension will be the following week where they will have a judiciary to discuss. Dealing with complaints: Try to liaise with each other as clubs first before involving the TSM. Umpire Convenor Handbook some rep carnival dates still being confirmed. Trivia night TBC. NetSetGo Gala Day, please indicate on form if you need support training umpires on this day. NetSetGo umpires: need to be competent, experienced umpires who can nurture the young players. NO BEGINNERS. They need to be able to explain the rules and work with the coaches. NetSetGo coaches are allowed on the court. Netball NSW National C & B camps highly recommended. We will aim to do a Rookies camp at the Parramatta Auburn rep carnival. National Badge umpires duty to volunteer for BCNA State Championship duties first before offering to other associations. We want more nominations for the BCNA Umpire awards due in August. PLAYER ID CARDS: Not up to the umpires to check. If a team doesn t have their cards by the time the hooter sounds, they forfeit. NO FIVE MINUTES TO FIND CARDS. Write forfeit no cards on the scoreboard, both umpires sign and send it to the tower. If neither team has cards, both teams forfeit no points. Teams may use digital or photocopy of cards. Umpire your own may make swaps with clubs if playing times conflict. Convenors responsibility to make and manage swaps. If an umpire doesn t turn up to a game, the club missing the umpire will be called to fill the duty. WHITE SHIRT to be worn over uniform, or full whites. Clubs in need of more mentors, Belinda to set up an online system where convenors can list who they have available at what times and we can try and work together across clubs to find mentors for our umpires particularly senior umpires wanting to develop. ASKING FOR AN UMPIRE: Please tell your umpires that they need to check with you before offering their services to another club. Their duty is to their own club first. This will help you monitor what grades they are umpiring and prevent clubs being left short because another club pays more. PLEASE DO NOT take an umpire from another club without consulting with that club convenor. Rule Update online, Updating Accreditation details available through Netball NSW website. 5

7 BCNA Umpire Protocols 1. UMPIRE YOUR OWN: In 2018, BCNA is umpire your own club. However you may not umpire a team you play in, coach or manage. 2. ATTIRE: All Club umpires are to wear a white shirt (preferably collared). A white shirt over the top of your club uniform is fine. A white club shirt (with club logo) or plain white shirt is acceptable. 3. CHECKS: Arrive at the court least 5-10 minutes before your game is due to start. Check nails, jewellery, equipment, and court before the 1 minute warning form the tower. 4. ID CARDS: It is not the responsibility of the umpire to check player ID cards, however, if one team does not provide their cards to the opposition BEFORE the starting buzzer, then that team forfeits. 5. FORFEITS: If there are less than five players for a team, they must have 5 players within 5 minutes of the starting buzzer. If the other umpire doesn t arrive within 5 minutes, that club (the one that didn t arrive) forfeits the game. 6. CO-UMPIRE: Meet and greet your co-umpire, work together throughout the game to support each other and ensure the game is managed well. 7. CALLING TIME: If an on-court player calls time, the umpire may ask what for? before deciding to call time. The injured or bleeding player has 30 seconds to leave the court to have their injury resolved. That player may be substituted or the position left vacant, in which case the player can return after a goal, time out or at the next interval. If a team has only 5 players and one of the players is injured: if it is a small injury that can be managed quickly the umpire can allow that player to be attended to on the side line to then re-join the game. This is only allowed when a team is reduced to less than 5 and would need to forfeit. If the injury is more serious than can be dealt with in approximately 2 minutes, then the team would forfeit. 8. DISCIPLINE: Umpires are to follow the game management system if players demonstrate behaviour that is contrary to the letter and spirit of the game. This includes: This includes delaying play, intentional infringing, persistent infringing, This includes any action either accidental or deliberate that could Any behaviour that is against the accepted standards of good 6

REPORTING: If you give an official warning, suspend or order off a player, then you need to fill in the INCIDENT NOTIFICATION FORM which is located at the tower. 14 JUNIOR UMPIRE OF THE YEAR To recognise the efforts, achievements and talents of a young umpire, encouraging their future development and involvement within Blacktown City Netball Association. The following criteria should be used as a guide to select a recipient. The Junior Umpire of the Year: is an umpire 16 years or younger shows dedication to their club strives to improve their knowledge and skills as an umpire accepts both praise and constructive feedback and demonstrates an ability to learn from their experiences is well presented and takes pride in themselves as an umpire treats players and officials with respect contributes to BCNA events such as umpiring at Representative carnivals, trials or Finals Series demonstrates a passion for umpiring that deserves both recognition and further encouragement. The selection criteria, is a guide and by no means a checklist. An umpire may demonstrate some or all of these qualities, and each nominee is to be judged on their merits as a whole. Clubs are to submit suitable nominations for the annual BCNA Club Junior Umpiring Award in writing to the BCNA Secretary by 20th August each calendar year. Candidates for this award nominated by clubs should be accompanied with supporting documentation stating reasons for nominating the umpire. In the absence of club nominations received the panel convened shall determine a recipient for the award. If there is no nominee deemed worthy of receiving the Junior Umpire of the Year award then it need not be awarded for that year. If there are two worthy nominees that the committee is unable to separate, then the Junior Umpire of the Year award may be awarded jointly. The recipient of this award shall be determined by a panel comprising of the BCNA Umpiring Convener, the Umpires Education and Development Committee and the BCNA Technical Services Manager, Convener shall hold the casting vote. (Only one (1) representative from each affiliated club). The awards are to be announced & presented at the Annual BCNA Umpiring presentations. 13

15 SENIOR UMPIRE OF THE YEAR To recognise the efforts, achievements and talents of an umpire; encouraging their development and involvement within Blacktown City Netball Association. future The following criteria should be used as a guide to select a recipient. The Senior Umpire of the Year: is an umpire over the age of 16 shows dedication to their club strives to improve their knowledge and skills as an umpire accepts both praise and constructive feedback and demonstrates an ability to learn from their experiences is well presented and takes pride in themselves as an umpire treats players and officials with respect contributes to BCNA events such as umpiring at Representative carnivals, trials or Finals Series has umpired at State Age Championships, State Championships or State League and represented BCNA with pride demonstrates a passion for umpiring that deserves both recognition and further encouragement shares their passion and experience with others through coaching and/or mentoring other umpires not necessarily from their own club is always seen to be doing their best when umpiring and setting the best possible example to other umpires both on and off the court. The selection criteria, is a guide and by no means a checklist. An umpire may demonstrate some or all of these qualities, and each nominee is to be judged on their merits as a whole. Clubs are to submit suitable nominations for the annual BCNA Senior Umpiring Award in writing to the BCNA Secretary by 20th August each calendar year. Candidates for this award nominated by clubs should be accompanied with supporting documentation stating reasons for nominating the umpire. In the absence of club nominations received the panel convened shall determine a recipient for the award. If there is no nominee deemed worthy of receiving the Senior Umpire of the Year award then it need not be awarded for that year. The recipient of this award shall be determined by a panel comprising of the BCNA Umpiring Convener, the Umpires Education and Development Committee and the BCNA Technical Services Manager, Convener shall hold the casting vote. (Only one (1) representative from each affiliated club). The awards are to be announced & presented at the Annual BCNA Umpiring presentations. 14

16 LINDA EAGLETON NETSETGO UMPIRING AWARD To recognise the dedication and spirit shown by a NetSetGo Umpire throughout the season. The following criteria should be used as a guide to select a recipient. The NetSetGo Umpire of the Year: can be an umpire of any age shows dedication to their club strives to improve their knowledge and skills as an umpire shows a good understanding of the nature of beginning players and nurtures their understanding of the game is enthusiastic about umpiring NetSetGo and enjoys sharing their knowledge with the beginning players umpires NetSetGo teams regularly and competently is well presented and takes pride in themselves as an umpire treats players and officials with respect demonstrates a passion for umpiring that deserves both recognition and further encouragement. The selection criteria, is a guide and by no means a checklist. An umpire may demonstrate some or all of these qualities, and each nominee is to be judged on their merits as a whole. Clubs are to submit suitable nominations for the annual BCNA Linda Eagleton NetSetGo Umpiring Award in writing to the BCNA Secretary by 20th August each calendar year. Candidates for this award nominated by clubs should be accompanied with supporting documentation stating reasons for nominating the umpire. In the absence of club nominations received the panel convened shall determine a recipient for the award. If there is no nominee deemed worthy of receiving the Linda Eagleton NetSetGo Umpiring Award then it need not be awarded for that year. If there are two worthy nominees that the committee is unable to separate, then the Linda Eagleton NetSetGo Umpiring Award may be awarded jointly. The recipient of this award shall be determined by a panel comprising of the BCNA Umpiring Convener, the Umpires Education and Development Committee and the BCNA Technical Services Manager, Convener shall hold the casting vote. (Only one (1) representative from each affiliated club). The awards are to be announced & presented at the Annual BCNA Umpiring presentations. 15

17 BCNA Umpiring Awards and National Badges: Instructions to Club Umpire Convenors 1. Badging for BCNA umpiring awards can be carried out at any time during the BCNA winter netball season, except during the finals series. 2. Please ensure all badging candidates are well prepared. The aim is not to fail umpires. If they fail, please consider that your preparation of them may not have been enough or you scheduled them on an inappropriate game. 3. No badging to be completed on NetSetGO under 8 and 9 games. 4. Before badging, umpires need to provide their Theory exam certificate to their convenor. Theory marks need to be written on each umpire s badging form before being handed in to the BCNA Umpires convenor. There is a separate assessment form for each badge. Please make sure you use the correct one. 5. Place all completed forms in the BCNA Umpiring Convenor s pigeon hole in the tower at the courts. Incomplete forms will not be accepted and returned for completion. 6. Black and Gold awards must be assessed by two experienced umpires either from your club; or from another club. 7. White Awards are to be badged by a panel of one national badged umpire and one minimum white badge. To ensure consistency and further development, the Umpires committee needs to be informed of umpires you are badging for white, as they may be invited to umpire in the final series. It is preferred that one of the panellists is from another club. 8. BEFORE an umpire is tested for a National Badge: Ensure the umpire is registered and exam pass & foundation umpire course completed. 9. National C Umpire s badge will be awarded by a panel of two national badged umpires; one National C umpire and one National B umpire, both of whom have held their badge for a minimum of two years. Clubs may organise their own panels for National C, please ask for guidance from BCNA Umpires committee. It is preferred that one of the panellists is from another club. The Foundation Umpires course must also be completed online. 10. National B Umpire s badge will be awarded by a panel of two national badged umpires; one National A badged umpire and one National B badged umpire. The candidate will be badged on a suitable BCNA A grade game. 11. To request support for badging for a White Award, National C or National B please contact the Umpires Committee via umpiring@blacktownnetball.com.au. 12. Refer to the National Umpire Development Framework for Key Performance Indicators for National Badges, testing forms and Accreditation Update information. 16

18 BCNA Umpire Awards The following outline is a guide for Club convenors to understand the basic expectations of each of the BCNA District Awards. They are not strict rules and should be used with common sense. Please speak to the BCNA Umpires Convenor, Umpires Committee or Technical Services Manager if you need clarification on a particular situation. BLACK AWARD: Prior knowledge: Umpire has read the rule book and gained at least 70% in the All Australian Theory Exam Section 1. To achieve: Basic knowledge and demonstration of practical umpiring at Junior Div 3-4 grade level or below (see black badging form as a guide). GOLD AWARD: Prior knowledge: Basic knowledge of practical umpiring at Junior levels. Have gained 70% in the Australian Theory Examination Section 1. To achieve: He/She will have the ability to umpire Junior teams at a Div 2 grade level or below with an acceptable level of competence (see gold badging form as a guide). WHITE AWARD: Prior knowledge: Sound knowledge of practical umpiring at both Junior and intermediate level. Have gained 70% in the All Australian Theory Examination Section 1 and has Level 1 Umpires Accreditation (Level 1 is preferred but not pre-requisite). To achieve: He/She will have the ability to umpire Junior Div 1 grade teams & Senior teams as appropriate to the umpire, with an acceptable level of competence (see white badging form as a guide). *** Please ensure badging forms are filled in correctly with the umpires current theory mark, club and that the correct signatures are at the bottom of the page. Badging forms will not be processed without correct information. 17

19 BCNA UMPIRING PATHWAYS The pathways map below is a suggested progression through the umpiring, it is not necessarily sequential. An umpires badge or progression through the levels depends on their performance. PRE-REQUISITES SUGGESTED PATHWAYS ASSESSMENT QUALIFICATIONS Section 1 (online) 70%-79% Umpiring at club or representative training sessions Div 3-4 junior game (4 x 10 min quarters) assessed by clubs Black Umpiring Award Section 1 mark valid for 6 years Attending BCNA Umpire Development Days Foundation Umpires Accreditation (online) Participate in Rules Discussion workshops Div 2 junior game (4 x 10 min quarters) and/or Low C grade senior game (4 x 15 min quarters) assessed by club Gold Umpiring Award Self reflection analysis Practise umpiring at appropriate level Introductory Level Officiating General Principals course (available online) Junior Div 1 (4 x 10 min quarters) or Senior Grade (4 x 15min) assessed by a panel of 2 National umpires or 1 National & 1 White badge, with the support of the BCNA umpires committee White Umpiring Award (invited to umpire in Finals Series) Foundation Umpire (Online Course) Participating in Rules Discussion workshop Appropriate game as deemed by Umpires Committee (4 x 10, 12 or 15 minute quarter game) National C Badge (now qualified to umpire State Age Championships) For further pathways and development through the All Australian Umpire Awards, please refer to the National Umpiring Development Framework (NUDF) available through the BCNA or Netball NSW webpages. 18

20 BCNA Umpire Development Programs Black & Gold Umpire Development Day Saturday, 7 th April 1-3pm This development session is for beginning umpires through to umpires who have begun their journey through the district badges. Umpires will be grouped per skill level and be taken through the basics of rules and their application, umpire movements and positioning, protocols including calling time etc. The session will include both theory and practical components. Club umpire convenors are expected to attend with their umpires to assist with the sessions and learn from the experienced umpire mentors on the day. Umpires will need to wear suitable clothing and footwear to participate in the practical activities. They will also need a rule book and pen. Representative Carnivals There are representative carnivals scheduled throughout the season for umpire to volunteer for and receive coaching. Umpire can be Gold or above in badge, and need to let their club convenor know if they are interested in umpiring at carnivals. Umpires will need to wear full whites and bring a rule book and pen. Representative Training Nights Umpires have the opportunity to come to rep trainings to receive umpire coaching from the umpires committee. Any umpire is welcome to attend for both theory and practical from 7:00pm each Thursday. Keep up to date with training opportunities on the Blacktown Umpiring facebook page. Trivia Night- To be confirmed Come along with a table of your umpires to participate in a fun trivia style rules discussion night. Bring some munchies and a rule book and have fun while you improve your knowledge of our great game. Rule of the Week The Rule of the Week posters on the back of the toilet doors will continue this season, rotating every 3 rd round. The rules are also posted in the umpiring section on the website for your use within your own club. By using the rule of the week as a focus for your umpires, they can concentrate on improving one aspect of their game each week. A rule of the week program will also be updated on the webpage. 19

21 Competitions: Blacktown City Netball Association Umpire Convenor s Handbook 2018 There are numerous competitions available for umpires at both State and National Levels. The HOLDEN State Championships and State Age Championships, with charity partner OCF, are held each year at venues decided by the Netball NSW Council. Districts apply in advance for the right to host these events. Districts may enter one representative team into each age division. State Championships 2016 dates 9 th 11 th June Gosford When teams are entered each District is required to nominate one umpire per team. From the nominations received the Netball NSW Umpires Operation Panel selects the umpires who will attend the State Championships, based on their standard and experience. The State Championships is a prestigious event. Every umpire should aspire to be selected to gain the experience umpiring the best teams outside the State League Competition. State Age Championships 2018 dates 7 th 9 th July Liverpool (Champ), Camden (Div 2), Eastwood Ryde (Div 3) Inner West (Div 4) Umpiring at these Championships is open to all National Badge holders. Each association is required to nominate one umpire per team entry plus one additional umpire, i.e. if a association enters three teams; four umpires are required to officiate on behalf of the association. DOOLEYS Metro League (formerly State League) The DOOLEYS Metro League is an open competition for representative teams from various districts. This weekly competition is graded into divisions played on weeknights at the new Genea Netball Centre. Umpires may nominate or be nominated by Districts to officiate these games. Allocation to games is completed by the Netball NSW Umpire Education Officer and an appointments panel appointed by MOUT (Member Organisation Umpiring Team). 20

22 Court Craft Night Interdistrict A Night Inter-District Competition is held each year, this year it will be held at Netball Central after the regular Metro League season. Umpires are allocated to the top division games by the Netball NSW Umpire Education Officer and a representative of the Umpires Operation Panel from umpires nominated by districts. The lower divisions are allocated by district and appointments are made by District Convenors. The Night Interdistrict is an excellent forum for the coaching and testing of National C and B Umpires. FINAL SERIES Umpires who have attained their BCNA White Award or National Badge are expected to volunteer to umpire during BCNA finals series. Umpiring in the final series is both a privilege and important duty that all badged umpires at BCNA share. The BCNA Umpires Committee continues to work hard to provide mentoring and coaching programs to help umpires progress with their umpiring development. Finals Series Protocols Protocols and procedures for the Finals Series do vary from normal competition rounds. These protocols will be made available as the season ends.
